The test would be divided into two parts viz A & B.
Both the parts will have 4 topics each based on the following categorization:
1. Political/Administrative-divided into sub categories like, rights, justice, equality, governance,
constitutionalism, democracy, secularism, political and administrative reforms, civil services, lateral
entry, role of constitutional, statutory and regulatory institutions, problems and issues in policy
process, good governance, civil society, role of media and other issues etc.
2. Philosophical/Ethics-divided into sub categories like, religion, spiritualism, ethical and moral values,
work culture and ethics, ideologies, concept of rights and duties, egalitarianism, equity, justice,
peace, socio-cultural harmony, individualism, consumerism, communitarianism, corruption, good
governance etc.
3. Social-divided into sub categories like, religion, secularism, culture, social justice, gender inequality,
discrimination against women, multiculturalism, communalism, social rights, social conflicts-related
to caste, community, ethnicity, race, family, kinship, tribes, urban riots, corporate culture and
traditional societies, honor killings, mobocracy, cultural vigilantism, nationalism, intolerance,
diversity and other issues.
4. Economic-divided into sub categories like, development, financial issues, poverty, globalization,
employment, financial inclusion, resource distribution, economic justice, liberalization, FDI,
corporate social responsibility etc.
5. Science and Technology-divided into sub categories like, Role of Science and technology, technology
policy, artificial intelligence, big data analysis, use of ICT, E-governance, cyber security, social media,
IT act, technology for social transformation, impact on agriculture, health, space, nuclear, energy etc.
6. Environment/demography-divided into sub categories like, Conservation, environmental impact
assessment, environmental laws like FRA, CBD, EPA, eco-ethics, industrialization vs
environmentalism, role of community, local institutions, women in conservation, global climate
changes and their impacts, disaster management and preparedness, role of NGT, CPCB, NBA,
biodiversity, land acquisition, water harvesting, wasteland management, land reforms and
agricultural practices, environmental activism, man-nature conflicts, population dynamics, natural
resource management, pollution, urbanization, slum formation and its impact, green cities, smart
cities, global initiatives – kyoto, montreal, Cartagena, UNFCCC, GEF etc.
7. International/diplomatic/strategic-nuclear policy, strategic conflicts, India and its growing role in
global politics, energy security and international ramifications, terrorism, naxalism, border disputes,
political realism, rise of rightist governments, global-local debate, growing role of multilateral
institutions, loss of sovereignity, diplomacy and manifestations, rise of Islamic, ethnic and cultural
facism, islamophobia, water wars, piracy, trade and other issues.
8. Current issues/allied issues-topics may vary across the above segments, their interlinked issues can
be asked like-
(i) “Role of local governance in controlling pandemics like corona.”
(ii) “Political justice reflects political inclusion as well as political dissent at the same time.”
(iii) “India's stand on US withdrawal from WHO, and impact on its own health management.”
(iv) “India's nuclear policy and reflections on its energy security.”
