    1. IntroductionIammakingthissubmissiontotheDepartmentofPlanningandCommunityDevelopment

    regardingtheredevelopmentplansfortheformerKodaksiteat173199ElizabethStreetCoburg

    North,thathavebeenlodgedbythedevelopersColliePtyLtd.

    InwritingmysubmissionIinvitedlocalresidentsinJanuaryfromtheNewlandsandNorth

    Coburgareatocontactmetooutlinetheirthoughtsandfeedbackontheproposed

    redevelopment.Ireceivedletters,emailsandphonecallswhichIhaveusedtohelpguidethe

    discussionandrecommendationsinmysubmission.

    local

    residents

    views

    and

    feedback

    must

    be

    at

    the

    forefront

    of

    any

    planningdecisions.Localresidentshavetolivewithplanningdecisionsintheirneighbourhoods

    foralifetime,andtheyhavearighttohavetheirvoicesheardintheredevelopmentprocess

    concerningtheKodaksite.Thisisaverylargeparceloflandwhichisgoingtobedeveloped,and

    ithasthepotentialtoseriouslyaffecttheamenityoflocalresidents.

    IencouragetheDepartmentofPlanningandtheMinisterforPlanningtotakeintotheir

    considerationtheissuesraisedinmysubmission,andtheconcernsthathavebeenraisedby

    localresidents.Localcommunitiesdeservetobeheardwhenitcomestodevelopments

    happeningintheirbackyard.

    2.Background

    and

    Overview

    of

    the

    Kodak

    Site

    Thesitewaspurchasedin1943byKodak(Australasia)PtyLtd.TheMasterplanforthesites

    developmentwascompletedin1956withthefirstphaseofconstructioncommencingin1957

    andfocusingnotheeasternportionofthesite.

    PrimeMinisterMenziesofficiallyopenedthesiteonSaturday14thApril1961.TheKodak

    manufacturingplantatthetimecostfivemillionpounds,withlateradditionstoraisethetotal

    costofdevelopmentandconstructiontoeightmillionpounds.Itwasatthetimereportedas

    employing2000people(TheSun1961).

    The

    complex

    continued

    to

    grow

    with

    additional

    buildings

    being

    constructed

    and

    opened

    throughoutthe1960s,withthewesternportionofthesiteoverEdgarsCreekbeingdeveloped

    inthelate1970s.Bythe1980sthemajorityofthesitewasoccupiedwithbuildingswhich

    includedfactoryandprocessingfacilities,distributioncentre,powerhouse,workshops,research

    andtestingfacilities,officesandvarioussupportingbuildingsandinfrastructure(ColliePtyLtd

    2010:5).

    In1991Kodakemployedapproximately1,370people.Howeveranincreasingdemandfordigital

    photographicproductsresultedinthedemiseofthesitesoperationsduringthe1990s.By2001

    thenumberofemployeeshadreducedtoapproximately700(ColliePtyLtd2010:7).Atthetime

    ofthesitesclosurein2004therewere600employees.Unionsandemployeesworkedwith

    KodakAustralasiaonensuringadequateredundancypackagesandjobcounsellingretraining

    serviceswouldbeofferedtotheremainingfinalstaff(TheAge2004).

    PriortoKodaksellingthesiteonElizabethStreet,mostofthebuildingsweredemolishedandan

    extensiveprogramofremediationwasundertakenandcompleted(ColliePtyLtd2010:7).During

    thedemolitionandremediationprocess,Iworkedcloselywiththelocalcommunitytoensure

    localconcernswereacknowledgedandacteduponbyKodakandthecontracteddemolition

    company.

    Kodak(2006)notifiedlocalresidentsofthesiteremediationprocessthrougharranginga

    communityconsultationmeeting,conductingtwoletterboxdrops,andparticipatinginCouncil

    roundtablemeetings.Kodakestimatedthephysicalremovalofbuildingswouldtake

    approximatelythreetofourmonths,withtheremediationworkstotakeninemonths.

    KodakworkedwithMorelandCouncil,theremediationcontractorsandresidentstoensurethe

    clearingofthesitehadminimaladverseaffectsforresidents. Localresidentsattentioninthese

    earlystagesalsofocusedonthefutureofthesite,andthepossibilitiesforitsredevelopment.

    TheOld

    Kodak

    site

    is

    asignificant

    27

    hectare

    site

    divided

    by

    the

    Edgars

    Creek

    reserve

    corridor

    anditoccupiesanelevated,prominentandtopographicallyuniquepositionoverlookingCoburg

    (KNAG2006B).About20hectaresarelocatedtotheeastofEdgarsCreek,withtheeastern

    portionbeingsurroundedbyresidentialpropertiesalongElizabeth,Boyne,RonaldandTilley

    Streets.Thissectionisnowbeingearmarkedformainlyresidentialdevelopment,whilethe

    westernportionwillbekeptasindustrialland(MorelandCouncil2010).InMay2005the

    MorelandCouncilconsideredareportonKodakSiteRedevelopmentIssues.TheReport

    indicatedtheMorelandIndustrialLandUseStrategy2004providedtheinitialCouncilpolicy

    positionfortheredevelopmentofthesite(KNAG2006B).

    InApril2006theKodakNeighboursActionGroup(KNAG2006B)releasedacommunity

    discussion

    paper

    on

    the

    issues

    that

    require

    thorough

    consideration

    in

    the

    context

    of

    any

    redevelopmentplanforthesite.TheissuesraisedinthediscussionpaperincludedPlanning

    SchemeControls,theredevelopmentsinterfacewiththeNewlandsHeritageprecinct,height

    restrictions,accesstoopenspace,nativevegetationandlocalinfrastructureandservices.

    InJune2006KNAG(2006A:1)putforwardfurtherviewsandconcernsregardingthesitesfuture

    redevelopmentplans.Residentswerefirmlyopposedtostreetswithinthedevelopmentbeing

    connectedwithBoyneandRonaldStreets,theincreasedtrafficforexistinglocalresidential

    streetsgeneratedbyanewresidentialdevelopment,andtheconditionandabilityofexisting

    streetssurroundingthedevelopmentsitetocaterforasignificantincreaseinvehicle

    movements.

    InalettertoMorelandCouncildatedJuly312006,KNAG(2006C)providedcommunityresponse

    andfeedbacktothedraftobjectives.KNAGstatedthedevelopersshouldbemadetosubmita

    comprehensiveSiteAnalysistoensurethedevelopmentisphysicallyintegratedwiththe

    surroundingcommunity.KNAGrequestedfurtherclarificationonCouncilsdefinitionofphysical

    integration,andsoughttoconfirmthephrasereferstointegrationintermsofscale,densityand

    visualcharacter.KNAGs(2006C)PaperalsorecommendedaMultiPurposetrailandlinkage

    withtheMerriCreekBikePathbeintegratedintoplanstoencourageaccessbyexistingand

    futureresidents.Subjecttoconsultationwithlocals,communityfacilitiesandneighbourhood

    retailstripwerealsosuggestedforthedevelopment.

    AgreatmanyoftheissuesraisedbyKNAGandlocalresidentsduringtheseearlystagesofthe

    KodakSitePlanningProcessstillrequireaddressing.Thecurrentredevelopmentplan,inmy

    view,doesnotsufficientlyoutlineandsetouthowtheissuesofcongestioninexistingstreets

    willbeaddressedandimprovedlocalinfrastructureprovidedtocaterfortheincreaseinthe

    localpopulation.MysubmissionwilldiscusseachoftheseimportantissuesandIencouragethe

    developersandtheDepartmenttoensuremyrecommendationsareconsideredandactedonin

    thecontextofprotectingandenhancinglocalamenity.

    InAugust2006localresidentsandIcampaignedtohave5%ofthelanddonatedtothelocal

    community.ResidentsclearlyindicatedtheirdesirethatthelandonthecornerofElizabeth

    StreetandBoyneStreet(HeritagePark),thetrailfromElizabethStreettotheEdgarsCreekand

    thelandalongthevalleyoftheEdgarsCreekwhichhasactedasanopenspacebuffer,bethe

    threekeyslicesoflandthatareprotectedfromdevelopment.Itisalsoimportantthat

    DepartmentalOfficersandthedevelopersbeawarethatthecurrentRedevelopmentPlanmakes

    noprovisionforopenspaceintheunfortunateeventthattheEdgarsCreekParklandissoldfor

    development.VicRoadsandMorelandCouncilhavebeenindiscussionsforthelandtobegifted

    tothelocalcommunity,butVicRoadsstillownsthelandandhasindicatedthelandhasamarket

    valueof$10million(OConnell2008).

    On1stMay2009theMinisterforPlanningannouncedthathewouldtakeovertheroleof

    responsibleauthorityforapprovingandamendinganydevelopmentplantoguidefuture

    redevelopmentoftheKodaksite.TheMinisterapprovedAmendmentC111totheMoreland

    PlanningSchemewhichrezonedthemajorityofthelandtotheeastofEdgarsCreektoa

    Residential1ZoneandasmallsectionalongElizabethStreettoaBusiness1Zone.Thelandis

    coveredbyaDevelopmentPlanOverlay,whichrequiresthepreparationofadevelopmentplan

    tocoordinatefutureuseand/ordevelopmentbeforeplanningcanbegranted.TheMinisteris

    responsibleforapprovingandamendinganydevelopmentplanforthesite.MorelandCouncil

    doeshoweverremaintheresponsibleauthorityfortheissuingofanyplanningpermitsforuse,

    subdivisionordevelopmentonthesitepriortoandfollowingtheapprovalofanydevelopment

    plan

    by

    the

    Minister

    (Moreland

    Council

    2010).

    Plansforthe27hasiteincludetheminimumconstructionof380mostlytownhousestyle

    dwellingsofbetweentwoandstoreysandasmallneighbourhoodhubincludingretailand

    commercialuses.BuildingsofuptofourstoreysareproposedonElizabethStreet.About30

    homeshavebeenearmarkedforaffordablehousing,andtwomediumdensityhousingsitesare

    proposedforsaletoaselectedCommunityHousingAssociation(Schmidl2010).

    AresidentsmeetingwasorganisedbytheNewlandsCommunityAllianceonthe7thFebruary

    2010,toprovideresidentswithanoverviewoftheproposalsbyrepresentativesfromthe

    DepartmentofPlanning.AtthismeetingresidentsexpressedavarietyofconcernswhichIwill

    outline

    and

    discuss

    in

    the

    following

    Section

    of

    my

    submission.

    TheCollier(2010)RedevelopmentPlanindicatesthatmarketforcesandmarketdemandwillbe

    thecentralfactorindeterminingthefinalmakeupofthesitesdevelopment.HoweverIamof

    thefirmviewthatitisresidentsviewsthatshouldbecentraltothisprocess.Mysubmission

    reflectsthevariousissuesthatresidentswouldlikeaddressedbeforeanyfinaltickofapprovalis

    giventothecurrentdraftdevelopmentplans.

    3. ExecutiveSummaryTheKodakRedevelopmentPlanmustbeconsideredinthecontextofboominglocalpopulation

    growthwhichisplacingpressureonoverstretchedlocalinfrastructureandservices.

    MelbourneandMorelandspopulationhavebeengrowingatrecordratesinrecenttimes.Thisis

    resultinginanincreasingdemandforaccesstolocalpreschool,SecondarySchoolandyouth

    spaceandagedcareinfrastructure.Thedevelopersmustplayaproactiveroleinworkingwith

    thelocalcommunitytoensuretheseservicesareimprovedtomeetthedemandgeneratedfrom

    theinfluxofaround1,000whowillmoveintoNorthCoburgasaresultofthedevelopment.

    LocalresidentshavebeencallingforaHighSchoolinCoburg,andtheKodakRedevelopment

    underscorestheneedforthis.

    FiguresshowthattheKodakDevelopmentwillleadtoincreaseddevelopmentonlocalsporting

    clubs,openspacesandaquaticfacilities.ThedevelopershavearesponsibilityalongwithCouncil

    tolifttheseformsofservices,andIcalluponthemtoplayaproactiveroleinthisrespect.

    HousinginMorelandisbecomingincreasinglyunaffordable.Itisvitalthataffordableentrylevel

    pricedhomes

    are

    made

    available

    throughout

    the

    Kodak

    site

    as

    part

    of

    any

    Redevelopment

    Plan.

    TheKodakRedevelopmentproposesanewNeighbourhoodHub,whichresidentsrequirefurther

    clarificationonwhatwillitconsistofandhowwillitintegratewiththecommunitysneed.

    Residentshavecontactedmetoraiseconcernoverthesignificantincreasesintrafficand

    congestionthathavebeenforecast.Thedevelopershavebeenreadyandwillingtodetermine

    thatlocalresidentialstreetsarebelowtheircarryingcapacity,buthaveutterlyfailedtocalculate

    exactlyhowmanythousandsmoremovementsadaywilleffectlocalamenityand

    neighbourhoodpeaceandquiet.

    Adequateprovisionforpublicopenspacemustalsobemade.TheKodakRedevelopmentPlan

    assumesthe

    Merri

    and

    Edgars

    Creek

    Parkland

    will

    remain

    as

    public

    open

    space.

    However

    VicRoadsandtheVictorianGovernmenthaveyettomakeafinaldecision.ThisRedevelopment

    PlanmustnotproceedunlessthisParklandissaved.

    Ialsoraiseconcernatthelackofconsultationtimethatlocalresidentshavebeenafforded.This

    isoneofthebiggestRedevelopmentProposalscurrentlybeingconsideredinCoburg,andlocal

    residentswhowillhavetolivewithitforalifetimehaveonlyjustoveronemonthtoconsider

    andrespondtoit.InrespondingtothePlans,theVictorianGovernmentmustrespectand

    acknowledgetheviewsoflocalresidents.

    4. RedevelopmentissuesrequiringconsiderationLocalresidentshaveraisedanumberofconcernstomeandmyofficethroughphonecalls,

    emailsandatthepublicmeetingthatwasheldonthe7thFebruaryregardingtheredevelopment

    plansthathavebeenputforward.

    Theseconcernsincludetheeffectthedevelopmentwillhaveonthesurroundingexisting

    community.Thesheersizeofthedevelopment,aminimumof380dwellingswillhavea

    significantimpactonlocalliveabilityandamenity.Asignificantamountofworkmustbe

    undertakentoliftlocalinfrastructureinordertomeettheincreaseddemand.Therehasbeen

    insufficientconsiderationoftheimpactthatthousandsofnewresidentswillhaveonlocal

    schools,kindergartens,neighbourhoodhouse,EdgarsCreekcorridor,openspace,roads,public

    transportandshops.

    Residentshaveraisedconcernoverthepossibleheightofthedevelopment,particularly

    residentslivingalongtheperimeterofthesite.AsidefromthegeneralguideintheCollier

    (2010:28)ReportwhichindicatesbuildingsalongtheTilley,RonaldandBoyneStreetwillbea

    maximumoftwostoreys,nootherspecificindicationisgivenintermsofhowthenewdwellings

    willinterfaceandaffectexistingresidencesandtieinwithexistingstreetscapes.Residentsalong

    theElizabeth

    Street

    side

    have

    also

    stated

    they

    would

    like

    more

    information

    on

    the

    proposed

    threeandfourstoreybuildingstobeconstructedalongthissection,andmoreinformationon

    theheightanddensityoftheproposedfourstoreyscommercialandretailprecinct.

    ResidentsstatethatpermittingvehicleaccessfromBoyneandRonaldStreetintothesitewill

    dramaticallyincreaselocalvehiclemovements.Thiswillalsoincreasepressureforparking

    spaces.Thesestreetsarenotdesignedforhighvolumesoftraffic,andneitherRedevelopment

    Plannorrelevantconsultantreportontrafficvolumeshaveidentifiedhowtrafficandcongestion

    issueswillbeadequatelyhandled.

    Thelocalcommunityhasnotbeengivensufficienttimetoconsiderandrespondtothe

    RedevelopmentPlan,

    nor

    has

    the

    plan

    itself

    been

    easily

    or

    readily

    available

    for

    those

    local

    residentswhodonothaveaccesstotheinternet.

    4.1Population&DensityTheRedevelopmentPlanmustbeconsideredinthecontextofprotectinglocalamenityand

    liveabilityforexistinglocalresidents,andtherunawaypopulationgrowththatMelbourneand

    Morelandarecurrentlyexperiencing.

    Thedevelopershaveputforwardplanstoconstructaminimumof380dwellings,withthefinal

    numberofdwellingstobedeterminedbymarketdemand(Collier2010:26).Departmental

    representativesattheFebruary7thCommunityMeetingindicatedthatamaximumof420

    dwellings

    would

    be

    permitted.

    This

    would

    equate

    to

    around

    18.5

    dwellings

    per

    hectare.

    The

    propertiesaretoconsistof1020%ofdwellingswithcourtyards,3040%Villas,2525%compact

    dwellings,515%townhousesand515%terrace.Approximately30ofthedwellingshavebeen

    earmarkedforaffordableandaccessiblehousing.Inadditionthedevelopersplanthat900sq

    metreswillbeofferedforsaletoaselectedCommunityHousingAssociation(CollierPtyLtd

    2010:26&30).

    TheRedevelopmentPlanindicatesthehigherdensityhousingwillbelocatedalongElizabeth

    Street,withthegreatestdensityexpectedtooccurinandaroundtheproposedneighbourhood

    hub.DwellingsalongthenorthernboundaryofthesitebackinghomesalongTilleyStreet,

    dwellingsfrontingorsidingBoyneandRonaldStreetsanddwellingsalongtheEdgarsCreek

    boundary

    will

    have

    a

    maximum

    building

    height

    of

    2

    storeys

    (Collier

    Pty

    Ltd

    2010:27).

    Residents

    havebeenadvisedthefinalmakeupoftheRedevelopmentPlan,densityandsizewillbe

    determinedbymarketdemand.AttheCommunityMeetingthatwasheldonthe7thFebruaryto

    outlinetheproposalsforthesite,residentsexpressedgreatconcernoverhavingtheirsaytotally

    removedwithrespecttotheheightofproposedbuildings.Whileresidentsappreciatethe

    opportunitytoprovidefeedbackonthisRedevelopment,itisonlyappropriatethatongoing

    dialogueandopportunityforfeedbackismaintainediftheRedevelopmentPlanproceeds

    further.

    Melbournespopulationgrewby74,713intheyeartolastJuneandby74,791duringthe

    previousyear.Melbournespopulationisgrowingbymorethan200peopleaday,oralmost

    1500perweek.MelbournespopulationgrowthlastyearfaroutpacedallothermajorAustralian

    cities.Sydneygrewby55,047(1.35%),Brisbaneby43,404(2.3%)andPerthby43,381(2.8%)

    (Colebatch2009).Ourcitywasforecasttohave4millionpeoplelivinginitbytheendoflast

    year,withannualpopulationgrowthratesreaching2%(Colebatch2009).

    ExistingGovernmentpoliciesareencouraginganexpansionof75,000peopleayear.Ifwe

    continuedownthispublicpolicypathwewillneedtoaccommodateanother1millionpeople

    before2025

    (Buckley

    2009).

    By

    2036

    Melbourne

    is

    predicted

    to

    have

    afurther

    1.8

    million

    people,

    nearlytwicethenumberforecastinMelbourne2030(Moncrief2008).Twicethenumberof

    peopleinMelbournewillmeantwicetheamountofcarbonemissions,congestionandpollution.

    ThepopulationboomisalsohavinganimpactinMoreland.The2001Censusshowedthetotal

    numberofpeoplelivinginMorelandwas130,531(ABS2001).Thisfigureincreasedto135,764

    by2006(ABS2006).Duringthesametime,thenumberof04yearoldsinMorelandincreased

    from7,954to8,436,thenumberof2554yearoldsrosefromjustover44,000to62,055andthe

    numberofresidentsagedover65increasedfrom21,515to22,518(ABS2001&2006).Thelatest

    ParliamentaryLibraryPopulationChangeinCommonwealthElectoralDivisionsReportdata

    indicatestheelectorateofWillsisexperiencingagrowthinthe04agegroup,whichjumpedby

    337in

    one

    year,

    and

    in

    the

    514

    age

    group

    which

    increased

    by

    113.

    In

    June

    2007

    the

    estimated

    residentpopulationforMorelandwas144,015people.ThepopulationofMorelandhas

    increasedby7,634peopleoverthepastsixyears.Morelandspopulationisexpectedtoriseby

    16%between2006and2031to169,012residents(MorelandCityCouncil2008:8).

    TheareaofMorelandwhereKodakSiteRedevelopmentwilltakeplaceisexperiencingamajor

    populationboom.Between20062031Coburgisestimatedtohavejustunder5,000additional

    newdwellingsbuilt(MorelandCouncil2010A). WithrespecttoCoburgNorth,wheretheKodak

    Developmentwillbetakingplace,therewillbeatleast504newdwellingsconstructedbetween

    thisperiod.Itisestimatedthatjustunder1000newresidentswillmoveintotheKodak

    Development.PentridgePiazzawillsee1,500newdwellingsbeingbuilt,PentridgeVillagewill

    result

    in

    1,250

    new

    homes,

    the

    former

    Coburg

    High

    Site

    is

    estimated

    to

    have

    at

    least

    102

    dwellingsandtheCoburgInitiativewillresultinaround1,370newdwellingsbeingbuilt. The

    KodakdevelopmentalongwiththevariousotherdevelopmentsthroughoutCoburgwillgenerate

    asignificantinfluxofpeopletothearea,whichwilladdfurtherstresstoalreadystruggling

    servicesandinfrastructure.

    4.2PreSchool,SecondarySchool&YouthInfrastructure

    First,thepressurethatextra380dwellingswillhaveonlocalschoolsandyouthservicesmustbe

    considered.In2004theMorelandCityCollege,whichwassituatedinCoburg,closeditsdoors

    becauseofchangingdemographics,competitionbetweenschoolsandthegrowthof

    independentschools.TheclosureofMorelandCityCollegewasfollowedin2008withtheclosure

    of

    St

    Josephs

    College

    in

    Pascoe

    Vale

    South.

    The

    schools

    administrators,

    Edmund

    Rice,

    cited

    fallingenrolmentsfortheirdecisiontoclose.

    Alongwiththeseclosures,therewerenumerousschoolclosuresthattookplacethroughout

    Morelandduringthe1990sbytheKennettStateGovernment.Manyschoolswereclosedand

    includedNewlandsHighSchool,OakParkHighSchool,HadfieldHighSchool,CoburgTechnical

    SchoolandanumberofPrimarySchools.

    Againstthisbackground,andthebackgroundoftherecentclosureofStJosephs,Iwas

    contactedbymanyresidentsexpressingconcernoversecondaryschooloptionsinMoreland.I

    over

    secondary

    education

    options

    currentlyaffordedtothelocalcommunity.Theforumproducedanumberofproposals.Someof

    thoserecommendationsincluded:establishinganewsecondaryschoolforyears7to12within

    theelectorate;expandingtheMorelandSeniorCollegeonBellStreettocaterforyear7toyear

    12students;theVictoriangovernmenttoacquiretheStJosephscollegesiteinPascoeValeand

    establishalocalsecondaryschoolonthatsite;investingsignificantlyinexistinglocalsecondary

    schools,includingBoxForestSecondaryCollege,FawknerSecondaryCollegeandBrunswick

    SecondaryCollegetocaterforincreasingpopulationdemandandtoliftstandardsand

    opportunitieslocally;and,finally,reviewingboundariesoflocalsecondaryschoolsbasedon

    schoolclosureswhichhaveoccurredsincethelastrevision(WEF2009).

    Alocal

    residents

    group,

    High

    School

    for

    Coburg

    (2009),

    was

    established

    to

    lobby

    for

    anew

    high

    schoolforyears7to12tobeestablishedinCoburg.TheGroupworkedwithMorelandCity

    Counciltoundertakeastudytoinvestigatehowmanyfamilieswouldsendtheirchildrentoa

    localhighschoolifitwereestablished.Ofthe265respondentstothesurvey,anoverwhelming

    majorityof96%statedtheywouldsendtheirchildrentoahighschoolinCoburg.Inmakingtheir

    decisiontosendtheirchildrentoalocalhighschool,70.6%ofrespondentsrateddistancefrom

    homeasimportantorvital.Respondentsalsoidentifiedtheneedtomaintainsocialnetworks

    andfriendshipsthatchildrenhaddevelopedthroughoutprimaryschoolasadecidingfactor(HSC

    2009:11&13).

    RecentdemographicdataclearlyindicatestheMorelandmunicipalityisbecomingincreasingly

    popular

    for

    families

    with

    young

    children.

    The

    number

    of

    children

    of

    preschool

    age

    (0

    4)

    has

    increasedtwofold,over2%in2001andmorethan5%asaproportionofthetotalMoreland

    populationin2006(ASR2009:7).Theincreaseinthenumberofyoungpeoplelivingintheareais

    alsoplacingpressureonlocalpreschoolservices.Serviceuserandwaitinglistdatafromearly

    yearsservices,includingmaternalandchildhealth,withanincreaseof12%since2001toover

    2,200birthnotificationsin2006(ASR2009:7).TheACR(2009:19)Reportsuggestthatan

    additional5.9preschoolplacesand7additionallongdaycareplaceswillberequiredif380

    dwellingsareconstructedattheKodaksite.Thereare22PrimarySchoolsservicingtheCoburg

    andWestPrestonarea,yetthereisnocentrallocalHighSchoolfortheseyoungpeople(Hall

    2010).

    The

    ACR

    Consultants

    Report

    to

    the

    Redevelopment

    Plan

    states

    that

    two

    preschools

    in

    thearea,NewlandsandParkLake,areatcapacityandhavewaitinglists.Howeverithasbeen

    pointedoutbyaresidentssubmissionthatchildcareattheNewlandsCommunityCentrehas

    beenunavailableforseveralyears(Hall2010).ThenewPelicanChildCarecentrelocatedinthe

    PentridgeDevelopmentis55%occupied,withdemandincreasing.TheReportcorrectlyidentifies

    thatmostofthechildcareprovisionislocatedfurtherawayfromtheKodaksite,andthatthe

    BarryBeckettChildCareCentrehasalongwaitinglist.Iurgethedeveloperstoworkwiththe

    localcommunitytoensureadequateprovisionforchildcareplacesismadepriortoanyfinalising

    oftheirplans(ACR2009:17).

    LocalfamiliesaredemandingalocalhighschoolbebuiltinCoburg.Theforecast16%increasein

    thelocalpopulationby2031,theforecastincreaseinthenumberofyoungpeoplelivinginthe

    area,thesuccessiveschoolclosuresinMorelandovertheyearsandthemessagefromlocal

    parentsunderscorestheneedforastrongerfocusontheprovisionofsecondaryschoolsin

    Moreland.

    Recommendation1:ThedevelopersshouldworkwiththeVictorianStateGovernment,

    EducationAuthoritiesandMorelandCityCounciltoimprovepreschoolandsecondaryeducation

    optionsfor

    the

    local

    community

    in

    Coburg.

    Alongwiththeneedforincreasedprovisionofsecondaryeducationinfrastructure,youngpeople

    throughoutMorelandneedadequateaccesstodesignatedyouthspacesandservices.The

    MorelandCityCouncilhasbeenarrangingbiannualYouthSummitsforaroundthelastdecade

    forthepurposeofascertainingwhatitisyoungpeoplewantandneedintheircommunity.The

    keyrecommendationwhichhasbeenputforwardateachoftheseYouthSummitshasbeenfora

    localYouthSpaceorYouthCentretobeestablished.Suchacentrewouldbeaimedatproviding

    avarietyofservicesrangingfromoutreachsupportforyoungpeopleatrisk,counsellingservices,

    career,educationandtrainingservices.Youngpeoplehavealsostatedthatanysuchcentre

    shouldincorporateandconsideryouthentertainmentfacilities(OConnell2008A).

    Afterseveralyearsoflobbyingfromlocalyoungpeople,theMorelandCityCouncilestablished

    theoxYgenProject,toinvestigateoptionstoimproveyouthfacilitiesthroughoutthearea.Over

    thelasttwelvemonthstheoxYgenYouthCommitteeundertookextensiveworkandconsulted

    withcommunityorganisations,youthstakeholdersandlocalyoungpeopleinordertoformulate

    informedrecommendationsforCounciltoconsider.oxYgen(2009)hassincecompleteditsDraft

    Reportandputforwardanumberofrecommendationsonwherefutureyouthcentrescouldbe

    establishedthroughoutthearea,andwhatservicesanysuchcentresorfacilitiescouldprovide.

    TheASR(2009:9)ReporttotheRedevelopmentPlanstatesthatfutureplanningforinfrastructure

    shouldconsideraccessfordisadvantagedgroups,particularlyyoungpeople.Giventheincreasein

    thenumberofyoungpeoplelivinginMorelandoverrecentyears,andgiventhisdevelopment

    will

    attract

    further

    growth

    to

    this

    demographic,

    I

    encourage

    the

    developers

    to

    work

    with

    the

    local

    councilandoxYgenCommitteetoinvestigatehowtheirrecommendationscouldbeintegrated

    intothisdevelopment.

    Recommendation2:ThedevelopersshouldworkwithMorelandCityCounciltoinvestigate

    whetheranyoftheoxYgenyouthspacerecommendationscanbeintegratedintotheKodak

    Redevelopment.

    4.3AgeingPopulation

    Thirdly,thisRedevelopmentPlanmustconsiderMorelandsageingpopulation.Morelands

    populationis

    ageing

    and

    there

    are

    agreater

    proportion

    of

    older

    people

    in

    Moreland

    when

    comparedtotheMetropolitanStatisticalDivision(MSD)(Moreland2008:8).Thenumberof

    peopleagedover60livinginMorelandisforecasttodramaticallyincreaseoverthenexttwenty

    orsoyears.Asaresult,Iurgethedeveloperstoconsidertheexistingservicesinplaceforelderly

    residents,andtoworkcooperativelywiththelocalcommunitytoplayaroleinliftingand

    improvingaccesstotheseservices.

    Thenumberofpeopleagedbetween6064isestimatedtobe5,959livinginMorelandin2011.

    Thisisforecasttoriseto8,101by2031,a4.8%increase.Thereisestimatedtobe5,040residents

    agedbetween6569yearsresidinginMorelandin2011.Thisfigureisestimatedtoriseto7,157

    by2031,a4.2%increase.Thenumberofresidentsagedbetween7074isestimatedtoriseby

    3.7%from

    5,279

    (2001)

    to

    KodakRedevelopmentwillbetakingplace.Thenumberofresidentsagedbetween6064is

    expectedtorisefrom283to398,a5.4%rise.Thenumberofresidentsagedbetween6569is

    estimatedtoincreasefrom278to381,a5.2%increase.Thenumberofresidentsagedbetween

    7074isforecasttoriseby4.4%from275in2011,to325in2031.Residentsagedbetween7579

    willrisefrom220to267,3.6%increase.The8084yearoldpopulationisforecasttoincreaseby

    3%from198to221,andthenumberofresidentsagedover85yearsisforecasttoincreasefrom

    196to239,a3.2%rise(MorelandCouncil2010A).

    ASR(2009:7)whohaveprovidedareportontheKodakRedevelopmentinthecontextoflocal

    communityinfrastructure,correctlypointoutthelocalpopulationisageing,withthelargest

    growthexpectedinthefrailagedyearsof85andover.ASRstatethereisarequirementfor

    morehighcarebedsintheCoburgareatomeetthedemandforagedcareservices.

    Sincecomingtooffice,theRuddLaborGovernmenthasmadeanumberofsignificant

    announcementsregardingincreasedprovisionforagedcareservicesinWills.Twoofthese

    investmentsincludetheannouncementImadeinJanuary2008,thateightorganisationsinWills

    wouldreceiveacombinedtotalof$1.7millioninrecurrentfundingand$133,963innon

    recurrentfundingtoprovidebasicsupporttolocalelderlyanddisabledresidentsthroughthe

    HomeandCommunityCareProgram(HACC)(Thomson2008).TheAustralianGovernmentalso

    allocated$296,000infundingtotrainandupskill46localagedcarestaffandtheallocationofan

    additional15agedcarepackagesand71increasedsupportpackagesforlocalelderlyresidents

    (Thomson2009).

    The

    Moreland

    Residential

    Aged

    Care

    Strategy

    in

    2004

    identified

    an

    undersupply

    of

    beds

    in

    the

    municipality.CurrentnegotiationsareunderwayforanagedcarefacilityatthePentridgesite,

    althoughthefinalsizehasnotbeendeterminedbecauseaplanningpermithasnotbeenlodged

    (ACR2009:13).

    InotetheACR(2009:19)ReporttotheRedevelopmentPlanpointsoutthattheover70yearold

    populationwillmakeupapproximately13.8%ofthetotalCoburgNorthpopulationin2011.

    Accordingtothecurrentagedcareformula,88agedcarebedsarerequiredforevery1000

    persons.Basedontheminimumconstructionof380dwellingsatKodak,andapopulationofjust

    under1000forecast,11bedswouldberequired.Ifthenumberofdwellingsbuiltroseto400,

    then12bedswouldberequired. TheRedevelopmentPlanhasnotedthat12additionalaged

    carebedswouldberequiredasaresultofthedevelopment(ACR2009:19&33).Howeverother

    thanthis

    acknowledgement

    and

    mention

    of

    the

    proposed

    aged

    care

    development

    at

    Pentridge,

    nootherspecificproposalisputforwardonhowthedevelopmentcanmeetthisdemand.

    Recommendation3:ThedevelopersshouldworkwithMorelandCityCouncilandAgedCare

    authoritiestoinvestigatehowtheKodakRedevelopmentcanmakeprovisionforagedcare

    servicesandfacilities.

    4.4LocalAquaticandSportingInfrastructure

    Alongwiththepressurethatanadditional1000residentsintheNorthCoburgandNewlands

    communitywillplaceonlocaleducational,youthandelderlyservices,theinfluxofresidentsasa

    resultofthedevelopmentwillplacemorepressureonsportingandaquaticservices.

    TheCoburgOlympicPoolisavitalpartoflocalcommunityinfrastructure.ThePoolwasconstructed

    andopenedin1965toreplacetheCoburgLakeandMerriCreekasalocalswimmingspot.(SCOSP

    2006).Ithasarichandvibranthistoryofprovidingresidentswiththeabilitytostayfitandhealthy

    duringthesummermonths,andalsoencouragesyoungpeopletoswimandstayactiveduringtheir

    schoolsummerholidays.

    OnDecember1st2006theMorelandCityCouncilfailedtoopentheCoburgPoolforthesummer

    season.MorelandCouncilannouncedthepoolwasclosedduetomaintenanceissues,andinorder

    toassistCouncilinmeetingitswaterconservationobligationsunderstage3aWaterRestrictions.

    Localresidentswereadvisedonthe22nd

    December2007bylocalwaterauthoritiesthatCoburgPool

    isallowedtoopenundertheexistingwaterrestrictions,andithadbeenunnecessarily closed(SCOP

    2006A).Afterasustainedcommunitycampaign,whichIsupported,MorelandCouncilallocatedover

    $390,000aspartofits200809Budgettorepairthestructuralissuespreventingthepoolfrom

    opening(Stockman2008).Thepoolwassubsequentlyopenedforthefollowingswimmingseason

    andresidentshavesincebeenaccessingandutilisingit,ensuringitremainsaliveandvibrant.

    Itis

    therefore

    amatter

    of

    concern

    that

    the

    Redevelopment

    Plan

    suggests

    the

    Coburg

    Olympic

    Pools

    futureispendingonaCouncildecision(ACR2009:13).Evenmoreconcerningisthatthe

    RedevelopmentPlanstatestheCoburgOlympicPoolhasbeenclosedindefinitelybecauseofits

    buildingswhichareofaverypoorstandardandpoorwaterconservationrequirements(ACR

    2009:16).Thesestatementsareincorrect.Thesamereportstatesthat8,000visitsperannumhave

    beenrecordedatthePool.IamconcernedtheReportalsosuggeststhePoolhaslimitedviability

    becauseeachvisitismostlysubsidisedbycouncil.Infactthepoolservessocialneedsand

    encouragesresidentaccess(ACR2009:39).Itisimportantthedeveloperspositionwithrespectto

    theCoburgPooliscorrected,beforeanyfinaldecisionontheirproposalismade.

    TheKodakRedevelopmentwillalsoleadtoincreaseddemandonlocalsportingclubs.TheACR

    estimates

    the

    demand

    for

    sporting

    participation

    and

    communityinfrastructurebasedon2011populationforecasts.Itisestimatedthatanadditional12

    personswillseektoparticipateincricketif380dwellingsareconstructed,13peoplewillseekto

    participateinAustralianRules,10peoplewilllookattakingpartinSoccer,10playersinNetball,22

    playersforTennis,14playersforBasketballand90estimatedadditionalparticipantsatthelocal

    NeighbourhoodHouse.Itisalsoforeseeablethatresidentsandtheirchildrenwillwanttousethe

    HaroldStevensAthleticTrack.

    Thisincreaseddemandmustbeconsideredinthecontextofliftingaccesstotheseformsof

    communityactivities.Manylocalsportingclubsarecurrentlyaffectedbywaterrestrictions,whichis

    preventingthemfromwateringtheirgroundsregularlyandmaximisingtheuseoftheirovals. The

    Redevelopment

    Plan

    acknowledges

    some

    of

    the

    issues

    currently

    associated

    with

    surrounding

    sportingovals,butdoesnotoutlinehowthedeveloperswillworkwiththelocalcommunityto

    ensurethesefacilitiescanmeettheincreaseddemandthisdevelopmentwillbring.

    TheACRReport(2009:16)statesthatJacksonsReserveandDeCheneReservearecurrentlyonlyused

    assecondarytraininggroundsanddonothavetenantclubs.Itissuggestedthatthesegroundscould

    bereconfiguredtocaterfortheadditionaldemandgeneratedfromKodak.Yetagain,nospecific

    mentionismadeofhowthedeveloperswillplaytheirroleinworkingwithCounciltoachievethis.

    AspartofthePentridgeRedevelopment,theACR(2009:16)ReportsuggeststheexistingEastCoburg

    TennisClubwillberelocatedfromMcDonaldsReservetoDeCheneReserve.Nomentionismadeof

    theissuesassociatedwiththismove.Ihavebeenapproachedbymembersoftheclubwhohave

    the

    Coburg

    Senior

    College,

    and

    nor

    does

    it

    suggest

    any

    such

    facilitiesbeingconstructedandlocatedwithinitsowndevelopmenttoassistinmeetingthe

    increaseddemandthatwillbegeneratedasaresultofit.

    Recommendation4:Thedevelopersshould,incooperationwithMorelandCityCouncil,contribute

    totheupgradingoflocalsporting,athleticandaquaticfacilities.

    4.5AffordableHousing&NeighbourhoodHubRecordpopulationgrowthforMelbourneandMorelandisresultinginrecordpressureforaffordable

    housing.ItisfundamentaltheKodakRedevelopmentmakeaffordablehousingavailableforyoung

    people.

    Morelandshousepriceshavecontinuedtoriseatrecordratesinrecenttimesdespitetheglobal

    financialcrisis.InJuly2008itwasreportedthatthemedianhousepriceinMorelandroseby15.54%

    between200708andtrebledoverthelastdecade.Thenorthernpartsofthemunicipalityincluding

    Glenroy,FawknerandPascoeValehavebeenpopularwithfirsthomebuyers,butarebecoming

    increasinglyexpensive.SomehomesinBrunswickarenowsellingforaround$1million(Stockman

    2008A).

    TheCoburg2020InitiativeisexpectedtoseetheaveragevalueofpropertiesinCoburgrise,withthe

    estimated$1billion35hectareredevelopmenttoseetheconstructionofnewhomesand

    commercialprecinctinandaroundtheBellStreetandSydneyRoadintersection(Craig2009).

    LatestfiguresfromtheRealEstateInstituteofVictoriashowthathousepricescontinuedto

    skyrocketthroughout2009inMoreland.BrunswickWestrecordedthehighestgrowth,up35.2%to

    $730,000,PascoeValeSouthjumped21.3%to$633,000andCoburg roseby17%to$596,500

    (MorelandLeader2009).Withlocalpricesshowingnosignsofcoolingtoallowyoungpeopleto

    enterthemarket,itisimportanttheKodakRedevelopmentseektomaximiseaffordablehousing

    opportunities.

    Landpricesaretippedtodoubleeveryseventotenyears.TodaysmedianhousepriceinMelbourne

    is$540,500andthatmeansthecityshouseprice,whichisdirectlylinkedtothevalueofitsland,is

    poisedtorisetoalmost$9millionby2050.Averageapartmentpricesaresettoreachmorethan$7

    million,sowithMelbourneswellingbyabout1700peopleaweek,risinglandvaluesinestablished

    suburbswill

    motivate

    existing

    owners

    to

    sub

    divide

    (James

    2010).

    TheHousingIndustryAssociationCommonwealthBankfirsthomebuyeraffordabilityindexdropped

    18.4%intheDecemberquarter,tobe22.3%downonlevelsseenayearago.Recordpopulation

    growthwillmeanthatdemandwillcontinuetooutstripsupplyandcontinuetoputpressureon

    prices.TheHIAispredictingthataround152,000newdwellingswillstartin2010,whichiswellshort

    ofthe190,000itestimatesisrequiredtokeepupwithagrowingpopulation(Janda2010).

    Iwelcomethefactthatapproximately30dwellingswithlowerentrypricepointshavebeen

    earmarkedfortheKodakRedevelopment. TheRedevelopmentPlanstatesthesedwellingswillbe

    scatteredacrossthesite,butwillpredominantlybelocatedwithinstages1,2and3ofthe

    developmentin

    proximity

    to

    public

    transport

    and

    existing

    dwellings

    and

    where

    lower

    gradients

    of

    thesiteoccur.Iunderstandthetwomediumdensityhousingsites,eachapproximately900square

    Thisisdesignedtomaximiseaccessibilitytothefacilitiesoftheneighbourhoodhub,includingpublic

    transport(CollierPtyLtd2010:30).

    Iencourage

    the

    developers

    to

    consider

    the

    increasingly

    expensive

    housing

    market

    as

    they

    finalise

    theiraffordablehousingallocationswithinthedevelopment.

    Recommendation5:AffordablehousingopportunitiesshouldbemaximisedwithintheKodak

    Redevelopment.

    TheKodakRedevelopmentPlanmakesprovisionforaNeighbourhoodHubonElizabethStreetinthe

    vicinityoftheNewlandsPrimarySchool.ThePlansuggeststheNeighbourhoodHubwillinclude

    communityandretailfacilities,smalloffice/commercialspace,openspaceadmediumdensity

    housing(CollierPtyLtd2010:31).

    TheRedevelopment

    Plan

    suggests

    the

    zoning

    changes

    which

    overlay

    the

    Neighbourhood

    Hub

    will

    allowforarangeofpossibleusesincludingbutnotlimitedtoshops,offices,foodanddrinkpremises

    andachildcarecentre.ThereisalackofdetailhoweverintheRedevelopmentPlanonexactlywhat

    theNeighbourhoodHubwillactuallyconsistof,otherthantosayitwillbesubjecttomarket

    demand.Residentshavemadeitcleartomethattheywouldappreciatemoredetailbeingmade

    availableconcerningwhatmaybeincorporatedtheHub.YettheindicationfromtheDepartment

    andtheRedevelopmentPlanisthatmarketforceswilllargelydetermineitsfinalmakeup.The

    realityisyoucanthaveaNeighbourhoodHubwithoutNeighbourhoodSay.Itisconcerningenough

    thatlocalsrightstohaveadirectsayontheplanhavebeendiminished,butitisevenmore

    concerningthatresidentshavebeengivenanextremelylimitedsayintermsofthemakeupofwhat

    issupposedlygoingtobealocalconvenience(Hub)(Collier2009:30&31).

    IsuggestthedevelopersshouldworkcloselywiththelocalcommunityandCounciltoincorporate

    necessarylocalinfrastructurethatwillberequiredasaresultoftheincreaseddemandgeneratedby

    thedevelopment.Thiscouldincludechildcareandkindergartenfacilities,agedcareandhealth

    services,andeducationalfacilities.

    Recommendation6: TheDevelopersshouldworkwiththeMorelandCityCouncilandlocal

    residentstoensuretheproposedNeighbourhoodHubincorporatesnecessarylocalservices.

    a2lane,9.3meterwidecarriagewaysetwithin15.5meterroadreserve.TheReportstatesthat

    unrestrictedkerbsideparkingisgenerallypermittedalongElizabethStreet,thoughatwohourtime

    limitappliesadjacenttotheshopsnearMcNamaraStreet.

    Itisestimatedthatdevelopmentcouldpotentiallygenerateintheorderof450vehiclemovements

    inapeakhourwithsome5,300vehiclemovementsoccurringovertheentireday(GTA2009:17).

    Howeverthereisalreadyagreatdealofvehiclemovementstakingplacethroughoutthearea,and

    thedevelopmentwillleadtomorecongestion.

    ItisstatedwithinthereportsthatElizabethStreetiscapableofcarryingupto7,000vehiclesperday,

    BoyneStreetiscapableofcarryingupto2,0003,000perday,RonaldStreetcancarryupto2,000to

    3,000vehiclesperday,TilleyStreetcancarryupto3,000vehiclesperday,JacksonParadecan

    absorbupto2,000to3,000perday,(GTA2009:3).Thesestreetsmaybeabletocarrythousands

    morevehiclesperday,buttheimpactofsubstantialtrafficvolumesincreaseinthesestreetsonlocal

    residentsis

    amatter

    of

    concern.

    ElizabethStreetcurrentlycarries4,500vehiclesperday,BoyneStreetnowcarriesaround800per

    day,RonaldStreetnowcarriesaround150vehiclesperday,TilleyStreetiscarrying450vehiclesper

    day,JacksonsParadeiscarrying470perday(GTA2009:34).Thesemovementsareallsignificantly

    lowerthantheRedevelopmentPlansuggeststhestreetscancarry.Trafficisexpectedtoincreaseby

    50%alongBoyneStreet,97%alongJacksonStreetand270%alongRonaldStreet(Northey2010:3).

    ElizabethStreetisrelativelynarrow,thereisnocentrelanemarking,exceptnearMurrayRoad.Cars

    parkonbothsidesofthestreet.Itisverycommonforoncomingcarstohavetogivewaytoone

    anotherbecauseofthelackofspace.BoyneandRonaldStreetarealotmorenarrow(Holmes

    2010:2).

    Local

    amenity

    and

    neighbourhood

    peace

    and

    quiet

    will

    be

    a

    thing

    of

    the

    past

    for

    residents

    if

    thesehighvolumesoftrafficarepermittedtooccurbecauseofalackofdetailedworktomitigate

    theimpactatthisstageofthedevelopmentprocess.

    MurrayRoadisidentifiedascurrentlycarrying18,000vehiclesperday,buttheReportfailstonote

    accuratelyhowmuchmoreitcanabsorb.IsthisbecauseMurrayRoadalreadyisalreadyatcapacity?

    Ifsothereisnoevidencewhichhasbeenprovidedonhowtheincreaseinmovementsgeneratedby

    theRedevelopmentwillbemitigatedandmanagedwithrespecttoMurrayRoad.

    TheGTA(2009:17)ReportnotesthetrafficgeneratedbytheformeruseoftheKodaksite,whileit

    wasstillanoperationalmanufacturinganddevelopmenthub,wasintheorderof800and3,220

    movements

    per

    day.

    Most

    of

    these

    movements

    would

    have

    taken

    place

    during

    working

    hours,

    while

    employeeswereaccessingthesite.Havinganewlargescaleresidentialdevelopmentwillseethe

    trafficloadtakingplaceatvarioushours.Residentsareconcernedthatthetrafficforecastshave

    beenseriouslyunderstated;450dailyadditionalmovementsforaDevelopmentwhicharound1,000

    residentswillcallhomeseemslikewishfulthinking.

    MostAustraliansrelyoncarstotransportthemaroundoursprawlingcities,makingusamongthe

    highestpercapitaairpollutersintheworld(CSIRO2004). Sincethe1950sthenumberofprivate

    carsacrossthecountryhasrisendramaticallyandcontinuestodoso.In2003therewere10.4

    millionregisteredcarsandstationwagons,comparedwith769,000in1950and76,000in1920.This

    dramaticriseinprivatecarownershiphasbeenaccompaniedbyacorrespondingshiftawayfrom

    theuseofurbanpublictransport(ABS2005).InMelbournetherearenow500,000morecarson

    Victorianroadsthan10yearsago(Das2008).In1991,Melbourniansowned1.8millioncarsandby

    2005,carownershiphadjumpedbyalmost700,000vehiclesto2.45million(Lucas&Millar2008).

    AccordingtotheMonashCentreforPopulationandUrbanResearch,thenumberofhouseholdsin

    Melbournewillincreaseby780,000between2006and2036.Atthecurrentrateofcarpossession

    perhousehold,thiswilladdafurther1.1millioncarsby2036,orwellabove3millioncarsin

    Melbourne.

    Moredetailedworkmustbeundertakentoassesstheimpactthat1000additionalresidentswill

    haveonexistinglocalstreets.Anotheraspectwhichmustbeinvestigatedistheimpactthis

    developmentwillhaveonnearbymajorsurroundingroads.Theincreaseintrafficonanalready

    heavilycongestedBellStreet,themainEastWestLinkwhichheadsthroughthearea,hasnotbeen

    adequatelyanalysed.

    TheTrafficImpactAssessmentReportmakesnoassessmentoftheconditionofexistingroad

    surfacesadjacenttothesiteandtheircapacitytosafelycarrytrafficloadswithoutresultingin

    significant,accelerateddegradationoftheexistingroadsurface.BoyneStreetforinstanceisinneed

    ofrepairandupgradework.Givena50%minimumforecastintrafficincreasealongBoyneStreet

    andother

    surrounding

    streets,

    upgrading

    works

    must

    be

    undertaken

    (Northey

    2010:4).

    Local

    residentshaveprovideddetailedinformationinthisregard,withphotosanddetaileddiscussion

    beingmentionedintheirsubmissions.

    ProvisionforkerbsideparkingalongBoyneandRonaldStreetsmustalsobeconsidered.TheTraffic

    AssessmentReport(GTA2009:5)indicateswhilstonstreetparkingiscurrentlypermittedonboth

    sidesofBoyneandRonaldStreet,shouldthisoccurthecurrentwidths(6.7mand6.8m)wouldnot

    besufficienttomeettheMetropolitanFireBrigaderequirementsofa3.5metreclearwaycarriage.

    Assuch,anassessmenthasbeenmadeoftheadequacyofexistingcarparkingprovisions(southern

    sideonly)tocaterforbothexistingandfutureresidents.TheDevelopmentPlanneedsto

    incorporaterestrictionsofoffstreetparkingtothesouthernsideofBoyneandRonaldStreetsto

    comply

    with

    emergency

    service

    access

    requirements

    (Northey

    2010:5).

    TheNewlandsCommunityAlliance(2010:4)haveraisedspecificconcernovertheproposed

    controlledintersectionofMurphyandElizabethStreet,inthevicinityofNewlandsPrimarySchool.

    TheystatetheTrafficManagementPlanforthesiteispremisedonthemajorityofcarsusing

    ElizabethStreet,andthisproposaliscounterproductive.Thisalignmentwillencouragecarstoexit

    KodakandheadeastalongMurphyStreet,whichhastheexitandentrytotheNewlandsPrimary

    School.Theincreaseofcarsisnotcompatiblewiththenumberofyoungstudentswhoaccessthe

    schoolfromMurphyStreet.

    Residentshavealsotoldmyofficethattheywouldlikeclarificationontheproposedconstructionof

    new

    dwellings

    in

    the

    development

    zone

    facing

    Ronald,

    Boyne,

    Elizabeth

    and

    Tilley

    Streets.

    Residents

    wouldliketoknowwhetherthesepropertieswillfrontontotheseexistingresidentialstreets,andif

    crossoveraccesswillbeprovided.TheRedevelopmentPlanisveryunclearinthisregardandIamof

    theviewthatresidentshavearighttoknowhowthenewdevelopmentwillinterfacewiththeir

    streetscape,andhowitwillimpactontheiramenity.

    HousesborderingtheDevelopmentsitearepredominantlysinglestorey.TheNCA(2010:6)state

    thatnewdwellingsshouldbepredominantlysinglestoreytofitinwiththestreetscape.

    Recommendation7:MoredetailedworkbeundertakentoassessthetrafficimpacttheKodak

    Developmentwillhaveonsurroundingresidentialandthoroughfareroads.Adequatemeasuresalso

    tobeimplementedwithrespecttooffstreetparkingthatwillnotdetrimentallyaffectexisting

    residents.

    4.7PublicTransport&SustainableTransportLinksGiventhesignificantincreaseinthelocalNewlandsandCoburgNorthpopulationasaresultofthis

    development,improving

    public

    transport

    access,

    patronage

    and

    accessibility

    should

    be

    apriority,

    to

    decreasecardependencyandencouragesustainablemodesoftransport.Theforecastincreasein

    vehiclemovementsaroundneighbouringstreetscouldbereducedifpublictransportoptionswere

    maximised.

    ExistingpublictransportserviceswithinthevicinityofthesiteincludeBusRoute525between

    CoburgandReservoir,BusRoute526betweenCoburgandWestPreston,BusRoute527between

    GowrieandNorthlandandTramRoute112betweenWestPrestonandStKilda(ColliePty2009:13).

    TheCollie(2009:34)Reportindicatesthedesignationofapossiblebusroutethroughthesiteand

    provisionforappropriateroadpavementwidthsalongthispotentialroutetofacilitatefutureneeds

    forabus

    along

    these

    roads

    that

    considers

    the

    views

    of

    the

    Department

    of

    Transport.

    An

    incentive

    forlocalstofurthertakeuplocalpublictransportoptionscouldbethroughtheinstallationofa

    qualitybusshelterlocatedonthecornerofpublicopenspaceandadjacenttoRoute525,providing

    commuterswithshelterfromtheelementsandwhichiswithinanaturalsetting(Northey2010:6).

    Iwouldsupportincreasedaccessintheformofabusroutethroughthedevelopment,ifitmeantthe

    existingbusrouteswerenotalteredorredivertedtodetrimentallyaffectlocalresidents.Public

    transportaccessshouldbemaximisedforasmanyresidentsapossible.

    Iwelcometheproposalputforwardbythedeveloperstoconstructawalkingandcyclingtrack

    throughthecentreofthedevelopment.Thepathwillconnectwithexistingpathssurroundingthe

    site,

    and

    will

    join

    the

    Edgars

    Creek

    shared

    pedestrian

    and

    cycle

    path.

    Bridgewillberetainedforpedestrianandcyclingpurposesonly(Collie2009:34).

    4.8PublicOpenSpaceandEdgarsCreekParklandTheRedevelopmentPlanisbasedontheconceptthattheEdgarsCreekParklandwillremainas

    publicopenspaceandnotsoldoffforprivatedevelopment.Thisisadangerouspremise,asifthe

    worstcasescenariounfoldsandVicRoadsrefusestogiftthelandtothelocalcommunity,theKodak

    RedevelopmentPlanmakesnoprovisionforalternativepublicspace.

    ThesaleoftheEdgarsCreekParklandisbeingnegotiatedbetweenanumberofgovernment

    agencies.VicRoadshashadanumberofmeetingswithMorelandCouncilsCEOtoexploreoptions

    for

    the

    land

    that

    would

    be

    suitable

    for

    all

    parties.

    The

    role

    of

    the

    Government

    land

    monitor

    is

    to

    provideGovernmentwithanassuranceofaccountabilityandintegrityinlandtransactions.State

    Governmentpolicyhasbeenthatsurpluslandistobesoldatmarketvalueasassessedbythe

    ValuerGeneralVictoria.AstheCityofMorelandexpressedinterestinobtainingthelandforapublic

    purpose,thelandwasofferedtoCouncilonthisbasis(Madden2008).

    TheEdgarsCreekParklandsiteisanextremelyimportantpieceofpublicparklandtothe

    Coburgandsurroundingcommunities.Theparklandhasbeenmaintainedfreeofchargeby

    theMorelandCityCouncil(2008A:2),itspredecessorsandlocalvoluntarycommunitygroups

    suchastheMerriandEdgarsCreekParklandGroupoverthelast25years.

    Thetruevalueofthissitecannotbeplacedinmonetaryterms.Itsenvironmental,ecological

    andrecreationalimportancetothecommunityofCoburgfaroutweighanyshorttermprofit

    theStateGovernmentmaybeabletoderivefromitssale.

    VicRoadsownedlandinthevicinityofEdgarsCreekshouldberetainedaspublicopen

    space.ThislandwasoriginallyacquiredbyVicRoadswiththeintentionofrunningafreewayintothe

    cityalongtheMerriCreek.Fortunatelythefreewayreservationwhichhungoverthislandwas

    deleted.It

    is

    now

    time

    to

    move

    forward

    and

    protect

    this

    fine

    area

    of

    open

    space

    forever.

    Increasingpopulationisputtingevengreaterpressureonourlivingspace,andparkslikethis

    onearenotsimplyimportantnow;theyaredestinedtobecomeevenmorevaluableinfuture.

    Coburgneedsalltheopenspaceitcanget.Itislargelybuiltupandhasbeennowformany

    years,andthenewPentridgeVillageandKodakDevelopmentswilladdnewpressures.This

    parklandisoneofthelargestareasofopenspaceinCoburg,andshouldnotbelostto

    housingorotherdevelopments.

    ThelandreadilylinksinwiththeexistingopenspaceandwildlifecorridorsalongtheMerri

    andEdgarsCreeks.TheStateGovernment,MorelandCouncilandthelocalcommunity

    haveworked

    in

    partnership

    now

    for

    over

    25

    years

    in

    restoring

    the

    Merri

    and

    Edgars

    Creek

    Valleysandtheyareamajorasset.TheirvaluewillbeenhancediftheVicRoadslandis

    addedin.

    TheVictorianBudgethasbeenwellmanagedandisinastateofhealthysurplus.Theneed

    forrealestatedollarsfromthesaleofpubliclandismuchlessthantheneedoftheCoburg

    andNewlandscommunityforroomtoliveandbreathe.Thelandisthelargestopenspacein

    Coburgandactsaslungs,pumpingtheoxygenthroughouttheveinsofourcommunity.

    OnthebasisthatMorelandCouncilandthelocalcommunityiswillingtomaintainthelandas

    publicopenspace,thelandshouldbehandedovertothembyVicRoads.

    The

    Newlands

    Community

    Alliance

    (2010:2)

    has

    stated

    the

    Development

    Plan

    should

    not

    proceed

    untilthefutureoftheMerriandEdgarsCreekParklandissecured.Itotallyagreewiththisposition

    andamofthefirmviewthatlocalresidentswillbetotallyrippedoffiftheKodakRedevelopment

    goesahead,withnopublicopenspaceprovision,andtheEdgarsCreekLandissoldoff.

    DuringthetimeKodakoperateditshistoricallysignificantindustrialcomplexatthesite,thecorner

    ofBoyneStreetandElizabethStreetcomprisedapubliclyaccessibleopenarea.Thisareaprovided

    recreationalspaceforbothKodakstaffandthesurroundingcommunity.Localresidentshave

    traversedthisopenspacetoaccessNewlandsPrimarySchoolandlocalshops.Commuterssheltered

    underthesunandrainundertheshadeofthematuregumtreesadjacenttoRoute525busstop.

    ThisareaprovidedagatewaytotheKodakFactorywithagardenviewthroughmatureeucalyptsto

    the

    heritage

    administration

    building

    (Northey

    2010:6).

    Recommendation8:TheDevelopmentPlanshouldnotproceeduntilthefutureoftheMerriand

    EdgarsCreekParklandissecured.ThelandonthecornerofBoyneandElizabethStreetsshouldbe

    retainedaspublicopenspace.

    4.9HeritageAccordingtoKodak(2006),HeritageVictoriahadapprovedKodaksapplicationtoremovebuildings

    onthesite.KodakandCouncilagreedtorecognisethesitesheritagesignificanceinanumberof

    ways,includingtheretentionofpartofabluestoneretainingwallandfilmtestingbackdrop.Kodak

    andCouncilenvisagedthattheseelementscouldbeincorporatedintothefutureredevelopmentof

    thesite.

    Kodak(2006)statedithadalsodevelopedaHeritageManagementPlan,retentionofarchival

    materialsandphotographsintheStateLibraryofVictoriaandpotentiallybuildingamodelofthe

    site.MorelandCouncilandKodak(2006)fromtheoutsetrecognisedtheheritagesignificanceofthe

    mainadministrativebuilding,whichwasoneofonlytwobuildingsnotdemolished.Followingthe

    recentfire,

    it

    is

    unclear

    whether

    it

    is

    still

    in

    agood

    enough

    condition

    to

    be

    able

    to

    saved,

    retrofitted

    andputtouseforthefuture.

    Thehistoryandcontributionofthesitetothelocalcommunityshouldberecognised,acknowledged

    andintegratedinthisRedevelopmentPlan.

    4.10 PlanningProcessandTimeframeforpublicfeedbackManyresidentshavecontactedmetoraiseconcernoverthenotificationandtimeframethathas

    beenmadeavailableforresidentstomakesubmissionsinresponsetotheOldKodakSite

    RedevelopmentPlansinNorthCoburg.

    Residentshavestatedthenoticesdistributedtolocalresidentsnotifyingthemoftheredevelopment

    plansandthesubmissionprocesswereletterboxedonChristmasEve.Thiswasaninconvenientand

    inappropriatetimetobehandingoutnotices.Mostresidentswereawayoronholidaysandwere

    notaffordedafairorreasonableopportunitytolearnoftheplansandrespond.

    ResidentsstatethatonlyresidentslivingonthewestsideofElizabethStreetreceivedthenotices,

    withresidentsontheEastorDarebinsidenotbeingnotifiedoftheplans.Residentsfromboththe

    eastandwestsideofElizabethStreetwillbedirectlyimpactedbytheprojectanditisonlytherefore

    fairthattheyallhavetheopportunitytocomment.

    Residents

    have

    also

    raised

    concern

    regarding

    the

    accessibility

    of

    the

    plans

    for

    local

    residents.

    Not

    all

    residents,particularlyelderlyresidents,haveaccesstocomputersandtheinternet.Theirabilityto

    viewandeffectivelyrespondtotheproposalshasbeenseverelyhinderedbecauseofthis.

    InordertocrampeopleintoMelbourne,localcouncilsandcommunitieshavebeendeprivedoftheir

    righttoobjectorhaveanymeaningfulsayaboutdevelopmentsintheirownbackyard.TheVictorian

    GovernmenthascalledinanumberofprojectsacrossMorelandandeffectivelyremovedlocal

    residentsrightsinhavingasay.Theseprojectsincludethe$1billionPentridgePrison

    redevelopment,theOldCoburgHighSchoolsiteandtheKodakRedevelopment. Ibelieveitisvital

    thatlocalcommunityviewsareheardandadheredtowhenitcomestoplanningdecisions.Councils

    existtoserveandprotectcommunityinterestsanditiscommunitiesthatwilllivewiththe

    consequences

    of

    planning

    decisions

    for

    decades.

    I

    urge

    the

    State

    Government

    to

    preserve

    confidenceintheintegrityofplanningbyensuringthevoicesofcommunitiesareheard.

    Recommendation9:TheStateGovernmentandMorelandCouncilshouldextensivelyconsultwith,

    andrespecttheviews,oflocalresidentsinNorthCoburgandNewlandswhenconsideringtheKodak

    RedevelopmentPlan.
