November is Military Family Appreciation Month
President Obama proclaimed November 2009 as Military Family Appreciation Month. In his proclamation, the President stated: “No one pays a higher price for our freedom than members of our Nation‟s military and their Families. As sons and daughters,
husbands and wives, and mothers and fathers are deployed, military Families endure with exceptional resilience and courage.
They provide our troops with invaluable encouragement and love, and serve our Nation in their own right. During Military Family Month, we honor the Families of our Armed Forces and thank them for their dedication to our country….I call on all Americans to

Before Deployment, Many Soldiers Fail to Mention Behavioral Health Issues
More than half of deployed Soldiers diagnosed with behavioral disorders concealed their illnesses when completing a pre-deployment health assessment intended to screen out unfit warriors according to a recent report. This report is the first scien-
tific study of how well the pre-deployment form identifies Service members with behavioral health problems. Its findings con-firm what military leaders have heard for years, the form alone is of questionable value as a screening tool. Military health offi-
cials relied heavily on those self-reported answers, with Soldiers rarely referred for a professional evaluation if they failed to acknowledge seeking behavioral health care. For more information, go to http://www.myarmyonesource.com/news/2009/11/

No Retroactive Early Retirement for Reserves
Congressional negotiators blamed themselves for leaving intact a reserve retirement formula that treats the 600,000 National Guard and Reserve members who mobilized before Jan. 28, 2008, differently from those who mobilized later. Negotiators who
prepared the final version of the 2010 defense authorization bill rejected a Senate-passed provision that would have made ret-roactive to Sept. 11, 2001, a retirement formula that allows Reservists to begin drawing military retired pay 90 days earlier for
every 90 days of mobilization. That 90-for-90 rule, which allows Guard and Reserve members to receive retirement before age 60 — when benefits begin for most reservists — was left out of the final defense bill because lawmakers said they could not find
a way to pay for the benefits under congressional budget rules. In their report accompanying the defense bill, negotiators said
they “would support the provision provided that acceptable offsets are identified consistent with budgetary requirements of both the Senate and the House of Representatives.” Under congressional budget rules, if lawmakers want to increase military retire-
ment benefits, they must either reduce spending on other federal entitlements or make a decision at the start of the budget cycle to set aside more entitlement money for the Defense Department. To read more, go to http://

Holiday Mailing Deadlines to Military Post Offices
The holiday mailing deadlines are now available on the Military Postal Service Agency website. Express Mail Military Service is available to selected military post offices. Check with your local post office to determine if this service is available to your APO/
FPO address. PAL is a service that provided air transportation for parcels on a space-available basis. SAM parcels are paid at parcel post postage rate with maximum weight and size limits of 15 pounds and 60 inches in length and girth combined. For

New Tools to Assist Military Families and Their Teens with Transitions The Partnership for a Drug-Free America, together with the National Military Family Association and the National Association of
School Nurses, launched new online tools to assist military Families and teens through difficult periods of transition, such as a deployment, major injury or illness of a parent, or when moving frequently to new neighborhoods and schools. The free tools
are available at the Partnership Web site http://www.myarmyonesource.com/news/2009/11/TimeToTalkTransition. This is the first collaboration by the three organizations to provide assistance with the complex, extraordinary circumstances often faced
by military Families, especially at a time when resources to the military are stretched so thin, and Families are in need of this kind of help and support. The new resources available at http://www.myarmyonesource.com/news/2009/11/TimeToTalk in-
clude (1) Transitions & Teens: A Guide for Military Parents, (2) The Military Talk Kit, (3) 10 Things School Nurses Want You To
Know and (4) 10 Things Military Teens Want You To Know. The research-based guide, in particular, provides critical information to reduce stress and help keep teens drug-free and alcohol-free during difficult transition periods. Included within this informa-
tion is a helpful checklist for pairing transition scenarios with a list of recommended tips, providing parents with a „roadmap‟ for starting and maintaining open conversations, answering tough questions, and advice for monitoring the warning signs of drug
and alcohol abuse.
Red Cross to Deliver Holiday Cards
The American Red Cross and Pitney Bowes Inc. will partner for the third year to sponsor the national "Holiday Mail for He-roes" campaign, to receive and distribute holiday cards to Service members, veterans and their Families in the United States
and abroad. The card campaign includes those working and receiving care at Walter Reed Army Medical Center. A special P.O. Box address will be published the first week of November online at http://www.myarmyonesource.com/news/2009/11/
HolidayCards. Cards must be postmarked no later than December 7, 2009, to reach Soldiers at Walter Reed.

The Army & Air Force Exchange Service and Sandberg & Sikorski by Firestone are getting into the holiday spirit as they try to stuff more than $3,000 into three lucky shoppers‟ stockings. Now through December 24, BX‟s and PX‟s around the world are

Sesame Street Tours Bases
Elmo, Cookie Monster and their buddies are taking their Sesame Street message to military children at bases in Europe, Alaska and Hawaii. The Muppet USO tour started September 8 at RAF Mildenhall in the United Kingdom. Military children are

Emergency GI Bill Payments: How to Get Yours The Veterans Affairs (VA) Department has come up with a simplified system to provide emergency payments for students
waiting for their Post-9/11 GI Bill claims to be processed. Students who need the promised $3,000 payments right away can receive an on-the-spot check by visiting one of the VA‟s 57 regional offices with a copy of their class schedule and photo

Commissaries Offer Gift Vouchers in Time for Holidays
The Defense Commissary Agency is offering gift vouchers at all of its 255 commissaries. These vouchers are available in $25 denominations. Anyone may acquire gift vouchers; however, only authorized commissary patrons may redeem them.

SUBJECT: Fort Shafter PX Market Re-Pavement Project Contractors from Road Builders will begin the repaving/restriping project of the FS PX Market parking lot during the period 2-14 Nov 09. The project will be done in 2 phases. Phase I of this project will affect the East side of the parking lot (near the tennis courts and the Pentagon Federal Credit Union) and will be from 2-7 Nov 09, detour signs will be redirecting PX Patrons to use the entrance located on Pierce Street. Phase II will be from 9-14 Nov 09 and will affect the parking lot on the West side (Pierce Street); detour signs will be redirecting patrons to enter via Wisser/Arsenal near gas station. Redeployment ceremony temporarily closes roads
SCHOFIELD BARRACKS — The 25th Infantry Division redeployment ceremony, scheduled for
Nov. 19, 10 a.m., at Sills Field, will impact installation traffic with the temporary closure of a
portion of Cadet Sheridan Road.
During the ceremony, Cadet Sheridan Road, from Kolekole Avenue to Trimble Road will
be closed.
During the full dress rehearsal, Nov. 18, 10 a.m., traffic will be stopped momentarily on
Trimble Road by road guards to allow Soldiers to march from the Sgt. Smith Theater to Sills
Field and then again when they return.

TEAM 6 NOTE #I3 - Hawaii Department of Education (HIDOE) Furlough Fridays
1. On Friday, 23 October 2009, Hawaii Department of Education (HIDOE) observed the first of 17 planned annual furIough days. I am very concerned abwt the impact of the loss of instructional time for our Hawaii-based Families with children attending public schools. Although our Families outside of Hawaii are not directly impacted, I want the entire command to know that education of our dependent children is a very high priority within USARPAC and our Army.
2. To reduce the burden on our affected Soldiers and Department of the Arrny Civilians (DACs), USARPAC formed an Education Task Force and partnered with United States Pacific Command and the Installation Management Command - Pacific to address the loss of instructional time for our children. Together, we are focused on identifying programs for scheduled furlough days that meet educational, recreational, career development, and the life skills needs of our children. To support our Families, U.S. Army Garrison - Hawaii (USAG-HI) immediately developed a range of programs. To meet the pressing concern of adequate childcare, USAG-HI was able to offer all-day childcare at youth centers on scheduled furlough days and will continue to offer these services for the remainder of the scheduled furlough days. Furthermore, USAG-HI will adjust its services based on the feedback it receives from its ongoing survey. Realizing that not all parents will be able to take advantage of USAG-HI programs, 1 encourage commanders to approve the use of liberal leaves and passes for Soldiers and annual leave or earned compensatory time for DACs. My intent is to provide parents an opportunity to increase their involvement during this particularly challenging time. Commanders will also ensure that Soldiers and DACs are aware of USAG-Hi Policy #34. This policy details the requirements to supervise children based on their age on Arrny installations; for example, children under the age of 10 must be supervised by an adult at all times.

Although USARPAC senior leaders are engaging at the State and national levels to address the educational needs of our children, I also encourage Soldiers and DACs to become involved in their community and the process affecting the education of our children. Our combined goal should be to ensure USARPAC children are afforded the same opportunities as other Department of Defense children in meeting the standards of the National Assessment of Educational Progress. The USARPAC G-l will work to keep commanders and Families informed of our progress.

PLAYMORNING A mobile playgroup in community centers and parks for moms, dads, child-care providers, and children 0-5 years old. Play-morning encourages learning, sharing, self-help skills and fun! KINDERMUSIK Kindermusik gives young children the opportunity to learn about the world around them using pretend play, singing, dancing and musical concepts. Classes meet on Thursdays: 18mos to 3 at 9:15-10:00 and 3 to 5 at 10:30 to 11:30 at the ASYMCA AMR Community Center. Cost is $4 per child per class.

Important Information:*Cost for biking programs is $20 if using your own bike. If you need to checkout one of ours, cost is $25.• Programs are offered in three different difficultly levels. Level I Beginner is an all abilities program suitable for ages
10 and over. A Level II Moderate program involves increased level of difficulty for intermediate skill levels, and a Level III Advanced program is considered highly challenging with increased risk. Most programs include round-trip transportation to and from Schofield Barracks and necessary equipment. Program levels are listed on the schedule.

• Stand up Paddleboard Lessons – Learn to paddleboard and enjoy the craze taking the Hawaiian Islands by storm.• Surfing Lessons – Learn to surf like the pros… or at least look the part. Beginner and advanced lessons available.• Adventure Kayaking – Half day of adventurous kayaking off various beaches around the island. Available in 3 skill
levels as well as fishing trips.• Open Water Diver Certification – Receive an exciting one-week long course that will award you a LIFETIME
certification as a PADI Open Water SCUBA Diver. Courses run Monday thru Sunday. • Discover SCUBA – Not sure you’re ready for SCUBA? Experience SCUBA FOR FREE! Learn the ins and outs of
what it takes to be scuba certified and become familiar with the equipment in a contained environment at Richardson Pool, Schofield Barracks.
• Adventure Biking – Discover many local “secrets” and find the great beach locations along the scenic North Shore bike path or Pearl City trails. A mild biking activity for all ages!
• Adventure Mountain Biking – Challenge yourself while biking through the Ko’olau and Waianae mountain ranges. Beginner and advanced levels with a view.
• Adventure Hiking – Enjoy a full day hiking to various locations around the island. Water provided.• Shoreline Fishing – Spend an evening or full day bait dunking at a favorite shore fishing area. We guarantee a
good time fishing Hawaiian style. • Kualoa Ranch & Island Tour – North Shore Tour, Kualoa Ranch Jeep or Movie Set Tour, Historic Sites, Secret
Island visit and a turtle-watching sail to Chinaman's Hat.• Hawaiian Canoe Paddling – A brief history of outrigger canoes in the Hawaiian culture along with instruction.

How to Teach Kids About Veterans Day
Here are a few ideas, according to the Department of Veterans Affairs and EducationWorld.com:
• 1. Teach your children about the history of Veterans Day by having them create a
time line of events leading to the observance of the holiday.
• 2. Have your kids write short articles or essays of how veterans are honored around the world. And if you know any veterans locally, propose that your kids interview them about what it's like to serve in the U.S. military.
• 3. Research how American veterans were treated after they returned from various
military conflicts, ranging from the French and Indian War to the Persian Gulf War. Ask your children to compare and contrast their findings. Also compare and contrast how women and minorities who served in those conflicts were treated.
• 4. Have children draw a picture of Veterans Day, and what this holiday means to
them. Military children can draw a picture of a parent who is currently deployed, or a relative who has served.
• 5. Make a thank you card for veterans. Children can give this card to veterans that
they know or to veterans who are listed through the local VA medical facility.
• 6. Ask your children's teacher to invite veterans to their classroom. Veterans can discuss what it's like to serve in the military, and how important it is to observe this holiday.
• 7. Have your kids make a colorful and fun poster with the names and pictures of
relatives who are veterans.
