1. DETALS OF THE QUOTATIONWeddin Shire Council (“Council”) seeks, by way of this RFQ, to identify a suitable contractor to upgrade the existing drainage system on Margaret and Third Streets Quandialla. Council’s Special Projects Engineer will assess the quotations based on the established evaluation criteria and submit a draft evaluation report to Director Engineering. A final evaluation report will be prepared by incorporating any comments made by Director Engineering. He will then either make recommendation to the Council at Council meeting based on the outcome from the evaluation report or approve directly. Following the approval, Council will enter into a contract with the contractor in accordance with this RFQ.

2. SITE LOCATIONWeddin Shire Local Government Area is located in the central west region of New South Wales. Quandialla is one of the villages in Weddin Shire and located approximately 345Km West of Sydney and 185Km North of Canberra. A location plan is attached in Appendix A.

3. DETAILS OF WORK REQUIREDThe works will involve the removal of existing drainage structures ie kerb and gutter, supply and install a new stormwater pipe, pits, headwall, and new kerb and gutter on Margaret and Third Streets Quandialla, including trenching, backfilling, compaction, cleaning, road pavement restoration, nature strip restoration and traffic control in order to ensure the drainage system contains stormwater. Council shall provide detail design drawings.

4. TIMING AND PRICE VALIDITY PERIODQuoted amounts are required to remain valid for 90 days from the advertised date of the closing of quotations. In the event of the withdrawal of the quotation prior to the expiration of this period, the applicant shall be liable for all costs, losses or damages suffered by the principal by reason of that withdrawal.

Weddin Shire Council RFQ Q3/2020 Drainage upgrade – Margaret & Third Streets QuandiallaAll works associated with the Drainage upgrade construction shall have to be completed in six weeks (6) from the date of acceptance of the quotation. Applicants should indicate when they will be available to commence the works within five (5) working days of Council’s Letter of Acceptance of the quotation. It is anticipated that a quotation would be accepted within 20 working days from the advertised date of the closing of quotations.

5. QUOTATION LODGEMENT5.1 RFQ Closing Date and TimeQuotations must be lodged before, 12 NOON Australian Eastern Standard Time, on the closing date specified on the front cover of the RFQ (“Closing time and date for quotation”).

6. EVALUATION6.1 Evaluation ObjectivesCouncil will assess quotations to identify the quotation that it considers to be the most advantageous.

6.2 Evaluation GovernanceCouncil’s Special Projects Engineer will evaluate the quotations and submit the evaluation report to the Director Engineering. They may seek clarification from, and enter into discussion with any or all the applicants in relation to their quotations. It is not permissible for Special Projects Engineer to negotiate with applicants during the evaluation process.

6.3 Technical Worth (Evaluation Criteria)For each remaining quotation, a quantitative (score: 1 to 10) and qualitative (comment) assessment of the quotation will be undertaken to determine the degree of effectiveness against the following weighted Evaluation Criteria:

Weddin Shire Council RFQ Q3/2020 Drainage upgrade – Margaret & Third Streets QuandiallaCouncil will not necessarily accept any response. All final decisions in relation to this procurement process will be made either by Council having regard to the Director Engineering’s recommendations or by Director Engineering. All applicants will be informed in writing of the outcome of their quotation at the conclusion of the procurement process. Unsuccessful applicants may request in writing a statement of the reasons their quotation was unsuccessful and an opportunity to be debriefed.

7. JOB SPECIFIC REQUIRMENTS7.1 Project ManagerThe Project Manager is the Council appointed officer responsible for the management of the project. The Project Manager fulfils the role of Superintendent’s Representation under the terms of the Contract. Special Projects Engineer will be appointed as the project manager for this project.

7.2 Overview of Work in ContractThe Contract includes the removal of existing drainage structures, supply and install new stormwater pipe, pits and headwalls, and kerb and guttering on Margaret and Third Streets Quandialla, including trenching, backfilling, compaction, cleaning, road pavement restoration, and traffic control.

7.3 General Description of the Drainage upgrade SiteA section of existing kerb and gutting on the South Western end of Third Street and Northern side of Margaret Street between Third and Fourth Sts requires removal and the installation of new stormwater drainage structure. The proposed drainage upgrade consists of the installation of new 375mm diameter RRJ class 4 concrete drainage pipe, three (3) pits, two (2) lintels, one (1) headwall, one (1) pit lid – Raised grate surcharge pit, associated geofabric and riprap, new kerb and gutter and regarding of existing drainage channel.

7.4 Work required under the contract See RFQ - Technical Criteria and Design Plans

7.5 Hours of WorkWork must be carried out during Monday to Saturday between the hours of 7.00am and 6.00pm, but excluding public holidays. Subject to application by the Contractor, Council may consider the extension of normal work hours. The following conditions will apply should approval be granted to extend normal working hours:1. Extended work hours shall be within the hours of 7am to 8pm Monday to Saturday and 8am to 5pm Sunday.2. Council shall not be liable for any additional costs incurred by the Contractor while working outside the normal

hours, including standby or overtime.3. Council reserves the right to limit this approval at no cost to Council.

7.6 Work Health and Safety RequirementsIn addition to meeting the normal statutory Work Health and Safety (WH&S) requirements, the Contractor is also required to comply with the provisions of Council’s WH&S Policy and WH&S Management Plan. Copies of the WH&S Policy and WH&S Management Plan will be provided to the contractor.

7.7 Working areaThe working area available to the Contractor during construction of the works under this Contract is within the road reserve boundaries shown on Site Map. If further clearing of the site is required, approval must gained from the Principal.

If at any time the fences in the working area are damaged, the Contractor will be responsible for any cost associated with damage restoration and or fines imposed.

All refuelling should be done within the site facility area (impervious bunded area).

7.8 WorkersThe contractor shall ensure that all the workers on the site have a General Construction Induction Card and all the machinery operators have the appropriate certificates and licences.

7.9 Access to siteAccess to site shall only be via the local road. The site is contained within the road corridor. Workers, materials and equipment are not allowed onto adjacent properties without the relevant landowner’s and the Principal’s permission.

The Contractor shall be responsible for the maintenance of roadways required on the worksite to undertake the work under the Contract.

The Contractor will be responsible for site inductions. All workers/ people deemed necessary will be given a site induction and have their names added to the register, if required with the Contractor’s Site Safety Management Plan.

7.10 Possession of siteThe time for giving possession of site for establishment of the Contractor’s facilities only is from the date of execution of the Formal Instrument of Agreement.

7.11 Contractors RepresentativeThe Contractor shall provide a Representative on the site at all times during which any activities relating to the execution of the Works under the Contract are taking place and, if required by the Superintendent, at such other times and at such other places at or in which any activities relating to the execution of the Works under the Contract are taking place.

8.2 Construction Methodology8.2.1 Applicant shall submit a work plan containing a detailed methodology.8.2.2 Applicants to nominate the major plant and equipment proposed for use under this project.

8.3 Workforce8.3.1 Applicants are to nominate personnel proposed to complete this contract for the following functions, outline

their position in the organisation and their experience: - Project Management and Quality/Work site management.

8.3.2 Applicants are to outline their capacity to manage the delivery of services under this contract to ensure delivery within the specified time frames.

8.3.3 Applicants are to describe their organisation's training requirements, identifying programmes by the role of the person or subcontractor in the project.

8.3.4 Applicants are to identify the name and address of any subcontractor proposed to complete Contract works, and the nature of the work proposed to be completed by the subcontractor.

8.3.5 Applicants are requested to provide any further information that may assist in the evaluation of their response.

8.4 Site Safety Management Plan This Site Safety Management Plan shall be in a format that complies with current WH&S regulations and shall cover all aspects of the Sewer Reuse main works and gives adequate consideration to dangers to the general public. Safe Work Method Statements and Procedures shall be detailed in the Site Safety Management Plan. The project specific site safety management plan is to be submitted 10 working days prior to commencement of site works.

8.5 Contractor’s Environmental Management Plan (CEMP)This plan shall set out how the contractor shall protect the environment from potential contamination by the proposed works, what safeguards will be applied and over what period. The project specific environmental management plan is to be submitted 10 working days prior to commencement of site works.

The CEMP should consist of simple statements and diagrams of how each of the following factors will be managed on site to protect the environment:

Site delineation and marking of ‘no go’ areas (with the aim of keeping the impacted area to a minimum)Erosion and sediment control (with the aim of achieving an outcome of ‘no visible turbid plumes reaching the waterway’, for any rainfall event up to a 1 in 2 year ARI event) - an Erosion and sediment control plan to be included in CEMP and this plan must comply with “Blue Book” (Soils and Construction - Managing Urban Stormwater, LANDCOM, 1st Ed 2004);

Material storage and stockpiling (with the aim of keeping the impacted area to a minimum); Site restoration and clean up (with the aim of ensuring that the impacted area recovers as soon as possible); Site rehabilitation and revegetation (with the aim of ensuring that there are no long-term impacts after works

are completed).

8.6 Traffic Control PlanTraffic Control Plan, prepared in accordance with the RMS Traffic Control at Worksites Manual, must be prepared. It shall include the movements of materials into and out of the sites and detail arrangements during demolition works. The project specific traffic control plan is to be submitted 10 working days prior to commencement of site works.

8.7 Local ContentThe applicant is required to demonstrate the benefits to the local community by engaging them for carrying out the contract works.

8.8 Pricing8.8.1 Schedule of Lump Sum RatesThe schedule of lump sum rates and the declaration must be filled out and submitted with the quotation. Payment shall be made for all activities associated with completing the work detailed in this RFQ in accordance with pay Items set out in the schedule of lump sum rates.

Progress Claims can be made on the last day of every month.
