SCOPE OF PROJECT
1. THE DRAWINGS AND SPECIFICATIONS APPLY TO THE WILLIAMSON COUTNY COURTHOUSE
(710 MAIN STREET, GEORGETOWN, TEXAS) ONLY AND SHALL NOT BE USED FOR ANY OTHER
PURPOSE WITHOUT THE EXPRESSED WRITTEN CONSENT OF THE WISS, JANNEY, ELSTNER
ASSOCIATES, INC.
2. THE DRAWINGS AND SPECIFICATION ARE TO BE TAKEN IN THEIR ENTIRETY AND AS A
WHOLE. IF A DISCREPANCY IS FOUND BETWEEN THE DRAWINGS AND SPECIFICATIONS, THE
CONTRACTOR SHALL NOTIFY THE ENGINEER IN WRITING, AND THE ENGINEER SHALL HAVE
THE OPTION AS TO WHICH GOVERNS.

A. REPOINTING AT AREAS OF DETERIORATED MORTAR BETWEEN BRICK MASONRY,
CAST STONE, AND TERRA COTTA UNITS.
B. REPAIR OF CRACKS IN CAST STONE AND TERRA COTTA.
C. PATCHING OF DAMAGED AND SPALLED BRICK MASONRY, CAST STONE, AND TERRA
COTTA UNITS. PATCHED AREAS ARE TO MATCH EXISTING IN COLOR AND
AESTHETIC QUALITY.
D. REPAIR OF EXPOSED TERRA COTTA ANCHORAGE AT TOP OF PILASTERS,
INCLUDING REMOVAL OF GROUT FROM ANCHORAGE POCKETS, CLEANING AND
COATING OF ANCHORAGE, AND INSTALLATION OF NEW GROUT MATERIAL WITH
PROTECTIVE COATING.
E. SURFACE CLEANING OF BRICK MASONRY, CAST STONE, AND TERRA COTTA
CLADDING COMPONENTS WITH CLEANING MATERIALS AS SPECIFIED.
F. REMOVAL AND REPLACEMENT OF SEALANT AND BACKING MATERIALS AT
PERIMETER JOINTS OF ALL WOOD-FRAMED WINDOWS AND DOORS.

CODE COMPLIANCE
1. ALL WORK PERFORMED SHALL BE COMPLETED IN ACCORDANCE WITH ALL STATE,
FEDERAL, AND LOCAL CODES, ORDINANCES, AND LAWS, INCLUDING THE GOVERNING
CODES AS ADOPTED BY THE CITY OF GEORGETOWN, TEXAS, WHICH INCLUDE, BUT NOT
LIMITED TO, THE FOLLOWING:
A. 2003 INTERNATIONAL EXISTING BUILDING CODE
B. 2003 INTERNATIONAL BUILDING CODE.
C. STRUCTURAL CONCRETE: BUILDING CODE REQUIREMENTS FOR REINFORCED
CONCRETE, AND AMERICAN CONCRETE INSTITUTE ACI 318-05.
2. THE CONTRACTOR SHALL COORIDNATE WITH THE CITY AND SECURE ALL NECESSARY
PERMITS PRIOR TO STARTING THE WORK.
COORDINATION
1. THE CONTRACTOR SHALL COORDINATE WORK BETWEEN ALL TRADES AND BRING ANY
CONFLICTS TO THE ENGINEER'S ATTENTION PRIOR TO THE WORK BEING PERFORMED.
CONTRACTOR IS RESPONSIBLE FOR ALL COSTS FOR CORRECTIONS ASSOCIATED WITH THE
CONTRACTOR'S FAILURE TO PROPERLY COORDINATE THE WORK.
FAMILARITY WITH CONDITIONS
1. THE CONTRACTOR SHALL THOROUGHLY EXAMINE AND BECOME FAMILIAR WITH THE
REQUIREMENTS OF THE CONTRACT DOCUMENTS.
2. THE CONTRACTOR SHALL VISIT THE SITE OF THE PROPOSED WORK AND BECOME FULLY
ACQUAINTED WITH THE EXISTING CONDITIONS RELATING TO THE CONSTRUCTION, LABOR,
FACILITIES INVOLVED, DIFFICULTIES, RESTRICTIONS, AND THE LOGICAL EXTENSIONS OF
THE SCOPE ATTENDING THE PERFORMANCE OF THE CONTRACT.
3. THE CONTRACTOR SHALL IN NO WAY BE RELIEVED OF ANY OBLIGATION UNDER THE
CONTRACT BECAUSE OF THE CONTRACTOR'S FAILURE TO RECEIVE OR EXAMINE ANY
REQUIRED FORMS AND LEGAL DOCUMENTS, OR VISIT THE SITE AND BECOME FULLY
INFORMED OF ANY AND ALL CONDITIONS AND REQUIREMENTS THAT MAY IN ANY MANNER
AFFECT THE WORK TO BE PERFORMED.
DOCUMENTATION OF PRE-CONSTRUCTION PHOTOGRAPHS
1. THE CONTRACTOR SHALL PHOTOGRAPH AND/OR VIDEO DOCUMENT AND TAKE WRITTEN
NOTES OF EXISTING CONDITIONS PRIOR TO THE COMMENCEMENT OF THE WORK ON THE
SITE. COPIES OF ALL DOCUMENTATION SHALL BE SUBMITTED TO THE OWNER OR ENGINEER
PRIOR TO COMMENCING WORK.
EXISTING CONDITIONS
1. CONTRACTOR SHALL FIELD VERIFY ALL EXISTING DIMENSIONS AND CONDITIONS.
DIMENSIONS SHOWN ON THE PLANS ARE APPROXIMATE, AND FIELD MEASUREMENTS AND
VERIFICATION WILL BE REQUIRED TO COMPLETE THE WORK. CONTRACTOR SHALL OBTAIN
ALL FIELD MEASUREMENTS AS NECESSARY TO COORDINATE WITH, AND MATCH NEW
CONSTRUCTION TO EXISTING CONDITIONS.
2. SOME INFORMATION SHOWN IN THE DRAWINGS, IN REGARDS TO EXISTING FEATURES, IS
NECESSARILY CONJECTURAL DUE TO HIDDEN CONDITIONS AT THE TIME OF PREPARATION.
IF CONDITIONS EXIST THAT DIFFER FROM THE DRAWINGS, OR ARE NOT ADEQUATELY

NTAX EXEMPTION
1. THIS PROJECT IS TAX-EXEMPT. UPON SUBMITTING A REQUEST IN WRITING, THE OWNER
WILL PROVIDE A TAX-EXEMPT CERTIFICATE.
USE OF THE PREMISES
1. ALL ON-SITE EQUIPMENT ACCESS SHALL BE SCHEDULED WITH THE OWNER'S
REPRESENTATIVE 48 HOURS IN ADVANCE.
2. TYPICAL HOURS OF WORK, UNLESS ARRANGEMENTS ARE MADE WITH THE OWNER'S
REPRESENTATIVE: MONDAY - FRIDAY, 8:00am - 5:00pm
3. PRIOR TO COMMENCING WORK, COORDINATE HOURS OF WORK WITH THE OWNER OR
OWNER'S REPRESENTATIVE TO MINIMIZE THE IMPACT TO THE BUILDING'S DAILY
OPERATIONS.
4. PUBLIC ACCESS SHALL BE MAINTAINED DURING BUSINESS HOURS FOR THE DURATION OF
THE PROJECT.
5. THE CONTRACTOR SHALL PROVIDE ACCESS TO THE ENGINEER FOR OBSERVATION OF
REPAIRS THROUGHOUT THE DURATION OF THE PROJECT.
6. ALL WORKERS SHALL BE PROPERLY AND SAFELY DRESSED IN ACCORDANCE WITH OSHA
STANDARDS, AND DISPLAY APPROPRIATE BEHAVIOR AT ALL TIMES IN CONSTRUCTION AND
ADJACENT AREAS.
7. THREE ANGLE-IN PARKING SPACES ON 8TH STREET AT THE SOUTHEAST CORNER OF THE
SITE MAY BE USED FOR CONTRACTOR STAGING, MATERIALS, TOILET...ETC.
TEMPORARY FACILITIES
1. COORDINATE LOCATION AND PLACEMENT OF FIELD OFFICE, STAGING AREAS, MATERIAL
STORAGE, PORTABLE TOILETS, DUMPSTERS, AND ANY OTHER FACILITIES REQUIRED FOR
CONSTRUCTION WITH THE ENGINEER AND OWNER PRIOR TO, START OF MOBILIZATION &
CONSTRUCTION.
2. THE CONTRACTOR SHALL ERECT A CONSTRUCTION FENCE AS REQUIRED BY THE
PROJECT. COORDINATE LOCATIONS OF FENCING WITH THE ENGINEER AND OWNER PRIOR
TO CONSTRUCTION. REFERENCE SPECIFICATION SECTION 01 50 00.
3. AN ON-SITE STORAGE AREA IS TO BE ESTABLISHED BEFORE CONSTRUCTION FOR ALL
ITEMS MARKED “SAVE FOR RE-USE”. STORAGE IS TO BE PROTECTED IN A SECURE,
WEATHERPROOF LOCATION TO PREVENT DAMAGE TO THE CONTENTS.
SAFETY
1. CONTRACTOR IS SOLELY RESPONSIBLE FOR THEIR MEANS AND METHODS OF
CONSTRUCTION, AND SHALL PERFORM ALL WORK IN A SAFE AND CONSCIENTIOUS MANNER
TO PREVENT INJURIES.
2. CONTRACTOR IS SOLELY RESPONSIBLE FOR JOBSITE SAFETY, AND SHALL ENSURE THEIR
COMPLIANCE WITH OSHA STANDARDS FOR JOB SAFETY AND WORKER PROTECTION.
SAFETY MEASURES INCLUDE, BUT ARE NOT LIMITED TO ADEQUATE FALL PROTECTION,
ERECTION BRACING, BARRICADES, FENCING, SIGNS, FIRST-AID STATIONS, ETC.
3. CONTRACTOR SHALL PROVIDE ALL SHORING, BRACING, AND SHEETING REQUIRED FOR
SAFETY AND PROPER EXECUTION OF THE WORK.
4. PEDESTRIAN PROTECTION REQUIREMENTS: PROVIDE CANOPY AND/OR BARRICADES AT
SIDEWALKS AND OTHER PUBLICLY ACCESSIBLE AREAS THAT MAY BE SUBJECT TO FALLING
DEBRIS FROM THE WORK BEING PERFORMED. COORDINATE ACCESS REQUIREMENTS WITH
OWNER. BARRICADES AND CANOPIES SHALL MEET OR EXCEED THE APPLICABLE
REQUIREMENTS OF FEDERAL, STATE, AND LOCAL LAWS, CODES, AND REGULATIONS OF
AUTHORITIES HAVING JURISDICTION. AS A MINIMUM, CANOPIES SHALL COMPLY WITH
SECTION 3306, "PROTECTION OF PEDESTRIANS" OF THE 2003 EDITION OF THE
INTERNATIONAL BUILDING CODE (IBC). PROPERTY AND SITE SHALL BE RETURNED TO
PRE-CONSTRUCTION CONDITION SUBSEQUENT TO THE REMOVAL OF BARRICADES AND
CANOPIES.
5. THE CONTRACTOR SHALL PROVIDE WARNING SIGNS, BARRIERS OR BARRICADES, AS
REQUIRED AND OTHERWISE NECESSARY TO SEPARATE THE WORK AREAS FROM THE

FIRE PROTECTION
1. THE CONTRACTOR SHALL BE RESPONSIBLE FOR FIRE PROTECTION AND FIRE WATCH
DURING ALL CONSTRUCTION OPERATIONS.
2. NO SMOKING OR TOBACCO USE SHALL BE PERMITTED IN THE BUILDING OR ON ANY
PROPERTY OWNED BY WILLIAMSON COUNTY.
3. CONTRACTOR SHALL PROVIDE AND MAINTAIN TEMPORARY FIRE EXTINGUISHERS UNTIL
SUBSTANTIAL COMPLETION.
PROTECTION OF BUILDING & SITE
1. CONTRACTOR SHALL PROTECT ALL EXISTING BUILDING SURFACES FOR THE DURATION
OF THE PROJECT. ANY DAMAGE TO THE EXISTING STRUCTURE OR BUILDING CONTENTS
THAT HAS BEEN DETERMINED TO BE CAUSED BY THE CONTRACTOR, OR CONSTRUCTION
PRACTICES THAT OCCUR FOLLOWING THE NOTICE TO PROCEED, SHALL BE CORRECTED TO
PRE-CONSTRUCTION CONDITION AT NO EXPENSE TO THE OWNER.
2. CONTRACTOR SHALL PROTECT ALL EXISTING TREES, LANDSCAPING, SITE LIGHTING,
IRRIGATION, SIDEWALKS, AND SITE FEATURES FROM DAMAGE FOR THE DURATION OF THE
PROJECT. IF DAMAGED DURING THE COURSE OF WORK, THE CONTRACTOR SHALL REPAIR
THE DAMAGED AREAS TO PRE-CONSTRUCTION CONDITION PRIOR TO THE COMPLETION OF
THE PROJECT AT NO EXPENSE TO THE OWNER.
3. DO NOT PLACE LOADS ON THE STRUCTURE OR STORE DEMOLISHED MATERIALS ON THE
STRUCTURE IN A MANNER THAT WILL ENDANGER IT.
4. CONTRACTOR SHALL KEEP THE BUILDING SECURE AND WEATHER-TIGHT AT ALL TIMES.
5. ALL CONSTRUCTION MATERIALS IN USE OR KEPT IN ELEVATED AREAS, SUCH AS
BALCONIES AND ROOFS, SHALL REMAIN SECURED TO ENSURE THE MATERIALS DO NOT
BECOME AIRBORNE AND CAUSE INJURY OR DAMAGE TO THE BUILDING OR ITS OCCUPANTS.
BUILDING MAINTENANCE
1. CONTRACTOR SHALL PERFORM SITE CLEAN UP ON A DAILY BASIS, AND MAINTAIN THE
SITE IN A CLEAN AND ORDERLY MANNER.
2. CONTRACTOR SHALL ADEQUATELY SECURE ALL WORK AT THE END OF EACH WORK DAY.
3. AREAS THAT ARE NOT DIRECTLY UNDER CONSTRUCTION THAT ARE USED AS PATHWAYS
TO TRANSPORT MATERIALS, OR TO REMOVE TRASH, ARE TO BE KEPT CLEAN AT ALL TIMES.
THIS MAINTENANCE INCLUDES, BUT NOT LIMITED TO DUSTING, SWEEPING, MOPPING, AND
PICKING UP TRASH AS REQUIRED TO KEEP THE AREAS FREE OF WASTE MATERIALS,
DEBRIS, AND RUBBISH.
QUALITY ASSURANCE
1. WHERE APPLICABLE, THE CONTRACTOR SHALL BE A LICENSED APPLICATOR OR
INSTALLER OF ALL SPECIFIED PROPRIETARY PRODUCTS AND MATERIALS.
2. THE PRESENCE OF THE ENGINEER OR TESTING AGENCY AT THE JOBSITE DOES NOT
RELIEVE CONTRACTOR OF THE OBLIGATION TO PERFORM THE WORK IN ACCORDANCE
WITH THE CONTRACT DOCUMENTS.
3. THE OWNER AND ENGINEER SHALL NOT HAVE CONTROL OVER OR CHARGE OF AND
SHALL NOT BE RESPONSIBLE FOR CONSTRUCTION MEANS, METHODS, TECHNIQUES,
SEQUENCES OR PROCEDURES, OR FOR SAFETY PRECAUTIONS AND SAFETY PROGRAMS IN
CONNECTION WITH THE PROJECT.
4. THE OWNER AND ENGINEER MAY PERFORM QUALITY CONTROL TESTS ON A RANDOM
BASIS FROM TIME TO TIME TO EVALUATE INSTALLATION OF THE NEW CONSTRUCTION FOR
CONFORMANCE TO THE DRAWINGS AND SPECIFICATIONS. THE CONTRACTOR SHALL MAKE
ACCESS AVAILABLE TO INSPECT AND TEST THE SPECIFIED AREA AND MAKE APPROPRIATE
REPAIRS (BASED ON UNIT COSTS) AFTER COMPLETION OF INSPECTION. ANY DEFECTIVE
WORK WILL BE REPAIRED AT NO COST TO THE OWNER.
WARRANTY
1. ALL WORK PERFORMED SHALL BE WARRANTED BY THE GENERAL CONTRACTOR AS
REQUIRED BY THE CONTRACT SPECIFICATIONS.
