In recent years, some evaluation and incentive packages for the advancement of Taiwan higher education have been launched:

Assessment of the quality of university governance and professional expertise
2004 A project to develop “World-class University and Top-notch Research Center” (12 universities were awarded extra-budget, it’s $ 1.5 billion in five years for university-wide development)

One of the main achievements is on
research productivity. For the seven research
universities, a comparison of pre- and post-
five-year publication volume shows a three-
fold difference.

3. Set higher standards for faculty recruitment and promotion to professorship.
4. To establish the core facilities (e.g., Proteomics and Molecular Imaging Lab., Center of Molecular Medicine) and to form the competitive research centers (e.g., Biostatistics, Stroke, Cardiovascular, Neuropsychiatric, and Cancer Research Centers).

5. To provide start-up funding for the first-three-year new faculty ( up to NT$500,000 per year).
6. To increase the share of internal funding up to 30% (8% in 2004). The total project expenditure (external plus internal funding) is twice as compared to that in 2004.

Difficulties & Prospects
1. Lack of graduate students and post-doc.
1) The share of graduate students < 1/10 student body
2) Recruitment of post-doc is still on the move
2. Long-term under-representation of Traditional Chinese Medicine and Drug Discoveries.
3. Lack of major scientific breakthroughs and rival leads in international academic competitions, although with a recent impressive progress on average performance (See the attached progress listings of six colleges).

4. Still striving to establish a reputation for local contribution and national significance, especially on biomedical and environmental /occupational issues.
5. A need to redefine the mission statement and strategic actions to assure an achievement of the following ladder climbing:
1) A research university with particular emphasis on undergraduates education
2) Top-notch research centers in Taiwan and Asia
3) A world-class university on Top 500
