EMERGENCY RESPONSE PLAN - 2020 UpdateJohn Meyer
Tampa Bay LEPC staff has embarked on and nearing completion of the 2020 update of the Tampa Bay LEPC
Hazardous Materials Emergency Response Plan. This update will be finalized and submitted to the Florida Division
of Emergency Management in advance of the June 30, 2020 deadline. As typical, many of this year’s edits are
related to the updating of population figures, County resources and the Section 302 facilities within each County.
LEPC Staff is seeking a motion (and a second) to authorize the Chair to transmit the revised Plan to FDEM upon
completion. Upon submittal and acceptance by FDEM and the SERC, LEPC staff will distribute the updated LEPC
Plan to all required entities. The revised Plan will additionally be posted to the LEPC website shortly following
approval by the SERC, typically in conjunction with their October meetings.

Unless advised differently by members in conjunction with (or prior to) this meeting, Tampa Bay LEPC staff will
solicit a motion to authorize the Chair to request the State Emergency Response Commission (SERC) recertify all
present LEPC members for additional two-year terms. The present LEPC membership is presented as Exhibit 1
(i.e. Pages 3 & 4 of these Agenda materials). Following such membership renewals, membership changes can still
be accommodated and processed in conjunction with the quarterly SERC meetings.

Agenda Item #9 RECAP OF QUARTERLY SERC MEETINGS John Meyer
The State Emergency Response Commission and associated Subcommittee meetings were scheduled to be hosted
at Hilton DoubleTree/St. Augustine on April 16-17, 2020. However, the meetings were cancelled on account of
the COVID-19 pandemic. Florida Division of Emergency Management staff, that supports and administers the
SERC meetings, continues to remain activated at the State Emergency Operations Center implementing and
supporting Florida’s response measures and activities.

DISASTER PLANNING SUBCOMMITTEE (FDPS)John Meyer
The HMEP Planning Team remains ready to conduct Siren Workshops and companion Shelter-in-Place
presentations at the request of various schools, community groups and/or civic associations located in close
proximity to the Port of Tampa and/or to facilitate objectives raised by members of the Tampa Bay LEPC.
Future meetings of the FDPS will be scheduled on an as needed basis. All LEPC members and the public would
be welcome to attend and participate in future FDPS meetings as may be warranted and scheduled.
Agenda Item #11 TAMPA BAY LEPC’S HMEP TRAINING PROGRAM Mike Bloski
Each year, the Tampa Bay LEPC receives HMEP funding in which to assist in meeting some of the hazardous
materials training objectives/needs of public-sector first responders within the Tampa Bay LEPC’s six County
District, including their associated municipalities. Noting that the program is/was established with U.S. Depart-
ment of Transportation (USDOT) funding, each course must be pre-approved by FDEM/USDOT, must meet FDEM’s
cost effectiveness criteria and be transportation-related or at least include a transportation component or nexus.
All courses do typically include a nominal fee to be retained by the LEPC/TBRPC in order to cover administrative
expenses.
The FY 2019-20 HMEP Training budget for the Tampa Bay LEPC is $75,454.55 and spans the period of October 1,
2019 - September 30, 2020. Exhibit 2 (i.e. Page 7 of these Agenda materials) represents the current/tentative
expenditures associated with this Contract.
HMEP Training Subcommittee Chair Mike Bloski has requested the scheduling of a virtual HMEP Training Subcommittee on
Wednesday, May 27, 2020 at 9:30 A.M., one hour prior to the scheduled start of the virtual LEPC quarterly meeting. The primary
focus of this meeting will be to discuss training opportunities and desires associated with the remaining funding associated with
the FY 2019-20 HMEP Contract. Additional funding resulted from the cancellation of a previously-authorized and/or contemplated
courses as well as refinements to reflect the actual costs of completed courses. This table will continue to be updated to reflect
ongoing activities and expenses. Subcommittee members will be provided the specifics for meeting participation in advance of
the meeting.

2-Florida National Guard/48th Civil Support Team & 1-Florida Professional Firefighters association/SERC member]
4. The final cost for the 160-Hr. Hazmat Technician Certification course for Hernando County is $2,584.60 [i.e. $2,328.00 Course Registration ($776 X 3 Students)
+ $88 Pearson Vue Testing Center Fees ($44 X 2 students) + $60 State Test Application Fees ($30 X 2 Student) + $108.60/CM fee].
5. The projected cost for the three 8-Hr. Hazmat Technician Capabilities Evaluation course for Hillsborough County Fire Rescue/Tampa Fire Rescue is $10,500.00
(i.e. $9,716.00 for Vendor + $784.00 CM Fee). It is anticipated that the agencies will combine to host the maximum number of students assessed of 40/day.
6. The final cost for the three 8-Hr. Propane Incidents Response courses for Southern Manatee Fire Rescue/Hillsborough County Fire Rescue was $8,755.78 (i.e.
$8,565.00 for Vendor + $190.78 CM Fee). The training drew a combined 53 students over the three-day period.
7. The projected cost for the 160-Hr. Hybrid Hazmat Technician Certification course for Southern Manatee Fire Rescue is $2,583.68 [i.e. $825.88/Textbooks (11
@ $75.08/each) + $462.00/Exam Registration Fees (11 @ $42.00/each) + $330.00/Exam Certification Fees (11 @ $30.00/ each)+$965.80 Kappler Level A
Training Suits (12 @ $87.80)]. No Course Management Fee will be imposed for this course. Manatee County provided Instructor and covered all other course
expenses.

8. The projected cost for the 48-Hr. Robert E. Rumens Shipboard Marine Firefighting course conducted in Norfolk, VA is $3,800.00 (i.e. $560 registration fee
X 6 students + $440.00 Course Management Fee). Hillsborough County Fire Rescue will fund all other expenses associated with the training for their students
(i.e. lodging, airfare & Per Diem). THIS COURSE WAS CANCELLED ON ACCOUNT OF COVID-19.
9. The projected cost to the Tampa Bay LEPC for the 40-Hr. Hazmat Medic course is $9,100.00 (i.e. $8,600.00 portion of Instructors + $500.00 Course
Management Fee). The remaining $5,900 for Instructors will be paid by Pinellas County
10. The projected cost for the three 8-Hr. Rapid I.D. and Hazard Analysis Of Hazmat courses for Hillsborough County Fire Rescue is $9,966.00 (i.e. $9,466.00 for
Vendor + $500.00 CM Fee).
11. The projected cost for the three 8-Hr. Hazmat Technician Capabilities Evaluation course for Citrus County Fire Rescue is $9,600.00 (i.e. $9,100.00 for Vendor
+ $500.00 CM Fee). If the maximum daily attendance cannot be reached solely with Citrus County students, supplemental students could attend from
Hernando County, Pasco County or other neighboring jurisdiction(s). THIS COURSE WAS CANCELLED DUE TO CONCERN OF FINANCIAL FEASIBILITY OF THE

Agenda Item #13 2020 EMERGENCY RESPONSE GUIDEBOOKS John Meyer
NO UPDATE TO PROVIDE.
The Emergency Response Guidebooks (ERGs) have been published every four years in the recent past. The 2020
version will be smaller in size than the 2016 version but changes in content are unknown at this time. Once the
printing of these ERGs has been completed, previously anticipated in the April - May time frame, ALL
Florida-bound hard copies were scheduled to be delivered to the State Logistics Response Center (SLRC)
warehouse in Orlando. However, FDEM has recently advised of a recent delay in printing and the fact that the
SLRC can no longer serve as the destination since it would conflict with the SLRC’s present function of serving as
receiver and disseminator for COVID-19 response equipment and supplies. FDEM is currently soliciting an
alternative site for the mass delivery and storage of ERGs on a temporary basis. Upon delivery to this alternate
facility, currently anticipated in June, FDEM staff will follow-up by making arrangements for local pickup or to
further disseminate these ERGs across the State to a limited number of sites to be identified and coordinated by
the LEPCs. Similar to the 2016 distribution, the Tampa Bay LEPC has requested that the Citrus, Hernando & Pasco
County copies of the ERG be delivered to the FDOT warehouse in Spring Hill and the copies intended for Pinellas,
Hillsborough & Manatee Counties be delivered to the FDOT warehouse in Clearwater. Mr. Meyer will further
coordinate the timing for pick up of these copies with the respective agencies once confirmation of local receipt
has been received.
At the present time, the Tampa Bay LEPC does not possess any remaining copies of the 2016 ERGs but a rather
sizable number of 2012 ERGs are still available. If interested in copies of the 2012 version, please contact me.

LEPC CHAIR & VICE CHAIRJohn Meyer
Chief Scott Ehlers (Clearwater Fire Rescue) was last re-elected to serve as Chair of the Tampa Bay LEPC Chair for
an additional two-year term in conjunction with the August 22, 2018 meeting of the Tampa Bay LEPC.
Additionally, with no opposition, Capt. Frank DeFrancesco (Hernando County Fire Rescue) was designated to serve
as Vice Chair on November 20, 2019, replacing (then) recently-retired James Johnston for the remainder of his
two-year term. Each of the terms associated with these Officer positions is set to expire following the August 26,
2020 Tampa Bay LEPC meeting.
While Capt. DeFrancesco has expressed a willingness to retain his current LEPC officer position of Vice-Chair of
the Tampa Bay LEPC for an additional two-year term if elected by their LEPC peers, Chief Ehlers was indicated that
he will be stepping down as Tampa Bay LEPC Chair following this term due to anticipated upcoming conflicts.
Both of these positions are subject to a biennial election process of the Tampa Bay LEPC in association with their
August meetings of all even-numbered years.
LEPC members additionally wishing to be considered for either (or both) of these positions must be nominated
and agree to serve through the August 24, 2022 LEPC meeting. Such nomination(s) shall include a prior agreement
to serve from the candidate and shall be provided in writing via e-mail to Mr. John Meyer (LEPC Staff Coordinator
- [email protected]) on or before Friday, July 31, 2020.
If more than a single nomination has been received for one or both positions, a formal election process will be
conducted in conjunction with the next LEPC meeting (i.e. August 26, 2020). However, if only a single nomination
is received for one or both positions, these individuals will be designated to their respective Officer position for
two-year terms.
Please note that nominations for these positions will not be accepted on the floor on the day of the meeting.

Office Reports that were prepared to characterize various hazardous materials releases/incidents which occurred
over the past quarter (i.e. January 1 - March 31, 2020) and transmitted to LEPC staff as informational.

The Tampa Bay LEPC has a vendor for custom embroidered LEPC shirts. The LEPC logo can be embroidered on
a variety of styles, colors and sizes of shirts, all at the direction of the purchaser. The shirts are reasonably priced
