D. Yokes:

a. The yoke to support the operating benchstand will be formed by two (2) angles or

channels welded at the top of the guides to provide a one–piece rigid frame.

b. The arrangement of the yoke will be such that the disc and stem can be removed

without disconnecting the yoke.

c. The design of the yoke will be such to limit its deflection to 1/360 of its span under

full operating load.

E. Seals:

1. Seal System: ASTM D4020, UHMW Polyethylene with Nitrile compression cord, “J”

type or self-adjusting.

2. Invert Seal (upward opening gates): EPDM.

3. A specially molded resilient seal will be mounted on the in the invert member of the

frame to provide flush bottom closure. The shape of the seal will produce a seating sur-

face having a minimum width of 3/4 IN, and the seal will extend into the secondary slot

of the guide. The vertical face of the seal will be in contact with the seating surface of

the guide to provide a proper seal at the corners.

4. Leakage shall not exceed 0.05 GPM/FT of seal perimeter in the seating head or unseating

head condition at design head.

F. Frames:

1. Configuration: One piece.

2. Mounting: As indicated on Drawings.

3. Material: A240 Type 304L stainless steel.

4. Furnish continuous embed or mounting flange.

5. Thickness: 1/4 IN.

6. Seats: Ultra-high-molecular-weight polymer.

G. Lifting Devices:

1. Description: Stem, lifting nut, supports, bushings, stem cover, position indicator, and

electric-motor actuator.

2. Mounting: Cast-iron pedestal.

3. Powered Lift Devices:

a. Drive shall consist of a standard unit similar to the EIM Series 2000 Unit.

b. As specified in Section 40 05 51 - Common Requirements for Process Valves.

c. Mounted between the interconnected operators or to one side.

d. Include the electric motor drive, reduction gearing, limit and torque switches, emer-

gency handwheel with declutching device, and reversing controller.

e. All interconnected gearboxes, driven by an electric motor operator, shall be provided

with a removable stainless steel shroud over the interconnecting shaft to comply with

OSHA requirements.

H. Handwheel:

1. Configuration: Removable.

2. A lubrication fitting shall be provided for lubrication of hoist bearings without disassem-

bly of the hoist.

3. Suitable seals shall be provided to prevent entry of foreign matter.

4. Mounting: Locate center of handwheel 36 IN above operating floor. The benchstand

hoists shall be sized to permit operation of the gate under the full operating head with a

maximum effort of 40 LBS on the crank or handwheel.

5. The direction of handwheel rotation to open the gate shall be clearly and permanently

marked on the hoist.

I. Lifting Nut:

1. Material: Manganese bronze conforming to ASTM B584 C86500.

2. Furnish grease fitting.

3. The hoist nut shall be supported on roller bearings.

J. Lifting Stem:

1. Material: Type 304 stainless steel.

2. Configuration:

a. Rising.

b. Removable.

3. Thread: Machine cut Acme type or machine rolled, full depth Acme type.

4. Fully lubricated.

5. Maximum Number of Turns: 16 per FT of travel.

6. Stems shall be designed to transmit in compression a minimum of 2 times the rated out-

put of the hoist at 40 LBS effort on the crank or handwheel. The L/r ratio of the unsup-

ported stem shall not exceed 200.

7. Stem Covers: Provide rising stem gates with clear plastic covers, capped, vented, and of

a length to allow full travel of gate.

K. Stem Guides:

1. Material: Type 304 or Type 304L stainless steel.

2. Single or dual slot design.

3. Connected to the disc by means of a stainless steel stem connector bolted to the stem and

welded to the disc.

4. Wall mounted guides shall have a flange frame and shall have a minimum guide weight

of 13 LBS/FT.

5. The primary slot will accept the plate of the disc, and the secondary slot will be suffi-

ciently wide to accept the reinforcing ribs of the disc.

6. When required, the gate shall be furnished with UHMW polymer strips securely attached

by means of dove tail slots or mechanically fastened in the guide to provide a low friction

surface on which the disc will slide.

7. Designed for maximum rigidity and provided with keyways to lock it into the concrete.

The invert of the frame will be an angle or a channel section welded to the lower ends of

the guides to form a seating surface for the resilient seal mounted on the disc.

8. Where the guides extend above the operating floor, they shall be sufficiently strong so

that no further reinforcing will be required.

9. Where required to limit the unsupported stem length, shall include UHMW bushings.

10. Weirs having a width of not more than twice the height can be operated by a single stem

and actuator. However, where the length of the weir is more than twice its height, the

weirs shall be provided with two (2) or more operating stems and interconnected actua-

tors. Where the actuator will be interconnected shall be by means of a flexible coupling

and stainless steel tubing.

2.3 FINISHES

A. Stainless-Steel Surfaces: Mill finish.

2.4 ACCESSORIES

A. Hardware: Type 316 stainless steel.

B. Nameplates: As specified in Section 10 14 00 - Identification Devices.

2.5 SOURCE QUALITY CONTROL

5. Tighten nuts to their final positions.

F. Lubricants: Provide oil and grease as required for initial operation.

2.9 FIELD QUALITY CONTROL

Work This Month:

Over the last month the contractors have continued working on the 1st floor of the Main Building and have begun preparing for work on the 2nd floor. The general contractor has completed the 2nd floor walls for the Elevator Shaft/Stair Tower within the Main Building. They have also set the forms and placed the rebar for the Main Building Stair Tower roof access. Prior to the Contractor being able to start the 2nd floor deck and walls of the Main Building Process Area they must place the 1st floor slab on grade. In preparation for the slab on grade the mechanical contractors have placed their under-slab conduits and pipes. Additionally, the first floor plumbing wall between the Men’s and Women’s Locker Rooms of the Main Building is complete. The masonry contractor has continued placing the 1st floor structural masonry walls of the Main Building Office Area. To date they are approximate 70% complete with the interior walls and approximately 55% complete with the exterior walls.

The electrical contractor has continued work within the Chlorine Building. To date approximately 95% of the conduit and wire is installed. The mechanical contractor has begun their work within the Chemical Feed Room of the Chlorine Building. To date they have installed the 4 sodium hypochlorite tanks and approximately 70% of the process piping.

The mechanical contractor has started their work within the Non-Potable Water Vault. They have started the installation of the piping for pumps P-804 and P-805.

The general contractor has started their shoring installation for the Digester Operations Building Excavation. This system consists of drilling 4’ to 10’ into the bedrock and installing caissons. To date they are approximately 50% complete with the shoring installation.

The general contractor also has installed the FRP catwalk and railing on the Chemical Feed Facility south of the Nitrification Basins.

The electrical contractor has completed the installation of duct bank’s 9, 10, 11 & 12. The mechanical contractor has installed the 36” MLSS line into Aeration Basin 510.

City of Batavia - WWTP Phase I Rehabilitation Summary of Contract Modification Requests

Re: Batavia Dam – Reconsideration of Joint Project Objectives

Earlier this year staff from the Park District and the City met to discuss future plans for the dam. For

2018, each organization has budgeted $75,000 ($150,000 total) for an engineering study of dam removal

and the future of the Depot Pond. A previous study, done in 2003, concluded that a berm and a pump

system were needed in order to retain water in the pond. The estimated cost of constructing this system

was $12 million. At that time, a referendum to remove the dam failed and the project was abandoned.

Since then the dam has continued to deteriorate to the extent that a significant fissure exists in the east

abutment that creates a concentration of water flow that exacerbates this condition.

Back in 2003, the Illinois Department of Natural Resources was offering to provide financial assistance to

remove the dam. Now, the situation has changed dramatically due to the State’s financial condition. If

and when the IDNR is able to offer communities financial assistance for dam removal, we have been told

by IDNR that they will first address the most dangerous dams, those where fatalities have already

occurred, before offering assistance to others. Therefore, in all likelihood, the cost of dam removal and

retention of the pond would be born solely by the City and the Park District, neither of which have an

identified funding source to finance such an expensive project.

Given this situation, the staff of both the City and the Park District are recommending that a more

prudent approach at this time is to pursue repairing the dam so that its condition is stabilized. Once

stabilized, there will be time for both organizations to determine whether and how to fund a project to

retain the water in the pond when the dam is finally removed, or if some other use of the current Depot

Pond area is preferred.

A study of the dam repair work needed was done in 2016 at the request of the City’s insurer who

required an inspection as a condition of coverage. The City hired WBK Engineering to conduct an

inspection of the dam and they produced a report and recommendations for safety signage and lighting1

and for repair. Regarding repairs, the WBK report stated, “It is recommended that a proper repair of the

breach be investigated. Restoring the spillway to its original shape would create a more even flow

distribution across the spillway and end the potentially damaging flow concentration at the breach.

Restoration of the dam would require the installation of a cofferdam. While the cofferdam is in place, a

detailed inspection of the exposed channel bottom, spillway, and Challenge Building Foundation should

take place.” The following table summarizes all of the report’s recommendations:

SUMMARY OF INSPECTION AND RECOMMENDATIONS

Both City staff and Park District staff recommend that the City should request WBK Engineering to

provide a proposal for preliminary engineering and cost estimates for the repairs identified in the 2016

Inspection Report. Alternatively, the City could ask for competitive proposals based on qualifications.

Further, both staffs recommend annual inspections with a detailed inspection every three years. At the

time each annual inspection report is received, the City and Park District staffs will meet to discuss the

results and determine whether the circumstances have changed such that dam removal should be

reconsidered.
