ECIP amendments for 2009-2013

Reference remains the proposal made at the SCG/7 meeting, with the exception of :

8.33 kHz channel spacing below FL 195 COM10 ‘Tentative’ objective is not accepted COMd2 ‘Under development’ is introduced

Common ATS provision in the Upper Airspace of the Central European (CEATS) States

FAC01 objective is removed from ECIP A new FAB-related objective is expected for the next cycle

Centralised SSR Code Assignment & Management System (CCAMS) To be discussed under agenda item 4.4

A number of extensions of applicability areas confirmed by Stakeholders A-SMGCS with Antalya / Turkey Airport collaborative decision making with Roma-Fumicino / Italy European air traffic controller licence requirements & enhanced training of ATCOs

with Belgium ATS-Qsig digital signalling for ground telephone applications with Denmark

A first analysis led to a list of 10 SESAR OI/TI steps considered mature enough for integration into the ECIP process (see Annex 3 of Action Paper SCG/8/AP01)

A more in depth analysis reduced the initial list to 3 SESAR OI/TI steps (see Flimsy SCG/8/xxxx)

Both Airspace-related and Environment-related ECIP opportunities still need detailed technical discussions through normal working arrangements before being proposed for integration into ECIP

Members of the SCG are invited to: Agree that

the new objectives and significant changes to existing ones set out in Annexes 1 & 2 of SCG/8 Action Paper 05;

the SESAR-related ECIP headlines as proposed in the Flimsy SCG/8/FL06

be submitted to the EUROCONTROL Provisional Council by correspondence for their endorsement and subsequent inclusions in the ECIP 2009-2013 document
