China’s largest bank part of Kitimat Clean Kitimat Clean Ltd, and
the Industrial and Commercial Bank of China (ICBC), China’s larg-est bank, signed Me m o r a n d u m s of Understanding (MOUs) on April 18.
The principal provisions of the MOUs state that ICBC
will be Chinese finan-cial advisor to Kitimat Clean and co-operate in the financing of the proposed Kitimat refinery and asso-ciated pipelines and other ele-ments.
Chinese com-panies will be
involved in the engineer-
ing and construction of the refinery. Up to 100 per cent of the output from the refinery is planned to be sold to Asian markets, including China and India.
Majority control of all the proposed Canadian businesses will remain in Canada and there will be 6,000 construction jobs created for British
Columbians over five years, and 3,000 perma-nent jobs.
More MOUs between Kitimat Clean and Chinese companies are anticipated in the near future.
The project will include a state-of-the-art world scale oil refinery at Kitimat. It may also include a pipeline between Edmonton and Kitimat,
a marine terminal, and a fleet of tankers for the refined fuels.
The total cost could amount to $25 billion. It will be the largest invest-ment in B.C. in the history of the province.

Kris Adams, a former resi-dent of 100 Mile House, has been named Grande Prairie Fire D e p a r t m e n t Fire Fighter of the Year.
Adams is a graduate of Peter Skene Ogden
Secondary School and was a mem-ber of the 108 Mile Ranch Volunteer Fire Department.
He was nomi-nated by his peers for the award, which was present-ed to him at
Grande Prairie City Hall on Feb. 15.

“We are very pleased to be working toward a comprehensive agree-ment to finance a refinery in Canada which is planning to export refined fuels to China and other Asian countries in the future,” they stated.
Kitimat Clean owner David Black said a great advantage of the refin-ery is that it will prevent the shipment of bitu-men in tankers off B.C.’s mid-coast.
“In addition, it will
reduce global green-house gas emissions because it will replace refineries elsewhere that are built to less stringent environmen-tal standards.”

Public hearings are for all persons who believe their interest in property is affected by the proposed bylaws. The public hearings are to be held by a delegate of the Cariboo Regional District Board. A copy of the CRD resolution is available for public inspection.
Written submissions regarding the proposed bylaw will also be received. These submissions may be submitted at the public hearing or should be received in the Cariboo Regional District office at 180 D North 3rd Avenue, Williams Lake, BC, V2G 2A4, (fax number 392-2812) forty-eight hours prior to the hearing. No further information or representations can be considered by the CRD Board after the public hearing.
The bylaw and an information package may be inspected at the Cariboo Regional District office, 175 Airport Road, 100 Mile House, BC, V2J 2B8 between 8:00 a.m. to 12:00 noon and 1:00 p.m. to 3:30 p.m., Monday to Friday, from April 26, 2013 to May 6, 2013 inclusive (excepting public holidays). A conflict-of-inter-est complaint against Premier Christy Clark for her role in the 2003 sale of BC Rail assets has been dismissed.
Saskatchewan law-yer Gerald Gerrand reviewed the complaint made by Abbotsford South MLA John van Dongen after he quit the BC Liberal Party last year.
In a 40-page deci-sion, Gerrand found that Clark had no way to benefit personally from the sale, and that her decision to absent
herself from 2003 cabi-net discussions did not demonstrate a real or perceived conflict of interest.
Clark said she is relieved that the report is out, putting to rest what she described as “rumours, gossip and nasty untruths” about her conduct as educa-tion minister a decade ago.
“It’s cleared the air on this,” Clark said.
“For me, it’s proof that anybody can say anything, and it doesn’t have to be true for it to be hurtful, and it doesn’t have to be true for it to be reported again and
again and again.”Gerrand was harshly
critical of some of van Dongen’s accusations, noting they arose nine years after cabinet meet-ings that van Dongen attended as agriculture minister.
His complaints about Clark’s dealings with a lobbying firm rep-resenting one of the bidders for BC Rail are “replete with sus-picion and innuendo,” Gerrand wrote.
One of the accusations was that Clark may have been a source of con-fidential information that was passed to the bidder, United States-based OmniTRAX. The leaked informa-tion was central to the case against two former ministerial assistants in the B.C. government, Dave Basi and Bobby Virk.
Basi and Virk even-tually pleaded guilty to breach of trust and accepting benefits for their role in the case, admitting to providing
confidential bid infor-mation to OmniTRAX in exchange for money and a trip to Denver to take in a football game.
Gerrand was appoint-ed by B.C. Conflict of Interest Commissioner Paul Fraser, who exclud-ed himself from the case because Fraser’s son works in Clark’s office. Gerrand interviewed a long list of players in the BC Rail contro-versy, including Clark’s former husband Mark Marrissen and Erik
Bornmann, a lobbyist with Pilothouse Public Affairs, which repre-sented OmniTRAX.
Gerrand, who serves as conflict of interest commissioner for the Northwest Territories, took evidence under oath in his inquiry. Its findings offer a pre-view of a commission of inquiry into the sale of the railway that NDP Leader Adrian Dix has pledged to hold if he wins the May 14 pro-vincial election.

Central Cariboo Disposal Services is hiring four full-time part-time positions: two for the Forest Grove and two for the Lone Butte rural transfer sites. The duties are summarized as follows: opening and closing the site as per seasonal schedule, direct users to deposit waste at various stations within the site, maintain site as needed, attend to the share shed, attend roll-off bins, operate backhoe/skid steer to maintain site, other duties as required.
The site attendants will be required to work weekends and holidays. The starting dates will be discussed with the successful candidates but will be approximately July and August 2013.
As successful candidates, they will have a ‘safety first’ perspective, be patient, be customer and service-oriented and possess a Class 5+ driver’s license. Experience in dealing with the public and operation backhoes/skid-steers is desirable.

Application for a Permit Amendment under the Provisions of the Environmental Management Act.
We, Maclaren Forest Products Inc., a wholly owned subsidiary of Xstrata Copper Canada Corporation (“Xstrata Copper”), PO Box 10424, Pacific Centre, 1300-777 Dunsmuir Street, Vancouver, B.C. V7Y 1K2, have submitted a permit amendment application to the Director requesting to amend Permit PE-3439 (tracking number: 222309), issued on 10 April 1978 and last amended on 4 November 2011 which authorizes the discharge of water from a de-commissioned molybdenum mine-mill complex.
The Boss Mountain former mine site (the Site) is located within the Cariboo Regional Dis-trict, British Columbia, and approximately 60 km northeast of 100 Mile House and 5 km west of Hendrix Lake. The authorized discharge location at the Boss Mountain site is locat-ed on District Lot 12239, Cariboo Regional District. Water from the Site is discharged into Ryan Creek, which converges with Boss Creek, approximately 4 km south of the discharge.
The amendment requests an increase to the authorized discharge limit for dissolved molyb-denum from 3 to 6 mg/L, a value that will remain protective of water quality in Boss Creek.
The water downstream from the discharge in Boss Creek will remain below 1 mg/L, a value that is protective of aquatic life and wildlife.
Any persons interested in commenting or providing relevant information pertaining to the permit amendment may do so within 30 days of this posting. Clinton’s 50/150 events great
Clinton’s 50/150 Committee has been busy approving events to be a part of the 50/150 celebrations in 2013.
Recently, the Clinton Elegant Dessert Party was put on by the Clinton Health Auxiliary on April
14. Clinton residents dressed up and attend-ed the elegant evening, which included deca-dent desserts served by the Mill Girl Follies.
Two wonderful skits were presented. The audience enjoyed “The Mammogram,” by Susan Swan and Megan Nairn, and “Rollie Jogging” by Christine Surraka.
The Bean Dinner was held on April 16 at the Clinton Memorial Hall. This dinner is a long-time event put on by the Legion Ladies Auxiliary members who put on a fabulous supper with the many chefs who
prepared their favourite bean dishes for the event.
The Clinton and District Outdoor Sportsman’s annu-al Banquet, Auction and Dance at Clinton Memorial Hall is on April 27. The event
starts at 4:30 pm with a social hour, followed by the dinner, auction and live music by Jess Lee and Friends.
