Rules for buying a foreclosure(ARA) - Buyers are still clamoring for real estate deals in this
turbulent market. Foreclosures and short sales offer some of the best bargains, but also have a higher risk level. Still, more than four in five adults think foreclosures and short sales can be good deals, according to a recent American Society of Home Inspectors (ASHI) survey.
Some analysts say the rebound has begun and home prices may rise by the end of 2012. This means now may be buyers’ last chance to take advantage of affordable properties and low interest rates. If you want to score a bargain before the housing market recovers, you’ll need to follow a few rules to invest with certainty.
Make a wise investment by adhering to these five rules while shopping distressed properties:
Rule 1: Position yourself for successBefore starting your search, get preapproved for a mortgage so
when a good deal presents itself, you’re positioned to submit a bid right away to be the first offer on the bank’s desk. Work with an experienced real estate agent who can help guide you through the daunting sea of foreclosures and short sales. Bidding can be complicated and time-consuming, especially when working with a home sale needing bank approval. A good agent will know how to navigate through the paperwork and red tape.
Rule 2: Do your researchA real estate agent can help you with research, but it’s wise to
do some on your own. Are there any undisclosed liens on the property? Is the seller behind on his property taxes? What permit records does the city have on file? This information will be criti-cal during decision-making. Work with your agent to ensure the contract requires any delinquent taxes, liens or assessments will be
paid prior to you taking ownership of the property.Rule 3: Always get a home inspectionEighty-four percent of adults surveyed by ASHI said they would
be more likely to purchase a distressed property after a home inspection has determined its condition.
A home inspection gives you the confidence to move forward with your purchase because you’ll have as much knowledge as possible about the condition of the property. An inspector will visually examine the condition of the home’s roof, attic and insula-tion, foundation, basement and structural components, as well as interior plumbing and electrical systems. Be sure to find an ASHI-Certified Inspector (ACI) to ensure your inspector is experienced, as many states have minimal licensing requirements. To find a local ACI, use ASHI’s “Find an Inspector” tool on www.ASHI.org.
Rule 4: Budget for repairsWhen looking at short sales and foreclosures, remember price
is only one aspect to consider. A home will almost always require some type of repair. After receiving your inspection report, you can estimate costs associated with necessary repairs, maintenance or energy-efficient improvements.
Rule 5: Assess the neighborhoodLocation should be a top consideration when purchasing real
estate, and in a tough housing market, it’s even more important. A home has limited worth if it’s located in a less desirable neighbor-hood.
High foreclosure rates can turn a once-desirable neighborhood into one many might likely avoid. These locations are likely to see a slower recovery than more populated or favorable areas less affected by the economy.

Making sense of tile's household versatility

Choosing tile for your home once meant picking from among a handful of pastel ceramic squares. Would it be dusty pink or dusty blue? If you were feeling bold, maybe mint green or pale yellow?
Today, we’re surrounded — some might say overwhelmed — by choices.
Porcelain tile is now made to realistically look like everything from aged wood and rough fieldstones to sleek Italian marble. Tiles made of glass, cork, mirror and even leather are taking the place of traditional ceramics. In all shapes and sizes, they are being used not just in kitchens and baths, but also in entryways, mudrooms and more.
High style can be had for an increasingly reasonable cost, with mass-market retailers offering trendy glass tile for as little as a few dollars per square foot.
Amid all these possibilities, the biggest challenge is to choose something you’ll continue loving for a decade or more.
“There’s so much decorative tile out there now,” says Matthew Quinn, principal of Design Galleria Kitchen and Bath Studio in Atlanta. But “some of it,” he says, “you can just tell in three or four years this is not some-thing you’re going to want to see every day.”
Unlike paint and wallpaper, tile isn’t something easily and affordably changed every few years.
Here, Quinn and interior designers Brian Patrick Flynn and Mallory Mathison share ideas on embracing tile’s new possibilities while still creating a timeless effect.
FLOOR TO CEILINGAll three designers are fans of using tile
all the way up to the ceiling, rather than the more old-fashioned approach of doing partial tile walls with a snub-nosed edge.
“It makes the entire room more cohesive, and it can also give the illusion that a space is larger than it actually is,” says Flynn. “One of the easiest ways to shrink a room visually is by chopping it up; many times, for me, tile used in just one area quickly chops up a space.”
Flynn has done kitchen walls in floor-to-ceiling tile, and Mathison recommends tiling a single wall from top to bottom in an entryway for a striking effect.
“You think of tile more in utilitarian applications,” she says, “but it can be a beautiful accent.” A full wall of tortoise-shell mosaic tile, she says, feels “almost like
your whole wall is covered in jewelry.” Clients sometimes assume full walls of
tile will make a project expensive, says Quinn. But the cost depends entirely on your choice of tile: “You can find a fabulous white crackled subway tile for less than $3 a square foot,” he says.
BEYOND CERAMICSFlynn loves using tiles made of “unex-
pected materials, such as leather, cork and wood. Leather tiles can be used on walls
and ceilings, but in lower-traffic areas. Cork is a dream because it helps soundproof a space, plus it offers a really warm, organic texture instead of the sleek ceramic surfaces we’re used to seeing.”
“Wooden tiles are rather pricey,” Flynn says, but Quinn points out that manufac-turers such as Porcelanosa now offer porce-lain tiles that look strikingly like real wood. They are durable, resistant to moisture and need no maintenance.

Replace or repair?A homeowner’s dilemma
(ARA) - Maintenance and improvement are both essential realities of home ownership. From windows and skylights to gas ranges and front doors, everything in your home will eventually need some work. But how do you know when something simply needs repair, or merits being replaced?
Of course, each situation will be as unique as the home in which it occurs - and as individual as the homeowners themselves. A few good rules of thumb, however, do apply in most cases. When you’re considering repair or replace-ment, ask yourself these questions:
• How old is the malfunctioning item?• How extensive/pervasive is the problem?• Will the cost of repair approach the cost of replace-
ment?• Which course - repair or replace - will yield the maxi-
mum energy efficiency?• How does the cost of repair measure up to the value
it will provide? How does replacement stack up using the same measure?
To help you get an idea of how these rules apply, here’s what some experts have to say about home elements that frequently raise the repair/replace question:
SkylightsWhile many modern skylights are energy-efficient, qualify
to use the Energy Star mark and are leak-free, if you have an older, plastic model it’s probably a good idea to replace it. Not only are these older plastic bubble-type skylights often faded and unsightly, reducing visibility, they are not UV resistant, are not energy efficient, and are much more likely to leak.
“There are millions of those unattractive, cracked and yel-lowed plastic skylights still out there,” says Ross Vandermark, national product manager of VELUX America, which markets the warranted “No-Leak Skylight.” “Replacing them with new energy-efficient, double-pane (insulating) glass models is quick and easy. They don’t leak, they look better, they reduce UV rays and provide substantial energy savings.”
In fact, based on an estimate of 15 cents per kwh/hr, replacing an old plastic skylight with an Energy Star-quali-fied VELUX skylight can save a 2,000-square-foot home about $194 a year on cooling costs, a company study shows. Add skylight blinds - which are available in a variety of styles that can be remote-controlled, including blackout to block light, light filtering to diffuse light, or Venetian to adjust light - and the energy savings can be enhanced even more. And blinds in colors and patterns can add a fresh look to your room decor. What’s more, depending on the age and condition of even older glass skylights, it’s not a bad idea to consider a modern, more energy efficient model.
