The Information Systems Designated Procurement (iSDP) Program acquires and delivers commercial off the shelf (COTS) software and related services to NIH and HHS personnel. The iSDP program leverages large volume purchasing agreements to secure significantly discounted prices to its customers. The program achieves this by performing market research, collecting software product information and negotiating favorable contracts for acquisition.
The iSDP program generates cost savings and enables customers to maximize their time and resources by:
• Identifying the most effective software product pricing options• Conducting negotiations on behalf of the customers• Streamlining product accounts to manage costs and forecast demand
The iSDP program operates as a full cost reimbursement program and does not receive appropriated funds. An overhead fee is assigned for each software acquisition instance and is adjusted every fiscal year. The overhead fee covers personnel salaries, supplies, and equipment needed to run the program.
The iSDP program supports all HHS Operating Divisions and Staff Divisions. The program serves an estimated 81,000 HHS users, of which 30% are within NIH and the remainder are across other HHS OPDIVS and STAFFDIVS.

The iSDP Program’s Software Acquisition Process
The iSDP Program’s software acquisition process is a critical step in ensuring that significantly discounted prices are obtained through volume purchasing agreements. This software acquisition process was established to ensure that the program’s resources are used efficiently to generate cost savings and improve client service.
Software acquisition initiatives are based on three criteria:
Negotiated prices provide at least 10% discount off the GSA schedule
COTS software and related services pertains to more than one organization
The HHS Information Security rules are not violated
1. Customers needs are identified
2. Data calls are conducted to validate customer needs
3. Customer needs are checked against existing inventory to ensure effective use
4. Negotiations with vendors are conducted
5. Customers are notified of negotiated prices and relevant contract terms to secure funding for software acquisition

Schedule of Data Calls
Customer participation is critical for identifying software needs and determining if new or additional software needs to be acquired. Results of the data call are analyzed to provide the iSDP acquisition team with software requirements to determine the amount and items to be purchased.
Accuracy and timeliness of information in response to data calls is necessary as it allows the acquisition team to negotiate for better prices and perform accurate purchases. It also helps agencies determine if they have the means to provide funding for the requested purchases.

Certain iSDP software agreements provide additional rights of use. Additional rights of use can be defined in two categories:

For Operating Systems, there are no home use rights or secondary use rights. A second copy of Window OS or Apple OS cannot be installed on any computer. If a Government-owned laptop should have any operating system updates, it should be considered for enrollment in the iSDP. Personally owned computer are strictly prohibited from enrollment.

Microsoft Home Use Program
*Please note, this is different from Microsoft's Employee Purchase Program, which offers more Microsoft products at a discount.
The primary user of an iSDP enrolled machine (including contractors) is eligible to participate in the Home Use Program (HUP). This program enables you to get a licensed copy of most Microsoft Office desktop applications to install and use on your home computer. This program replaces the 'Home Use Rights' previously offered.
For each product eligible for the Home Use Program for which you are a licensed user with active Software Assurance coverage, you may order a single copy of that product to install and use on a home computer. You may continue using this HUP software while you are under HHS employment and as long as the software you use at work has active Software Assurance coverage. The current fee is approximately $20. Please note that the HUP software you receive through this program is not covered by software assurance, although the software you use at the office is. For example, if you currently use Office 2003, and order Office 2003 through the HUP, when Microsoft releases the next version of Office, your work computer will be licensed for that version. However, for your home use software, you will have to order the new version through the HUP.

The primary user of an iSDP enrolled machine (including contractors) is eligible to participate in the Employee Purchase Program. This program enables you to purchase some of Microsoft's consumer software and hardware at discounted prices, including Microsoft Office XP Professional, Microsoft Windows® XP Professional, Microsoft Money 2003 and some of the newest games and hardware. You may purchase up to three copies of any product available.
Please note that software ordered under the EPP is not eligible for software assurance (SA). If a new version is released after you have ordered software through the EPP, you will have to order the new version in order to have a proper license.
