RE: Minutes of Mandatory meeting June 17 2015 at 3 Floor Boardroom, General Services Building, 2 Manitoba Drive, Exhibition Place;

Tender Call no. 206-2015; Project No. 15-091-59120

1. Meeting came to order 2:05 pm

2. Danny Chui opened the meeting welcoming all parties, and commenced to outline the administrative requirements of this tender call , including the following :

a) the tender will close on the 2 of July 2015 at 3:00 pm at General Services

Building as indicated in the tender package unless it is revised in an addendum.

b) any and all questions arising from either the meeting, or the specifications, and or any general inquiries shall be submitted in written form to the City attention Brenda Duffley.

c) It is important to note that as per Page 14 clause 18.5 the construction window will be from the early fall 2015 until May 30 2016.

The winning contractor will be required to prepare a construction schedule that reelects the construction portion of this project be implemented in the fall (2015) and to have the elevator completed by May 30 2016.

3. The tender submittals form (the BLUE pages) must be filled out in their entirety. It is important that every blank in the TF 3 be filled in and no qualified bid in any way by over writing on the blue form or written letter attached is allowed. If this is not adhered to, the bid will be disqualified.

4. The bid bond is mandatory.

5. Elevators: It will be the responsibility of each individual contractor to secure a price for the elevator portion of this tender. There is no preference to any elevator company, the only requirement being that they adhere to the specifications. If there are questions on alternates proposed, please refer to clause #57 – Proposed Substitutions.

6. Questions from the floor:

a) A request for an extension of the closing time was tabled by various contractors the decision to be made next week by Danny Chui.

b) There was a request for the site drawings to be sent in electronic format. This request is being reviewed and a decision will be made by the middle of next week.

c) There will be arrangement made for a site trailer, however, space for parking is limited, and every effort will made to accommodate requests.

d) Any certificates required for working on site (such as the High reach fall

protection) it will be expected that the employees have their required

certificates.

Addendum No. 3

Questions & Answers:

Q1. Is that allowed to use non-union elevator contractor for this tender?

A1. Exhibition Place is not bound to a collective agreement with the Elevator Constructors Union,

however, elevator contractors that do not have a collective agreement shall be subject to the City of

Toronto Fair Wage Policy and the Industrial, Commercial, Institutional (ICI) Fair Wage Schedule

involving elevator mechanics.

Q2. The drawings issued for Exterior New Passenger Elevator at General Services Building at Exhibition

Place is not the right scale. The drawing states 1:50 but the measurements are not correct in that

scale. Maybe it's printed in the wrong size paper. Please revise the drawings. An addendum was

supposed to be issued as per the meeting for pdf files for drawings and specifications and have not

yet been supplied. There was also, an issue with the mechanical HVAC system outside that was

supposed to be part of an addendum as well but nothing has been stated. If you can resolve these

issues that would be greatly appreciated.

A2. The bidders can get the drawings in PDF format on CD, as stated in Addendum 2 and they can make prints at their selected scale as they wish. Bidders should not scale the drawings anyway. They should base upon the written dimensions to do their calculations.

APPENDIX II - BASE WORK - CONSTRUCTION/UNIT PRICE DETAILS SCHEDULE OF PRICES Items Listed below shall be in full compensation for all work described in the Plans and Specifications and shall be paid for as noted and/or measured by the CEO of the Board or his agent. The prices are to include all labour, plant, supplies, taxes (excluding HST) and incidentals entering into the work and necessary to complete the work as intended under this Contract. It is expressly understood that the Board reserves the right to do any part of the work itself or its designated agent or any additional work at any time by day-labour, all cost borne by the general contractor, if the progress of the work is not deemed satisfactory by the Consultant to complete the work within the stipulated time. Any items not specifically mentioned in the descriptions, but shown on the drawings and/or specified or required to complete the work as shown on the drawings, will be considered to be included in the price breakdowns and/or under Section 1: Base General Construction Price. THE OWNER MAY, WITHOUT INVALIDATING THE CONTRACT, MAKE CHANGES BY ALTERING, ADDING

TO, OR DEDUCTING FROM THE WORK PRIOR TO AND/OR AFTER AWARDING THE TENDER. The contract sum will then be adjusted in accordance with tendered/unit prices. There is a fixed budget for this Contract. Any work may be deleted by the Owner such that the Total Contract Price is within the budget. SECTION 1: Base General Construction Price Price (excluding HST)

A. Costs of mobilization, demobilization and conveniences at the job site of offices, stores and other temporary

facilities such as hydro and water hook up, approvals, permits and licences, bonds and insurance, and overhead and profit on cash allowance only (if applicable) and other items not required to form part of the permanent works and/or not covered by other items of the Schedule of Items and Prices. Payment for this item will be prorated over the construction period as a percentage of work. Note: including full liaison with the Board’s other Contractors.

B. Demolition-Removal and disposal of all existing materials and equipment (if any) as specified to a licensed waste disposal site. (Based on all information from geotechnical and or environmental reports, etc. in this Tender Document)
