Message from James Snider, CBP, Trade Program Manager.April 15, 2010 - Paraphrased for this presentation;

Stakeholders:

On June 10, 2009, we held our first Business Resumption meeting at Otay Cargo.  Subsequently, we held additional meetings during the remainder of the year in order to gather information for our Business Resumption Plan.  Based on the information and feedback obtained during these meetings, the San Diego Field Office (CBP) drafted a Business Resumption document.  A few months back, I sent out a draft copy of the Business Resumption plan for review.  Based on your comments, the Business Resumption draft plan was updated and finalized.

Develop a workable operating plan of activities required to return the Otay Mesa Cargo

Port to normal operation after a severe emergency.

BUSINESS RESUMPTION

• Scenario Evaluated:

• A HIGH magnitude earthquake with an epicenter near the port occurs at the beginning of a work day, causing severe damage to the port and to SR 905 and SR125, effectively isolating the port on the US side. There is similar damage on the Mexican side of the border.
