• In 2009, 71% of the households in the EU had access to computer and this proportion grew by 10
percentage points between 2006 and 2009.
• In absolute terms the highest growth can be observed in the countries which were below the EU
average in 2006 like for instance PL, LV, CZ, RO, MK or SK or HU.

• In nine northern European countries (FI, UK, DE, DK, NO, LU, SE, NL and IS) 80% or more
households were equipped with computer with the highest rate recorded in IS and NL (slightly
more than 90%).

• The graph presents the percentage of households with computers in 2009 and the average
annual growth rates of households with computer between 2006 and 2009.
• Northern European countries combine the high rate of households having a computer and low
growth rates.
• Countries where the percentage of households having access to a computer is below the EU
average show rapid increase of such share with average annual growth rates over than 12% LT,
LV, PL, CZ, BG, RO and MK.

• In 2009, 77% of the EU population declared using internet every day or almost every day. The
highest frequency of compute use is observed in the countries with the highest access to
computers.
• Less than 70% of surveyed persons used a computer on a daily basis in ES, EL, IE, CZ and RO.

Average percentage among individuals who used a computer within the last 3 months
• A very high percentage of the youngest individuals declared using a computer in the last 3
months in all the surveyed countries.
• The use of computer by the oldest individuals varies significantly across countries. It ranges from
16% in BG, 17% in RO, 18% in EL to more than 80% in LU, NL, SE, IS and NO.
• In several countries (DK, DE, LU, NL, SE, UK, IS and NO) there is not significant differences in
computer use according to age.

Average percentage among individuals who used a computer within the last 3 months
• Significant disparities exist in use of computers according to educational attainment level.
• The proportion of individuals using a computer is higher among those with a “high” educational
attainment level than others. Marked disparities exist between persons with low and person
with high educational attainment level (the differences are about 50 percentage points in the
majority of countries).
• Differences between educational attainment level are less important in DK, DE, LU, NL, SE, IS and
NO and might be linked to the number of households having access to a computer.

• There are no major differences in use of computer according to gender. The major differences
(close to 10 percentage points’ on men’s favour) are observed in IT, LU, AT, PT and RS.
• Use of computer is a little more widespread among women than men in EE and IE.

• In the EU, 65% of households were connected to internet at home, it is 16 percentage points higher
than in 2006. In IS, NL, LU, SE, NO and DK over 80% of households had access to internet at home.
• Significant differences exist between northern European countries and the most recent Member
States, however an important progression of internet access in those countries can be observed.
• The lowest percentages of households having access to internet at home (40% and less) were
recorded in MK, EL, RO, RS and BG but it has doubled between 2006 and 2009 in some of these
countries.

• At the EU level 91% of people with tertiary education and 71% with a ‘medium’ educational
attainment (at most upper secondary education) and 43% of persons with a ‘low’ education level
(at most lower secondary education) declared having used internet in the last 3 months.
• The difference is significantly marked between the ‘low’ and ‘high’ educational attainment levels
in the following countries: BG, EL, ES, PT, RO and RS. The lowest gaps are observed in: DK, DE,
EE, LU, NL, FI, SE, IS and NO.

• The use of the internet is strongly correlated with age. The highest proportions of individuals
using internet can be found among the youngest age group 25-34, and the lowest among the
oldest age group.
• However in some countries the difference between ages in terms of the ratio youngest age
group over oldest age group are significantly lower than the average: BE, DK, DE, LU, NL, FI, SE,
UK, IS, NO.
• The biggest gaps in relative terms can be observed in BG, EL, CY, PT, RO and RS.

Percentage of individuals who used Internet in the last 3 months; reference age group: 16-74
• At the EU level, 57% of individuals who used internet in the last 3 months declare that they used
advanced communication services involving chat, on-line discussion, blogging or telephoning. Such
percentage was over 70 % in LU, PL, FR, PT, MK, IS.
• Among five identified advanced communication services, instant messaging remains the most
popular and was used by 35% of internet users. Participating in the on-line discussion forums,
reading blogs or telephoning each attracted about 25% of internet users at EU level.

• The table shows how the use of internet for advanced communication services is linked to the
younger generations (students). However, a high percentage of unemployed people also use
internet for this purposes. Less than 50% of the retired people or inactive people, used internet
for advanced communication purposes.
• Students (85%) and unemployed (62%) are the groups that most used internet in the last 3
months for advanced communication services at EU-27 level.
• More than 90% of students in IS, FR, LU, DK, PT, NO, ES, NL, DE and SK used internet for

• Out of the countries studied, LV shows the highest percentage (41%) of internet users of these
services, followed by HU, DE and SK.
• Percentages of individuals using such services were high among students in DE and LV (more than
70%) and among retired and other inactive in LV and HU (more than 30 %).

to download, listen and watch music and/or films was higher among men than among women.
• At EU-27 level, 51% of the men who used internet in the last 3 months did if for downloading,

• The greatest gender differences are found in LV and CY followed by SK and NL.

• At EU-27 level, 49% of individuals who used internet in the last 3 months downloaded, listened,
watched/played music films and or games. More than 60% of internet users in BG, MT, LT and
MK used internet for this purpose.
• The percentage of students who used internet in the last 3 months for downloading/listening
to/watching/playing music, films and/or games was very high in all countries especially in LU and
NL (90% and more).
• At EU-27, more than half of the unemployed internet users made downloads. At national level
the figure is extremely high in MT (81%) , BG (78%) and RO (73%).

• At EU level, emails exchange (88%), information about goods and services (79%), information on
holidays and travels (54%) Internet banking (50%) and Information on health (50%) were the
preferred activities of internet users. Selling goods and services and job seeking were less
popular.

• At EU level, 18% of both male and female internet users purchased books, magazines and e-
learning material through the internet.
• This gender equality is also found in RO, BG, LT, PT, SI, PL, DK and the UK.
• The highest gender gap is observed in SE and FI, where the percentage of female internet users
who bought this kind of products is higher than the one of male. Gender difference is also high in
MT.

• Individuals with a ‘high’ attainment level were proportionally more numerous to purchase
books, magazines and e-learning materials over the internet than other internet users.
• In Slovakia, internet users with ‘low’ educational attainment level were proportionally more
numerous to buy this kind of goods than those with a ‘medium’ educational attainment level.
• Highest differences across internet users with different educational attainment level are found in
the UK (37 percentage points), NL (33 percentage points) and AT (32 percentage points). Lowest
differences appeared in Romania and Latvia (less than 5 percentage points.)

• In 2009, ordering films and music over internet in the EU-27 was more frequent among men
(20%) than among women (15 %).
• The greater gender discrepancies can be found in Iceland (10 percentage points), while in
Romania and Bulgaria the proportion is similar among men and women.

• As a general pattern, proportion of internet users who ordered films and music increase with
educational attainment level. However, this statements in not true in Finland where the
percentage of people with a ‘low’ educational attainment level ordering films or music over
internet was higher than the percentage of individuals with a ‘high’ educational attainment level.
MT and RS are also exceptions.

• The EU-27 experienced an increase of 4.7% between 2006 and 2006 of internet users who
ordered goods and services over internet. The use of internet to order goods and services
increased between 2006 and 2009 in all countries except in IS and MK.
• The greatest increases of the percentage of users who ordered goods or services over internet
are found in Estonia, Latvia, Slovakia and Cyprus.

This percentage is the same as the one registered in 2006. Finland and France experienced the

decreased in MK, BG, EL, ES, BE, AT and IE whereas the greatest increase occurred in Finland.
