Courtesy of Joint Base Charleston Public Affairs It was a beautiful and warm September day ... the kind of weather that makes people want to get out and help others, and that is just what hun- dreds of Airmen and Sailors from Joint Base Charleston did Sept. 7, during the Trident United Way Day of Caring which saw more than 8,500 volunteers working on more than 300 projects around the Lowcountry. Some went to schools, some to homes and some even waded through swamps to help clean up. Tech. Sgt. Adam Clarke, 437th Maintenance Group quality assurance specialist, went to the Miracle League Ball Park in Summerville, S.C. The Miracle League provides opportunities for individuals with disabilities to play baseball. "It felt good knowing that the park I was cleaning up would be used by the local youth," said Clarke, 437th Maintenance Group quality assurance specialist. Staff Sgt. Lakin Trahan, 628th Medical Group pharmacy technician, went to Rollings Middle School of the Arts in Summerville, S.C., where she and other Airmen painted the gymnasi- um and other parts of the school. "I'm glad we were able to make their school a better place," said Trahan. "It feels good to be able to give them a sense of pride about their school." 628th Air Base Wing journalists and photographers spanned out across the Lowcountry to document these efforts, and although we have tried to show as many Airmen and Sailors volunteering as possible, we just couldn't get to all the different projects our troops were involved in. SCOTT AIR FORCE BASE, ILL – In 2009,Congress designated September 11th as a NationalDay of Service and Remembrance. On this day, Ithink it is fitting that we remember and honor theinnocent lives taken during that vicious attack byrenewing our commitment of service to our Nation.

As the son of an Air Force noncommissionedofficer, I grew up among people who were proud toserve their country and who understood the impor-tance of what we do. They understood that securityand freedom depends on men and women who are willing to make incrediblesacrifices for others and who are ready to answer the call when it is given.

I see those same values reflected today among the Airmen, Soldiers,Sailors, Marines, and Coast Guardsmen who are proud members of theworld's finest joint team. Together, we understand that no one else can dowhat we do. The United States military has been and remains the foundationof our national security.

American service members embody the ideal of selfless service. Just askthe thousands of Haitian, Japanese or Libyan families alive today because ofthe hand of friendship we extended. There are few examples of the value ofservice that are more poignant.

The events of 9/11 reminded us that we live in a complex, dangerousworld. Today, we continue to face many challenges: fiscal uncertainty,regional instability, and a seemingly insatiable appetite for the capabilitieswe deliver. But I am optimistic that we will continue to succeed, as wealways have.

By any objective standard, we have the finest military in our history andthe finest in the world. It remains our intent and obligation to the Americanpeople and our fellow service members to remain the best. Thanks to yourdedicated service and commitment to excellence, I am confident we willcontinue to honor that obligation without fail.

Take a moment to reflect not only on the great loss we experienced on9/11 but also on your responsibility in the face of it. Think of the importanceof your commitment to our military and our Nation. I hope you'll realize thatthe greatest legacy of that terrible day is a positive one: a renewal of yourcommitment in that fundamental core value – service before self.

Thank you for your dedicated service to our military and to America.

Commentary by Chief Master Sgt. Earl Hannon Joint Base Charleston command chief

Throughout my daily interactions, I am frequent-ly asked what my "policy" is regarding any numberof topics affecting our Airmen and Sailors. Mostoften, I respond by explaining that I have no policyon the subject because each case is different. Everyindividual and situation comes with a unique set ofcircumstances that must be evaluated based on itsown merit, therefore typically rendering blanketpolicies inflexible and unfair.

Conversely, I have developed a broad set ofgeneral philosophies over the years, based on AirForce Instructions as well as other Air Force andDepartment of Defense guidance, that I rely on tohelp guide my decision-making process. One topicon which I would like to share this philosophy -because it is one that more frequently prompts thepolicy question - is awards and decorations.

According to AFI 36-2803, recommendationsfor a decoration must be restricted to "recognizingmeritorious service, outstanding achievement oracts of heroism that clearly place individuals abovehis or her peers." As such, decoration recommenda-tions must not be used as an incentive or as a tokento "do something for your people." Outstandingachievement and acts of heroism are somewhatself-explanatory and more clearly defined in theAFI. But one of the most common reasons for rec-ommending a decoration - yet quite possibly the

least understood - is meritorious service.Meritorious service decoration recommenda-

tions are based upon a completed period of serv-ice, i.e. permanent change of station, permanentchange of assignment, extended tour or retire-ment. However, it is important to understand thatnobody is automatically entitled to a decorationupon completion of a given period of service.Before recommending an individual for a decora-tion, we must evaluate all related facts regardingthe service of that individual. So what exactlyshould this evaluation look like?

Clearly, we must guard against recommendinga decoration for an individual whose entire serv-ice for the award period is not honorable. But per-haps a bit less obvious criterion is that the indi-vidual's duty performance must be above and

beyond that of other members in the samegrade and skill set, thereby clearly placingthis individual above his or her peers. Andagain, we must consider all related facts - toinclude the "whole" person - not simply thefact that he or she may be good at their craft... they must clearly exceed all establishedstandards and undisputedly embody allfacets of a professional warrior.

Additionally, while AFI 36-2803 establish-es a minimum time period for extended tourdecorations, truly compelling justificationmust exist to recommend a decoration at theminimum time. Further, when considering

the appropriate level of decoration to recommend,it must not be based on the individual's grade, buton their level of responsibility and sustained man-ner of performance.

As stated earlier, nobody is automatically enti-tled to a decoration. Yet far too often I hear anargument along the lines of, "he's a good techni-cian and deserves something ... I don't want tohurt his chances of getting promoted ... it's abouttaking care of our people." But this style of takingcare of people and doing the right thing for ourpeople are at opposite ends of the spectrum. Whenwe fail to properly distinguish between the two,we ultimately harm our truly deserving superstars,erode our personal credibility and diminish theimportance and status of these time-honored deco-rations.

JOINT BASE LEWIS-MCCHORD, Wash. –The Air Force core values of integrity first, servicebefore self, and excellence in all we do provideexcellent guideposts on how to conduct our profes-sional military lives. Because they are so closelyassociated with the Air Force, their applicationoften stops there. In actuality, they are great guidesfor our personal lives as well.

This perceived limitation was highlighted to mea few weeks ago when I had the honor and privi-lege to address the Julius A. Kolb AirmanLeadership School Class 12-F. During the discus-sion I used a quote from Abraham Lincoln,"Whatever you are, be a good one."

The majority of those in the room were not onlyAirmen, but leaders of Airmen. My point was tochallenge the recent graduates, who are now lead-ers of Airmen, to be good ones. The message wasnot unique; in fact it is encapsulated in our corevalue of excellence in all we do.

Afterward, I was approached by Airmen, civil-ians and retirees who said they really liked the"whatever you are, be a good one" part of the talk.In particular, one Airman who had recently separat-ed from the Air Force was worried about how shewould adjust to being a full-time mother.

She said Lincoln's quote inspired her to be a bet-ter mom. Whereas before she was driven to be thebest Airman she could be, now she would redirectthat energy at being the best mother she could be.

The theme of excellence was obviously not new

to her, but by discussing it in its earlier form byLincoln, the message actually resonated with alarger audience.

While the opportunity to bring Lincoln's wordsto the audience was rewarding, it highlighted to methat the core values concepts have become soclosely associated with the Air Force that somehowpeople perceive them as a "military thing" whentheir usefulness is much wider.

So, if you're an Airman, I encourage you to con-tinue to live and internalize the core values. Ifyou're a retiree, a spouse or a civilian, I encourageyou to do the same, but if Lincoln's words havemore resonance, then use them instead.

Whatever you are, be a good one!

Beginning Feb. 15, 2013, Balfour Beatty CommunityHousing residents at Joint Base Charleston - Weapons Stationwill receive mock utility bills to prepare them for a new, livebilling system for gas and electricity. The three-month mockbilling period is designed to aid housing residents in gettingan estimate of their energy consumption before live billingtakes place so they may adjust their habits accordingly.

Once live billing begins, residents using less than the estab-lished amount of electricity and gas for their style home willbe issued refunds or credits. Residents who go over their allot-ted power usage will have to pay out of pocket for the extraenergy costs.

In 1998, the Office of the Secretary of Defense establisheda policy requiring residents of privatized family housing topay utilities to encourage energy conservation under theResident Energy Conservation Program.

"Research performed by the U.S. Navy has shown housingresidents tend to use up to 20 percent less utilities when theyare directly responsible for utility payments," said LeaWilliford, Navy Region South East Housing team lead forPublic Private Venture and Requirements. "The mock bill willclearly state what the normal usage would be for their type ofhome, and also what they would have to pay for going overtheir usage limit or what they would be refunded if they con-serve enough to stay below the limit."

The usage for the residents will be determined by theirhouse type, which will be grouped into other, like-type homesbased on construction type, year built, and number of bed-rooms along with other factors that affect the energy efficien-cy of the home. Every month, the average usage for eachgroup will be calculated and a baseline will be determined forthat like-type group, with weather changes being accountedfor. A 10 percent buffer will be added above and below thebaseline, and residents will be responsible for payment of

their utility usage above that buffer. However,residents below the buffer will be eligible for arefund, rewarding those who go the extra mileto conserve on energy. Any residents fallingwithin the buffer range will not be chargedmore, nor will they receive a refund.

"Under the Navy program, residents will notbe required to make a payment until theircumulative balance is greater than $25, unlessit is their final bill," Williford said. "Residentsalso will not receive a refund check until theircumulative savings are greater than $25 unless,again, it is their final bill."

All military members living in BalfourBeatty Community Housing, no matter theirbranch of service, must sign a lease requiringresidents to participate in the RECP. The AirForce, as well as the Army and Marine Corpsbases that have privatized housing will soon beimplementing this feature as well, with themain goal being energy conservation fromeveryone.

"The Navy has a progressive roll-out sched-ule for all of their installations that are priva-tized," said Williford. "Joint Base Charleston ispart of the Navy Southeast Project which con-sists of 11 installations. All of these installationswill begin the RECP program at the same time."

Residents can request that their property manager performan evaluation of their home to ensure all of the appliances andenergy using features of the home are in good order, and prop-erty managers are also available to provide tips on makinghomes more energy efficient. The 10 percent buffer aroundthe utility usage also accounts for any differences in energyconsumption of different appliances between newer and olderhomes.

Residents will receive their first live bill on or around May

15, 2013, for the April service period after the three monthmock billing phase.

Balfour Beatty will be holding a series of Town Hall meet-ings to answer any questions residents may have about thenew billing system. The dates of those meetings will beannounced in the near future.

According to Allison Pack, Forest City property manager,JB Charleston - Air Base housing will not be implementingthis program until 2014.
