More expedited projects will be announced in the coming weeks as President Obama has highlighted infrastructure investment as a campaign issue in swing states ahead of the November elections.

U.S. DOT Announces Freight Policy Council

U.S. Transportation Secretary Ray LaHood August 23 announced the launch of a Freight Policy Council which will focus on improving the condition and performance of the national freight network.

The Council will be chaired by U.S. Deputy Transportation Secretary John Porcari, and will include Administration officials from highways, rail, ports and airports. The freight and logistics industries, consumers and other stakeholders will also play an advisory role. ARTBA will continue to work with the U.S. Department of Transportation to improve the nation’s freight transportation network and advocate for the establishment of Critical Commerce Corridors. We will keep you apprised of our work with the Council.

U.S. Ranks 26th Internationally in Road Satisfaction

A Gallup survey released August 20 finds 69 percent of Americans are satisfied

with their local roads and highways—a figure that ranks the U.S. at number 26 internationally in between major economic competitors China and India, ranked 24th

at 70 percent satisfaction and 34th with 65 percent satisfaction respectively. The United Arab Emirates topped the survey with 90 percent of respondents satisfied. The island nation of Comoros came in last among the 148 nations surveyed with a satisfaction rate of just 10 percent.

The Gallup survey concluded “all countries, particularly low-income and middle-income countries, must focus not only on improved road safety and fewer traffic accidents, but also on making long-term political and financial commitments to improving road networks, re-examining driver education and driving requirements, and removing unsafe vehicles from roadways.”

ARTBA Transportation Law Committee Co-Chair Receives Industry Honor

Lorraine D’Angelo, of Schiavone Construction in Seacaucus, N.J., received the

2012 NJBiz General Counsel of the Year Award for Corporate Compliance Professional/Private Company. The awards program recognizes “the unique accomplishments of general counsels, chief legal officers and corporate compliance professionals at New Jersey-based companies and non-profit organizations.” Ms. D’Angelo is responsible for the creation and implementation of the company’s “best practices” ethics and compliance program and oversees ethics and compliance for three affiliated companies of Dragados U.S.A.

Ms. D’Angelo said, “The regulatory environment and aggressive investigation by the government underscores the importance of ethics and compliance programs. I am pleased to be recognized as a positive contributor to the growth of this field and to share this award with every member of my organization—from the
