Director of Development: 2005 - 2009. Penn State Executive Programs, Smeal College of
Business. Liaison role with the Department of Defense, the National Institute of Health, NASA
and other federal agencies. Leadership development, supply chain management and logistics for
effective procurement, readiness and global deployment.
Owner - Consultant: 1996 - 2005
Consultant and certified leadership facilitator for Dale Carnegie International. Workshop leader
for executive management teams. Focused on sales, marketing and client development in
Pennsylvania, New York and franchise co-owner in Nevada. Recipient of international sales and
top trainer in the world awards.
Human Resource Director: 2001 – 2002. Seligman, Friedman & Co. P.C., a regional public
accounting firm with offices in State College, Harrisburg, and York, PA. Managed all recruiting,
hiring, training, employee relations and benefits. Designed and implemented: a Professional and
Leadership Development Program, the Partner-in-Training Program, a Mentoring Program, and
the Annual Performance Evaluation Program.
Fringe Benefits Manager: 1989 – 1996. Cerro Metal Products Company, Bellefonte, PA.
Designed and implemented benefit plans. Advised on policy issues, coordinated legal defenses.
Managed insurance carriers, self-insured and self-administered benefit systems. Resolved benefit
issues in a unionized (UAW & USSW) environment. Interpreted and carefully defined problems
and provided leadership in conflict resolution.
Assistant Director: 1986 – 1989. Directed field service operations in Northeastern United States
for Trust Funds of the United Mine Workers of America, Johnstown, PA. Regional
administration and management of the UMWA pension and benefits plans based on two major

national Benefit Trusts. Reviewed, evaluated and implemented national programs. Negotiated
provider arrangements in conjunction with headquarters in Washington, D.C. Engineered the
realignment and restructuring of field offices.
Executive Director: 1984 – 1986. The Urban Rural Transportation Alliance of Howard County,
Maryland. Created a 501(C) 3, non-profit organization. Responsible for the overall operation,
administration and management of a county-wide specialized transportation system for human
services. Responsibilities included: budget development, grant writing, contract negotiations,
public speaking, management of operations, procurement, personnel management, and
supervision. Direct coordination with County Government, liaison with County Council and
accountable to a Board of Directors.
Project Director: 1980 – 1984. National Research and Demonstration Project to simplify billing
and accounting for human service transportation, Wilkes-Barre, PA. Sponsored by U.S.
Department of Health and Human Services. Directed and managed all grant activities including
contract development, research, hiring and supervising professional project staff, budget
development and financial analyses. Reviewed regulations and made policy recommendations
for national implementation.
National Institute of Mental Health Trainee: 1976 – 1980. Awarded traineeship and stipend to
continue graduate studies in Community Systems Planning and Development at The
Pennsylvania State University. Specialized in mental health and law. Emphasized
implementation and execution.
Research Assistant: 1975 – 1976. Assistant to doctoral candidate (Liz Susman) at The
Pennsylvania State University. Dissertation: “Visual Imagery and Verbal Labeling: The Relation
of Television Presentation to Children’s Learning and Performance of Pro-social Content.”
