who asks that his name not be used for fear thieves will target him because he lives alone. I have to pay for my cancer medicinevery expensive. Also, my home insurance, car, and I have to eat. I have nothing left after that.
Each of the roughly 100 households in town is looking at higher bills since the Cemex cement plant closed in January. While in business, Cemex paid about $185,000 per year, or roughly half the cost required for the Santa Cruz County Public Works Department
to run a drinking water treatment plant and a sewage system for Davenport residents. Now that the moneys gone, towns few residents and businesses are left footing the bill. The results are a 74 percent hike in sewer rates and a 10 percent rise in water rates.
District 3 Supervisor Neal Coonerty calls it a terrible situation. At the May 25 Board of Supervisors meeting he helped pass a 30-day postponement of the rate increase, but indicates hell likely approve the rate hikes at the June 22 supes meeting.
One of the few rays of hope is the possibility that Cemex, a Mexico-based company, is still responsible for paying its share of the water system costs, even though the plant is not operating.
Cemex still has a license to operate, and they still own the land, says Coonerty. I want to make sure they arent still financially obligated under the same terms [as when it was in business]. Were trying to explore every option to help.
Built for the PoorFor decades starting in 1905, the
cement plant pumped huge amounts of dust into the air that rained down in gray clouds. That dust meant that a poor working family could buy a house in Davenport for cheap.
Luz Fuentes, program coordinator at the Davenport Resource Center, a low-income family assistance facility, says the towns history of poverty means big increases in utility bills are that much harder to absorb.
People are very worried, she says. Every time we have a food distribution everyone wants to know whats going on with the water. Most of our residents just cant afford it.
Even if county lawyers find that Cemex is still on the hook for paying ongoing water costsa claim that, off the record, several leaders close to the situation strongly doubtit would only be a temporary fix, as the company could give up
IN A pastel-toned house just off Highway 1 in Davenport, an 89-year-old man weeps softly into his hands. He says hes worried that if his sewer and water bills jump from around $2,700 to $4,000 per year, like theyre scheduled to by the end of July, hell have to sell the home hes lived in since 1947. A widower with no children, a fixed income and an advancing case of prostate cancer, he says he cant bear to think of leaving.

Roberta Smith, another longtime Davenport resident, wants to see a longer-term solutionshe just doesnt know what it is. Meanwhile, shes prepared to rent out one of her bedrooms as a way to make ends meet.
This day has been on my mind for a long, long time, says the 78-year-old semiretired geologist and 27-year local as we sit in the living room of her cramped hillside home. I think rather than trying to find if Cemex is somehow still responsible, we need to have a system thats more ideal for our community. We just cant keep hoping the cement plant will come back and save us.
Santa Cruz County Public Works director John Presleigh says hes been kept up all night thinking about ways to work through the situation. Hes excited about the opening of the towns new water treatment plant next month, which benefited from $1.6 million in federal stimulus funds.
He says its one reason water rates are only increasing 10 percent, while sewer fees are going up 74 percent. Still, he says there is no easy solution for what he says is a case of too much cost spread among too few taxpayers.
Theres really no cheap way to do this, he says. Were continuing to look for grant funding and bridge funding and how we can keep the costs down and still meet all regulatory requirements. What you have, though, is a small community with two treatment plants, and you have to pay to run them.

The long-dormant Redwood Mountain Faire kicks off the Santa Cruz summertime festival season 0G;/@7/5@CA/CA9/A
HELPING to organize an all-day music and arts festival for a hoped-for turnout of at least 3,000 is no easy task. But Nancy Macy has pulled if off before. Sandy-haired and spritely in a San Lorenzo Valley Redemption Recycling T-shirt, she speaks
enthusiastically about the Redwood Mountain Faire materializing on the near horizonthis Saturday, to be exact.
This years Faire marks the revival of a tradition, dormant for the past 14 years, whose roots are planted firmly in the memories of those who lived in the San Lorenzo Valley during the 1980s.
It was really a major part of our lives, says Macy, one of the ambitious young women who in 1978 formed the Valley Womens Club, the organization responsible for dreaming up the Redwood Mountain Faire.
The seed was planted in 1980 with an arts and crafts fair that turned over a profit of $300 on champagne and baked goods sales. Organized by Linda Moore and Diana Troxell, who are still members of the VWC, it was called the Highlands Faire in honor of its location at Highlands Park. Since art and music go together like peanut butter and jelly, the VWC recruited live musicians the following year and changed its name to the Redwood Mountains Faire and Folk Music Festival. The Faire grew over the years, attracting headliners such as local string phenom Bob Brozman, Taj Majal (1984), Etta James (1986) and David Grisman (1993, the year it rained), to name a few. It grew until 1996, the year it became too expensive to pay for itself, and has existed only in memory since. !

It was nostalgia for those good old days that made the Community Connection Committee, a branch of the VWC, vote to sponsor a revival of the Faire, an event they say brought a wonderful feeling to several generations of SLV folks, year after year for 18 years.
One difference is locationthe Faire will be at Roaring Camp this year, rather than Highlands Park, a decision that will save thousands of dollars on shuttle buses. Roaring Camp will provide a train to shuttle festivalgoers from the parking lot to the fairgrounds.
The success of this years Faire leans heavily on the support of local businesses and nonprofit organizations. Not-for-profit groups like the Mountain Arts center, Camp Joy, Glenn Arbor School and South Street Centre will get a percentage of the profits.
Its a family event, we want people to come and enjoy the music, look at the art, buy the art, support local artists and businessesthat was the original intent, says Macy.
But the Faire has benefits beyond dollars and cents. The community in the early days of the fair was very badly divided. There were huge conflicts between individuals and organizations that wanted to promote growth and development in the valley, says Macy. The Redwood Mountain Faire brought people together.
An army of businesses and volunteers from the valley are behind the scenes this year, though the spotlight shines on
the 33 talented artists and 13 bands on two stages they will proudly host.
Headlining the main stage is Matt Costa, a lyrically gifted and successful California songster sure to draw old friends and new alike. Older festivalgoers will get a blast from the past when local band Snail breaks out of its antique shell once again to shake the redwoods with its groovy jams. Brothers Comatose bring organic folk reminiscent of The Devil Makes Three complete with the eerie voice of the saw, and Harmony Grits will pepper the mix with the down-home bluegrass no festival is complete without.
The Faire will feature local artists and their unique wares, like garden ornaments constructed from recycled objects by Jane Wrankle and handcrafted jewelry by Nancy Moore. Food will be provided by Blue Sun Catering while the Felton 4-H dads will be barbecuing up a scrumptious feast of meats and veggies. And to wash it all down, five local microbreweries will provide beer along with souvenir pint glasses to remember the day.

generation of Bargettos operating the landmark winery is the estate Regan vineyard. Planted to pinot noir, merlot, chardonnay and small blocs of Italian varietals, it sprawls across 40 acres overlooking the Monterey Bay. Since 1997, this vineyard has supplied the La Vita bottling.
Building consensus on the special release can be a huge diplomatic venture, Bargetto admits. I work to build consensus, bringing in the family to help make the decision of which wine will be selected as the La Vita. There are often eight of us in the lab, he laughs. So the making of the wine and the choice of blend is a process that take place over time.
The winery director pours another taste, this time of the 2007 Pinot Noir Reserve from Regan Vineyard, a distinctive creation of almost 96 percent Pommard clone aged in French oak. It really expresses itself, he says, but its no fruit bomb. I agree. Im equally impressed with a pour of 2007 Reserve Chardonnay, a wine I dont always associate with Bargetto. Loaded with mineral depth, it shows off the estates Mt. Eden clone fruit.
John Bargetto is clearly pleased with the winerys increasingly upscale estate-driven profile. We currently have eight Santa Cruz Mountain wines in release, he says, adding that thats more than any other local winery. All of this provides a dramatic slice of regional terroir for visitors to the winerys appealing tasting room overlooking Soquel Creek.
Balance, Bargetto repeats, as I take my last sip of the new La Vita. Thats what we looked for. The dolcetto supplies fruit, the nebbiolo tannins and the refosco, spice. And the f lavorclearly something that will only deepen with cellar timeis already full. La Vita already lives up to its name.
