1. Cooperation in Human Resource Development Dispatch of Short-term Experts and Workshops The JPO dispatches its officials, etc. to developing countries as experts and seminar lecturers specializing in various areas of IPRs under the WIPO Funds-in-Trust/Japan (voluntary contributions of the Government of Japan to WIPO) and the scheme of the Japan International Cooperation Agency (JICA) etc. Between April 1996 and March 2012, the JPO dispatched 469experts in total (including short-term experts, long-term experts and seminar lecturers) to 24 countries and 1 economy in the Asia-Pacific region. For the purpose of supporting IPR human resources development in developing countries from the perspective of reinforcing protection of IP rights, the JPO assists the trainees from the developing countries maintain their training achievements. In addition, aiming at supporting dissemination and awareness of intellectual property in the developing countries, the JPO organizes follow-up seminars for the trainees. 1. Cooperation in Human Resource Development

Dispatch of Short-term Experts and Workshops The JPO dispatches its officials, etc. to developing countries as experts and seminar lecturers

(2) Training Programs

In order to support the developing countries obligated to implement the TRIPS Agreement, the JPO has received trainees based on cooperation with World Intellectual Property Organization (WIPO) and the Japan International Cooperation Agency (JICA).

The adjustment of intellectual property legal systems in developing countries has been basically improved in preparation for the implementation of the WTO/TRIPS Agreement. However, to take measures against longer First Action pendency and counterfeiting of goods, we need to continue to push forward with human resources development programs in these countries.

Between April 1996 and March 2013, Japan received 3,987 trainees from both the public and private sectors of 63 countries and 4 regions primarily in the Asia-Pacific region.

The training schedule for FY2013 is as follows:

As part of the WIPO Funds-in-Trust/Japan Program, the JPO invites developing country personnel, holding such positions as IPR instructor in their own countries, to Japan for approximately 6 months and provides them with the opportunity to conduct independent IPR research activities in the JPO and JIPII/APIC. In FY2012, the JPO accepted two trainees from Cambodia and Thailand. Each research was carried out on the respective themes of "Preparation for online system of Department of Intellectual Property Rights, Kingdom of Cambodia benefited from practice and experience in Japan” and “Measures to Promote Intellectual Property Commercialization: Japan Experiences and Implication for Thailand”.

In FY2001, the JPO started to invite developing country personnel for approximately 6 months under the JPO’s human resource development project. In FY2012, the JPO accepted two trainees each from China and Brazil. Research was carried out on the respective themes of “” and “”.

The JPO has accepted long-term Fellows in FY 2013 as well.
