Why Implement a Standard Assessment?

Response to the Centers for Medicare and Medicaid Services (CMS) The Office of Developmental Programs must

establish statewide policies and requirements for the Waivers

Response to the Centers for Medicare and Medicaid Services (CMS) Individual Support Plans (ISPs) must address

participants’ assessed needs and personal goals

Response to the Centers for Medicare and Medicaid Services (CMS) All Consolidated and Person/Family Directed

Support (P/FDS) Waiver participants will receive a standardized assessment to identify their needs and be used in the planning process

How Will the Assessment Be Used?Individual Planning

Provides information to be used in the planning process Concrete and detailed Enriches the planning process Adds depth to the ISP

Focuses on level of support needed by a person, not deficits in skills

Replaces the AE Needs Assessment

Primary needs assessment for all waiver participants

What the Standard Assessment Will Not Do

Will not diagnose mental retardation

Will not be used for eligibility determination

Will not determine level of care

Will not replace provider assessments required by licensing

Will not be used as the sole basis for determining or reducing services and supports

Will not determine individual budgets

ODP still working to contract with an independent entity to administer assessments

More details will be shared when they become available

September 2007: Target date for start of assessments

Approximately 750 statewide assessments per month

Small number of assessments for Bureau of Autism Services

Focus on waiver participants

Plan to assess new waiver participants first

Additional assessments available for unexpected needs

Roll-out Strategy Proposed to CMS – Reassessment

Reviewed annually by ISP team

Assessments conducted every time there is a significant change in a person’s needs

Reassessed at least every fourth year
