REEC Cornerstone Award Recipient Biography
Denise L. NappierDenise Lynn Nappier is the first African-American woman elected to serve as a State Treasurer in the United States and the first African-American woman elected to a statewide office in Connecticut. Elected in 1998 and re-elected in 2002, 2006 and 2010, Treasurer Nappier is also the only woman to be elected Treasurer in state history. As Connecticut’s chief elected financial officer, Treasurer Nappier oversees $52 billion in state funds, including the $26 billion Connecticut Retirement Plans and Trust Funds, the $19 billion debt management program, and the $5 billion Short-Term Investment Fund – rated as one of the nation’s top performing government investment pools. Her innovative and effective leadership has saved taxpayers and businesses hundreds of millions of dollars. A strong advocate for diversity and expanding economic opportunity, Treasurer Nappier has an unsurpassed record of increasing opportunities for women- and minority-owned, state-based and emerging firms to earn business with her office. She has championed numerous efforts promoting asset-building and empowerment strategies, including Connecticut’s Individual Development Account Initiative -- a matched savings program designed to help working families accumulate assets. She also led the successful effort to establish a $100 million Housing Trust Fund for Growth and Opportunity, aimed at increasing affordable housing for working families in Connecticut. Throughout her administration, Treasurer Nappier has served as a catalyst and effective advocate for financial education. She was a driving force behind statewide youth financial education initiatives, and the annual Money Conference for Women, which is now in its eleventh year. She also has made CHET, Connecticut’s 529 college savings program, one of the nation’s most affordable and accessible programs. Since she took office in 1999, CHET has grown from $18 million in assets to more than $2 billion today. One of the nation’s leading shareholder activists, Treasurer Nappier has successfully negotiated with companies for landmark agreements on a wide range of corporate governance issues, such as executive compensation, independence and diversity of board members, financial reporting and auditing, and disclosure of financial risks associated with climate change. She proposed and co-chaired the Institutional Investor Summit on Climate Change, the first of its kind in U.S. history, held at the United Nation in 2003 and biennially since then. Treasurer Nappier previously served as Hartford City Treasurer for nearly a decade and as Executive Director of Riverfront Recapture during the organization’s formative years when it established the blueprint for the successful revitalization of the Greater Hartford riverfront. She holds a BA from Virginia State University and a master’s degree from the University of Cincinnati. She is a board member of the National Association of Corporate Directors, Connecticut Chapter -- the first public fund investor to serve in that capacity, and the International Foundation for Electoral Systems. Among numerous awards and recognitions, Treasurer Nappier was twice named one of the nation’s “100 Most Influential People in Finance” by Treasury & Risk Management magazine. In 2011, she was inducted into the Connecticut Women’s Hall of Fame.
