Peru: Fuel taxes according to toxicity

    Situation before project start:

The fuel taxation system recompenses the use ofthe most pollution fuel, therefore hindering the shift

    to cleaner engine technologies

    Project interventions:

Campaign against high sulphur content in diesel designed

Key allies for campaign identified and convinced

    High media coverage obtained

    Results:

New fuel taxation system that recompenses the use ofclean fuels (and therefore modern engine technology)elaborated and in gradual implementation

Trend towards cars with modern technology statistically proved

    8

    Bolivia: Air quality monitoring

    Situation before project start:

No awareness about negative impacts of air pollution

    on public health and environment

    Project interventions:

    Pilot monitoring network established

    Technical staff trained

Joint funding body: municipalities & universities

    Gradually decreasing co-funding of equipment

    Results:

Air quality monitoring network in four biggest cities established

Municipalities cover running costs and invest in equipment

Quality control regularly conducted by a national university

High quality data on urban air quality obtained

    Healthcare Waste Management - Separation

To assure the sustainability of the separation of healthcarewaste in origin, various steps have been undertaken:

Yearly evaluations headed by Ministry of Health

Waste management will be part of accreditation of hospitals

Introduction of waste management into university careers

    Success stories inpilot hospitals:

Amount of infectious wastereduced by 50% (Cochabamba)

25% of general waste sold torecycling companies

Amount of infectious wastereduced by 30% (La Paz)

    16

    Healthcare Waste Management - Collection

Assistance to improve separated collection of healthcarewaste through the following measures:

Optimisation of routesof the collection service basedon the information provided by the baseline studies

Adapt vehiclesfor the collection of infectioushealthcare waste, according to national standards

Tricyclesfor areas of difficult access by vehicle, strategic distribution of transfer stations

Training the staffof the private operators and thepublic supervisors of the collection service

    Healthcare Waste Management - Disposal

For reasons of sustainability, the projectpriorizes the following measures:

    Improvement of monitoringof final disposal

Competence of the local authorities, since urbanwaste management has been privatised

Creation or improvement of existing sectionfor healthcare waste within municipal landfill

Three big cities (El Alto, La Paz, Cochabamba)are in the process of translation of the landfill

Lobbying and assistance for an environmentalfriendly deposition of the healthcare waste inthe new landfills

A landfill built with up-to-date technology is moresustainable than the decentralized incineration(no hospital incinerator is working properly)

    Bolivia: Potential of domestic waste

    Economic potential

    of waste recovery

    in Bolivia:

    Value of solid

    waste: 60 millionsUSD per year

    Job opportunities

    for 20.000 people

    Energetic potential

    (biogas production

    from organic

    waste) in Bolivia:

    20 million gascontainers

    per year (2 for

    each inhabitant)

    Environmental

    potential in Bolivia:

    80% less solid

    waste in landfills =
