Licence and works approval amendments fee calculation (from 1 August 2016).
The fee prescribed for an application for an amendment to a works approval or licence is based on a unit value for 2016-2017 of $3.40 per unit, calculated (in accordance with regulation 588 of the Environmental Protection Regulations 1987):
for a single category of prescribed premises to which the works approval or licence relates, by using the fee unit number corresponding to the prescribed premises category and relevant production or design capacity threshold in Schedule 4 Part 1 of the Environmental Protection Regulations 1987.
• for multiple categories of prescribed premises to which the works approval or licence relates, by using the highest fee unit number corresponding to the prescribed premises categories and production design or capacity threshold in Schedule 4 Part 1 of the Environmental Protection Regulations 1987.
The relevant fee unit under Schedule 4 Part 1 of the Environmental Protection Regulations 1987 for calculating the application form amendment fee is to be determined by reference to the actual production or design capacity reported for the preceding year's annual licence fee. If an annual licence fee has not previously been paid or is not applicable as is the case for works approvals, the fee unit for an application for amendment is to be determined by reference to the production or design capacity currently prescribed in the licence or works approval.

2 RECITALS
2.1 Enmic has applied for Mining Lease ML70/1302 (the Lease).
2.2 The Lease includes an area that is within the Shire managed Reserve 30656 (the Reserve).
2.3 Enmic seeks the Lease to be able to lawfu lly extract lime sands from within an area delineated in the Lease application (the Extraction).
2.4 The Department of Mines and Petroleum (DMP) has sought the Shire's comments on the Lease application. The Shire has sought comprehensive information on the Lease prior to providing comments to DMP.
2.5 Enmic has offered the Shire 20 cents per tonne of lime sand extracted to contribute to road maintenance and safety improvements (the Royalty).
2.6 Funds from this initiative will be used by the Shire to ensure roads accessing the tenement area are maintained in good repair.
3 OPERATIVE PART
3.1 -If Enmic is granted the Lease, or any mining tenement that overlaps the Reserve, Enmic will pay the Shire the Royalty for as long as the Extraction is undertaken.
3.2 The Royalty will be adjusted every 5 years in accordance with the annual CPI at June 30 of each 5th year anniversary.
3.3 The Royalty is to be calculated and paid to the Shire annually by 1 August. The Royalty is to be calculated by the total tonnage of lime sand extracted annually between 1 July and 30 June. Enmic is to record in tonnes all of the lime sand that is extracted and make these records available to the Shire to verify on reqvest.

The proposed limesand operation will move progressively across the proposed excavation area. As new ground is cleared and excavated the excavated ground behind is rehabilitated apart from access tracks which will remain open to enable movement to the excavation areas.

Staging
As the progress of the limesand excavation is not provided by the Proposed Total Disturbance Table above, the progressive activity at various years is included in the Activity Table below.
As excavation progresses westwards the open pit will in turn become the loading area, and then will be rehabilitated. The access road will be progressively constructed across the excavated areas. With such a high face of sand the top of the face will be near the western edge of the next stage to allow excavation from the floor of the pit.
Therefore the amount of open ground will minimised through the life of the operations.
The pit will be staged to enable sequencing of clearing topsoil and restoring the land surface as illustrated in the table above.
The resource is anticipated to be extracted in campaigns conducted mainly during late summer and autumn. At other times of the year there may be little activity.

Truck Movements
With an anticipated 20 000 m3 per campaign (30 000 tonnes) taken this will equate to 10 laden truck movements per day at 30 tonnes per load. This will equate to about 1 -2 laden truck per hour on average. Use of larger trucks will lead to less numbers. Normally there will be one and possibly two campaigns per year, but that will depend on demand.
The access and loading of each truck will normally take approximately 10 minutes. Therefore even on busy days the level of activity is anticipated to be low with only one loader and an average of one truck on site at any one time. To excavated at a faster rate, two loaders will be required and there will be times when two trucks will be on site with a truck perhaps parked, waiting.

Mining Operations
Limesand extraction has taken place on the site between 1970 and 2003. The site has operated in the summer of 2015 - 2016 and 2016 - 2017. Screening of limesand is now required and used.
The methodology of excavation is not proposed to change, but rather to progress across the site. As land is opened ahead of excavation, excavated land behind the excavation has been closed.
The open area needs to be large enough to enable the limesand to slide down the face at the natural angle of repose and allow excavation by loader from the floor of the pit.
The process listed below is the same process that has been used throughout the operation of the pit. The methods have over the years been agreed to by the Department of Mines and Petroleum.
1. Vegetation clearing is progressive and minimised to that required for each stage of excavation. The excavation area has been selected to minimise the amount of clearing by targeting the large areas of bare limesand on the tenement.
2. Clearing will be undertaken by a small dozer, excavator or loader, pushing the surface sand and vegetation to the outside perimeter of the cleared area, within the defined edge of the disturbance footprint.
3. All plant and vegetation material is to be recovered for use in rehabilitation because it contains a seed source and adds microbial material to the rehabilitated habitats.
4. Normally the vegetation and any soil is directly spread to an area being cleared, but where this cannot occur then the topsoil is stored in low dumps and bunds up to 1 m high.
5. No overburden is available and will therefore not be recovered. Essentially the sand beneath the grey topsoils is similar though the depth of the dune.
6. There is to be no disturbance of the vegetation outside the perimeter excavation.
7. As excavation progresses the existing perimeter fence and warning signs will be progressively relocated ahead of excavation on the top of the dune to minimise the risk if inadvertent incursion onto the pit face. The current fence is a stranded wire mesh fence to approximately 1.2 metres high combined with warning signs.
8. Sand is excavated to the full thickness of the face which will vary during the life of the pit from 20 to 40 metres.
9. It is proposed to continue the operation as a one face excavation as this simplifies the access. Excavation using a loader perpendicular to the face makes this a safe operation in this type of sand.
10. It is always an option to use a bench if it is required for efficiency and safety. The problem that benching will cause is the need to import hardstand onto the bench and then remove it when taking the lower bench. As such a benched operation is not at this stage proposed.
11. Limestone road base will be introduced to provide a base for the access road and loading area as required. This will either be progressively removed when no longer required or removed at the end of excavation.

12. Excavation is designed to comply with the Mines Safety and Inspection Act 1994, in particular relating to safety of the face and access to the face in a perpendicular manner by the loader. DMP officers regularly inspect the pit and over the years have approved the height of the faces and methods of excavation ..
13. Limesand is loaded directly from the face to road truck by a loader or excavator or is loaded to a screen from which various grade stockpiles are formed. The loader recovers the product from the stockpiles and loads the road trucks as required.
14. At the end of excavation of each portion of the pit the floor and batter slopes are to be reformed and planted to local native vegetation.
15. The batter slopes are to be retained in a stable form to comply with the Mines Safety and Inspection Act 1994 with slopes battered to 1 : 2 to 1 : 3 vertical to horizontal to match the pre-existing slopes of the dune sands on site. The stability of such slopes is seen in the current face which has not been excavated for 9 years and yet has natural regrowth of local native species, illustrating both the suitability of the slopes and their capability to be effectively rehabilitated. See attached photographs.
16. The mine closure and rehabilitation considerations are examined and committed to in the Mine Closure Plan which will be updated from time to time as requirements change.
3.3 Proposed Final Contours
The dune will be lowered by cutting to an elevation of 70 metres in the east rising gradually to 90 metres as the excavation proceeds to the west.
The excavation area has been selected to minimize clearing, and also at the end of mining the peaks of the dunes will be retained and the slopes will copy slopes already present prior to excavation.
It would be much more efficient to extend the pit to the south to "daylight" out the pit, but this will produce a more level floor and be less similar to the pre-excavation landscape, although not significantly so.
The slopes back to the natural dunes to the north and south will be at angle of repose which have been shown to be stable and able to be vegetated based on previous excavation.
Limesand Processing
The only processing on site is potentially screening the limesand to remove roots and other vegetative material.
In many instances however the limesand will be loaded directly to road trucks.
Excavation will operate in campaigns and any screening will be likewise organised.
There is no washing of the limesand.
Limesand is screened using a Metso ST356 mobile screening plant and Lincom1690t mobile conveyor.
Design throughput is 400 tonnes/hour. Production throughput is 250 tonnes/hour.
Annual production is up to 500 000 tonnes.
Tailings Storage
There is no waste sand or other materials.
The only matter that will be produced is organic roots and minor organic matter and plant fragments that will be derived from screening.
That organic matter will be used to lay across the surface of the excavated area to assist with rehabilitation.
Support Facilities
There will be no support facilities located on site with all facilities being based in Augusta or Margaret River.
The loader and other plant will be parked on the floor of the excavation overnight and during excavation campaigns, but will be removed from site when the campaign is complete.
There will be no fuel stored on site, with all fuel and maintenance being conducted from portable plant mounted on a dedicated truck. This truck will remove all wastes and products from maintenance operations.
A serviced portable toilet system will be located on site when the site is operating.
Workforce
The site will continue to be worked by 2 - 4 persons, depending on how busy the current situation is.
The operator will be within mobile telephone contact and there are procedures in place to check in regularly during the working day.
Radio contact will be available between vehicles.
Truck drivers will regularly arrive at the site throughout the working day.
Equipment and Plant
Site office and/or Not anticipated, but a transportable building may be required for containers the management and security of small items during campaigns. Toilet system A serviced portable system is proposed to be used when the site
is operatinq. Washinq plant Not proposed. Screening plant A screening plant will be used to sort and prepare product and
screen out vegetation or hard fragments.

Transportation Corridors
The access road to Caves Road will terminate in a circle to entering from right to left to enable the driver to see the loader operator.
The road will then loop back out the access road to Caves Road.
Transport will then be along Caves Road for any vineyards and other agricultural land on Caves Road, however for almost all traffic transport will be to Bushby Road to the Bussell Highway or Brockman Highway east. The time spent on Caves road will be 2.5 km with on average one to two laden trucks per hour.
The transport is approved by Main Roads who specified the crossover.
Resource Requirements and Regional Infrastructure
Regional resource requirements are as follows;
• Water supply is not required for excavation. Potable water will be brought to the site daily and as required.
• Power is not required. • No fuel will be stored on site. All refueling will be conducted in a dedicated area
on the floor of the pit, conducted on the floor of the pit from mobile tanker. • The refueling procedures will be the same as those used in most quarries and
rural properties. • No additional access roads will be required with the existing access road being
used.

PREAMBLE
The following statements in this Preamble either paraphrase sections of the Environmental Protection Act 1986 or provide relevant background information for the licensee. They should not be regarded as conditions of licence.
Applicability This licence is issued to Lime Industries Pty Ltd located at 43 Hector Street, Lot 14 on Plan 27949, Osborne Park (Attachment 1 ), which is a prescribed premises within Schedule 1 of the Environmental Protection Regulations 1987, as outlined in Table 1;

Throughput The quantity of lime products produced from this premises shall not exceed 10,000 tonnes per year. Any increase greater than 1 O per cent above this shall not occur unless the licensee has been granted prior approval in writing from the Director.
Emergency, Accident or Malfunction The licensee should inform the Director as soon as practicable of the identification of any discharge of waste which has occurred as a result of an emergency, accident or malfunction, or extreme weather conditions, otherwise than in accordance with any condition of this licence and has caused or is likely to cause pollution.
Alteration to Premises Prior to making any significant alterations to the premises which may affect the air, water or noise emissions from the premises the licensee must submit a proposal to the Director accompanied by supporting information and plans which allow the environmental impact of that change to be assessed.
General Requirements The following statements paraphrase sections of the Environmental Protection Act 1986 and are included for the information of the licensee. • the licensee should take all reasonable and practicable measures to prevent pollution of

GENERAL CONDITIONS
ANNUAL AUDIT COMPLAINACE REPORT (AACR) G1 The licensee shall by 16 August in each year, provide to the CEO an annual audit
compliance report in the form in Attachment 2 to this licence, signed and certified in the manner required by Section C of the form, indicating the extent to which the licensee has complied with the conditions of this licence, and any previous licence issued under Part V of the Act for the Premises, during the period beginning 1 August in the previous year and ending on 31 July in that year.
AIR POLLUTION CONTROL CONDITIONS
ACCESS WAYS, ROADWAYS AND PLANT GROUNDS A 1 (a) The licensee shall ensure that all trafficked areas are paved, sealed or otherwise
treated and maintained in a manner which ensures that no visible dust crosses the boundary of the premises.
A1(b) The licensee shall ensure that spillages are swept, hosed or vacuumed clean as required to prevent the emission of visible dust from crossing the boundary of the premises.
GENERAL PLANT - DUST GENERATION CONTROL A2 The licensee shall ensure that routine maintenance and housekeeping practices are
employed to ensure that there is no accumulation of waste materials in or around the premises which may lead to visible dust crossing the boundary of the premises.
GENERAL PLANT - DUST EMISSION CONTROL A3 The licensee shall ensure that plant components likely to influence the level of dust
emissions, including flexible connections, fittings, seals and fan casings are maintained in good order so as to prevent visible dust crossing the boundary of the premises.

QUICKLIME STORAGE SILOS A4 The licensee shall ensure that silos used for the storage of bulk, powdered unslaked
lime (quicklime) shall meet the following specifications: (i) air discharged from any silo during filling shall pass through a dust collector
fitted with either a mechanical rapping or a reverse pulse air cleaning system. The minimum filter area required in each case is 23 square metres and 9 square metres respectively,
(ii) the mechanical rapping or reverse pulse air systems shall be tested at least monthly and repaired immediately if found not to be working efficiently,
(iii) the filter bags or cartridge elements shall be examined at least monthly for evidence of leaks or unacceptable build-up of a hard "cake" on the surfaces, and replaced immediately if necessary,
(iv) the air outlet from the dust collector shall be piped to within one metre of the ground; and
(v) spare filter bags or cartridge elements, sufficient for a total replacement, shall be kept by the licensee at all times.
INSPECTION PORTS AND HATCHES A5 The licensee shall ensure that all inspection ports and hatches are sealed during
silo filling such that no dust is emitted.
REMEDIAL ACTION IF QUICKLIME DUST EMISSIONS OCCUR A6(a) The licensee shall ensure that during the filling of the silo, if there is visible
quicklime dust being emitted from any dust collector outlet, hose or coupling, the fault leading to that emission is rectified before the silo is filled from any additional trucks.
A6(b) The licensee shall ensure if dust is visibly being carried off the premises, the silo filling shall cease immediately until appropriate measures have been taken to prevent dust being carried off the premises.
QUICKLIME RECEIVAL, STORAGE AND PROCESS AREA- OLDER SECTION A7(a) The licensee shall ensure that all bulk quicklime deliveries are conducted in a
manner which prevents or minimises the emission of airborne dust from the building.
A7(b) The licensee shall ensure that the operation of the slaking (hydrating) and screening section is conducted to prevent or minimise the emission of airborne dust from the building.
CONCRETE APRON TO VATS AS(a) The licensee shall ensure that the concrete apron in front of the vats are scraped
and hosed clean every second working day or more.
AS(b) The licensee shall not let any lime slurry on the apron to dry out between cleaning.
VEHICLE WASH DOWNS A9 The licensee shall ensure that following loading, any adhering lime slurry or dust on
any portion (including wheels) of a truck, or any other vehicle, is washed off prior to the vehicle leaving the premises. Water run-off shall be directed only to a slurry pit or settling pond.

WATER POLLUTION CONTROL CONDITIONS
HYDROCARBON SPILLAGE MANAGEMENT W1 The licensee shall immediately collect any liquid resulting from spills or leaks of fuel,
oil or other hydrocarbons on the premises for disposal or reuse.
FUEL AND OIL TRAPS W2 The licensee shall ensure vehicle washdown areas are equipped with fuel/oil traps
and provisions to ensure detergents or solvents are contained within an impervious sump for disposal or reuse.
WASTE MANAGEMENT FROM ANCILLARY PREMISES W3 The licensee shall direct wastewater from the process plant, mechanical workshops
and laboratory areas to an impervious sump for treatment or disposal by a licensed contractor.
RETENTION OF CONTAMINATED STORMWATER W4 The licensee shall ensure that wastewater is retained on the premises for treatment
or disposal by a licensed contractor.
DRAINAGE W5 The licensee shall ensure that all wastewater from the paved or sealed areas are
directed to a slurry pit or settling pond for treatment or disposal by a licensed contractor.
MAINTENANCE OF SETTLING PONDS AND TRAPS W6 The licensee shall ensure that any slurry pit, settling ponds, silt traps and fuel/oil
traps are maintained and cleaned out, as appropriate, to ensure the continued performance of the system.
