Auction is a device to induce competition.

For this reason it would be very important and interesting to analyse the level of competition that has been reached in the procurement auctions we have run up to now.

From the past we can learn whose practices that can make auctions perform better and improve upon the whole auction design, increasing savings and obtaining higher quality.

How?

Analyse 3 or 4 product categories that have to be as homogeneous as possible.

Among them we thought about:

Fixed-line telephone service;

Paper for printers;

Video Projectors;

Printers;

Gasoline;

Others?

How?

Finding meaningful measures of competition is not an easy task.

It seems appropriate to focus the analysis on the following aspects:

Economic value of the contract; Time length of the contract and frequency; Auction format; Number of lots and participants per lot; Awarding prices, Market prices, Public sector purchasing

prices; Awarding criteria (formula); Percentage of economic and technical points; Others?
