Denise L. NappierDenise Lynn Nappier is the first African-American woman elected to serve as a State Treasurer in the United States and the first African-American woman elected to a statewide office in Connecticut. Elected in 1998 and re-elected in 2002, 2006 and 2010, Treasurer Nappier is also the only woman to be elected Treasurer in state history. As Connecticut’s chief elected financial officer, Treasurer Nappier oversees $52 billion in state funds, including the $26 billion Connecticut Retirement Plans and Trust Funds, the $19 billion debt management program, and the $5 billion Short-Term Investment Fund – rated as one of the nation’s top performing government investment pools. Her innovative and effective leadership has saved taxpayers and businesses hundreds of millions of dollars. A strong advocate for diversity and expanding economic opportunity, Treasurer Nappier has an unsurpassed record of increasing opportunities for women- and minority-owned, state-based and emerging firms to earn business with her office.
