Seismic Intensity 7Buildings with lower earthquake resistance will collapse. Even highly earthquake-resistant wooden houses may lean.
Seismic Intensity 5 LowerMany people are frightened and feel the need to hold onto somethingstable. In some cases, dishes in cupboards and books on bookshelves may fall. Unsecured furniture may move.
Seismic Intensity 5 UpperMany people find it harder to walk; walking is difficult without holding onto something stable. Unsecured furniture and cinder block walls may topple over.
Seismic Intensity 6 LowerPeople find it difficult to remain standing on their feet. Unsecured furniture may shift and topple over. Wooden houses susceptible to damage by an earthquake are likely to lean.
Seismic Intensity 6 UpperIt is impossible to remain standing. Most unsecured furniture topples over. Wooden houses susceptible to damage by an earthquake are more likely to collapse. Large cracks may form in the ground.
● Seismic intensity scale (Shindo)Seismic intensity scale refers to the strength of seismic tremors caused by an earthquake.
● According to the Japan MeteorologicalAgency’s seismic intensity scale, levels of tremors are defined as follows:

Assess the Earthquake Resistanceof Your House
A hazard map indicates areas where severe damage is predicted in case of a natural disaster. There are earthquake hazard maps, floods hazard maps and other maps available. For a hazard map of the area you reside in, please contact your city/town/village office.
The number of casualties in the Great Hanshin-Awaji Earthquake occurredin 1995 totaled 6,434, of which 4,831 deaths were caused by collapsed houses and buildings. Houses, buildings and other structures constructed after the Earthquake tend to have higher earthquake resistance.
Structures built before June 1, 1981 may have low earthquake resistanceand may collapse when a large scale earthquake occurs. If you live in a wooden house built before June 1, 1981, it is recommendedyou contact your local office and have your house examined for earthquake resistance (free of charge service).
Identify Your Area on a Hazard Map
If you live in an apartment or housing complex, please ask your landlord (ōyasan etc.) for details.

Confirm What to Do Wherever anEarthquake Occurs
In your houseImmediately huddle under a desk or table and protectyour head with something soft so as not to be injuredfrom falling furniture.
On the road, in shopping areasWatch out for falling objects (such as glass and building signboards) and the collapse of concrete-block walls and vending machines. Also watch out for moving cars. Go into a solidly constructed building nearby. Stay away from broken and dangling power lines. In underground shopping malls, find a less crowded way out to escape, without rushing into a crowded one.
In the carIf you are driving when an earthquake occurs, turn on the hazard light and pull over slowly to the left side of the road. Do not rush out of your car; stay informed by thecar radio. If you need to take shelter, bring your vehicle inspection certificate (shakenshō) with you. Leave the key in the ignition, so that the car can be moved if it stands in the way of an ambulance or a fire truck. Close the windows and leave the doors unlocked. It is recommended to leave a note with your phone number. On highways, watch out for other vehicles and escape from an emergencyexit or interchange.

Case③
If you live in an apartment or housing complex, do not use an elevator to escape. When the initial tremors seem to begin subsiding, open a door/window to secure your way out.

On the trainWhen a massive earthquake occurs, the brake system of a running train is activated. Hold onto something stable to avoid falling over. Should tremors occur while on a station platform, be careful not to fall onto the track. When escaping, protect your head and watch out for falling objects, and follow the instructions from the train staff.
Near the shoreIf you feel earthquake tremors near the seashore, immediately go to higher ground. Even if you think the tremors are weak, tsunami may strike the shore. Because tsunami may repeatedly hit the shore, be sure to stay away from the shore.
In the workplaceStay away from bookshelves and windows. To ensure your immediate escape out, identify the emergency exits and nearby shelters in advance.

● Lock up your home to prevent strangers from breaking into your house and/or to prevent a fire from spreading.
● Shut off the main gas valve and water tap (main valve; not the faucet but the stop tap). Also be sure to switch off the circuit breaker to prevent a fire when electricity is restored.
● When evacuating, leave a message on the entrance door to indicate your family’s safety (For example, “We are alive”).
★Hints★
If a fire breaks out, calmly begin trying to put it out.If flames exceed your height, it will be difficult to put it out by yourself. When flames become intense and are reaching the ceiling, stop trying to put out the fire and evacuate immediately.

The Safety Evacuation Area serves as a temporary evacuation site, not a place to accommodate evacuees.
● Designated Tsunami Evacuation Buildings (tsunami hinan biru)The building serves as a temporary evacuation site for residents with no higher grounds nearby to evacuate to. The Designated Tsunami Evacuation Building is not intended to accommodate evacuees.
● Shelters (hinanjo)Shelters are intended to accommodate local residents whose houses are collapsed or lost. No money or certifications are required. No nationality restrictions.
There are several types of shelters and evacuation areas.

● Points to note when a typhoon is approaching● Gather the latest information through TV, radio, etc.
● Stay away from hazardous areas such as swollen rivers or under the cliffs.
● Early evacuation to a safe place is highly recommended for sick people, baby, the elderly and the physically disabled.
● Points to note when evacuating● Wear sports shoes and tightly fasten the ties. Boots are not
appropriate because water will become trapped inside, making it difficult to walk.
● You and your family should tie each other with a rope so as not to stray. Be sure to pay keen attention to your children.
● In general, the depth of flooded water in which one can walk is up to 70 cm for a man and up to 50 cm for a woman. However, when the stream of flood water flows fast, even ankle-deep water could cause you to be swept away. Do not force your way. Move to a higher place and wait for rescue.
● Be sure to carry your baggage on your back to keep your hands free.
● There may be many dangerous spots under flood water such as uncovered manholes, depressions, steps, etc. Watch your step carefully by using a long stick as a cane.
● To ensure safety, carry the elderly and physically disabled on your back. Use a life buoy for small children and a baby bathtub for babies.

If a natural disaster occurs, disaster/evacuation information is announced via TV/radio and a public speaker system. In case of power failure, it is recommended to prepare a battery-powered radio for gathering information.
★Hints★
Because emergency information may only be announced in Japanese, it is highly recommended to remember Japanese expressions such as “hinan shiji” (Evacuation Order) and “hinan kankoku” (Evacuation Advisory). It is also advised to keep close contact with your neighbors and ask them to call out when evacuating.
