Welcome to San Diego!SEPTEMBER 21, 2016

It is hard to believe that it has been 10 years since ACCSC first sponsored the Professional Development Conference right here in the state of California. And over the past decade, it has been my pleasure, first and foremost as a school member, and second in my capacity as Chairman of the Commission, to see the growth of the PDC and the value that the conference continues to add to the ACCSC membership. On behalf of my fellow Commissioners, ACCSC’s Executive Director, and the professional staff at ACCSC, it is my sincere pleasure to welcome you to San Diego, California for the 10th Annual ACCSC Professional Development Conference (PDC).

From its inception, the PDC has always been about community and was designed to provide a dynamic slate of training opportunities for ACCSC-accredited institutions - from half-day

workshops to a variety of focused educational break-out sessions - across a range of topics relevant to postsecondary career, technical and vocational education. Today, the PDC continues its ten year long tradition of being an ACCSC membership-driven event with the program content being created, implemented, and presented by the ACCSC community who bring their unique and diverse perspectives to the conference with a shared goal: to maximize the effectiveness of the programs and services offered to hundreds of thousands of students that attend ACCSC-accredited institutions each year.

Ten years after the first conference, the PDC continues to provide an opportunity for the membership to not only hear directly from the leadership of the Accrediting Commission on the latest initiatives and activities impacting career and technical education, but to celebrate the achievements of several high performing institutions and outstanding individuals who work tirelessly to support the ACCSC mission. Allow me to take an opportunity to extend the Commission’s sincere appreciation to the many volunteers who participate in the ACCSC accreditation process. The Accrediting Commission is proud of ACCSC’s peer review approach to accreditation and continues to believe that it is second to none in the world. ACCSC is keenly aware that contributions of time, effort, and expertise of our hundreds of volunteers, from Team Leaders to Education Specialists, to experts and professionals from a variety of disciplines, are essential to the continued success and viability of the ACCSC-accreditation process.

On behalf of ACCSC, I want to thank you for the work that you and your institutions do for your graduates, your students, and your community. I also want to thank you for taking the time to be with us here in San Diego and to express how appreciative I am of your ongoing support, both of this conference and of the Commission. I trust that you will find this year’s conference to be an interesting and informative experience. It is my sincere hope that throughout the PDC you take advantage of the opportunity to learn and share ideas, and make some new professional connections in the process. The ACCSC Commissioners and staff look forward to meeting you over the course of the next few days.

Please check-in at the registration desk before the start of the conference to receive informational materials and a name badge. A name badge is required for admittance to all events. This year’s pre-conference activities, inclusive of six half-day interactive workshops, will be held on Wednesday, September 21st and require separate registration. The PDC will kick-off on Thursday, September 22nd and is scheduled to conclude on Friday, September 23rd at 12:00 pm. All PDC events will take place at the Omni San Diego hotel.

Supporting Professional DevelopmentIn an effort to recognize ACCSC-accredited member schools’ dedication to ongoing professional development, the Accrediting Commission will issue professional development certificates to PDC and Pre-Conference Workshop participants. These certificates are intended to serve as documentation to demonstrate the implementation of an aspect of a school’s overall professional development activities required by accrediting standards. To obtain a PDC certificate, participants must have attended at least (4) educational sessions during the conference. Certificates will be distributed at the PDC Registration Desk upon the conclusion of the PDC on Friday, September 23rd.

Community DinnersWhile we come together as A Community of Partners in Education, ACCSC once again invites conference participants to take advantage of an opportunity to gather together with representatives from ACCSC, and from the ACCSC community of schools, for an evening of fellowship and dining in San Diego. ACCSC has secured reservations at local restaurants for Thursday evening, September 22nd. Inquire at the ACCSC Registration Desk for more information about the Community Dinners.

Volunteer CenterACCSC recognizes that its success as an organization is in large part due to the dedication and support of our community of volunteers who support and enhance the Commission’s work through their active involvement in the accreditation process. Throughout the PDC, conference participants will have the opportunity to visit the Volunteer Center to hear directly from ACCSC’s Volunteer Coordinator, Maurya Scanlon, on the many volunteer opportunities currently available to qualified representatives from ACCSC-accredited institutions. Be sure to stop by the Volunteer Center to learn more about these exciting opportunities, or contact Maurya directly as [email protected] to set up an appointment.

ACCSC Online Training Center As part of its continued emphasis on member services, the Commission has continued its partnership with MaxKnowledge, a 2013 - 2016 PDC Silver Level Sponsor, to provide online training and a diverse array of accreditation resources to the ACCSC membership via the ACCSC Online Training Center (ACCSC-OTC). The ACCSC-OTC offers staff and faculty development opportunities to maximize institutional performance and enhance student and graduate success. The ACCSC-OTC can be accessed directly at www.accsctraining.org or by linking directly from the ACCSC website at www.accsc.org. Training is available for both administrative and academic personnel.

The 2016 Team Leader Conference provides opportunities for active ACCSC Team Leaders to share experiences with fellow peer evaluators and to provide feedback to Commission staff about the effectiveness of the on-site evaluation process.

This invitation-only training event is devoted to ensuring consistent application of accreditation standards and provides for volunteer peer evaluators to network with colleagues and discuss best practices. Active Team Leaders who have pre-registered for the 2016 Team Leader Conference should check in at the 4thFloor Registration Desk prior to the start of the 2016 Team Leader Conference.

Transforming Course Planning: The Power of Learning Outcomes

Learning outcomes are the roadmaps to course and program planning, while well written learning outcomes guide all curriculum planning. During this workshop participants will work together to write learning outcomes that are meaningful and measurable and will discuss ways to assess the usability of learning outcome statements. Participants will be prepared to guide the writing and implementation of learning outcomes at their schools with their colleagues.

Rebuilding Your Institution: New Program Development in a Period of Recovery

The career school sector is coming through one of the most tumultuous times in decades and many are seeing signs of cautious recovery and hope for the future. What is essential is that institutions be prepared to reinvent themselves through new and refreshed programming that meets the contemporary needs of the local community by re-engaging program advisory committees, honestly investigating workforce outlooks for all program areas, and refreshing the programs that the campuses offer. This workshop provides a careful framework and roadmap for reviewing the programs that both small individual campuses and larger school systems offer, and provides the example of how an ACCSC-accredited institution cut into its tried-and-true program list to both discontinue long-standing programs that have gone stale and create new programs that fit a new job outlook. The workshop focuses on promoting the ideas of individual faculty members, PAC members, and employers to grow new programs, as well as leveraging publisher and partner relationships for new program generation.

The faculty has wrestled with the curriculum and developed a set of student learning outcomes that everyone agrees with. Now what? With greater focus being given to competency based assessment, this workshop will develop in attendees the basic knowledge, skills, and competencies necessary to generate the useful data that drives academic decision-making and curricula improvement efforts that meet the expectations of external evaluators. As a result of attending this workshop, attendees will be able to identify and describe the major elements of a plan for the assessment of student learning and for depicting assessment results in a manner that engenders curricula improvement and instills confidence.

Institutions operating within this period of recovery in the career school sector must be prepared to reinvent themselves through new and refreshed program offerings. This workshop provides a practical roadmap to new program development, and attendees will engage in hands-on development of program contents, guided by the presenters. The presenters provide a detailed four-stage process for program development, including 1) Idea Generation, 2) Program Development, 3) Accreditation and Approvals, and 4) Institutional Buildout. The presenters provide the case study of their own 20-campus institution, which has revamped its programming significantly over the past year as it has prepared to update its focus, message, image, and significance within its communities. This workshop engages educational leaders, administrators, and compliance staff in re-thinking program offerings and engaging a program development process to lead their institutions toward growth and re-invention.

Schools sometimes struggle to build momentum and continued involvement in institutional planning. This session will provide participants with best practices for creating and/or revising an IAIP to be a dynamic document for the school; demonstrating the institutional use of the plan for continuous quality improvement; and documenting student learning outcomes. Participants will learn how to close the loop in obtaining internal and external information and outcomes for quality improvement by addressing how to create the IAIP to be a “living, breathing document” at their school.

Jamienne S. Studley - National Policy Advisor, Beyond 12

Throughout her career in higher education, public service, civil rights advocacy, and non-profit leadership, Jamienne Studley has actively advanced equity, opportunity, public engagement, and transparency. She is respected for her effective listening and collaboration across sectors, bridging higher education, government, and advocacy, and for her consistent commitment to the access, affordability, and meaningful outcomes for students. Ms. Studley, who is currently serving as National Policy Advisory to Beyond 12, which advances college success for low income and first generation students, previously served as Chair of the National Advisory Committee for Institutional Quality and Integrity (NACIQI), which is responsible for making recommendations on the recognition of postsecondary accrediting agencies, as well as policy recommendations, to United States Secretary of Education, and later served as Deputy Under Secretary, United States Department of Education.

During this session, which is designed to challenge the way an institution thinks about, prepares for, and engages in the accreditation process, participants will have an opportunity to learn about the most common findings of non-compliance during the renewal of accreditation process, as well as the strategies developed by high performing institutions to demonstrate compliance with accrediting standards when responding to an on-site evaluation report.

The goal of the self-study is to demonstrate compliance with the Standards of Accreditation while providing evidence of the school’s ongoing practice to the evaluation team during the on-site visit. During this session, facilitated by two of ACCSC’s most active and experienced volunteer evaluators, participants will learn tips on how to develop a team within their school to confidently and effectively prepare for the on-site evaluation beginning with the self-study. The presenters will walk participants through examples that illustrate how to involve everyone in the school to build confidence in their work and in the accreditation process. Group discussions on best practices and success stories will align the presentation with small and large schools.

2016 Schools of Excellence

The School of Excellence Award recognizes ACCSC-accredited institution for their commitment to the expectations and rigors of ACCSC accreditation, as well as the efforts made by the institution in maintaining high-levels of achievement among their students. In order to be eligible for the School of Excellence Award, an ACCSC-accredited institution must meet the conditions of being granted accreditation without any findings of non-compliance with accrediting standards, satisfy all requirements necessary to be in good standing with the Commission, and demonstrate that the majority of the schools’ student graduation and graduate employment rates for all programs offered meet or exceed the average rates of graduation and employment among all ACCSC-accredited institutions. Spartan College of Aeronautics – Tulsa, Oklahoma

At Spartan College of Aeronautics, the school’s service initiatives not only teach their students about the value of making efforts to improve the local community, but to embrace education as a transformative tool to help others not only become more self-reliant, but successful in life. As part of Spartan’s service initiatives over the past year, students have served as literacy tutors supporting the Tulsa Reading Partners tutoring program which provides individualized reading support to local children in need. As a result of the help from Spartan’ s students, over 400 tutoring sessions were made available to young learners which provided much needed support to keep children in need of assistance on a track to read at or above grade level by the third grade. For Spartan, their community service program is about more than the number of tutoring sessions and hours volunteered that involved their students, it is about providing meaningful opportunities for students to serve as mentors, to help young individuals gain confidence, and to help instill a lifelong love for learning. As noted by Tulsa Reading Partners, as a direct result of the Spartan’s involvement, participating children are more self-reliant, more confident in the classroom, and are better advocates for themselves.

2016 Excellence in Student Services

Universal Technical Institute – Lisle, Illinois

The Lisle campus of Universal Technical Institute (UTI-Lisle) puts the student experience at the center of every action it takes by providing a comprehensive and supportive environment where every student receives individualized attention and advice from the beginning of their academic career. Over the past few years, UTI-Lisle has increased its investment in the campus’ Peer Tutoring Program in response to the learning preferences and attitudes of its overwhelming millennial student population. As part of the school’s initiatives, students have the opportunity to participate in on-campus career fairs, company-specific recruiting meetings, lunch-and-learn programs with employers who are actively looking to hire, as well as opportunities to attend industry or association meetings. Additionally, in recognition of their service and sacrifice, UTI-Lisle also implemented several veteran-specific programs including designating a Veteran’s Coordinator who specializes in helping students navigate the state and federal resources available to them as a veteran, and a Veterans’ Resource Center featuring workstations and a lounge to provide an exclusive meeting place for former members of the military. As noted by UTI-Lisle, everyone at the school, not just advisors, considers themselves on the front lines of helping students overcome challenges to be successful.

2016 ACCSC Staff Member of the Year

Alanna MarxSenior Manager of Institutional Review and Development

Alanna Marx joined the Commission in 2011 as an Analyst for Institutional Review and Development (IRD) Department. Prior to joining ACCSC, Alanna served as an educational program presenter, college instructor, and university director of admissions, where she gained experience in higher education operations. In her current role as Senior Manager of IRD, Alanna provides support for ACCSC staff responsible for working with ACCSC-accredited member institutions that are seeking to successfully implement a substantive change, while also managing the workload of the Degree Committee. Her peers at ACCSC recognize that Alanna consistently embodies the Core Values of Integrity and Accountability in her every day work and that she truly believes in the Core Value of Continuous Improvement as she is constantly seeking to find ways in which the IRD Department can improve as a team while supporting the needs of her individual team members as well. Despite her busy workload, Alanna is always available to work with her colleagues and to offer her support and guidance to ACCSC-accredited institutions.

2016 Outstanding Volunteer Awards

The Outstanding Volunteer Award is an award which recognizes individuals from the ACCSC community who have made significant contributions to career education through his or her dedication to, and support of the accreditation process. This year, the Commission is pleased to recognize two outstanding individuals who have dedicated their time and significant talents to supporting the mission of ACCSC: Pamela Kraska and Xin Li.

Pamela Kraska – Daytona College, Ormond Beach, Florida

ACCSC Team Leader

Pamela Kraska currently serves as the Compliance Officer and Regulatory Affairs Director for Daytona College in Ormond Beach, Florida, an ACCSC-accredited institution recognized by the Commission in 2015 as a School of Distinction. Pam is a longtime volunteer for ACCSC and over the years has proven herself to be an exceptional evaluator and passionate educator. Over the past few years, Pam has gone above and beyond what ACCSC asks of its volunteers, participating on a total of 86 on-site evaluations as a volunteer Team Leader. In her role as a Team Leader, Pam is known to be generous with her thoughts, ideas, and reflections on what it takes to be a high performing ACCSC-accredited institution. Pam is known not only to be reliable but she has a reputation of approaching on-site evaluations with patience, kindness, and understanding while still holding schools accountable to accrediting standards. If that were not enough, Pam still finds time to present at ACCSC Team Leader Trainings, and for the second consecutive year at the PDC, Pam is volunteering her time, effort, and energy to share her experiences as both a volunteer and as a representative of an ACCSC-accredited institution at an educational break-out session focusing on success strategies for schools in the accreditation process. ACCSC recognizes that the peer review process of accreditation is stronger because of people like Pam Kraska.

Dr. Xin Li – DigiPen Institute of Technology, Redmond, Washington

ACCSC Education Specialist

Dr. Xin Li is a Professor in Computer Science and Senior VP of Academic Affairs at DigiPen Institute of Technology, an ACCSC-accredited institution located in Redmond, Washington. Since 2012, Xin has been one of ACCSC’s most dedicated and active Education Specialists, having participated on a total of 27 on-site evaluations. Throughout his involvement with ACCSC, it has been noted by those who have been fortunate to work with Xin that he exemplifies the Core Value of Continuous Improvement by consistently communicating effective strategies and recommendations to schools in the accreditation process in an effort to contribute to their ongoing development as an institution. Xin is an exceptional and objective evaluator and takes great care in communicating on a personal level with staff and faculty during the on-site evaluation, discussing professional growth opportunities for faculty, as well as identifying areas for institutional improvement. The entire ACCSC organization is thankful to Xin for his years of dedicated service not only to the enterprise of accreditation, but to the thousands of students served by ACCSC-accredited institutions.

2016 Commitment to Education Award

Paul Amigh – YTI-Career Institute, Altoona, Pennsylvania

Paul Amigh serves as Lead Faculty for the Medical Billing & Coding program at YTI Career Institute in Altoona, Pennsylvania. In considering Paul’s nomination, the Accrediting Commission took note that his peers at YTI-Altoona, as well as his students, consider Paul to be a committed, passionate, and innovative educator who is intensely interested in the success of his students and who strives to instill confidence in each of his students to believe that they can accomplish anything if they can put their mind to the task at hand. The Accrediting Commission took note of Paul’s commitment to developing student knowledge, skills, and abilities through his leadership of YTI-Altoona’s SkillsUSA Chapter. In fact, it was not lost on the Accrediting Commission that four years ago, Paul began laying the foundation for the school’s SKillsUSA Chapter and that today, nearly 44% of the school’s population, 92 students in total, are members. And more than just membership growth, YTI-Altoona’s SkillsUSA Chapter continues to provide opportunities for students to showcase their skills on a national level. By all accounts, in addition to his teaching load, Paul dedicates an extraordinary amount of time and effort to fundraising to get the students to the SkillsUSA competitions and he would likely tell you it is worth the extra effort it because by participating in SkillsUSA, students are exposed not only to competitions, but to leadership training, professional development, and recognition that will serve them well long after they graduate from YTI-Altoona.

2016 Outstanding Graduate Award

Brian Wertman – NASCAR Technical Institute – Mooresville, North Carolina

Brian Wertman graduated from the Automotive Technology with NASCAR Engines I & II Program at NASCAR Technical Institute (NTI) in Mooresville, North Carolina in January 2015. That accomplishment alone is worthy of consideration. But with Brian there is much more to the story. In selecting Brian as the Outstanding Graduate, ACCSC found that his path to graduation was not an easy one as he faced a number of life challenges. What was clear to Brian was that he had a passion for NASCAR which led him to finding out about programs offered at NTI. Following his dream, Brian relocated from upstate New York to North Carolina to attend school and pursue training that would help him to earn a job in the automotive industry. While at school, Brian made a lasting impact on other students, employees, and instructors with his can-do-will-do attitude. In his time as a student at NTI, Brian volunteered over 600 hours at local tracks and school events, and received six scholastic awards including 2 Student of the Course Awards and 4 Crew Chief Awards. As Brian says, “I believe that it is just as important to give as it is to receive…I believe finding NTI was a huge blessing for me. I was stuck in a dead end job and the advisors and teachers at NTI went over and beyond to help me while I was a student and since graduating. I have some disabilities that made going so far from home a little scary, but I was never alone. The faculty and staff at NTI made me feel like I had family close by.” And despite the highly competitive nature of racing, Brian already broke into the field and is currently employed as a Tire Specialist with Jimmy Means Motorsports.

2016 – 2017 ACCSC Commission

ACCSC Executive Committee Duane Kramer Chair of the Commission

Duane Kramer currently serves as the Vice President of New Campus Operations and Education Programs for Universal Technical Institute. In this position, Mr. Kramer is responsible for providing leadership for start-up and continuing education programs at UTI, as well as the training of campus presidents to ensure compliance with regulations and accrediting standards. Mr. Kramer has also been active as a volunteer with ACCSC since 2005 where he has served as a Team Leader on 18 on-site evaluations conducted on behalf of the Commission. Mildred Lane, Ed.D.Vice Chair of the Commission

Dr. Mildred Lane is a professor emeritus from Duquesne University where she taught graduate and undergraduate courses in the College of Education’s Special Education Program. In 1997, Mildred began volunteering with ACCSC as an Education Specialist, which evaluates the educational delivery of programs offered by institutions that are seeking accreditation, and since that time has participated on approximately 100 onsite evaluations. In recognition of her service to ACCSC, in 2012, the Commission selected Mildred as a Volunteer of the Year.

Mollie HagerSecretary of the Commission

Mollie Hager currently serves as the Vice President of Central State Beauty and Wellness College in Oklahoma City, Oklahoma. Mollie’s commitment to the vocational education sector is evident through her involvement in other regulatory bodies such as the Oklahoma Board of Private Vocational Schools and the Oklahoma Restaurant Association. Mollie has been volunteering as a Team Leader for ACCSC since 2004 and was recognized as ACCSC’s Volunteer of the Year in 2009.

Julie Basler, Ph.D.Treasurer of the Commission

Dr. Julie Basler has served as the Vice President of Academic Affairs for Platt College, an ACCSC-accredited institution located in Aurora, Colorado since 2007. Dr. Basler has been volunteering with ACCSC since 2008 and has served in a variety of positions including as a member of the Degree Committee, as a Distance Education Specialist onsite evaluator, and as a featured speaker at ACCSC’s Professional Development Conferences where she focuses on best practices in self-evaluation and curriculum development. Throughout his career in postsecondary, career education, Jerrold has supported institutional operations in a variety of ways, including student affairs, academics, career services, and human resources. Jerrold has supported the accreditation process with ACCSC by serving as a volunteer Education Specialist onsite evaluator since 2009.

Elizabeth Hawthorne, Ph.D.

Dr. Elizabeth Hawthorne brings to ACCSC over 25 years of experience in higher education as a professor and administrator in public, private, and proprietary institutions. Since 2011, she has been an active volunteer with ACCSC serving as an Education Specialist. In addition to serving as a Public Commissioner for ACCSC, Dr. Hawthorne is also currently Vice Chair of SCRAPUSA Board of Directors, and a member of the Multnomah County Library Advisory Board.

Mary Kelly

Since 2011, Mary Kelly has served as the President and CEO of StrataTech Education Group, the parent company for The Refrigeration School, Inc., in Phoenix, Arizona, and two Tulsa Welding School campuses located in Tulsa, Oklahoma and Jacksonville, Florida. Mary has been volunteering with ACCSC as a Team Leader for on-site evaluations since 2012 and currently holds licensure as an Adkins Life Skills Educator from Columbia University and certifications for K-8 and 7-12 English.

Norbert Kreuzer

Norbert Kreuzer is the Campus President of the Institute of Audio Research in New York, New York where he is responsible for all operations of the institution, including compliance initiatives, marketing and branding campaigns, and curriculum development. Norbert, an award-winning song writer, composer, and music producer, has an extensive background in audio visual production and technology, and is a national speaker on career development best practices and graduate success strategies. Since 2012, Norbert has served as a volunteer Team Leader which is charged with leading onsite evaluations to institutions seeking accreditation from ACCSC.

Valerie Njie

Valerie Njie is the Executive Director/Senior Vice-President at Bidwell Training Center located in Pittsburgh, Pennsylvania and brings over 35 years of experience in postsecondary adult technical education to the Commission. Throughout her career with Bidwell Training Center, Valerie has been one of ACCSC’s most active volunteers, serving as a Team Leader on more than 70 on-site evaluations as well as serving as a member of the ACCSC Appeals Panel. Based upon her dedication to career education and her support of ACCSC’s mission, Valerie was selected by the Commission as the Volunteer of the Year in 2009.

Alfred Medro

Alfred Medro has served as the Vice President and School Director of Platt College in San Diego, California since 2003. Alfred has volunteered as an ACCSC Team Leader since 2010 and as an ACCSC Nominating Committee Member in 2014. In addition to his work with the Commission and with Platt San Diego, Alfred currently serves on the Board of Directors for the California Association of Private Post-Secondary Schools (CAPPS).

Ted Settle, Ph.D.

From 1992 to 2010, Dr. Theodore “Ted” Settle served in a variety of roles at Virginia Polytechnic Institute & State University in Blacksburg, Virginia, including the Director of Economic Development, Adjunct Associate Professor for a Higher Education and Student Affairs Program, and as the Director of Continuing Education. Throughout his career, Dr. Settle has served on numerous regulatory bodies and oversight agencies, most notably, the Education Council, the National Association of Manufacturers, and U.S. Department of Labor’s Employment and Training Administration.

Patricia Thomas

Patricia “Pat” Thomas currently serves as the Regional Director of Operations for the Aviation Institute of Maintenance, based out of Virginia Beach, Virginia where she oversees the operations of an eleven campus system. Previously, Pat served as a School Director for Centura College in Virginia Beach, Virginia, as a Regional Director of Operations for Sylvan Learning Center, and as a Director of Education for Barclay Career School. Since 2008, Pat has supported ACCSC and its mission by serving as a Team Leader during the on-site evaluation process.

Marya Withers

Marya Withers has served as the Assistant Vice President of Academic Affairs of Lincoln Education Services since 2009, during which time she has overseen and supported 36 campus education operation systems across fifteen states. Since 2013, Mary has been an active ACCSC volunteer Team Leader for onsite evaluations. Marya is a member of Kappa Delta Pi National Education Honor Society and the recipient of the Excellence in Corporate Service Award from Lincoln Education Services.
