Introduction

Within the framework of Environment for Living Forum a comparative survey of the residential real estate projects in the regions of the Russian Federation has been conducted. Our objective was to determine, using rating methodologies, the best practices of the residential construction in all regions of the Russian Federation. In this study, we attempted to achieve the following key objectives:• to develop a methodology that would provide us with a clear understanding of the residential complexes in the ratings list;• to assess such rating principles (criteria)

that would represent the attributes of residential complexes that are considered as most important by end users;• to ensure the correct comparison of residential complexes at the different stages of construction and completion;• to select ten best practices in residential construction.

The rating methodology was used to ensure the correct comparison of attributes of residential complexes under survey, in order to select the best ones.The rating covered 250 residential complexes, which had been selected in accordance with the following principles:• located close to administrative centers of the Russian regions and within their territories. The exception was made for the Moscow and Leningrad Oblasts, due to Moscow and Saint-Petersburg being federal cities;• the survey covered infill construction projects, integrated development projects and development of already built-up areas; • the sampling included projects commissioned during the three preceding years, or those under active construction that are expected to be com-pleted by the first quarter of 2018;• we selected at least 3 residential complexes in each region of the Russian Federation, which were the most suitable for the goals of the survey.The information was taken from public sources available on the websites of consulting companies and real estate agencies, developers, and from the results of the annual awards – RREF Awards and Urban Awards. The developers were not contacted.All criteria used were conveniently divided into three large groups, representing the various scales of the assessment (on the level of a city, curtilage and project).Experts rated the projects in accordance with the criteria and parameters of the survey. The final rating score is equal to the average score of each expert, rounded off to the nearest integer, in ac-cordance with mathematics rounding off rules. In some cases, a criterion may consist of several indicators of different weight. All indicators were

weighted, and the overall criterion assessment is based on these weights. In case of multiplications and additions, the results were not rounded off. The overall score is based on the sum of the scores, resulting from multiplication of the overall score for each out of the ten criteria in the survey, by their weight. The figures are sorted in descending order. Ten residential complexes with the highest scores are considered as the top-ten.The best residential practices in the Russian regions are proposed to be selected in accordance with the following basic criteria:

The selection of the top-ten best practices of resi-dential construction in the Russian Federation is the main result achieved by the survey. For reasons of confidentiality, the top-ten residential properties were not sorted in descending order on the basis of accumulated scores. The residential complexes are listed in alphabetical order, according to their names.

KazanART CITY RESIDENTIAL COMPLEX is an integrated development project consisting of solid-cast brick-built buildings. The project is promoted as the «environment that brings people with similar interests and opinions together», rather than a mere residential complex.

GENERAL INFORMATIONDeveloper: Unistroy. Unistroy, formerly Promstroy KPO VS, was established in 1996 on the basis of a construction workshop, which was part of the Kazan Production Union of Computing Systems.Unistroy, established in 1996, develops residential and com-mercial real estate in a number of Russian regions.Developer: StroyUslugi LLC.Implementation Stage: Construc-tion is carried out in a number of stages. 1. CITY LEVEL EVALUATIONART City Residential Complex is located on Yershov Street in Ka-zan’s Sovetsky District, ten min-utes away from the city center.Within walking distance are a polyclinic, a market, a high school, Zvezda Stadium, five daycares, and a large number of stores, cafes and restaurants. Cultural and entertainment fa-cilities can be reached within 10 to 30 minutes using transport. The residential complex, to its significant disadvantage, lacks large parks or public gardens, has a busy highway nearby, and has a bad visual interaction with heterogeneous, mainly mid-rise housing.

2. CURTILAGE LEVEL EVALUATIONThe residential complex hosts modern play and athletic grounds, recreation areas with free Wi-Fi and cycleways along the entire perimeter. Additional-ly, the plan provides for a park with an area over 1 hectare, and two daycares for 340 children each and a school.For the convenience of the dis-abled and families with little children, the complex provides for an unhindered environment and stairless entrances to the

apartments. Baby carriages and sports equipment will be stored in dedicated downstairs areas accessible only to the residents. Parking issues will be resolved by organizing a multilevel (un-derground and open) parking with 1,554 parking spaces and a large guest parking lot. The planned concept of the No Car Courtyard will set up a comfort-able and secure environment for the residents, and the fenced and guarded area guarantees tranquil and safe space for family walks and playing with children.

3. CURTILAGE LEVEL EVALUATIONThe comprehensive development consists of 10-storey mono-lith-and-brick buildings. The pro-ject is notable for larger window frames, though generally, the architecture is not unique.The developer designed apart-ments with different layouts: from one-room to three-room apartments, with total areas from 34.92 to 100.56 sq. m. No finishing is provided. ART City’s original spaces for a new vibrant life style also provide for special apartment layouts with terraces, non-standard configurations and corner apartments with pano-ramic windows.

ART City’s ideology splits the res-idential complex into residential blocks: Zhivopis (Painting Art), Grafika (Graphics), Skulptura (Sculpture), and Kino (Cinema). ART City’s central element will be a large park with a big pedes-trian boulevard, lighting instal-lations, extreme-sports park and cozy alleys with objects d’art.The project has won no prizes or awards.

es, linguistics centers, com-mercial and service-providing facilities (supermarkets, phar-macies, branches of commercial banks) and the Administration of Krasnoobsk.

2. CURTILAGE LEVEL EVALUATIONThe layout of buildings is rem-iniscent of petals. This design allowed for extending the overall length of the roads and for in-creased parking areas; and due to the design, each «petal» has an isolated area for children’s playgrounds and recreational areas. This means more than standard solutions, this means a provision of well-thought-out and theme-based amenities. The idea is to ensure an indi-vidual design of each «petal» of the «Bavaria». Thus, the petal «Derevo» (Tree) will have wooden climbing structures and a huge sandpit, while the petal «Voda» (Water) will feature such equip-ment as a huge ship, a Kraken octopus, swings and slides in the form of sea plants, a sandpit «Volna» (Wave), a bench «Rak-ushka» (Seashell). The residen-tial complex will also have an amphitheater with slate water fountains, a streetball grounds, and a great outdoor chessboard. Moreover, the planned design

includes the construction of a free-standing multi-use build-ing, and the territory of the res-idential districts will be heavily landscaped. The planned design of the «Ba-varia» project also includes 1,000 free parking spaces next to the buildings, with the number of parking spaces being almost the same as the number of constructed apartments (about 1,100). Two garages will be built for those complex residents who prefer to park their cars indoors.The residential complex will feature a high-quality securi-ty system. The security will be ensured by the use of adaptive street lighting systems (with au-tomatic dimming of lights based on time of day), gated territory of the residential complex, entry barriers restricting access to the roads of the complex, central CCTV system.

3. FACILITY LEVEL EVALUATIONTilke Engineering and the In-veststroy Company have devel-oped two modern German-style designs of standard residential buildings exclusively for the Ba-varia Residential Complex.The designs are distinguished by their flexible space-planning solutions, and each design

GENERAL INFORMATION Developer: ROSE GROUP, a Rus-sian development and property management company (LSE: R.G.I. International Limited), has been operating in the invest-ments and construction market since 1993. The company has developed over 15 upscale resi-dential, office and commercial projects in the upscale districts of Moscow and Moscow Oblast.Project architect: SPEECH Archi-tectural BureauImplementation Stage: 8 blocks will be developed under this project. The first block was commissioned at the end of 2013, and is already fully occupied. The first residential buildings of the Semeyny (Family) Block were commissioned in December 2015. 1. CITY LEVEL EVALUATIONMicrogorod V Lesu is located in the northwest of Moscow, 6 km from the Moscow Automobile Ring Road and 1.8 km from the

Pyatnitskoye Shosse Subway Station. This residential complex is surrounded by the forest of the Russian Forest Fund, next to the Sinichka River.

CURTILAGE LEVEL EVALUATIONThe territory of the residential complex features modern and safe playgrounds for children, convenient outdoor furniture, areas for outdoor games, sports and dog walking, bicycle paths. The educational and commercial infrastructure is under active construction in Microgorod V Lesu, and by the time the first residents moved in, a school and a daycare had already been opened. There is a 7-hectare forest park in the very center of the complex. The parking system consists of underground parking and guest parking.

FACILITY LEVEL EVALUATIONEight blocks are planned to be developed under the project, and each of them will have its own unique name: Pervy (First), Se-meyny (Family), Aktivny (Active), Tsentralny (Central), Parkovy (Park), Oblachny (Cloud), Radost-ny (Jolly), Dalny (Distant).The project is distinguished by its original architectural and

visual solution, based on the idea of individually-designed sections, so that people can easily identify not only their buildings, but also the entrances.Solid-cast brick-built buildings with different numbers of floors (7 to 14 floors) and with studios, one-bedroom and two-bedroom apartments are currently under construction in the Microgorod V Lesu; the apartments will be sold with finishing, and their overall residential space is 630,000 sq. m. Public transportation will take resi-dents to the Dmitriya Donskogo Boulevard subway station in 10 minutes and to the Rastorguevo Railway Station – in 6 minutes. In addition, there is a range of cultural objects such as Sukhanovo Country-estate, Timokhovo-Salazkino Country-es-tate, Museum-Reserve Lenin Hills, Walk of Fame in Vidnoye, District Historical and Cultural Center, and a variety of church-es, as well as plenty of shopping

and entertainment facilities – all located within a 10-minute transport accessibility: Outlet Brand City, Brand City Shop-ping Center, Retail Park Vidnoye Shopping Center, Cosmik, Con-structor Shopping Center. yard» — there will be under-ground and surface parking lots for 3,020 cars. Guest parking lots are located outside the territory of the residential complex.

3. FACILITY LEVEL EVALUATIONResidential buildings (4-8 sto-reys) are built according to exclu-sive architectural design, using brick/monolith technologies. There is a variety of layout plans to choose from: about fifty different apartments, with total areas ranging from 27 to 83 sq. m., and ceiling heights from 2.7 to 3.4 meters. Rare formats of layout planning gives this project certain unique advantages. Those rare formats include premium class eco-lofts with panoram-ic windows and high ceilings, city-houses with spacious terraces located on the ground floor and combining all the key benefits of apartments and town-houses, as well as luxury housing in «high flat» format with high ceilings and extra space.

The complex in well-balanced with the cultural and heritage environment of the city, even though its courtyard is fenced. A great number of cultural and recreational sites, parks and recreational areas are located within a walking distance from the residential complex: Lenin Memorial House, Hermitage Gar-den, Lyadsky Garden, Aksyonov Public Garden, State Museum of Fine Arts, Musy Dzhalilya Memo-rial House, Marsel Salimzhanov Actors House, INK Gallery, etc. The most well-known sightseeing attractions of the city, in par-ticular the Kazan Kremlin, the Piramida Entertainment Center, Baumana Street and Kazan Uni-

CURTILAGE LEVEL EVALUATIONThe master plan of the residen-tial complex provides for a gated courtyard, remarkable for its well-thought-out landscaping, in general, with high-quality public amenities. The landscaped and improved territory of the com-plex features a playground for children, a recreational area for adults, a pond with live fish and a cherry orchard. There is also an underground

parking lot for 148 cars and a guest parking lot for 23 cars. The underground parking can be accessed from the Mushtari Street, through access ramps that are monitored by the securi-ty service.The residential complex provides high security to its residents and their properties, in particular, it has 24-hour security, CCTV cam-eras mounted on external and internal facades of residential buildings, and an access con-trol system. The electronic locks restrict access to the entrance halls, and video door-phones are mounted to make calls to the security desk and apartments. The first floors of the residential complex accommodate non-resi-dential premises, security desks united with dispatcher office, office of the management com-pany, entrances to the buildings from the landscaped internal courtyard, and waste control cameras.

The center of Ivanteyevka is a 40-minute walk or 7-minute car drive from the complex (approxi-mately 3 km). Ivanteyevka has a sufficient number of educational institu-tions: two high schools, two spe-cialized schools, open shift-type school, two secondary schools, five further education institu-tions for children and thirteen pre-school facilities. Secondary vocational education is covered by Ivanteyevsky Industrial and Economic College and Vocation-al School No. 130. CITY LEVEL EVALUATIONProject site is located on the site at the Olimpiysky Residential Estate between the forest area, a daycare under construction and a school, on the border of the Central and Komintern Districts in the Northern Mi-cro-district. The complex is 15 minutes away from the center of

Voronezh. The closest transporta-tion stop is «Dubrava Residential Estate».Voronezh infrastructure will ensure the complex with all that is necessary (15 minutes to the city center). Three daycares (Nos. 197, 155, 158) and private child development centers are located in the immediate proximity of the complex. Within 10-minutes walking distance, there is the Moskovsky Prospect Shopping Center, the Voronezh Market, convenience stores, pharmacies, cafeterias and fitness centers. The area of the residential complex is adjacent to the forest area, which has access to the Botanical Gardens. Within 1.5 km from the complex there is the Central City Park (the former Dynamo Park) – the main recre-ational and promenade park of Voronezh. It is a 2-minutes walk from the complex to the Botani-cal Garden and 15-minutes walk to Dynamo Central Park. In the future, the forest entries will be landscaped for the convenience and comfort of the residents.

2. CURTILAGE LEVEL EVALUATIONThe project envisages a devel-oped social component: a branch of the school of arts, a musical

school, an art studio, creativ-ity and development centers, a crafts studio, a dance studio, a foreign languages school.A daycare for 220 places is under construction two minutes away. It is planned that it will work in close cooperation with Voronezh Oceanarium. An interactive zoo will be the distinct feature of the project.Just several minutes away, it is planned to build a secondary school for 775 kids, in cooper-ation with the Voronezh State University. It is planned that the school will specialize in three areas: art, mathematics and sports.A fitness club with a swimming pool with 25-meter tracks. A fitness club will be located 5 minutes away from the residen-tial complex.Necessary infrastructure will be available within walking dis-tance – a shopping and business block of 30,000 sq. m., consumer services center, a branch of an arts school, an arts workshop, adult and children’s creativity centers.The project provides for vivid landscaping in the style of the Russian avant-garde, with inter-esting elements and a variety of small architectural forms. on the Rayonism style. Thus two courtyards were formed – the West and the East, the blue and the red, joined by a system of «beams», in which archi-tectural forms and paths and approaches to entrances were embodied. The Tatlin Tower will become a unique art object and the center of attraction of the Russian Avant-Guard Residential Complex.A great ecological trail runs near the complex: the tour circuit for enthusiasts of Voronezh nature and history. They are also promis-ing paved pedestrian and bicycle paths.It is planned to organize open parking lots, multi-level under-ground parking lots, with eleva-tors descending from residential floors. Guest parking lots along the courtyards.

3. FACILITY LEVEL EVALUATIONThe architectural concept is implemented in the spirit of the Russian avant-garde with elements of cheap popular art. The architecture of the complex is charismatic, brutal, accentual, and the composition is active and dynamic. Volume bricklaying and harmo-niously matching colour schemes characterize the facades.

The roofs of the residential build-ings are cut at acute angles and then go up again, forming a tick. This gives residential buildings different numbers of floors.The interior will also be per-formed in the style of the Rus-sian avant-garde. The residential complex has 13 entrances in total, and for each of them, the designers have developed unique design projects, based on the works of the Russian avant-garde artists of the Black Earth Region. The residential complex has traditional apartment layouts: one-room apartments, total area of 30-40 sq. m., two-room apart-ments, total area of 48-60 sq. m., three-room apartments, total area of 70-85 sq. m. Residential housing being commissioned at the territory of Russia is divided into two classes: Single-standing residential buildings (built by the population using their own or borrowed funds) and apartments (construction carried out by developers). In the recent years, the number of apartments in newly built projects has increased dramatically, both in apartment buildings and in the single-standing homes. Sizes of the apartments have decreased; the average size of individual residential buildings has been increasing consistently, and significantly exceeded the same figure for apartments in apartment buildings. In general, during the period under review, there was a steady downward trend as to the total area of the apartments in the apartment buildings.

The structure of the commissioned housing, by the number of stories:1. Low-rise (1-3 floors) buildings – their share has been falling steadily in recent yearsabout half of commissioned residential housing, moreover, the share of the three-storey housing is growing(from 6.2% to 11.5% during 5 years), while one-storey housing share is decreasing (from 24% to 18%).

2. Apartment buildings (9-10 floors), their share is decreasing (from 17% to 11% over 5 years).3. Modern high-rise buildings (11 floors and higher); share is growing rapidly, according to the resultsof 2014 it reached 31.5%, even though 5 years ago it was only 23%.4. The share of other buildings accounted for only 7% of the housing commissioned in the country, including five-storey buildings (3.5% in 2014).

In 2011, in Russia, commissioned housing amounted to a total area of 62.3 million sq. m., being 6.6% more than in 2010. Moscow and Belgorod Oblasts and Chuvash Republic were the leaders in terms of commissioned housing – their input accounted for about 20% of Russia’s total housing. Minimum volumes were recorded in the Murmansk Oblast, Chukotka Autonomous Okrug and Chechen Republic.The per capita average figure – 0.43 sq. m., is the second largest (the first was recorded in 2008) in the history of Russia. In 24 regions of the Russian Federation it was surpassed, and 15 regions commissioned more than 0.5 sq. m. per person.

Tyumen Oblast is consistently ranked first in terms of commissioned housing per capita, Moscow, Kaliningrad, Belgorod and Leningrad Oblasts also retain leading positions.

2015 г. In 2015, 83,809,900,000 sq. m. of housing was commissioned in Russia; per capita commissioning amounted to about 0.57 sq. m. The largest volumes of housing were commissioned in the Moscow Oblast (8,496,300 sq. m. total area), Krasnodar Krai (4,618,600 sq. m. total area), Moscow (3,871,300 sq. m. total area), Saint-Petersburg (3,030,700 sq. m.) and Republic of Bashkiria (2,690,700 sq. m. total area).A significant share of commissioned housing

was built by individual developers – 40.9% (34.3 million sq. m.).In per capita terms the situation is quite different. Only in five regions more than 1 sq. m. of housing were commissioned per person:1. Tyumen Oblast (without autonomous okrugs): 1.462. Leningrad Oblast: 1.313. Kaliningrad Oblast: 1.234. Moscow Oblast: 1.165. Belgorod Oblast: 1.01On the scale of the largest federal okrugs, the largest commissioned volumes were observed in the Central (24,266,500 sq. m.) and Volga (16,912,300 sq. m.) Okrugs. In proportion to the population, the best results were shown in the North-West and South Okrugs.

Findings

As a part of the study aimed at identifying the best practices of housing development in Russia, we needed to carry out an in-depth investigation of housing projects, integrated evaluation of a large number of residential complexes for their compliance with current requirements for housing on the part of consumers. On the whole, there is a positive trend prevailing in number of points earned in those criteria that reflect the evaluation of the project at the level of the building itself, and its adjacent territory. Thus, we can see a country-wide pursuit of developers to improve their projects, even in the low-cost and comfort class segments.Out of a large number of projects, being the best residential complexes of each constituent

entity of the RF, we selected ten practices of housing development that fully comply with our understanding of what a high-quality, exemplary residential complex must have, in order to be able to compete with the best international projects. The most important advantages, which increase a project’s competitive ability and its attractiveness for prospective buyers as a place for a comfortable, convenient and safe life, have been outlined for the best practices of housing development. It should be stressed that the key specific features specified in this booklet do not cover all advantages of the surveyed projects — each of them had shown great results in practically all criteria that were studied.
