Overview of LOB Design (WBS 1.05.02.02) • Baseline Plan LOB Design Deferred to 2010
• Construction start limited by funding availability• Beamline support requirements can be better defined later• A/E can focus on Ring Building Design.
• LOB Design can now be Advanced using ARRA funding• Avoid inefficiencies in construction sequence• Determine likely conventional facilities costs sooner• DOE approved enlarged LOB concept in April 2009
• Experimental Facilities Division Programs the LOB• Meetings with HDR Lab Planners Feb - March 09• Town Hall Meeting with Users on 3-25-2009

Lab-Office Building: Prior Baseline Design
Lab Office Building - each nominally has:
• 72 Offices
• 6 labs
• Machine shop
• 4 Conference Rooms
• Loading/storage area
Total = 23,800 gsf
Each Lab = 480 nsf

Optimized LOB Space Requirements
• Based on XFD detailed analysis and benchmarking with other facilities, an expanded LOB is required to satisfy the needs of the NSLS-II community
• In general, 8 laboratories and 2 electronic work areas plus a machine shop are needed to support user/staff activities at the beamlines:• 3 wet labs• 2 dry labs• 1 special purpose sample characterization lab• 1 mechanical assembly lab• 1 vacuum prep lab• 2 electronic work areas• 1 machine shop
• Adequate temporary storage space is needed for receiving and staging• 75 office spaces are needed to supports users & staff but 17 of these spaces
need to accommodate 2, 4, or 6 people sharing them – Total occupancy 124

LOB Design Review Process
• In Preparation for Title II LOB Design Review Submittals• Various Design Coordination Meetings with BNL/HDR
• HDR submitted Title II LOB Design at 50% and 100% • Each submittal distributed for design review to:
• BNL ES&H group, BNL Fire Protection group, BNL Plant Engineering, Commissioning agent and NSLS II Project team
• HDR conducts design presentation/review mtg at BNL• NSLS II collects comments from stakeholders - transmits to HDR
• 50% comments not incorporated repeated on 100% comments• 100% comments posted on share point and tracked until resolved• NSLS II project team goes to HDR to discuss/plan comment resolution
26 BROOKHAVEN SCIENCE ASSOCIATES
LOB Design Review Process (Cont)
• Finalizing design for LOB Bid Issue Set• HDR committed to provide advance copies of drawings with revisions
prior to issuing the Bid Set• NSLS II reviews these advance copies and return comments if any
prior to issue of Bid Set

Coordination with Ring Contractor
• LOB RFP and Bid Package structured so that LOB can be built by contractor other than Ring Bldg contractor
• Held numerous planning meetings to determine coordination requirements for two contractors to work on the site
• Coordination affected:• Schedule of when construction of LOBs could begin adjacent the Ring bldg• Site access and laydown/staging areas• Movement of materials within the site• Contractor insurance and liability considerations

Conclusion
• Extensive Lab and Office programming provides confidence that design will meet needs
• Conducted 50% review August 15, 2009• Conducted 100% review October 13, 2009• Bid set scheduled for submittal on November 18, 2009• Confident Bid Set will be well coordinated and complete• Market conditions support favorable pricing • Looking forward to a successful procurement process
