1.0 SCOPEThis procedure includes security arrangements at Projects jobsite. Also, procedure is applicable to project life camp. No site or life camp can be left without arranging adequate security.

2.0 PURPOSEObjective of this procedure is to define requirements to be adhered to in order to maintain security at all work locations. All project camping require to be well secured. All traffic movement on site & camping areas also, requires to be secured.

3.0 DEFINITIONSDefinitions regarding certain terms

1. Safety means safety, health & environment disciplines to support project activities2. Company means an organization carrying out or prosecuting project3. Contractor means organization that has won project from client4. Subcontractor means an organization that has won part of a project work from Contractor

organization5. Client means an organization entitle Company in contractual terms that has entrusted

project to organization of Contractor6. Personnel means all personnel involved on project site activities7. Responsibility means job & contract responsibility8. Training means training imparted for specific safety topic on job on project site9. Management means organization top, middle & lower management10. Safety Manager means a person with job title Safety Manager deployed by certain

organization11. Project Manager means a person as such with PM title deployed by Contractor12. Engineer means a person appointed by client or client company for an overall project

direction, engineering resolutions.2. Site Manager responsible for overall site prosecution management over works &

subcontrcators.3. Site Safety Officer responsible for overall safety management on site & report to Project

Manager / Site Manager / Corporate Safety Manager

4. Construction Manager responsible to arrange all safety related resources & provide site team all requirements

5. Project Site Engineer responsible to carry out safety issues within section6. Site Safety Inspector/Engineer responsible to supervise safety measures on site & control

safety issues, should bring to site line management to adopt correct measures.7. Site Foremen responsible for compliance of safety measures as standards or as directed8. An individual working on site responsible to maintain safety measures. In case, missing,

should bring to site team attention

4.0 RESPONSIBILITIES4.1 Site Manager has overall responsibility for security arrangements on

site and for implementing this procedure through various personnel appointed for maintaining Security of all locations on project.

4.2 EPC CONTRACTOR HSE Manager shall liaise and work with SUBCONTRACTORS’ Safety Managers and Construction Manager for an overall co-ordination/method of implementation of this procedure.

4.3 HSE Manager has direct responsibility for ensuring that requirements of this procedure are met and for advising Site Manager of whatever noncompliance.

4.4 Security Officer is responsible for day to day implementation of this procedure.

4.5 Camp Boss is responsible for camp security.

5.0 INSTRUCTIONS5.1 General

Security personnel are required to control relevant construction access gate/s as agreed with EMPLOYER/Contract Requirement. No gates can be left unsecured. Gates either should be closed or well secured. No materials or equipment can be allowed to leave project site without authentic documents to be examined by security personnel. No person can enter site or camp without proper identification by security personnel.

5.2Security Pass, where applicable5.2.1 Personal Passes

5.2.1.1 In strict project sites, All EPC CONTRACTOR & SUBCONTRACTOR personnel and visitors shall enter and leave jobsite only through identified and guarded gates in strict adherence to stipulated safety rules.

5.2.1.2 All personnel shall carry at all times, required security passes to be presented upon request.

5.2.2 Vehicle Passes5.2.2.1 All vehicles entering designated Restricted Zone/s

or an Operating Plant areas shall at all times, have valid security passes.

5.3 Admittance to Camp and Project Areas5.3.1 All EPC CONTRACTOR and SUBCONTRACTOR

personnel and visitors entering Camp and Project Work Areas must be in possession of required security passes or identification document, whatever applicable.

5.3.2 Personnel shall not be allowed to carry camera of whatever kind unless, a permit has been obtained from EMPLOYER and Security Police.

5.4 Security of Equipment, Tools, Materials, Camp, Site Facilities & Offices5.4.1 Security of Construction Vehicles and Equipment

5.4.1.1 All EPC CONTRACTOR and SUBCONTRACTOR construction vehicles shall be identified by individual company numbers painted on each vehicle in a sequence of digits.

5.4.1.2 Wheeled vehicles including equipment shall be parked at designated approved locations on job site.

5.4.1.3 Tracked equipment such as Excavators shall be left at their respective work areas in secure and safe positions.

5.4.1.4 All SUBCONTRACTOR vehicles and construction equipment shall follow same procedure as indicated in foregoing strictly in accordance with known rules and regulations.

5.4.2 Security of Construction Camp Premises & Offices5.4.2.1 Construction camp & project offices shall be

constructed on a location adjacent to main worksite per EMPLOYER assigned and agreed locations.

5.4.2.2 Camp shall be surrounded by a security fence provided with access. Security personnel shall surveillance fence from time to time. No person should jump over it, either to ingress or to egress to & from camp without authorization.

5.4.2.3 EPC CONTRACTOR shall assign day and night security guards at main gate/s or other such locations as agreed with EMPLOYER. Duties of Security Guards are described in this Procedure.

5.4.2.4 Camp Boss shall be responsible for camp security, shall ensure that records identify all permanent residents and that all camp visitors are logged in and logged out.

5.4.2.5 Site facilities shall be guarded by security guards round clock to avoid unauthorized access to miscreants.

5.4.2.6 All spare keys of camp rooms, messes, recreation rooms etc. shall be under custody and responsibility of Camp Boss. All camp rooms, messes, recreation rooms etc. shall be well secured / locked, while not in use.

5.5 General Instructions To Security Guards5.5.1 Security guards and all watchmen should remain alert and

observe carefully at incidents or acts, whatever shall be happening in assigned area. They shall report all, witnessed or reported violations to Security Officer, who would enforce all orders, rules and regulations as required.

5.5.2 Security guards and watchmen shall not leave their posts unless, properly relieved or unless, required to do so in performance of other assigned functions. In such cases, they shall be promptly replaced. In case, when, reliever does not

turn up in appointed time, security guard shall not leave duty, until a suitable replacement assumes charge.

5.5.3 In event of an emergency situation not covered by instructions, Security Guard shall immediately, call Security Officer or Camp Boss as appropriate for to location.

5.5.4 Instructions in direct contradiction to general or special orders shall not be followed unless, approved by Site Manager.

5.5.5 False Information5.5.5.1 A Security Guard or Officer, who intentionally,

issues false information or makes false statements regarding assignments and or responsibilities to fellow Security Officer, Supervisor or EMPLOYER personnel, shall be subject to termination. It is though a rare happening as security guard go no personal interest to inform falsely until, self financial interest exists even then, it is a cognizable offence.

5.5.6 Gratuities/Gratifications5.5.6.1 Security personnel are prohibited from accepting

gratuities/gratifications from anyone for any purpose. Offer of gratuities is to be reported promptly to HSE / site Manager.

5.5.7 Statements to News Media5.5.7.1 Security personnel are prohibited from making

any statement to Press or News media. Such queries are to be referred to Site Manager, who in turn shall refer to concerned senior management personnel.

5.5.8 Public / Personnel Relations5.5.8.1 Security Guard shall use discretion and care in

questioning project employees and SUBCONTRACTOR personnel and in the handling of possible irregularities.

5.5.8.2 Security Guard shall under no circumstances question a person except in presence of a reliable witness.

5.5.8.3 Under no circumstances shall a Security Guard threaten or assault (except in self defense) or coerce in anyway any person.

5.5.8.4 Effort must be made by Security Guards to positively identify people, who refuse to comply with normal Security Instructions. All such instances shall be reported immediately to Security Officer or Camp Boss as appropriate for location.

5.5.8.5 Security Guards at all times shall be helpful in their approach to project workforce and their dealings with the general public. They are instructed that their work places should be clean and tidy at all times i.e. Main Guard Gate, Offices etc. Security guard shall extend assistance to key personnel during off hours, while they work late in case, personnel need some support on request.

5.5.9 Photography5.5.9.1 Photography on site shall only be allowed if prior

written permission is obtained in accordance with EMPLOYER rules and regulations and a permit has been obtained from Security Police.

5.5.10.2. Following agreement with EMPLOYER and or its security agencies, it is envisaged that employee ID badges shall incorporate an electronic system to afford access/egress to camp for EMPLOYER, CONTRACTOR and SUBCONTRACTORS’ employees. Local SUBCONTRACTORS, whose workforce resides outside project security fence shall also, be required to swipe entries/exits to project at assigned locations. When site is located in non- prohibited areas, requirements of many considerations may not work. For example photographs could be allowed without formal permission. But, identification of persons available on site should be recorded as state of art practice all over globe from security reasons.

5.5.11 Visitors Log shall always be maintained as it tells how many persons have been available on site during day. Such information may assist head count in case of fire break out.
