11 Overview

❍ October, 2009  :      Established a "Plan for Managing Mid-Term Strategies" (2010 to 2014) and "Strategy for becoming the World's Best based on Global Vision"

 ❍ February, 2010 :       Made an "Operation Plan for International, Cooperative Initiatives 2010"

 ❍ April, 2010 :       Made a "Master Plan for Driving International, Cooperative Initiatives"   ❍ August, 2010 :      Established “Asian Workers’ Compensation Forum”

❍ September, 2010 :      Sent letter, application information, brochure to 35 WCI-relevant institutions in Asia, 15 EPS-related ations embassies in Korea, those whom COMWEL contacted before, etc.

❍ December, 2011 :      Social Insurance General Office(SIGO) of Mongolia, Ministry of Labour & Social Welfare of Laos, Social Security Office of Laos, International Labour Organization(ILO), The Embassy of Bangladesh, The Embassy of Pakistan submitted application forms as of 7 OCT 2010. More prospective members are expected to join the forum.

❍ Focusing on countries in the Asia-Pacific region (e.g. MOU partner countries, etc.) at the earlier stage of forum operation

❍ Organizing a forum differentiated from other domestic and oversea initiatives EWCF (European Workers' Compensation Forum), ASSA(Asean Social Security Association), etc.), as through strengthening expertise in WCI sector    - Driving a strategy based on the demands of member countries for international, cooperative initiatives

❍ Identifying and solving problems rising in the process of forum operation based on the awareness of national diversity

❍ Online discussion based on, for example, knowledge management platform (invitation discussion, if necessary)

❍ Expression of opinions by member countries in the form of "online reply" : A virtual meeting (e.g. teleconferencing, net meeting, etc.) will be held in the later stage of forum operation

❍ Language : In principle, English 

❍ Presentation using, for example, Power Point (MS Office) or reports (or video materials, if necessary)

❍ Presentation order : On a-first-member-first-presenter basis (at least once per year)

❍ Enhancing reciprocal cooperation to form networks among associated organizations through :   - Newsletters, correspondences, compilation of a list of participators, etc.

❍ Expanding cooperative programs South Korea and the ILO are involved in through :    - Sharing materials related to South Korea-ILO fellowship programs since 2005, etc.

❍ Selecting forum subjects using delegates to the ILO, etc.

❍ Supports related to a framework for operating WCI and other relevant areas

❍ WCI, employment policy, occupational rehabilitation, medical services, welfare services, wages in arrears, etc.

❍ Income security, medical security, welfare services, disability, life security, etc. within the framework of WCI

❍ Intergovernmental subjects related to WCI, including application, compensation, collection, funding, medical services, etc. 

❍ Conjunctional operation of WCI-preventive services with other four major social insurances

❍ Challenges to WCI (including medical challenges) accompanied by social changes (e.g. aging society, etc.)   ❍ How to counsel non-implementing countries to introduce WCI

❍ Managers or any other senior managers, etc. working with social security insurance organizations (including WCI organizations) and any other organizations that practically operate a hospital or determine policies related to its operation

❍ Foreigners residing in South Korea whose admission to the forum has been approved of by the AWCF Secretariat

❍ Chairman : Elected through electronic voting by the representatives of member organizations consisting of active or affiliate members  � AWCF Secretariat

❍ AWCF Secretariat(Secretary General) will be operated by the COMWEL whose planning director will be an ex officio secretary Secretary.     - Composing a working group to support the organization of the forum     - Composing an International Cooperation Team to administratively support AWCF Secretariat

❍ Containing provisions on : Purpose, member(ship), detailed framework, secretary general's role, etc.

  ❍ No membership fee at the earlier stage of forum operation; however, there will be discussion about membership fee at the later stage of forum operation.
