Prime Minister of Ukraine Arseniy YATSENYUK

The Government assumed the political responsibility for the state of affairs within the country and agreed to take actions that hadn’t been done throughout recent 20 years. It is our mission, that’s our objective and we are doing it.

I realize how hard it is now for the majority of the Ukrainians and for the entire country. Russian military aggression, the war, incredible losses of the economy cost each Ukrainian a fortune. It is just difficult to compare which countries had gone through similar tests.

We have embarked on these complex reforms that aren’t always perceived positively among Ukrainians at the present stage.

But I am asking all of you to understand - without today’s reforms we will not have our tomorrow.

Our Government struggles neither for the approval ratings, nor for its popularity, as these reforms in the short term do not add any political advantages.

We know what we agreed to. We agreed to make these steps to have our tomorrow.

Among the opponents to our reforms are Vladimir Putin, the Opposition Bloc who led the country into bankruptcy we are trying to lead out of, and a group of politicians who want to get cheap political gains in the country in a state of war.

What has been done by the current Government is endorsed by G7 states, our American and European partners. And they are helping the country to find the way out of this very difficult situation.

But I want to assure you that we will cope with this situation.

I want to ask for one thing - patience, understanding and unity. Let’s think not about ourselves, but about our children and next generations. And how to pull the country out of this abyss. There is no another recipe.

What has been done

Maintained efficient activity of Crisis Energy Headquarters that has facilitated, under conditions of military aggression and restricted access to energy carriers, to preserve energy system of Ukraine and successfully endure the heating season.

Participated in drafting laws called to promote deregulation issues, improve the quality of public services, increase transparency of public procurement.

Current objectives

Complete the reform of the environmental system, state-owned enterprises in the transport sector, road economy, communications and mining. Introduce competitive and transparent working conditions in these industries basing on the principles of a state-private partnership.

Create a national market of emission trading, introduce a system of effective use of green investment instruments.

Elaborate in the framework of the Crisis Energy Headquarters of the National Response Plan for Emergency Situations in the fuel and energy complex in autumn and winter 2015-2016.

What has been done

Extended tax incentives for national publishers. Launched the Weapon of Culture project- the Ministry, artists and volunteers jointly organise cultural events and movie demonstration in the ATO area and the adjacent areas.

Established support centres for IDPs on the basis of libraries. Employed teachers and displaced students from educational and cultural institutions from the temporarily occupied territories.

Elaborated new legislative mechanisms of the state support of the national film and television production. Launched introduction of the electronic system to monitor public library activities. Pioneered the law to protect the expenditures for protection of the state-owned and municipal museums, preserves and other cultural institutions.

Current objectives

Approve the Culture Reform Strategy. Protect the national cultural product by the peculiar law.

Create the legislative framework to increase the share of Ukrainian product in television and radio air. Launch comprehensive measures to develop the national cinema.

Reform of monument preservation legislation to ensure decentralization and deregulation processes.

What has been done

Transferred powers and resources to the local level after drafting and adopting of relevant laws. As a result, local communities obtain additional resource worth over UAH 26 billion. Launched decentralization in architectural and construction control area, simplified the licensing and clearance process in the construction area.

Simplified mechanisms for the redesigning and rebuilding of residential flats. Attracted investment funds for the rehabilitation of Donbas and maintained solving the problems of the internally displaced persons. Launched activities on amending the Constitution in terms of decentralization.

Current objectives

Prolong decentralization processes – achieve maximum transfer of functions to local communities. Prolong activities in the area of the licensing and clearance process in the construction area. Harmonize the basic requirements for buildings and structures with the EU law. Simplify the conditions for competitiveness of the construction products on the market.

Create favourable investment climate to ensure development of territories through the development of urban planning documentation. Planned gradual reduction of tariffs to achieve an economically justified level. Improve energy efficiency, energy conservation and alternative energy development in utilities sector.

Minister of Finance of Ukraine YARESKO Natalia Ann

Self Reliance Political Party faction

What has been done

Made important steps towards stabilization of the financial system of the country and the decentralization of the system of interbudgetary relations. In particular, facilitated approval of the state budget that affords to reduce the deficit of the general public sector management; reaching an agreement on granting a large-scale international financial assistance from the IMF and other partners of Ukraine. Reduced the burden on inflation by reducing deficits of NJSC Naftogaz of Ukraine and the Pension Fund. Reduced single social tax to ensure legalization of wages.

Expanded the tax basis at the account of the fight against the shadow economy, in particular against tax pits, as well as through increased taxation of the rich persons, the introduction of electronic administration of the VAT. Legislative changes initiated by the Ministry were highly evaluated by Finance Ministers of G7 states.

Current objectives

Reduce the state budget deficit. Hold consultation with the holders of sovereign debt of the country aimed at the reduction of the debt burden on the state budget in the coming years. Create proper conditions for Ukraine to return to foreign markets. Improve tax legislation: reinforce the tax policy and the process of tax administration as well.

Prolong upgrading the presentation of the Ministry of Finance, which has to become a true European Ministry taking into account standards and the quality of work.

Minister of Economic Development and Trade of Ukraine

Aivaras ABROMAVICIUS

What has been done

Cancelled 16 regulatory restrictions, 26 kinds of activities do not require licensing anymore. The deadline for obtaining certificates in agriculture reduced, as well as ineffective expertise and monitoring. The mentioned changes are called to simplify the business environment, reduce corruption, attract investment and provide additional economic effect worth about UAH 60-90 billion for the coming five years.

Conducted reorganization of the Ministry, reduced the number of departments, while the staff will be reduced by 30% in the near future and by 20% more in autumn.

Initiated the publication of financial statements of public companies and a new transparent procedure for the appointment of their chiefs. Now General Director position in state-owned companies is an open selective process and the subject to evaluation by independent experts.

Current objectives

Continue preparation for the second deregulation stage - the so-called «guillotine»: regulatory authorities should prove their advantages or will be liquidated. Continue removing excessive regulatory barriers to improve the investment climate.

Prolong harmonization of the Ukrainian system of standardization and technical regulation with the European standards, thus simplifying export our products to EU markets. We have embarked on reforming the public procurement system to make them fair and competitive.

Minister of Social Policy of Ukraine

Pavlo ROZENKO

What has been done

Ensured social fairness principle in the assigning and receiving pensions: introduced taxation of large pensions and limited special pensions for MPs, judges, prosecutors, etc. Created necessary preconditions to transfer to a targeted system of benefit provision, in particular, assigned monthly payment worth UAH 250 for children under 3 from low-income families. Launched the process of joining funds for temporary disability and accidents at work, thus allowing to save about UAH 3 billion and direct these funds to strengthen the social protection of the insured persons. Implemented a subsidy reform, which will be in effect from May: simplified the process of their clearance, eliminated the unfair restrictions and artificial criteria, increased expenses up to UAH 25 billion to provide housing subsidies. Launched new programs for social protection of ATO participants. Reimbursed financial assistance to the families of those killed during the Maidan events. Decentralized powers and eliminated corruption schemes in the implementation of social programs for the purchase of vouchers for sanatorium and health resort treatment for the citizens who suffered from the Chernobyl accident, the organization of free nutrition for the children attending schools in the contaminated areas. Aimed at improving the social guarantees of employees increased liability of employers for violating the labor law. Ensured timely payment of pensions and other social benefits.

Current objectives

Continue reforming the benefit system to ensure a targeted principle. Increase the number of subsidy recipients up to 3-4 million families. Expand a circle of social service providers by engaging NGOs. Prolong preparation of the pension reform, in particular through the introduction of the professional pension system and creating conditions for the introduction of a cumulative system. Modernize the employment service and the service providing system for those applying for a job and employers. Approve and implement the 2015-2016 Program for employment and vocational training of the internally displaced persons.

Justice Minister of Ukraine

Pavlo PETRENKO

What has been done

Introduced the online auction system for selling seized property (CETAM), thus destroying corruption within the Ministry of Justice.

Destroyed macro-corruption schemes related to the printing of special forms and illegal payment of royalties to offshore companies, that last year alone saved about UAH 1 billion for the state budget.

Initiated a reform of public service delivery by the Registration Service. Throughout the entire territory of Ukraine launched pilot projects on the extraterritoriality of the front - and back-offices, called to reduce time, number of documents in the process of registration.

As part of the reform of public service delivery introduced an electronic services system. Objectives of the reform: to reduce the number of paper documents received by the citizens, as well as to ban for the state agencies to demand relevant documents from citizens. All documents and references, with the total amount about 1 million 600 thousand annually, will be available through the Internet avoiding queues.

Conducted functional audit of the judiciary system.

Underway reduction in the number and the process of optimization of the Ministry of Justice structure. Central apparatus reduced by 30% and territorial justice authorities by 20%.

Announced public tenders for all senior positions in the Justice Ministry.

Current objectives

Continue the reform of public service delivery through the transfer of these functions to local authorities and notaries.

Continue the reform of the Executive Service system through the establishment of a private bailiff system.

Our medium-term goals within the reform framework include improvement of the presentation in the Doing Business ranking: starting a business –ranked 76 –th now, target to achieve 13 - th; registering property –59 –th, target - 47; enforcing contracts – 43 –th, target - 31; resolving insolvency – 142 –th, target - 75.

Minister of Interior of Ukraine

What has been done

Launched practical reform stage within the Ministry of Internal Affairs.

Based on the city of Kyiv, the first stage of establishing a new patrol service is coming to end. The Ministry of Interior of Ukraine drafted the Law of Ukraine «On amendments to certain legislative acts of Ukraine on the reform of the law enforcement system». February 12, 2015, the bill was passed by the Verkhovna Rada of Ukraine and submitted to the President of Ukraine. Launched activity to draft bills envisaged by the Action Programme for the Cabinet of Ministers of Ukraine «On the National Police», «On the Law Enforcement», «On amendments to the Law of Ukraine «On Road Traffic» and «On Introduction of System for Automatic Traffic Violation Monitoring».

The Ministry of Interior of Ukraine is engaged in antiterrorist operations. Police officers and the National Guard officers perform duties at 68 roadblocks in the ATO area. Overall number of participating in ATO makes up 13 485 militia officers and National Guard officers of Ukraine. Within the Ministry of Internal Affairs created 37 units of the special militia units, 27 of which directly participate in the anti-terrorist operation.

Current objectives

In the near future the process of optimization of the law enforcement structure will begin. It envisages to separate the functions of the law enforcement bodies and the civil service centre, eliminating duplication of powers, to deprive law enforcement departments of improper functions, as well as prevent possible corruption schemes. In particular, on the basis of the special purpose battalion and the MIA special operation troops there will be created a unified special operation unit KORD.

As a result of implementation of the planned activities the Ministry of Internal Affairs of Ukraine is to conduct envisaged by the Coalition Agreement reduction of units to combat organized crime, transport and veterinary militia.

Minister of the Cabinet of Ministers of Ukraine

What has been done

Within the Secretariat of the CMU introduced a full cycle of e-documents flow with electronic signature system, which significantly reduces the expenditures of the state budget and eliminates unnecessary bureaucratic procedures. Launched exchange of e-document flows with the Secretariat of the Verkhovna Rada, the President’s Administration. Within the Secretariat of the Cabinet of Ministers of Ukraine, aimed at elimination of function duplication and reduction of the state apparatus there was held on a voluntary basis an independent audit and analysis of the effectiveness of the organizational structure of the Secretariat.

Continued the process of execution of a comprehensive 2014-2017 Action Plan for the implementation of the Association Agreement with the European Union. Approved 57 implementation plans, 64 legislative acts of the EU, held first meeting of the Association Council between the EU and Ukraine.

Released the first Report on the implementation of the Association Agreement with the EU, which was positively evaluated by our European partners.

Current objectives

Continue open and transparent competitions to fill vacant posts of chiefs of state-owned enterprises within the CMU competence. Finalize and submit to the Verkhovna Rada of Ukraine the Law «On the State Service».

Minister of Agrarian Policy and Food of Ukraine

What has been done

Together with the EU experts drafted a Single Comprehensive Strategy for Agriculture and Rural Development in Ukraine through 2015-2020. Facilitated elaboration and introduction of legal regulations to ensure deregulation processes in the industry. Simplified procedures for the issuance of quarantine and phytosanitary certificates, thus reducing corruption and simplifying the business environment.

In the framework of corruption fight activities at the state-owned enterprises revealed corruption schemes to the tune of over UAH 9 billion. Informed law enforcement bodies about over 100 facts of abuse of power. Introduced an open system of selection leaders, prepared and announced competitions to hold the posts for over 70 state-owned enterprises. Conduct financial diagnostics of enterprises of the branch with participation of international experts. Initiated the privatization of the majority of state-owned enterprises.

Additionally, the budget envisages UAH 550 million to finance sector programs. Facilitated signing a Memorandum of understanding between Canada and Israel to support the Ukrainian fruit and vegetable farms. This project will provide Ukrainian farmers with UAH 400 million.

Current objectives

Maintain food security of the state. Attracting international investment in infrastructure projects.

Implement plans to build a modern irrigation system in the south of the country.

Increase agricultural exports, conquer and continue further expansion of global markets. In particular, open the EU markets for dairy and meat products.

Negotiations with the EU about the increase of quotas on some agricultural products. Adaptation of the existing legislation in accordance with EU requirements.

Embark on talks with the EU to increase quotes on certain kinds of agricultural goods. Adapt current legislation tot he EU requirements.

Minister of Environment and Natural Resources of Ukraine

All-Ukrainian Union Fatherland faction

What has been done

19 gas fields and three significant shares of common gas production on the Sakhalin field that were illegally transferred to a private company related to «the Yanukovych’s family» have been returned to public property. The Ministry cancelled the control of ballast water in seaports – a corruption scheme that significantly aggravated the competitiveness of Ukrainian ports. It was revealed the information on all special permits for subsoil use, holders of these permits as well as reasons for their issuance. 256 new hybrid cars Toyota Prius for new Ukraine’s patrol police were cleared and transferred to the MIA. The procedure for the transport of goods that do not contain ozone-depleting substances was greatly simplified. Ukraine signed a €350 million grant agreement with EBRD for the completion of the Chernobyl New Safe Confinement. We also reached an €14 million grant agreement with the Government of Germany for the development of national parks in the Carpathian region.

Current objectives

Continue returning illegally alienated mineral deposits to the state.

Restore order in amber mining in Rivne and Zhytomyr regions.

Prevent illegal deforestation.

Refine upon and ensure the adoption of the new Code on mineral resources and a new, more effective auction sale mechanism of permits for mining.

Make the maximum number of administrative services available online, create a real «single window» system and switch to electronic procedures in dealing with business, as well as automate the control.

Ensure maximum transparency of the Ministry’s activity – open access to budget expenditures, the register of state employees with salaries and bonuses, online register of issued permits and licenses.

Make the Biosphere Reserve from the Chernobyl zone and return safe areas to normal life and economic activity.

Reform radically the system of environmental control.

Minister of Energy and Coal Industry of Ukraine

What has been done

In the state of emergency in the energy sector managed to endure the winter - to ensure the operation of power systems, avoid mass emergency and rolling blackouts, attract US680 million of investment in the development of infrastructure. The heating season has been passed in conditions of supercritical problems with coal, as well as damaged transport and energy infrastructure in eastern Ukraine. Reverse gas supplies from European countries have been significantly increased - up to 60 cubic meters per day. We developed a program on reforming the coal industry aimed at streamlining prospective mines, reorganizing or preserving unprofitable ones, privatizing enterprises. We achieved transparent conducting of auctions for the sale of liquefied natural gas, oil and condensate of own production.

Current objectives

Carry out systemic reforms within the rules of the European Energy Community and in the spirit of European integration, attract investment in the outdated infrastructure, reduce energy dependence from the Russian Federation and increase domestic energy production.

Combat corruption, non-transparent pricing and monopolies. The negotiations with China and several other countries on attraction of funds for the modernization of the energy sector’s infrastructure that will provide new jobs, reduce energy losses at the phase of production and delivery to the consumer are under way.

Minister of Foreign Affairs of Ukraine

Pavlo Klimkinupon recommendation of the President of Ukraine

What has been done

Provided broad international support for the territorial integrity and sovereignty of Ukraine from leading international organizations and foreign partners.

Ensured the negotiating process for a peaceful settlement of the situation in Donbas, which led to the approval of the Minsk agreements by the leaders of Ukraine, Germany, France and Russia. The deal is aimed at a ceasefire, withdrawal of all foreign armed forces, military and mercenaries from the territory of Ukraine, as well as the release of hostages and regaining Ukraine’s control over the border.

Promoted the strict implementation by all the parties agreements reached in Minsk. Attracted more than 100 million euros of humanitarian aid from the EU and its Member States. Introduced biometric passports and begun their issue- this step brings Ukraine to a visa-free regime with the EU.

Approved a Ukraine-NATO Annual National Program for 2015, which implies, in particular, the creation of special purpose funds aimed at strengthening the state’s defense. Stipulated the rejection of non-aligned status and determined deepening of cooperation with NATO in order to meet the criteria for membership in this organization.

Current objectives

Complete the Action Plan on liberalization of the EU visa regime for Ukraine.

Conclude a cooperation agreement with Eurojust.

Prepare for a joint international conference with foreign partners in support of reforms in Ukraine.

Ensure international humanitarian, military-technical and financial assistance, including reconstruction of Donbas and support for internally displaced persons.

Use all diplomatic and legal tools to ensure the release of Ukrainian citizens who are illegally detained in Russia, to bring peace and security back to the east of our country, as well as return Crimea to Ukraine.

Minister for Information Policy of Ukraine

What has been done

Developed and implemented a social program aimed at supporting the fourth wave of mobilization. Established a commission for protection of national broadcasters in all regions of Ukraine, including Donetsk and Luhansk regions. Created and implemented an online platform i-army.org.

Created an expert council, which began work on the concept of Ukraine’s information security.

Current objectives

Launch a Ukrainian TV channel «Ukraine Tomorrow».

Introduce trainings of the institute of war correspondents.

Developea specific campaign under information policy on the Crimean peninsula «Crimea is Ukraine».

Recover broadcasting of Ukrainian TV channels and radio stations in Donbas.

Minister of Infrastructure of Ukraine

What has been done

The first Ministry that launched the transparent and professional selection procedure of managers for the largest state-owned enterprises. All information on procurement of enterprises under the Ministry is released on site and tenders’ stages are broadcasted online in order to ensure full transparency. This ensures the best price and efficient use of public funds. The Infrastructure Minister along with the Health Ministry has transferred funding of railway health care departments to the local level.

Begun works on streamlining locomotive yard of «Ukrzaliznytsya» and electrification of the lines.

Developed a strategy of a transparent ministry - e-governance, which will minimize the impact on officials and government solutions, provide every citizen with an on-line access to issues as to the work of the Ministry. Developed the mechanism of rapid response to unusual situations that constantly arise due to the events in the east of Ukraine: how to quickly rebuild the destroyed bridges and railways, to clear of mines infrastructure facilities, etc.

Current objectives

Continue combating corruption by changes in key positions at substructures that prevent the whole system from reforming. Further reforming of the system so that an officer couldn’t influence the decisions, in other words to eliminate the very possibility of corruption.

Reform of state-owned enterprises for their most efficient operation and filling budget of the state. Corporatization of «Ukrzaliznytsya» and «Ukrposhta», their transformation into joint stock companies that will eliminate duplication of functions, save money and make them clear to the international financial institutions that are creditors of these enterprises. Decentralization of «Ukravtodor», transfer of local roads under the jurisdiction of local governments with funds for their maintenance.

Attract investors into the sector, examine the issues of concession and other forms of partnership between the state and entrepreneurs.The revival of rivers as as transport arteries of the country: introduction to the Parliament of a bill «On inland waterway transport» and other legislative work, designed to promote the development of Ukrainian transport sector and its integration into the European one.

Minister of Youth and Sports of Ukraine

What has been done

A UAH 5 million decrease in expenses on the Secretariat of the Ministry. An open access to the published information on the distribution of public spending on the program of the Ministry, orders of public spending on the competition and training sessions. It has been created a council on reforms of physical culture and sports as well as a council on reforming the youth field such as platforms for public debates on the planned changes. Developed roadmaps of reforms in the field of physical culture and sport, as well as reforming of youth policy, created a department of national-patriotic education. The concept of state program «Youth of Ukraine» for 2016-2020 years.

Conducted a functional audit of the Ministry - revealed extrinsic and duplicated functions, developed changes to the law «On Physical Culture and Sports» for its optimization. Provided the most painless transition of children’s and youth sports schools to local budgets, which were previously funded by social insurance funds. Upon recommendation of the Ministry, approved changes to the State budget for 2015 on the allocation of a UAH100 million subsidy to support children’s and youth sports schools.

Current objectives

The embodiment of a pilot project on the delegation of certain powers of the Ministry to sports federations. An increase in their autonomy during formation of the composition of national teams in all kinds of sports, conducting training sessions and competitions.

Holding a completely new competition of youth projects: non-corrupt, transparent and competitive. By A competition committee will include representatives of authoritative international funds. A commission’s meeting will be broadcast on the Internet.

Holding an open public competition for the position of Director of SE «Sports Palace». Return to state ownership of sports facilities and other property alienated corruptly under the Yanukovych’s regime.

Minister of Defence of Ukraine

Stepan Poltorakunder recommendation by the President of Ukraine

What has been done

Successfully organized mobilization - the military is fully equipped and undergo appropriate training. Initiated a raise in the Armed Forces of Ukraine up to 250 thousand people –a relevant bill registered in the Verkhovna Rada of Ukraine. Reduced the Secretariat of the Ministry of Defence and General Staff. Carried out a re-certification of personnel. All the appointed to executive positions should be checked on a polygraph. Well-organized cooperation with voluntary public organizations, as a result - a transparent procurement procedure. 8.5 thousand of ATO participants received the status of combatants.

The families of servicemen who died in the east of our country will receive assistance, including financial. Established the remuneration for direct participation in the ATO and additional remuneration for combat missions.

Current objectives

The build-up of defense capability of the Armed Forces of Ukraine while taking into account the new challenges and threats the national security faces. Social protection of servicemen and providing them with housing, especially the families of those soldiers who were killed during the anti-terrorist operation. Reorganization of the Armed Forces of Ukraine, its staff and technical support, including optimization of military education.

Minister of Education and Science of Ukraine

What has been done

As part of the implementation of the Law of Ukraine «On Higher Education» has been launched the process of granting autonomy to higher education institutions, in particular, there is an expansion of academic, financial and organizational rights of higher education establishments. A bill concerning the reform of vocational education has been developed and submitted for approval. There is the concept of a new bill «On Education». Introduced a new electronic mechanism for selecting textbooks. Updated the Agreement on Scientific and Technical Cooperation between Ukraine and the EU. Successful negotiations on Ukraine’s accession to the EU research and innovation program Horizon 2020.

Current objectives

Active implementation of the Law of Ukraine «On Higher Education». The entry of Ukraine into the European research area and membership in the program Horizon 2020. Reforming preschool, secondary, vocational and extra curriculum education in line with European standards. In particular, the preparation and presentation to the Parliament a draft law «On amendments to certain legislative acts of Ukraine on vocational education», «On science and scientific and technical activities» and «On Education»

Minister of Health of Ukraine

What has been done

Attracted more than US215 million for the project «Improving health care for the people» from the World Bank and more than US133 million of grant aid by the Global Fund to fight TB and HIV / AIDS. Ensured treatment and rehabilitation of ATO participants and internally displaced persons in institutions of the Health Ministry. Entered perpetual action of a registration certificate after a single re-registration of medicines. Simplified the registration procedure for original drugs to treat certain types of diseases. Created field multidisciplinary team (psychiatrist, psychotherapist, psychologist) of emergency medical care. Decentralized financing of health care institutions. Developed a number of bills and regulations necessary for carrying out health care reform. In particular, a bill that will allow to buy drugs through international organizations. Launched the introduction of a system of open competition for leading positions in the field of health management.

Current objectives

Changes in the system of funding for medical institutions – people should pay for services not for beds. Preparing for granting autonomy to hospitals by legalizing their income. Abolition of unnecessary reports and permits. Creating and running in transparent mechanisms for public procurement of medicines, including partial transfer of functions of public procurement of drugs to international organizations. The work with international donors and organizations aimed at obtaining humanitarian aid is under way.
