Minutes of the Oswego County Legislature for March 14, 2013 1 MINUTES OF THE PUBLIC HEARING HELD ON MARCH 14, 2013 RELATIVE TO REQUESTS FOR LANDOWNER INCLUSION WITHIN THE EXISTING CERTIFIED AGRICULTURAL DISTRICT PURSUANT TO THE NYS AGRICULTURE AND MARKETS LAW, SECTION 303-b, AS AMENDED” Chairman Beardsley opened the public hearing at 2:04 p.m. County Attorney Richard C. Mitchell read the Public Hearing Notice. Chairman Beardsley offered the floor to anyone wishing to speak. There were no speakers. The Hearing was closed at 2:05 p.m. MINUTES OF THE MEETING OF THE OSWEGO COUNTY LEGISLATURE HELD MARCH 14, 2013 Chairman Beardsley called the meeting to order at 2:05 p.m. Roll call was taken with all legislators present, except Leg. Karasek who was excused. Leg. Karasek was in Albany giving a presentation to OPWDD educating them on the needs of rural counties and lack of funding. The invocation was given by the Clerk of the Legislature, Wendy Falls, followed by the salute to the flag. PRESENTATIONS OF PETITIONS, COMMUNICATION AND NOTICES: None. RECOGNITIONS AND PROCLAMATIONS: Chairman Beardsley called the Human Services Committee forward and invited Commissioner of Social Services Gregg Heffner and Sr. Employment Specialist Silvia Langdon to join them. Leg. Gardner presented a certificate to Ms. Langdon for her 30 years of service to the County. Commissioner Heffner commented that Ms. Langdon’s reviews were glowing, and she is an asset to the organization. Chairman Beardsley called the Human Services Committee forward and invited Leg. Kunzwiler, Commissioner of Social Services Gregg Heffner and Case Management Supervisor Douglas Baldwin to join them. Leg. Gardner presented a certificate to Mr. Baldwin for his 40 years of service to the County. Commissioner Heffner commented that Mr. Baldwin’s 40 years has shown his strength of character. He is a computer wizard, has a valuable skill set and is a great idea man. Chairman Beardsley called the Human Services Committee forward and invited County Administrator Philip Church and Youth Bureau Director Kathleen Fenlon to join them. Leg. Gardner presented a certificate to Ms. Fenlon for her 35 years of service to the county upon her retirement. Administrator Church remarked that Kathy started out as a grant writer. Her abilities as a manager brought groups together. Kathy hired Phil 23 years ago. Administrator Church thanked Kathy for her support over the years. Kathy Fenlon stated that youth development is important for our community to raise young people with quality education. She thanked the legislature and the administrator’s office for their support over the years. Chairman Beardsley invited St. Baldrick’s Day representatives from across Oswego County forward. Chairman Beardsley presented the proclamation to proclaim March 27, 2013 as St. Baldrick’s Day in Oswego County. Dave Turner, Director of Community Development, Tourism and Planning spoke to help raise public awareness for the need to support the fight against childhood cancers and to recognize the hundreds of men, women and children from all walks of life throughout Oswego County who join together in this effort. The committee who organizes this event locally has identified at least 6 children in the greater Oswego area who suffer from some form of this terrible disease. St. Baldrick's Foundation was created solely for the purpose of supporting the fight against childhood cancers. Mr. Turner mentioned one 7 year old boy in our own community who would not be here today if not for a clinical trial he was accepted into which was funded by the St. Baldrick's Foundation. He said there are several employees involved in this effort but leading the charge to fight for these kids is the Sheriff's Deputy's
