    ll. Descrintion of proiect:a. Justification

    Soils are basic nahral land resource as well as environmental factor and SSp is the onlyorganisation of the counhy responsible for collecting, evaluating and disseminating informationon these resources. To this end SSP maintain a data base on land resources of the county. so far*tg lot Sotl part(85%) of the country have already been collected/mapped and reported.rtrc pro;ect ts aimed at to collect land resotrce data for the remaining 15% unmapped areas ofthe counby.     The unmapped areas comprise the peripheral and marginal lands. No informationland resources including soils, vegetation, present land use, g;azi51g capacities,production systems of these areas are available.     tv16. Financial Plan:

    i. The project will be financed by federal government under the Public Sector DevelopmentProgrammeii. No recurrent expenditures are involved.17.     19. Grounds for prioritvPakistan is basically an agricultural county and its about two-thirds area is natural

    grazrng land and-or of foresVwatersfusd importance. Although much is being done about thecultivated land in the country, little heed is paid towards the valuable rangeland andforest/watershed resources, the main source of animal protein for the people. The potential andlimitations of this natural resource have not been fully appreciated so far. Although per unitvalue of these lands for pastoral use is low, their large extent and the dependence of localpopulation on them make the total value of these resources appreciable. Besides being themainstay of country's livestock industry, these lands are also productive in terms of otherresources like wood, water, wildlife and recreation. Due to neglect and historical misuse, therangelands productivity has fallen to about 0-30 percent of their potential. Continued rangelandand forest land deterioration has not only reduced the forage and livestock production but is alsoadversely affecting the subsidiary role of rangeland as watershed, wildlife habitat andenvironmental improver.

    Too much disturbance of the green cover of the fragile/marginal lands has not onlyhanned the livestock and forest industry but also has disturbed the physical, hydrological andbiological balances, Soil erosion has been accelerated, moisfure regime has changed, most of thesprings and streams have either ceased to flow or have become intermittent and undependable.Heavy trampling by livestock, besides damaging the vegetation, has caused surface soil sealingand consequently decreased infilnation and increased runoff, resulting in accelerated soilerosion. Bare and impermeable surface leads to sudden flash floods which sometimes causephenomenal losses to life and property after heavy rains followed by periods when neithersprings nor streams flow. ln addition, the channelso stock-watering points and reservoirs aresilted up and as such their water storage capacities are reduced tremendously. Animal responsesunder these circumstances are characterised by slow growth, low body weight, diminishing binhrate, low and poor quality wool and hair production, low resistance against diseases and climaticharshness and high mortality of the livestock.

    Nevertheless, the presently vast non-productive lands of the country could be mademore productive by their judicious utilisation tluough proper management. As production isll

    based primarily on the natural self regenerating vegetation, this constituent would respond bestto the impact of proper management. Present methods of range/forest management too often putemphasis on livestock production and tree plantation rather than on the primary source.

    The damage done to the grazing and forest lands and eventually to the livestock andforest industy may be atftibuted to the lack of understanding of range management concept,absence qf ssmprehensive national policy, lack of independent management agency, defectivemanagement stratery and lack of comprehensive resource survey, classification and evaluation.For the rapid and efficient development, land resource surveys are used as an essential tool.Besides their function as inventories, survey of this nature would effectively assist concernedagencies to develop appropriate policies and programmes.

    The frrnction of land resource surveys should be either to help solve specific problemswhich restrict production or to provide some form of guidance for action. But, in any qme,whether the survey is related to problems of production, policy or conservation, there is need fora prior clear understanding of the questions to be answered. This will determine how the surveyis to be done and the kind of data to be collected as well the scale of mapping.Finally the young and least trained staff of the SSP is in dire need of getting on-the-job-training which could not be arranged earlier because no/or major field activities could beundertaken due to limited frurds and specially non-availability of dependable field vehicles. Theproject areas are the most harsb, rugged and remote ones. The deparfuent has now acquiredfield vehicles through a recently concluded Dutch fimded project.It is hoped that the study will prove a step forward in evaluation and utilisation of rangelands in Pakistan by providing information for their development through proper managementbased on ecological principles.

    20. ConsultantSSP staff is exclusively competent in identification, classification and mapping of soilsof the country, but have not sufftcient knowledge of ecological surveys and evaluation of landresources. Thus an expert in ecology surveys and land resource evaluation will be hired frommarket to assist and train the soil survey teams in data collection for proper land evaluation.

    21. Trainins to the staff membersSoil Survey is a field based technolory rather than academic. So SSP trains its freshOfficers by attaching them with the field parties headed by experienced and senior staff

    members during the Reconnaissance Strrvey operation. But unfortunately for the last two decadeSSP could not underlake field activities, except a few, due to budget constraints. This situationhas created a scarcity of technical staffas the experienced ones are getting retired and unfiainedare provided no opportunity to get and gain field experience. As such the future of theorganisation is at stake. To overcome this unhealthy situation, four technical officers will beartached with each field party to work with the &ained of{icers and gain practical experience inSoil Survey worMand resource evaluation and ecological study techniques. This will help thejunior staff members to obtain comprehensive knowledge and expertise level by working indifferent physiographic units of the county. They will also learn to use the latesttools/requirement which the organisation acquired during SSSP project.

    Land survey is the regular activity of the Department of Soil Survey ofPakistan. There is no need to initiaie a project for a regular activity.The sponsors should point out under which project 85% work of land surveywas completed and who provided the financial assistance for it.In the present project, two satellite imageries have been proposed. AreaSampling Frame (using aerial photographylSPOT satellite .imagery) lrtiltconducted for the entire country under US aided project 'Agriculhrral DataCollection' by the Statistics Division. The sponsofs may use the existingsatellite imageries available with the Statistics Division and SUPARCO.A great part ofthe work suggested in the present project has already been doneunder the "Forestry Sector Master Plan' with the aid of ADB/UNDP. Thesponsors should avoid duplication of activitiesIt has been proposed to acquire services of an expert on ecology rit the cost ofRs.40,000 per month, It is suggested that the expert may be acquired ondeputation from PARC/NARC of some other government organization.The sponsors may provide detailed annual phasing of the physical work to beperformed under the project.It is a project for conducting a survey. Hence, there is no justification for anexpenditure on an auditorium which has recently been completed. Therefore,Rs.0.350 million may be deleted from the cost of the project.As it is a survey, a PC-II proforma.should be filled in and annexed to the PC-I.
