UNDAF Environment Priority Area Development Outcomes

• The Iraqi state has institutionalized policy and operational framework for the sustainable management and conservation of natural resources. (UNIDO, FAO, UNESCO, UN-HABITAT, UNICEF, UNDP, UNEP)

• The Iraqi state is responsive to climate change issues in line with its commitments to ratified international agreements. (WHO UNIDO, UNESCO, UN-HABITAT, UNICEF, UNDP)

• Government of Iraq has improved programmes for the prevention and control of pollution. (UNIDO, FAO, WHO, UN-HABITAT, UNICEF, UNDP, UNEP)

• Government of Iraq has institutionalized improved mechanisms to prevent, mitigate and respond to natural and man-made disasters. (FAO, WHO, UN-HABITAT, UNICEF, UNDP, UNEP, IOM)

Natural Resource Management

• Strategic framework to address trans-boundary water issues presented.

• Law for establishment of National Water Council drafted.

• Framework for devolved Water Boards under development .

• Preliminary assessment of Integrated Community Water Management Plans completed.

• Preliminary Organizational Assessment for Ministry of Environment finalized.

• Attention for Biodiversity issues agreed with the MoEnv.

Climate Change

• Working Groups on climate change mitigation, adaptation and vulnerability have been established.

• Exposure on Urban Planning for Climate Change and Carbon Reduction provided to city leaders.

• Studies on Energy Efficiency, Renewable Energy and Environment finalized.

Programmatic & Operational Considerations

11

• Environment and climate change considerations compete for the attention of the general public and the government with other priorities.

• Development Dilemma – getting the right balance between development needs and environmental protection.

• Regional dimensions of certain Iraqi environmental issues (such as sandstorms, trans-boundary waters, marshlands) exceeds the mandate of the UNCT.

• The capacities of the MoEnv at central and sub national levels requires considerable strengthening for it to effectively play its information analyses, policy making and regulatory roles.

• Absence of environmental activism amongst Iraqi civil society.
