I 空間需求與設計準則 I PLANNING AND DESIGN GUIDELINES

本競圖主要目的為藉由概念設計國際競圖方式,廣徵前瞻且具創意的定位

及設計構想,以提供新北市立美術館嶄新的風貌與多元化藝術展示空間規

劃方案。設計團隊須儘可能挑戰想像極致,以競逐現代美術館的未來可能

性,共同為新北市創造新世紀的藝術地標!

本須知所提出之空間需求與設計準則僅供參考,參賽者須就現代美術館的

未來可能性提出定位,並可自行定義展示方式,並提出空間須求;再依須

求提出規劃設計方案。

以下為初步規劃之空間須求:

本美術館之功能規劃將有別於目前之都會型之美術館,配合本案之基地座落及周邊環境之特

色,打造「新北市立美術館」為一兼具教育、觀光、展示、遊憩特色之美術館。其應具以下特

色:

1. 應營造「藝術即生活」、「生活即藝術」的環境:

應營造生活中無處不藝術,藝術即為生活的一部份的環境,使民眾於園區中能感受到生活與

藝術的完全融合。

2. 應創造易於接近之建築及園區意像:

建築設計及園區規劃應創造歡迎的意像,以吸引一般民眾之進入使用,改變傳統以來「美術

館」是「藝術人士」的專屬場域之觀念。

3. 應營造輕鬆、明亮的展場氣氛:

改變傳統以來「藝術」是一種高高在上的環境,營造輕鬆、明亮的展場氣氛,使一般民眾易

於接受,進而進入「藝術」的生活殿堂。

4. 應創造具觀光及遊憩特色的意像:

鶯歌已由昔日以生產陶瓷為主的產業型都市,漸漸轉型為以觀光、遊憩為主的觀光型都市,

本案之設計亦應配合都市之發展,打造一具觀光及遊憩特色的「美術館」。

5. 應建構「全民美術館」:

「美術館」的傳統定位已不符合本案之需求,配合本案的基地特色及世界潮流,本案應考量

全民藝術生活之需求,建構一屬於「全民的美術館」。

The objectives of this competition to build a world-class museum of art in a call for proposal through a conceptual design international competition, creative and visionary schemes are sought in order to give the New Taipei City Museum of Art a fresh look and versatile art exhibition space. The design teams from all over the world are invited to challenge their imagination, pursue new possibilities for modern art museums and help New Taipei City create an artistic icon for the new century!The planning and design guidelines in this design brief are for reference only. The designer must propose the new positioning for the new possibilities for modern art museums, define the exhibition method, and propose new space requirement, then proceed the planning and design based on the new required spaces and design guidelines.The followings are the preliminary planning and design requirements:

The functional planning of the NTCArt will differ from the urban museum typology. Complemented by the distinctive characteristic of its location and setting, the NTCArt aims to achieve the multifarious objectives of education, tourism, exhibition and recreation, with the following goals:

(1) “Art as lifestyle” and “lifestyle as art”:

An environment where art is a ubiquitous and integral part of life shall be created so that the public can experience a seamless fusion of art and lifestyle.

(2) “Approachable” architecture and park:

Both the architectural design and the park planning shall strive to manifest a welcoming image that engages the public to enter and participate, contrary to the conventional perception of art museums as the exclusive territory for artists, patrons and experts.

(3) Bright, relaxed exhibit space:

In contrast with the conventional “upscale” image of art, a bright, relaxed exhibit space, readily accessible to the public, shall be created so as to invite them to engage in art as a lifestyle.

(4) Tourism- and recreation-oriented

Aligning with Yingge’s gradual shift in industry positioning from ceramic manufacturing to tourism and recreation, the design of NTCArt shall also cater to these new development objectives.

(5) A “people’s art museum”

Theconventionalpositioningofartmuseumsnolongersatisfiestheneedsof theNTCArt.Instead, its design shall consider the distinct site features, global trends and the public’s artistic lifestyle needs, with a view to create a “people’s art museum”.

The overall planning must give considerations to integrate the circulation with the surrounding existing facilities.

The massing design shall take into account the relationship between the buildings, the boulevard (Huan-he Rd), Yingge River, Da-han River and the pedestrian and vehicular circulation.

The landscape planning must relate to the existing landscaping and the ceramic art plaza; as a general rule, existing facilities should be preserved.

Celebrating “art as lifestyle” and “lifestyle as art”, the architectural design and park planning shall epitomize a seamless integration of art and lifestyle.

The children’s museum of art shall be designed as an exhibition and education space that is interactive and participatory. Here, children are encouraged to learn about art and enhance their ability to perceive beauty in their lives, through games, exploration, observation, experimentation, imagination and creative work.

The pedestrian pathway (including bike lane) across Huan-he Rd must be integrated with museum buildings and the existing bike path (along Yingge River and Da-han River).

As a general rule, the pedestrian pathway (including bike lane) across Huan-he Rd should be an overpass, with an optional roof. Its design must echo and coordinate with the overall architectural and landscaping design.

整體配置設計時須考慮動線與周邊現有之設施整合。

量體設計應考量與林蔭大道(環河路),鶯歌溪、大漢溪及人行、車行動線之關係。

景觀規劃時,須與現有之景觀工程及陶瓷藝術特區配合,以不破壞既有之固定設施為

原則。

應營造「藝術即生活」、「生活即藝術」的環境,建築設計及園區規畫應展現生活與

藝術完全融合之特色。

兒童美術館之空間設計應以互動式與參與式之空間來規劃展覽與教育空間;藉由遊

戲、創作、探索、觀察、體驗、想像等方式,讓孩子透過藝術在遊戲中學習,練習感

受生活周遭美的能力。

基地跨越環河路之人行步道(含腳踏車道),須配合建築物動線配置,並連接現有之腳

踏車道(沿鶯歌溪、大漢溪)。

人行步道(含腳踏車道)跨越環河路部份以採用高架連接為原則,可加頂蓋,造型需與

整體建築及景觀互相呼應及協調。

Besides serving as a thoroughfare, additional functions may be incorporated into the design of the pedestrian pathway (including bike lane) (e.g. lookout area, small plaza, etc.)

The following pedestrian (and bike) approaches shall be considered:

(1) From the Ying-ge Ceramics Museum

(2) Via the pedestrian pathway (including bike lane) across Huan-he Rd

The following vehicular approaches shall be considered:

(1) From the Ying-ge Ceramics Museum

(2) From E. Huan-he Rd

When determining the building orientation, configuration and material selection, special attention must be paid to climatic factors including strong northeasterly winter monsoons and hot, humid summers.

When designing the outdoor space(s), special attention must be paid to providing extensive shaded area and protection against wind and rain.

Planning and design shall incorporate the concepts of energy conservation, green architecture and sustainable buildings.

人行步道(含腳踏車道)除供通行外,亦可依設計須要增加其他功能。(如:觀景台,小型活動

廣場…等)

進入基地之人行(含腳踏車)動線同時考量由:

(1)鶯歌陶磁博物館方向

(2)跨越環河路之人行步道(含腳踏車道)

基地冬天東北季風強勁,夏天氣候炎熱、多雨,建築配置及材料使用時須特別考量氣

候因素之影響。

廣場設計須特別考量增加遮蔭面積及防風、防雨之功能。

以「節約能源」、「綠建築」、及「永續建築」的觀念規劃設計。

開發模式

Chapter 2 Planning and Development第貳章

在開發方式之規劃上,建議採一次開發,分段施工方式進行。目前土地已完全由新北市政府

取得,經由都市計畫變更程序完成後,基地之編定為特定目的事業用地,因此建築師設計完

成後,即可發包施工。開發分段如下:

包括設計前的基本資料調查,地質鑽探及調查,基礎工程之施工,此階段工程應特別注

意基礎設計及地質承載力等因素,尤其地下水位之監測及建築物之沉陷監測應特別注

意。

包括當代美術館主體建築及兒童美術館主體建築工程,及其附屬設施包括停車空間,公

共服務空間,營運管理空間…等。

包括園區景觀設施,戶外展示空間,遊覽車停車場…等。

It is recommended that the NTCArt adopt a comprehensive planning and development process in conjunction with staged construction. The development site has been fully acquired by the New Taipei City Government and has been rezoned to “specific use”. Therefore, procurement and construction can commence as soon as design is completed by the architect. The development and construction will be subdivided as follows:

Included in this stage are pre-design surveys, geological investigation and surveys and the construction of infrastructure. Special attention shall be paid to elements such as foundation design and soil bearing capacities, especially the monitoring of groundwater levels and building settlement.

This stage will include the construction of the contemporary museum of art and the children’s museum of art, as well as auxiliary facilities such as parking, public service spaces, administrative spaces, etc.

Included in this stage are park landscaping, outdoor exhibit spaces, tour bus parking, etc.

興建基本需求

Chapter 3 Basic Requirements第參章

為本案之主要展示區域,專為視覺藝術、當代設計,數位藝術展示而設置之空間。

展示空間特性須有別於傳統美術館較古典、正式、沉悶的氣氛,須能反應當代美術的特色,創

造出具現代感的展示空間。

主要使用對象:以1~99歲之訪客。

The contemporary museum of art will be the main exhibit module of the NTCArt, designed specificallyfordisplaysinvisualarts,contemporarydesignsanddigitalarts.

The exhibit spaces must be distinct from the more classical, formal and oppressive ambienceofconventionalartmuseums;theirdesignshallreflectthetimesandthespiritofcontemporary arts.

Target users: visitors aged 1-99

3.1 當代美術館 3.1 Contemporary Fine Arts Museum

3.1.1 公共大廳

應具有足夠寬敞的空間,作為訪客進入展場的主要聚集之場所。

必要時亦可與展覽空間結合,作為特殊展示使用。

大廳內須配置服務台,寄物處、購票區、入口驗票管制、服務人員休息區、保全管制台、醫務

室等空間。

空間須具有良好之通風、採光。

The lobby shall provide ample space as the main entry and assembly area. It must also offertheflexibilitytobeincorporatedaspartoftheexhibitspaceforspecialpresentationsasrequired.

The lobby includes the information center, personal item storage, ticketing center, ticket checkarea,stafflounge,securitycontrolstation,firstaidroom,etc.

Good ventilation and natural lighting must be provided.

3.1.2 特別展示區:國際性特展、主題特展

3.1.3 常設展示區

•空間分為十大區,其中二區面積較大,主要作為國際性美術特展之空間。其他八區

為主題特展,主要作為一般美術特展之空間。

•各區空間可分別依須要單獨展示,必要時須可彈性結合幾個展區之空間,舉辦較大

規模之展覽。

•空間須配合當代美術之特性,營造明亮、多樣化的空間氛圍,引導大眾輕易的進入

藝術領域。

•樓層高度須具變化性,須考慮可進行多層次立體展示之可能性。

•空間規劃應有別於傳統之展示空間,創造層次豐富,多樣化之展示空間。

•展示動線規劃須清楚、明瞭,避免迷失於各展覽區中。

•各展區間必要時須配置休息區,供休憩及短暫的集合及解說。

•空間分為四區,主要作為新北市藝術家及相關重要藝術品之展示空間及交流平台。

(本案僅作空間規劃,展示細部設計將另案辦理,不包含於本案之興建工程委託範

圍)

•各區空間可分別依須要單獨展示,必要時須可彈性結合幾個展區之空間,舉辦較大

規模之展覽。

•空間須配合藝術家及展品之特性,營造具特色的空間氛圍,引導大眾輕易的進入藝

術領域。

•樓層高度須具變化性,須考慮可進行多層次立體展示之可能性。

•空間規劃應有別於傳統之展示空間,創造層次豐富,多樣化之展示空間。

•展示動線規劃須清楚、明瞭,避免迷失於各展覽區中。

•各展區間必要時須配置休息區,供休憩及短暫的集合及解說。

•To be subdivided into 10 “rooms”, with two greater rooms for special international art shows and the rest for thematic, general-natured art shows.

•The rooms must be able to accommodate separate isolated exhibits while also offering theflexibilitytobecombinedintogreaterspacesforlarger-scaledexhibits.

•Capturing the spirit of contemporary arts, the rooms must create a bright, diverse environment that is conducive to the public’s enjoyment of art.

•Floor heights must be varied and the possibility of multi-leveled or 3-dimensional displays must be considered.

•The design of exhibit spaces shall differ from conventional designs and shall be layered and diverse.

•The circulation must be clearly and explicitly delineated so that visitors do not become lost in the various exhibit rooms.

•Resting areas between exhibit rooms shall be provided as required for resting and brief assembly and interpretation.

•To be subdivided into 4 “rooms”, to function mainly as display space for significant artwork and exchange platform for artists from the New Taipei City. (The scope of this competition covers only the spatial planning for this area; its detailed exhibition design is to be handled in a separate contract.)

•The rooms must be able to accommodate separate isolated exhibits while also offering theflexibilitytobecombinedintogreaterspacesforlarger-scaledexhibits.

•The rooms must be designed to showcase the uniqueness of various featured artists and artwork and should be conducive to the general public’s enjoyment of art.

•Floor heights shall be varied and the possibility of multi-level or 3-dimensional displays must be considered.

•The design of the exhibit spaces shall differ from conventional designs and shall be layered and diverse.

•The circulation must be clearly and explicitly delineated so that visitors do not become lost in the various exhibit rooms.

•Resting areas between exhibit rooms shall be provided as required for resting and brief assembly and interpretation.

•主要作為美術、設計藝術之資源中心,空間包括:服務台,圖書室,閱覽室,翻拍室,個

人視聽室,多媒體視聽教室等。

•圖書室主要為美術、設計、藝術圖書之收藏,應考量藝術媒材及尺寸的多樣性,規劃容納

不同的收藏空間。

•閱覽室應跳脫傳統之空間設計,營造出輕鬆、舒適且具藝術特質之閱讀空間。

•多媒體視聽教室提供團體觀賞多媒體影片之空間,須可容納約100名訪客同時使用,空間

設計應避免傳統排排坐之規劃,須營造出具美術、工藝、設計藝術特殊氛圍之空間。

•提供專題演講、研討會,多媒體影片觀賞之空間,須可同時容納約500名訪客同時使

用。

•空間配置與公共大廳接近,提供訪客很容易的接近使用。

•提供訪客進行藝術教育體驗DIY活動之空間,配合展示活動規劃,進行定時,不定時之

DIY活動。

•應考量親子同時參與活動之可能性。

•應規劃等待區,提供活動進行時家人的等待區域,等待區應具有良好的教室視野,以便家

人從旁觀察活動的進行情況。

•空間位置應配置於大多數訪客經常經過,且可輕易到達之位置,以吸引大眾之參與。

•空間形式可不拘泥於傳統之「隔間教室」,空間形狀亦可多變化,以達到活潑、開放、親

子互動參與為原則。

•A resource center for arts and design arts. Includes: information center, library, reading room, printing room, personal audiovisual room, multimedia classroom, etc.

•The library houses book collections on art and design. Considerations shall be made for diverse media types and sizes, and varying archive spaces shall be provided accordingly.

•The design of the reading room shall be distinct from conventional designs and shall strive to create a relaxed, comfortable and “artful” reading environment.

•The multimedia classroom is for group viewing of multimedia films and must accommodate approximately 100 visitors at one time. Avoiding conventional rowed seating arrangement, the design of the multimedia classroom shall strive to create a unique spatial environment that is conducive to arts, industrial arts and design arts.

•Used for keynote lectures, seminars and the viewing of multimedia films; must accommodate approximately 500 visitors at one time.

•To be in close proximity with the lobby and easily accessible to visitors.

•Provide spaces for regular and occasional DIY activities related to ongoing exhibits, whereby visitors can partake in educational and artistic experiences.

•Considerations shall be made to accommodate family participation in activities.

•A waiting area to accommodate family members during activities shall be provided. Good sightline to the classroom shall be ensured for family members to observe ongoing activities.

•The classrooms shall be located where visitor traffic is frequent and shall be readily accessible to the public to engage their involvement.

•Theclassroomsneednotbeconfinedtotheconventionalpartitionedclassroomtypologyand their forms may be varied. As a general rule, they should be designed to foster open and dynamic family interaction and participation.

3.1.7 美術名人堂

3.1.8 典藏庫

•選擇新北市及國際美術界知名大師,設置名人堂空間,供大眾更進一步了解各大師

之相關資訊。

•空間配置可採集中式設置,或分散式設置與園區,與戶外/半戶外展示區相結合。

•空間設計可採室內空間區劃,或分散式地景設計,與園區地景結合。

•名人堂之規劃不必拘泥於傳統名人蠟像之設置,可思考以更多元或裝置藝術方式表

現,以能表達名人之特色為原則。(本案僅作空間規劃,名人堂之細部設計將另案

辦理,不包含於本案之興建工程委託範圍)

•空間位置應配置於大多數訪客經常經過,且可輕易到達之位置,以吸引大眾之參

與。

•空間規劃不一定須為單獨一區,可考慮與展覽空間整合使用,必要時亦可彈性作為

展覽空間使用。

•為藝術品安全考量,儘量不要設置於地下室。

•中央空調須具恆溫、恆濕自動控制設備須24小時運轉。

•溫度須控制於20℃±1℃,相對溼度控制於50%RH±5%RH,照明採標準色溫,低紫外線照明設備,消防系統採FM200氣體式滅火系統,以降低外在環境因素對典藏品

的傷害。

•典藏庫應具保全、監視、警告及通訊系統等設備。

•The intent is to familiarize the general public with specially selected master artists from New Taipei City and the international arts scene.

•The placement may be centralized or dispersed throughout the site, or combined with outdoor/semi-outdoor exhibit spaces.

•The design may be a single centralized interior space or dispersed landscaped spaces integrated with the park’s landscaping.

•The display need not be confined to the convention of celebrity wax figure collections; more creative presentations or the use of installation art may be considered. As a general rule, the hall of fame should strive to showcase each celebrity’ s distinctive traits. (The scope of this competition covers only the spatial planning for the hall of fame; its detailed design is to be handled in a separate contract.)

•The hall of fame shall be located where visitor traffic is frequent and shall be readily accessible to the public to engage their involvement.

•Need not be designed as an isolated area; considerations may be given to its joint use with exhibit spaces or even as part of the exhibit spaces.

•To ensure security for the collections, the storehouse should not be located in the basement if possible.

•The storehouse must be equipped with 24hr automated HVAC controls to ensure constant temperature and humidity.

專為兒童美術展示,兒童美學教育推展而設置之空間,並成為區域兒童藝術教育資源中心。由

於使用對象主要為兒童,建築物應配合兒童天真、活潑之特性,創造豐富色彩且多樣化的建築

意象。空間設計上亦應營造明亮、活潑、多變化之特色。

希望藉由遊戲、創作、探索、觀察、體驗、想像等方式,讓孩子透過藝術在遊戲中學習,練習

感受生活周遭美的能力。「兒童美術館」將整合美術館教育與兒童藝術教育領域,結合互動展

示與藝術教育推廣活動,藉由主題策劃的方式,提供更豐富、有趣與活潑化的教育展示設計。

現代兒童美術館的空間設計應考量以下幾點:

1. 營造以兒童為中心的學習情境。

2. 提供多元學習途徑與環境學習的場域。

3. 提供自由的探索藝術活動環境,可以讓兒童自在地沉浸在自己的創作天地裡。

4. 針對不同的展覽設計屬於孩子「玩」的活動,唯有親身的體驗,與藝術品做最近的接觸,

才能拉近孩子對藝術美感的距離。

5. 兒童美術館內的一切設施,必須依兒童的角度來規劃其尺度,包括盥洗室、展覽區、公共

空間、廊道、服務台…。展出作品的高度、牆面高度,燈光、壁面顏色、家具….與說明版

的文字的寫法,都應以兒童的學習環境為優先考量。

6. 規劃複合式空間的藝術教學環境,做為推廣藝術賞析與探索:視覺藝術導覽區、多媒體教

學區、資訊搜尋區、語音導覽區、閱讀導覽區、遊戲創作區、表演舞台區等。

The purpose of the children’s museum of art is to display children’s artwork, promote children’s art education and become the regional resource center for children’s art education. Asthetargetusersarechildren,thearchitectureshallreflecttheirinnocenceandenergyina colorful and diverse expression. Its spatial design shall also echo their bright, dynamic and multifarious attributes.

Here, children are encouraged to learn about art and enhance their ability to perceive beauty in their lives, through games, exploration, observation, experimentation, imagination and creative work. The children’s museum of art will consolidate art museum education and children’s art education. By offering interactive exhibits and activities that promote art education, more enriched, interesting and animated educational displays are provided through thematic presentations. The spatial design of this contemporary children’s art museum shall give considerations to the following objectives:

1. Creating a child-oriented learning environment

2. Providing diverse learning vehicles and an environment to learn in and learn from.

3. Providing an environment where children can freely explore art and immerse themselves in their creative world.

4. Designing activities geared to various ongoing exhibits for children to “play” in—they will learn to appreciate art and beauty by actually experiencing and experimenting with art and coming in close contact with artwork.

5. Planning of all facilities (WCs, exhibit areas, public spaces, circulation, information center, etc.) according to the scale of a child. The display heights, wall heights, lighting, wall colors, furniture, etc., as well as the way descriptions are written, shall all give priority to creating an environment conducive to children’s learning.

6. Providing a multifunctional environment for art education to promote art appreciation and exploration (i.e., guided visual art displays, multimedia learning, information search, audio-guided tours, guided reading, games and creative work, stage performance, etc.).

室…等,兒童美術館要成為美術教育研究的資源與材料,也提供一個美術教育工作者以此觀

摩學習的平台。

因此兒童美術館定位是「教育中心」,教育的對像是兒童,兒童的父母、兒童的老師、兒

童周邊的相關人士,以及社會大眾。這已經是概括了一個全民美術再教育的可能性。這個宗

旨,非常清晰而明確,成為兒童美術館的使命目標,也成為一切規劃、發展、執行的的考量

方向。

成人將在美術館被教導認識解讀孩子的原創性、孩子的符號語言、以及孩子的美感品味。

未來兒童美術館將以互動與參與式教學來規劃展覽與教育,美術教育最大的目標與期待,不

是為了要孩子製作藝術品,或造就專業畫家,著眼的是整個藝術創造的實證經驗,以及養成

對藝術正確的知識、能力、態度、習性與價值觀。在兒童成長過程中提供藝術創作的學習體

驗,領會藝術的內在精神,以及發掘幼兒與生俱來「原創能力」的珍貴。 

由於兒童天生具有好動的特性,因此空間規劃上應避免銳角的產生,避免發生危險,同時應

避免有死角空間,易為管理上所忽略;材料(尤其是地板及牆面)之使用須特別注意保護兒童

安全,並具有抗污及易清潔之特性。

主要使用對象:以2~18歲之兒童、青少年為主。

In addition, the resource center for children’s art education must provide facilities for a library, audiovisual activities, discussions and research and teaching material displays. The children’s museum of art itself is to become a source and resource for researches in art education, as well as a platform where art educators may observe and learn.

Hence, the children’s museum of art is positioned as an “education center”, with the target subjects being children, their parents, their teachers and other relevant individuals, as well as the general public. In other words, it will provide a platform to re-educate all citizens about art. This clear, well-defined mission for the children’s museum of art shall inform all its planning, development and implementation.

Adults will be educated here about how to identify children’s creativity, code language and aesthetic taste.

Exhibits and educational activities offered at the children’s fine arts museum will be interactive and participatory. The ultimate goal is not to teach children how to create artwork or make them into professional artists. Rather, the focus is to provide an interactive, experimental workspace where children can engage in creative work and to help them cultivate good knowledge, capacity, attitude and values towards art. The museum will provide children, as they grow up, with learning experiences in artistic creation, help them understand the true spirit of art, and unearth the precious ingenuity that all children are born with.

Because children are restless by nature, the museum’s design shall avoid hazardous sharp corners or easily overlooked dead spaces. The selection of building materials (especially walls and floors)mustgiveprioritytochildren’ssafetyandbestain-resistantandeasilycleanable.

第壹章1.1 地理環境 1.1 Geographic Environment

1.1.1 位置

臺灣位於北緯21°53’50”與25°18’20”之間、東經120°01’00”與121°

59’15”之間,北迴歸線經過臺灣島中部,因此全島為典型海洋與亞熱帶季風

氣候。

中華民國(臺灣)位於西太平洋上,西臨臺灣海峽,與中國大陸遙遙相望。北

邊隔東海與日本琉球群島相接,東邊為太平洋,南則隔巴士海峽與菲律賓相

鄰。為西太平洋阿留申群島、千島群島、日本、琉球、菲律賓等眾多島嶼所形

成的島之一。

1.1.1 LocationTaiwan is located between latitude 21°53’ 50” and 25°18’20” degrees north and longitude between 120°01’00” and 121°59’15” degrees east. As Tropic of Cancer passes through central Taiwan, the island is shrouded in typical oceanic and sub-tropical monsoon climate.

Taiwan, Republic of China is located in the Western Pacific Ocean. To the west, it faces the Taiwan Straight and China is on the other side of the Straight. To the north is East Ocean and Okinawa, Japan. To the east is the Pacific Ocean and to the south are the Bashi Channel and the Philippines. Taiwan is one of the chains of many islands, including Aleutian Islands, Thousand Islands, Japan, Okinawa and the Philippines.

1.1.2 地形

臺灣土地面積約36,179平方公里,本島長約394公里,最寬處144公里;海岸線總計長達

1,566公里(包括澎湖群島),平順且完整。

臺灣島中心軸線為南北走向之山脊,有許多山峰高達3,000公尺以上,31﹪為1,000公尺以上

陡峭的高山(最高的山峰---玉山:海拔3,952公尺);38﹪為海拔100~1,000公尺之間的丘

陵與台地,另外31﹪則為海拔100公尺以下的沖積平原,大多數為人口、農業、及工業密集

區。其他地形尚有火山、梯田、海岸平原及盆地等。

1.1.2 TopologyTaiwan has approximately 36,179 km2 in area. The length of the island is 394 km and the widest part is 144 km. The total length of the coastline is 1,566 km (including Penghu Islands). The coastline is smooth and intact.

The central axis of Taiwan is mountains extending from north to south. Many peaks are over 3,000 meters in height. The mountains towering over 1,000 meters account for 31% of the area (with the highest peak, Mt. Jade, reaching 3,952 meters in height). The hills and tablelands ranging from 100 to 1,000 meters in altitude account for 38% of the area. The remaining 31% area is occupied with alluvial plains below 100 meters in altitude. These plains are mostly densely populated with people, industries and agricultural developments. Other terrains are volcanoes, terrace fields, coastal plains and basins.

1.2 自然環境

1.2.1 氣候

5月到9月為臺灣的夏季,氣溫約在攝氏27~37度之間,冬季較短也較溫暖。由於

四面環海,氣候濕潤,平均相對濕度達80.6。年降雨量約在2,500公厘。夏季常

有颱風。

1.2.1 ClimateSummer in Taiwan starts in May and ends in September. In summer, the temperatures are in the range of 27~37ºC. Winter tends to be short and warm. Taiwan is surrounded by seas so the climate is humid, with the average relative humidity of 80.6. The annual rainfall is approximately 2,500mm. Typhoons are frequent in summer.

1.2 Natural Environment

1.2.2 地震

臺灣位於環太平洋地震帶上,並處在菲律賓海板塊西側的馬尼拉與琉球海溝交

界處,故地震活動十分頻繁。菲律賓海板塊及歐亞大陸板塊每年約以七到八公

分的速度聚合。

1.2.2 EarthquakesLocated in the Circum-Pacific seismic zone and situated at the interconnection between Manila Trench and Ryukyu Trench on the western edge of the Philippines Sea Plate, Taiwan experiences frequent earthquakes. The Philippines Sea Plate and Eurasian Plate are converging at the rate of 7~8cm per annum.

1.3 人文環境

1.3.1 民主

五十幾年來臺灣人民經由和平漸進的「寧靜革命」,一步步實現民主自由的理

念,同時又能夠維持國家安定、經濟成長及社會穩定。2004年臺灣舉辦全民直

選總統及立法委員,並進行第一次全民公投,臺灣持續捍衛民權及鞏固民主的

努力也贏得國際肯定。

1.3.1 DemocracyOver the past five decades, Taiwanese people have step by step achieved freedom and democracy through a peaceful and gradual “quiet revolution” while all the time maintaining political stability, economic growth and social order.

1.3 Cultural Environment

1.3.2 經濟

臺灣農業在GDP中的比重從1952年的35%下降到2%。傳統勞動密集型工業已經漸

漸由高科技產業取代。臺灣的電子工業對世界經濟舉足輕重,大多數電腦電子

零組件都是在臺灣生產的。對外貿易是臺灣重要的經濟命脈,2010年臺灣與中

國大陸簽訂ECFA,對中國的經濟大幅開放並加劇兩岸的經貿往來。

1.3.2 EconomyThe percentage of agriculture in Taiwan declined from 35% in 1952 to 2%. The traditional labour-incentive industries have been gradually giving way to the high-tech industries. The electronics industry is Taiwan plays an important role in the global economy, as most IT components are made in Taiwan. Foreign trade is the pillar of the Taiwanese economy. Taiwan and China are scheduled to enter an Economic Cooperation Framework Agreement in 2010, to accelerate the trade and economic developments between Taiwan and China.

1.3.3 文化

臺灣在過去十年的政治民主化及經濟繁榮已引發一種多元文化環境,視覺、表

演及文學藝術在此環境中生根茁壯。臺灣的藝術發展在戰後數十年與傳統中國

文化密不可分,然而受到臺灣本土意識所驅動的藝術家及作家,現在越來越強

調創作具有地方色彩的作品。2010年文化創意產業法的實施,將致力於保存臺

灣的文化多樣性與遺產、推動地方社區的文化活動、發展相關產業、建立並擴

展地方藝術設施。

1.3.3 Culture

Political democratization and economic prosperity in Taiwan in the past decade or so have brought about a pluralistic cultural environment in which visual, performing, and literary arts take root and flourish. While Taiwan's artistic development in the postwar decades was intimately interwoven with traditional Chinese culture, its artists and writers, driven by a sense of a Taiwan identity, are now placing increasing emphasis on creating works with local hues. Today's artists develop unique styles by combining traditional and contemporary elements, and Eastern and Western concepts. In 2010, the Taiwanese government passed Law for the Development of the Cultural and Creative Industries. With the efforts from the public and private sectors, the cultural and creative industries in Taiwan should promise prosperity.

1.3.4 教育

中華民國憲法編列國家教育預算為百分之15,6到21歲人口的總入學率達百分之

1.4 都會發展結構

地形上由於中央山脈的阻隔,大致上可劃分為西半部及東半部兩大發展區塊,由於西半

部的面積較大,發展較東半部快,人口大部份都居住於此。西半部的發展,可大致分為

北、中、南部三大都會區發展,分別為北部的「臺北市都會區」、「新北市都會區」、

中部的「臺中市都會區」及南部的「臺南市都會區」、「高雄市都會區」。

Because of the Central Mountain Range, Taiwan can be divided into two halves of metropolitan development. Because the western side has more flatlands and was developed faster than the eastern side, most of Taiwan’s population is concentrated there. It is located at the northernmost tip of Taiwan Proper and wraps around Taipei City. Originally the Taipei County, it was restructured as a special municipality on Dec. 25, 2010.

New Taipei City has a coastline stretching 120 km and an area of 2,052 km2, roughly 6% of the total area of Taiwan Proper. The varied topography ranges from mountains, hills to plateaus. A myriad of river tributaries, mostly freshwater, helps create a scenic geographical setting.

2.1 新北市的區域發展定位與挑戰

2.1.1 問題與挑戰

新北市為全臺灣人口最多的行政區,長期以來作為臺北都會區發展的主要腹地,相對臺

北市低廉的土地使用成本,造就以二級產業為主的中小型企業蓬勃發展,並為台灣經濟

的突飛猛進,貢獻一份力量。近年由於全球競爭與科技化的趨勢,台灣地區產業結構出

現明顯的轉型,加上社會經濟成長所引發對生活品質提升與環境保育的強烈需求,使新

北市面臨新世紀的新挑戰。

近年來,大環境的具體轉變以及多項建設的完成(如捷運通車、北二高通車、新板橋車

站完工啟用)之後,新北市在臺北都會區的空間定位,以及新北市各區之間的相互關

連,均出現結構性轉變。

新北市所轄二十九個行政區,分別具備不同的地區發展特性,因此在發展上依據整體發

展架構進行規劃,提昇新北市在都會區多元發展的潛力,將是一項重要的課題。

當前新北市所面臨的問題與挑戰有時間、空間與活動三個向度。

在時間上,調和新北市發展過程與時代趨勢,從龐雜的市政問題中確立現階段新北市發

展定位,並隨時間動態調整。

在空間上,均衡都會、新北市與各區的發展,在都會層級為新北市與台北市之間的合作

與資源互補,展現都會區成員的權力與義務。在新北市為因地制宜規劃地區特色,以完

整新北市的機能。

New Taipei City has the largest population of any administrative region in Taiwan, and has long been the main hinterland for development in the urban Taipei area. Since land is relatively inexpensive compared with in Taipei City, New Taipei City has nurtured a flourishing ecology of small and medium enterprises in mostly secondary industries, and has made a considerable contribution to Taiwan's economic growth in the past. The emergence of global competition and the advance of technology in recent years have brought about major changes in Taiwan's industry structure, and socioeconomic transformations have caused people to direct their attention towards the improvement of quality of life and environmental conservation. These changes have forced New Taipei City to face new challenges in the 21st century.

Recent changes in the larger environment and the completion of many infrastructure projects (such as the Taipei MRT, Second Northern Freeway, and new Banciao Station) have triggered structural transformations in the spatial positioning of New Taipei City in the Taipei urban area, and in the relationship between the city’s districts.

New Taipei City's 29 districts all possess their own developmental characteristics. Because of this, how to enable New Taipei City to realize its potential for diversified development within an overall development framework is becoming an important issue.

The problems and challenges currently faced by New Taipei City can be defined in terms of the three dimensions of time, space, and activity:

In the dimension of time, the city's development process and current trends must be harmonized, the city's development positioning determined in view the numerous problems afflicting the city government, and adjustments made to reflect the changing times.

In the dimension of space, a balance must be struck between the development of the metropolitan area, New Taipei City, and its districts, and cooperation and resource sharing between New Taipei city and Taipei City at the metropolitan level must reflect the powers and duties of the urban area's member entities. New Taipei City must plan local specialties in ways that suit local circumstances, and thereby ensure that the city can offer complete functions. At the district level, the city must emphasize infrastructure and local identity in order to satisfy the needs of city residents.

In the dimension of activity, life, production, and ecological sustainability are intimately linked with city residents' lives. The city must therefore upgrade existing industries while simultaneously protecting the environment.

2.2.1.1 Geographical location

新北市地理位置處臺北西北部,中心位置為石碇區之石碇。東接宜蘭縣,極東為

貢寮區之田寮洋子萊萊,西臨臺灣海洋與福建省相望,極西為林口區之小南灣字

下福,極南為烏來區之棲蘭山,極北為石門區之富貴角。市境海岸線跨太平洋與

臺灣海峽,長達120公里,沿岸具天然秀麗海景及豐富生態資源。

境內環繞著臺北市及商港城基隆市,形成大臺北都會區共同生活圈,並與桃園

縣、宜蘭縣接壤。土地面積2,052平方公里,佔台灣面積的6%。

New Taipei City is located in northern Taiwan; the city’s geographical center is in Shihding. The city is adjacent to Yilan County in the east, and its easternmost point is at Yangzi Lailai, Tianliao, Gongliao district. It faces the ocean and Fujian Province in China in the west, and its westernmost point is at Zixiafu, Xiaonan Bay, Linkou district. The city’s southernmost point is at Mt. Chilan in Wulai district, and its northernmost point is at Cape Fugui in Shihmen district. The city’s coastline is 120 kilometers in length and adjoins both the Pacific Ocean and Taiwan Strait. This seacoast is rich in both natural beauty and ecological resources.

The city wraps around Taipei City and Keelung City, and together with Taipei and Keelung cities forms the Greater Taipei metropolitan area. In addition, the city adjoins Taoyuan and Yilan counties. The city has a land area of 2,052 square kilometers, which accounts for roughly 6% of Taiwan's total land area.

2.2.1.2 地形與地貌 2.2.1.2 Landforms and topography

整個新北市有山脈、丘陵、臺地、海岸、盆地、火山、河流,地理環境之複雜,居全臺

之冠。其新北市地形整體可分為臺北盆地、林口盆地、海岸地區、山岳丘陵等四大部

分。玆分別說明各類地形如下:

(1)臺北盆地

臺北盆地略呈三角形,境界明顯,三角形的頂點朝向西北,位於關渡附近淡水河由

此出海。盆地周圍長70公里,海拔高度20公尺以下部分,面積共有243平方公里,

其中水域約19平方公里,餘皆為平坦的沖積平原。盆地面甚低平,除山籬及河邊

外,東南稍高、西北較低。

(2)林口盆地

林口盆地成不等邊四邊形,臺地上海拔240至250公尺。林口臺地的東南邊為新莊斷

層,與臺北盆地形成高度差約200公尺的急崖,臺地北邊由淡水河口之西至桃園縣

的大圍海岸附近,呈直線狀的圓滑海岸線,以高度100公尺的陡坡迫近海岸,臺地

西邊從蘆竹到鶯歌間呈北北西-南南東的方向之直線急崖,高度約在100公尺,使

林口臺地對外的交通為之阻礙,形成孤立的地區。

(3)海岸地區

海岸地區主要為淡水河口沖積而成的平原。自石門到林口,除石門龍洞及林口的坡

度較陡,並為岩岸外,餘皆為沙岸地形,為淺平的沙灘。

(4)山岳丘陵

除了上述三個地區其餘皆是山岳丘陵,主要是兩大山脈,位於東側,由東北往西南

走向之雪山山脈及加裡山山脈,最高為2,130公尺之塔曼山,北部地區則為大屯火

山群,最高為1,092公尺之大屯山。山岳地區地形陡峭,中間有部分河口地區地勢

較為平坦,有聚落分佈。

New Taipei City has a complex geographical environment that includes mountain ranges, hills, terraces, seacoasts, basins, volcanoes, and rivers. This geography is among the most varied in Taiwan. The typography in New Taipei City can generally be divided into four major parts: the Taipei basin, Linkou terrace, coastal areas, and hills and mountains. The following is a description of these topographic areas: (1) Taipei basin The Taipei basin triangular in shape, and has distinct boundaries. The tip of the

triangle faces toward the northwest, and is located at Guandu near the mouth of the Danshui River. The basin has a circumference of roughly 70 kilometers, and is at an elevation of below 20 meters. The basin has an area of 243 square kilometers, including approximately 19 square kilometers of water, and consists entirely of a flat alluvial plain. The basin is quite flat; apart from the surrounding mountains and riverbank areas, the southeastern part of the basin is relatively high, and the northwestern part relatively low.

(2) Linkou terrace The Linkou terrace is shaped like a quadrilateral with sides of unequal length. Much

of the land consists of terraces at an elevation of 240-250 meters. The Linkou terrace is bounded on the southeast by the Xinzhuang fault, where it rises abruptly approximately 200 meters above the Taipei basin. The northern part of the terrace consists of a smooth, linear coastline extending from the mouth of the Danshui River to near Dawei in Taoyuan County. Steep bluffs with a height of around 100 meters lie not far inland along this coastline. The western edge of the terrace from Luzhu to Yingge consists of linear steep bluffs extending from the south-southeast to the north-northwest. These barriers impede transportation to and from the Linkou terrace, leaving it a relatively isolated area.

(3) Coastal areas The largest coastal area is the alluvial plain at the mouth of the Danshui River. From

Shihmen to Linkou, apart from the rocky coast at Longdong at Shihmen and where there are coastal cliffs near Linkou, the remainder of the coast consists of relatively gentle sandy beaches.

(4) Hills and mountains Apart from the foregoing three areas, the remainder of the city consists entirely

of hills and mountains. There are two main mountain ranges, both located on the eastern side of the city: The Mt. Syue range, which extends from the northeast to the southwest, and the Mt. Jiali range. The highest point in the city is Mt. Taman, which rises to an elevation of 2,130 meters. The northern part of Taiwan also contains the Datun volcanic cluster, in which the tallest peak, Mt. Datun, rises to an elevation of 1,092 meters. The city is surrounded by steep hills and mountains; the central portion of the city contains relatively flat areas where rivers make their way to the sea, and most of the city's population lives in these areas.

新北市海岸線長120公里。境內地勢雄偉,高山峻嶺,除蘭陽溪支流流經本島東南

外,其餘均屬淡水河流域,支流有基隆河、新店溪、景美溪、北勢溪、南勢溪、

塭子溪、三峽溪、大漢溪等支流,錯綜交織,構成宜於居住之地理環境。

台灣氣候為亞熱帶季風型,且深受到大陸與海洋之間的季節性氣團交流之影響,全

年有雨。除地形及位置之外,冬季(東北)及夏季(西南)季風是影響台灣氣候的

主要因素。

夏季6~9月,平均每年有7.25個颱風(以發布颱風警報數計算),且近颱風

中心最大風速平均可達36.1m/s(80mile/hr),與颱風挾帶的豐

沛雨量,為台灣氣候不可忽略的因子。

新北市屬於副熱帶季風氣候區,一、二月為一年中最寒冷之月份,山區偶有降霜,

坡地作物每遭凍害。七、八月 為一年中氣溫最高月份,以晴天烈日為多。月平均

最低溫是一月份的攝氏12.4度,月平均最高溫是七月份的攝氏33.6度。

雨量全年雖頗平均,但冬季主要地區氣象降雨日數多。本市東北部當季風之衝,基

隆為有名的雨港,新北市境火燒寮降雨量高冠全台。

New Taipei City's coastline has a total length of 120 kilometers. The City's topography is majestic, and there are many tall mountains. Apart from tributaries of the Lanyang River, which flows toward the southeast, all of the major rivers in the City are tributaries of the Danshui River. These tributaries include the Keelung River, Sindian River, Jingmei River, Beishi River, Nanshi River, Wenzi River, Sansia River, and Dahan River. The many rivers and streams that traverse the City create a geographical environment well-suited to human habitation.

Taiwan has a subtropical monsoon climate, and the weather is deeply affected by the seasonal interaction of air masses from the Asian continent and the Pacific Ocean. Rain may fall at any time of the year. Apart from the topography and location, the winter (northeast) and summer (southwest) monsoon winds are the most important factors affecting Taiwan's climate. Every year an average of 7.25 typhoons (typhoons for which a typhoon warning has been issued) affect Taiwan between June and September, and the average maximum wind speed near the center of these typhoons may reach 36.1 m/sec. (80 miles/hr). Typhoons bring copious rainfall, and have a major impact on Taiwan's climate. New Taipei City has a subtropical monsoon climate. February is the coldest month of the year, and frost may occur in mountain areas. Crops in hilly areas may suffer cold damage in winter. July and August are the hottest months, and there are many sunny days with intense sunlight. The lowest monthly average low temperature is 12.4°C in January and the highest monthly average high temperature is 33.6°C in July. Annual rainfall is plentiful and evenly distributed, although rainy days are especially common in winter in most areas. 2.2.2.1 History of New Taipei City

17世紀時,歐洲各國積極找尋商船的中繼站,新北市的淡水被西班

牙人、荷蘭人輪番佔領統治了37年,18世紀時,西方世界發生重大

轉變,如法國大革命,身處東半球的新北市新莊卻是當時最繁榮的

商港,充滿商販與滿載貨物的船隻:淡水河的八里與淡水更是海外

貿易的大商港。

新北市位處台灣島上最北端,經過數世紀的經貿發展,加上歐洲文

化的植墾、中國移民的漢人,還有凱達格蘭族、泰雅族等原住民文

化,形成如今繁榮、文化融合的萬種風情。

During 17th century, European countries were actively searching for an interval station for commercial ships. As a result, Danshui in New Taipei City was ruled by the Spanish and Dutch for 37 years. In the 18th century, rapid changes occurred in the West such as the French Revolution. During this period, Xinzhuang in New Taipei City was the most prosperous harbor in North Taiwan. It was crowded with vendors and ships full of goods. Located at the estuary of Danshui River, Bali and Danshui were the largest harbors for oversea trading.

New Taipei City represents the door through which Taiwan encounters the world. After experiencing centuries of economic development and flourishing trade, New Taipei City has become a mixture of European culture, culture brought with the arrival of immigrants from China, and the Ketagalan and the Atayal aboriginal culture.

(1)人口數量

新北市市轄面積約2,052平方公里,行政區域涵括了29個區,幅員遼闊。新北

市是台灣人口最多的行政區,目前新北市總人口數總計有3,897,367人,男性

人數為1,935,668人,女性數為1,961,699人(截至2009年12月止),人口數

量高居全國之冠,占台灣總人口數23,157,178人之16.83%。

(2)人口分佈

按區域,以下四區為本市人口集中分佈區域:

‧中和區與永和區 計64.9萬人/ 25.8平方公里

‧新莊區與泰山地區 計47萬人/ 38.8平方公里

‧板橋區 計55.4萬人/ 23平方公里

‧三重區與蘆洲區 計58.8萬人/ 23.7平方公里

人口密度除新莊區每平方公里1.2萬人以外,其餘三區皆超過每平方公里2萬

人以上。

28.8%的新北市市民是從臺北市或高雄市移入的。新北市有藍領外籍勞工約5

新北市市民包含有四大族群:原住民、閩南人、客家人與外省人,新北市原

住民人口數為43,865人,約佔1.2%,其餘98.8%新北市市民之組成主要是以

非原住民佔多數,其中又以閩南人與外省人為居多。

(4)新北市人口特性

新北市歷年來人口數皆為全國最多之第一大行政區,新北市的人口有一個主

要的特性,就是全市人口中約有超過七成以上的人口是來外來的移民,據統

計其中約28%的人口主要是來自於臺北市與高雄市等兩地。一直以來,新北

市在大臺北都會區中一直扮演著服務臺北市中心的週邊市郊角色,輔助臺北

市並收納大量的通勤人口。

(1) Population New Taipei City has an area of approximately 2,052 square kilometers, and contains

29 administrative districts. It is a large and populous administrative region. New Taipei City is the most populous city in Taiwan, and currently has a total population of roughly 3.89 million. There are approximately 1.93 million men and 1.96 million women in the city (as of December 2009). New Taipei City's population accounts for 16.83% of Taiwan's total population of 23.15million.

(2) Population distribution By administrative district, the following four districts contain the city's major population

concentrations:• Zhonghe District and Yonghe District contains 640,000 persons in 25.8 square

kilometers.• Xinzhuang District and Taishan District contains 470,000 persons in 38.8 square

kilometers.• Banciao district 549,000 persons in 23 square kilometers.

• Sanchong District and Luzhou District contains 570,000 persons in 23.7 square kilometers.

Apart from the original Xinzhuang, which has a population density of 12,000 persons per square kilometer, the remaining three districts all have population densities exceeding 20,000 persons per square kilometer.

(3) Demographic group distribution More than 80% of New Taipei City's population lives in ten cities; these ten cities

account for roughly one-sixth of the city’s total area. Around 28.8% of New Taipei City residents have moved from Taipei City or Kaohsiung City. New Taipei City contains roughly 50,000 blue collar foreign workers, and it has Taiwan's second-highest number of foreign workers. The city also contains approximately 5,000 foreign professionals, which is the third-highest number in Taiwan.

The residents of New Taipei City largely belong to four major groups: aborigines, Minnan Chinese, Hakka Chinese, and mainland Chinese. The household registration system includes aboriginal ancestry as a classification item, but the other groups are not distinguished. According to data from the New Taipei City 2007 Statistical Yearbook, the city had an aboriginal population of 43,865 persons, which accounted for 1.2% of the total population; the non-aboriginal population was 3,754,150, which accounted for 98.8% of the total population. It can generally be said that most city residents are non-aboriginal, and Minnan Chinese and mainland Chinese constitute the most numerous groups.

(4) Demographic characteristics of New Taipei City New Taipei City has consistently been the most populous city in Taiwan. The

dominant demographic characteristic of the city is that more than 70% of residents are immigrants originally living elsewhere in the city. According to statistics, 28% of the population originated from Taipei City and Kaohsiung City. New Taipei City has long served as a peripheral suburban hinterland around Taipei City, and provided housing to large numbers of commuters working in Taipei City.

交通路網大致可區分為公路路網及軌道路網,運具形態則有私人運具及大眾運輸。因新

北市環繞臺北市,目前之道路系統建設主要為聯繫南北向之交通,未來將增建及規劃東

西向道路與橋樑而形成四通八達之交通路網。大眾運輸系統除了公路客運系統、鐵路客

運系統外,未來整體交通建設以捷運系統為主幹,六大運輸走廊(汐南、淡水、三重及

新莊、板橋及土城、中永和、新店)以闢建重運量捷運系統為主,以環狀之中運量或輕

軌系統為輔。新北市區域性交通主要路網架構如下:

(1)高速公路系統:中山高與北二高構成運輸與物流軸線。

(2)快速道路系統:快速道路系統構成東西向與南北向串聯軸線。

(3)鐵路系統:鐵路系統維持傳統通勤軸線。

(4)捷運系統:捷運環狀線連接全市主要地區,並與臺北市的雙十字捷運連接。

The City’s transportation network generally consists of a road network and a railway network. Both private vehicles and mass transit are widely used. Because New Taipei City encircles Taipei City, the City’s road system currently mainly consists of north-south routes. The increased construction of east-west roads and bridges in the future will create a transportation network reaching everywhere in northern Taiwan. Apart from highway buses and railways, the mass transit system will depend heavily on the MRT system in the future. When the time comes, high-capacity MRT lines will serve six major transportation corridors (Xinan, Danshui, Sanchong and Xinzhuang, Banciao and Tucheng, Zhonghe and Yonghe, and Sindian), and medium-capacity MRT lines or light rail lines encircling the metropolitan area will provide an additional means of transportation. See following figure for a view of major transportation lines in New Taipei City. (1) Freeway system: The Sun Yat-Sen Freeway and Second Northern Freeway provide

major channels for transportation and logistics. (2) Expressway system: The system will form the east-east and north-south axis.(3) Railway system: The system will be commuter's transportation axis. (4) MRT system: The MRT Ring Line connects major area of city and connects with

double-cross MRT lines of Taipei City.

新北市特殊的歷史與產業發展過程,造就了各地特有的文化地景與文化特性,其

乃為各地域文化的重要歷史資產,對於全市之整體發展佔有舉足輕重的角色,總

結歸類出新北市的地域文化在空間上大致可包括六大系統。

(1)泰雅族原住民文化:主要集中於烏來山地地區。

(2)以淡水河流域為主的閩粵籍移民的墾拓文化:主要集中在淡水、八里、蘆

洲、板橋、新莊、汐止、三峽等地。

(3)茶葉文化:包括坪林、新店、三峽、深坑、石碇、汐止、石門、三芝等地。

(4)早期開發金銅礦、煤礦所形成的礦業文化與聚落:主要集中在瑞芳、汐止、

平溪、貢寮、雙溪、以及部份的三峽、土城。

New Taipei City's special history and industrial development process has given various places distinctive cultural landmarks and cultural characteristics. The city's major historical and cultural assets have played important roles in the city’s overall development. The promotion of art and culture should start from the preservation of history and the transmission and revival of culture. According to the results of the surveyof the city's formative historical processes, industrial characteristics, and relationships between social groups undertaken as part of the "New Taipei City Overall Development Plan," New Taipei City's regional cultures can be divided into six major spatially-oriented systems (see following figure):(1) Taiya aboriginal culture: Chiefly concentrated in the mountain areas around Wulai. (2) Fujian/Guangdong immigrant pioneer culture chiefly in the Danshui river basin:

Chiefly concentrated in Danshui, Bali, Luzhou, Banciao, Xinzhuang, Xizhi, and Sanxia.

(3) Tea culture: Includes the Pinglin, Xindian, Sanxia, Shenkeng, Shihding, Xizhi, Shihmen, and Sanzhi.

(4) Mining culture and villages centered on early gold and copper mines and coal mines: Chiefly concentrated in Ruifang, Xizhi, Pingxi, Gongliao, Shuangxi, and some spots near Sanxia and Tucheng.

(5) Fishing villages and culture: Including such coastal locations as Bali, Danshui, Sanzhi, Shihmen, Jinshan, Wanli, Ruifang, and Gongliao.

(6) Ceramics industry culture: Mainly centered on Yingge.

新北市環繞整個臺北市,海岸線長達120餘公里。新北市的東北、北部、西北部均

臨海,市內北海岸與東北角海岸擁有豐富的海景奇觀及海岸風光,整條綿延的山

海線,銜接成臺北人最鍾愛的黃金旅遊路線。

南部則為中央山脈北端雪山山脈的支稜,為新北市內陸地景的一大特色。其中

風景名勝之多,為全省之冠,如著名的觀音山風景區、九份、淡水、東北角、野

柳、板橋林家花園、鶯歌陶瓷、三峽古街等,是文化教育的重鎮。

New Taipei City encircles Taipei City, and has a coastline more than 120 kilometers in length. The northeast, north, and northwest parts of the city all face the sea. In particular, the city's North Coast and Northeast Cape offer many interesting natural landmarks and much spectacular seaside scenery. The Mountain-Sea Route links some of the most popular travel spots for residents of the Taipei area.The southern part of New Taipei City is dominated by spurs of the Mt. Syue range, which forms the northern end of Taiwan's Central Mountain Range. These mountains form some of the city's most distinctive inland scenery. The city has more scenic destinations than any other city or county in Taiwan; major sights include the Mt. Guanyin Scenic Area, Jiufen, Danshui, the Northeast Cape, Yehliu, the Lin Family Mansion and Garden in Banciao, the ceramics of Yingge, and the old streets of Sanxia. New Taipei City is truly a rich center of culture and education.

鶯歌區位於新北市最南端,在大漢溪中下游西畔,東臨樹林區,西接八德、桃園兩

市,南有三峽、大溪兩地區交界,北與龜山鄉、樹林區相連。總面積有二十一萬

一千二百四十八平方公里。

北面山脈斜坡翠嵐中屹立一巨石,其形似鸚鵡棲樹,據傳說,明鄭時期,三鷹地區

有兩隻怪鳥,各佔大漢溪東西兩岸,東岸在三角湧(三峽區)的鳶山(老鷹)語西岸的

鸚哥山(鸚鵡)對峙,鸚哥鳥吐霧成瘴偽,使鄭軍迷路,鄭軍則炮斷其首。有關明

鄭王朝的神化故事,在臺灣由南至北流傳甚多,顯示漢人在篳路襤褸的開天闢地時

期,為求精神武裝的作用。這樣隱含王道之師的傳說和「鸚哥石」型態酷似的因

素,卻添加「鶯歌區」命名原由的豐富色彩。

Yingge district is located in the southernmost part of Taipei City, on the west side of the middle and lower Dahan River; it is adjacent to Shulin on the east, Bade and Taoyuan on the west, the boundary between the areas of Sansia and Dasi in the south, and Gueishan Township and Shulin in the north. The district has a total area of 211,248 square kilometers.

A huge standing rock located among the mountains on the north side of Yingge was thought to resemble a parrot roosting in a tree. According to legend, during the time of Koxinga, the Sanying area had two extraordinary birds, which dwelt on the east and west sides of the Dahan River respectively. The eagle on the east side in Sansia Township looked across to the parrot (Yingge) on the west side. When the parrot blew out a thick mist, Koxinga's forces lost their way, and their leader was killed by a cannonball to the head. This mythological story about Koxinga has circulated widely in northern and southern Taiwan, and reveals the efforts made by the early Chinese pioneers to fortify themselves mentally. This old legend and the story of "Parrot Rock" give the name Yingge a lot of historical color.

早期,此地原為原住民龜崙社,明鄭初隸屬天興縣,天興州。清康熙,先屬諸羅縣,後隸

海山堡。日據時代置台北縣,因此隸屬該縣。日本大正九年(1920)年隸屬臺北州海山郡鶯

歌庄。後革庄為街,稱「鶯歌街」。民國三十五年(1946)八月一日將原屬鶯歌街的樹林地

區分治,形成樹林與鶯歌二鎮。並將鶯歌分為東鶯、西鶯、南鶯、北鶯、中鶯、建德、同

慶、永昌、南靖、尖山、二橋里、二甲里、東湖、中湖、鳳鳴里等十五里,後加入大湖、

永吉、鳳福三里,成為十八里。 漢人移墾鶯歌的時間大約在清人打敗鄭克塽佔領臺灣的次

年(1684)。乾隆到道光年間有大量閩籍泉州人由安溪移民臺灣,是鶯歌墾殖高開發時期,

也使得泉州安溪籍移民人士成為現在鶯歌人口最多的聚落。此外當地還有從漳州、以及小

部份從廣東等地移民的後裔。陳、林、王、黃、許等五大姓。居民多信奉佛教與道教。

在前清時代,本區區民所從事的行業是以農業為主,陶瓷

業為輔,在日據時代仍以農業為主,但陶瓷業已逐漸受到

區民重視;到了臺灣光復以後,本區陶瓷業漸能與農業並

駕齊驅,並從民國六十餘年期間起,已取代農業成為本區

的主要工商產業。

鶯歌的陶瓷工業,大約可分為五大類,除了藝術瓷外,還

有壁磚、瓷磚的建築瓷,專做臉盆、馬桶的衛生瓷,茶

壺、茶具、碗盤的日用瓷,以及做瓷牙、耐火材料、剪

刀、甚至可以做為飛彈雷達罩的工業用陶瓷。全鎮的工廠

約有八百多家,無論其資本規模、生產技術、產品品項及

各項指標,皆超過中國大陸的景德鎮。走一趟鶯歌,即可

感受到陶瓷之都特有的氣氛,不論買陶、賞陶,計劃一日

之陶鎮之旅,最適合於都會人士怡情悅性之旅遊路線。

This area was once the home of the aboriginal Kulon tribe. When Koxinga captured Taiwan from the Dutch, the area was part of Tianxing County and Tianxing Subprefecture. In the 1700s, it was first part of Zhuluo County, and then part of Haishan Bao. It became part of Taipei County while under Japanese colonial rule, and has remained part of the county to this day. Yingge Village was part of Haishan County in Taipei Prefecture in 1920, and was later simply designated "Yingge Street." Starting on August 1, 1946, the Shulin area was split off from Yingge Street, creating the two separate towns of Shulin and Yingge. In addition, Yingge was divided into 15 boroughs: Dongying, Xiying, Nanying, Beiying, Zhongying, Jiande, Tongqing, Yongchang, Nanjing, Jianshan, Erqiaoli, Erjiali, Donghu, Zhonghu, and Fengmingli. Dahu, Yongji, and Fengfu boroughs were later added, for a total of 18. Chinese settlers arrived in Yingge around 1684, which was a year after Qing Dynasty forces defeated the last of Koxinga's heirs. Large numbers of immigrants from the Anxi area of Chuanzhou in southern China flooded Taiwan between 1740 and 1850, and they were responsible for the much of the early development in the Yingge area. As a result, immigrants from Anxi became the mainstay community in and around today's Yingge. In addition, some residents of the Yingge area are descended from immigrants from Zhangzhou, and a few have Guangdong roots. The five most common surnames in the area are Chen, Lin, Wang, Huang, and Hsu. Most local residents are Buddhist and Daoist believers.

Most people in the Yingge area were farmers during the Qing Dynasty, but ceramics emerged as a sideline industry. While agriculture still predominated under Japanese rule, the ceramics industry gradually grew in importance among the townspeople. After the end of World War II, Yingge's ceramics industry gradually outpaced agriculture, and has been the most important industry in the town since the 1970s.

Yingge's ceramics industry more or less consists of five major categories: Apart from ceramic art, local firms also produce building tiles, including wall tiles, sanitary tiles used in bathrooms and sinks, everyday ceramics including teapots, tea ware, bowls, and plates, and industrial ceramics including ceramic teeth, fire-resistant materials, scissors, and even missile radar cowlings. Yingge has more than 800 ceramic factories, and it has surpassed China's famous ceramics city of Jingdezhen in terms of capital investment, production technology, product types, and many other categories. Visitors to Yingge will sense the distinctive feel of a ceramics town, and there are many opportunities to purchase and appreciate ceramics. A one-day trip will provide city-dwellers with a very relaxing and enjoyable time.

The site is located near the southern tip of Yingge Districts in New Taipei City, on a reclamation area on the west side of the Dahan River. The site is near the Yingge Railway Station and the Yingge Ceramics Museum.

Near the entrance to the Meadows Bike Path in the Sanying reclamation area near Nanjing Bridge.

3.2 三鶯藝術主題園區整體開發計畫---三鶯新生地

本計劃區為新北市三峽區與鶯歌區交界處之大漢溪沖積平原,全區依據非都市土地

開發審議作業規範需求留設保育區外,同時依土地使用項目需求劃分藝術主題園

區、公共設施區及保育區等三區。

3.3 土地使用計畫

本開發面積為98,000平方公尺,申請變更為遊憩設施使用,依規定申請變更編定為特定目的

事業用地,全區依據非都市土地開發審議作業規範需求留設保育區外,同時依土地使用項目需

求劃分藝術主題園區、公共設施區及保育區等三區。

本計畫各項用地設施應符合「非都市土地使用管制規則」;其中特定目的事業用地容許使用項

目為下列各項:

3.3 Land Use PlanThis development area has an area of 98,000 square meters. An application has been made for change to use by recreational facilities. Pursuant to the special enterprise land rezoning application, after from setting aside a conservation area in accordance as prescribed in the Regulations for Reviewing the Development of Non-urban Land, the land will be developed as a art theme park, public facilities area, and a conservation area.

Facilities on the project site must comply with the "Regulations Governing the Utilization Control of Non-Urban Land." According to these regulations, special enterprise land may be used for the following items:

3.3.1 藝術主題園區 3.3.1 Art Theme Park本區規劃於大漢溪側之河岸新生地,全區規劃為特定目的事業用地,面積共54,000平方公

尺,占基地面積約55.10%,全區建蔽率40%、容積率180%,分區為會展貿易中心、美術

館、觀光旅館等空間(本案觀光旅館暫不開發,視環評通過後再依規定申請變更)。

1.會展貿易中心

本中心主要提供戶外綠地迎賓廣場、及商務會議、產業法務、藝文作品交易等空間,

面積合計為15,000平方公尺,占全基地總開發面積約15.31%,建蔽率40%、容積率

180%。

(1)迎賓廣場-開放綠地、戶外遊憩活動、不定期主題活動

(2)水岸商務空間-媒體中心、藝術行銷

A.設計、產品製作、多媒體與網路行銷、商展與會展等創意產業機構,形成了藝術產業

鏈。

B.以藝術、媒體中心、貿易中心和設計中心打造三鶯文化休閒生活區。

(3)都市行銷、育成中心

A.以新生地作為三鶯水岸都市行銷宣傳的索引點。

B.結合三鶯地區生活文化,整合水岸特色;行銷三鶯水岸都市。

C.結合行銷產業鏈,提供中小型藝術產業,發展自有品牌;確立臺灣藝術品牌在國際地

位。

(4)商務金融、法務中心

A.藉由藝術商務出發。以優質水岸商務辦公空間,打造三鶯水岸金融中心。

B.法務中心可提供藝術商務及金融服務等相關法務服務。

The theme park will be established on reclaimed riverside land along the Dahan River. The area as a whole is designated special enterprise land, and has an area of 54,000 square meters, which is approximately 55.1% of the entire site. This area has a maximum Building Coverage Ratio of 40% and Floor Area Ratio of 180%. Different subareas will be used for an exhibition/trade center, museum of art, and tourism hotel (the tourist hotel will temporarily not be developed; an application for rezoning shall be made in accordance with regulations after passing an EIA).

1. Exhibition/Trade Center

This center shall chiefly consist of a green outdoor welcoming plaza, and business conference, industry legal affairs, and art transaction spaces. Total area will be 15,000 square meters, which will constitute approximately 15.31% of the site as a whole. The maximum building coverage ratio is 40%, and the floor area ratio 180%.

(1) Welcoming plaza – this open green area will be used for outdoor recreation

activities and occasional topical activities.

(2) Waterfront commercial space – media center, art sales.

A. Design and production area – production, multimedia and online marketing,

commercial and organization exhibitions, and innovative industry organization activities; will form a art industry chain.

B. Creation of a Sanying cultural and leisure living area containing art, media,

trade, and design centers.

(3) Urban marketing and incubation center:

A. The reclamation area will serve as a waterfront urban marketing and publicity

focal point for the Sanying area.

B. Will draw on the Sanying area's culture, integrate waterfront features, and

market the Sanying waterfront urban area.

C. In conjunction with marketing and industry chains, will provide medium and

small art firms with opportunities to develop their own brands, cementing the international status of Taiwan's art brands.

(4) Business finance and legal affairs center:

A. Will be centered on the art industry. The superior waterfront office environment

will shape Sanying's waterfront financial center.

B. The legal affairs center will provide legal services to arts and financial service

(5) Art and culture development space – R&D center, design center, and art center:

A. R&D activities will focus on areas relevant to the arts industry.

B. IIntegration of the arts industry's relevant design possibilities; encouraging firms in such

areas as architectural design, product design, and gift design to move in.

C. Providing space for firms in such areas of art as painting and sculpture, etc..

(6) Art community discussion space – Conference rooms and library area:

A. Integration of development-related associations in the Sanying area; preservation and utilization of local culture and industrial knowledge, etc.

B. Provide spaces for interchange between relevant industries in the Sanying area; facilitating linkage between firms and workshops or between the industry and the community, etc.

C. Art workshops, brand workshops:

(a) Provision of spaces for art workshops, such as art, and painting workshops.

(b) Encouraging occupancy by well-known international art brands.

(5)藝文發展空間-研發中心、設計中心、藝術中心

A.以藝術產業相關研發為主之研發。

B.整合藝術產業相關設計可能性。如建築設計、產品設計、禮品設計等相關設計行業進

駐。

C.提供相關藝術產業進駐,如繪畫、雕塑等。

(6)藝術社區討論空間-會議廳區、圖書館區

A.整合三鶯地區發展相關協會,提供地區文化、產業等知識保存及利用。

B.提供三鶯地區相關產業交流。如企業與工作室結合、產業與社區結合。

C.藝術工坊、品牌工坊:

(A)整備空間提供藝術工作室進駐,如藝術、繪畫等。

(B)提供國際知名藝術品牌進駐。

2.美術館

面積合計為20,000平方公尺,占全基地總開發面積約20.41%,建蔽率40%、容積率

180%。未來藉由市立美術館的成立,整合鄰近會展貿易中心,共同發展藝文交流中心空

間,引進國際知名大展的進駐與展出並結合在地藝文創作結晶,透過其交流平台互相學習

觀摩,情境式體驗分享各地優秀的藝術人才創作經驗,使豐沛創作能量與藝術作品能帶動

本市藝術風氣。

(1)藝廊廣場-開放綠地、戶外遊憩活動、不定期舉辦主題藝文活動。

(2)展覽中心-藝術村、文化教學館、典藏文物館

A.提供主要藝術作品相關展覽,並配有不同主題之藝術展示館。

B.提供各個當代文化的歷史人文風情解說。

C.收藏國內外重要文物及文獻,並提供展覽。

(3)會議中心-國際會議廳、接待室

A.數位化專業設備,大型空間適合舉辦各類型研討會、商務簡報、員工訓練等相關會議。

B.備有專屬接待室,提供貴賓良好的接待空間。

2. Museum of Art

The museum will have an area of 20,000 square meters and occupy roughly 20.41% of the site as a whole. The maximum Building Coverage Ratio is 40%, and Floor Area Ratio is 180%. When a city museum of fine art is established here in the future, it will be integrated with the adjacent exhibition/trade center, and the two will jointly develop art and culture interchange spaces, recruit prominent international exhibitions, and draw on local artistic and cultural achievements. The museum will provide a platform for mutual learning and emulation; the sharing of the experiences of outstanding artists from different locales will generate ample creative energy and promote an artistic atmosphere in the city.

(1) Gallery plaza – This open green area will be used for outdoor recreation activities and occasional topical artistic and cultural activities.

(2) Exhibition center - Art village, cultural classroom, and artifact collection rooms.

A. Will provide exhibits of major art works, and conduct art exhibits on various topics.

B. Providing interpretive facilities concerning contemporary culture, history, and the humanities.

C. Collections of major domestic and foreign artifacts and literature; exhibitions.

(3) Conference center - international conference and reception rooms.

A. Professional digital equipment, large spaces suitable for various types of symposia,

business briefings, and employee training conferences, etc.

B. Dedicated reception rooms will provide a top-notch reception space for distinguished guests.

3.觀光旅館(視環評通過後再依規定申請變更)

位於本園區東側,面積合計為19,000平方公尺,占全基地總開發面積約19.39%,建蔽率40%、容

積率180%,未來可發展優質水岸住宿空間,於旅館中規劃住宿、餐飲、會議中心、精品店區與飯

店休閒中心等服務旅客空間,並計畫以空中迴廊串聯水岸商務空間及水岸藝文空間。

4.前述計畫得在本案核定之特定目的事業用地允許使用項目及強度內調整之。

(4)行政空間

1.研究典藏:研究組、典藏組等。

2.傳媒中心:推廣行銷組、藝文策展組、出版產業組

A.結合國內外多元化資訊,提供本館最新的行銷專案。

B.商討相關藝文活動之籌辦、計畫等。

C.記錄美館相關活動、演講、藝文資訊等,定期整理發表。

3.一般行政:總務、秘書、人事、政風、國際關係…等組。

(4) Administrative spaces:

A. Research collection: research section, collection section, etc.

B. Media center: Promotion and marketing section, art and culture exhibition planning section,

and publishing section:

(a) The media center will employ the most up-to-date domestic and foreign information to

provide the museum with the newest marketing plans.

international relations sections, etc.

3. Tourist hotel (an application for rezoning shall be made in accordance with regulations after passing an EIA)

Located on the east side of the park, the tourist hotel will have an area of 19,000 square meters, and will occupy approximately 19.39% of the site's total developed area. The maximum building coverage ratio is 40%, and the floor area ratio 180%. After it has been built in the future, the hotel will provide superior waterfront lodging space. The hotel will contain lodging, dining, conference, boutique, and recreation facilities for visitors, and plans call for waterfront commercial and art spaces in the form of galleries around open areas.

4. The foregoing plans may be adjusted to maintain compliance with the project's permissible special enterprise land use items and use intensities.

面積合計為5,200平方公尺,占全基地總開發面積約5.31%,場內劃設旅客大客車、民眾

小客車及機車停放空間,並且計畫大眾運輸工具做接駁,提高民眾交通之便利性。

2.纜車場站

面積合計為4,900平方公尺,占全基地總開發面積約5.0%,建蔽率40%、容積率180%。

結合當地產業發展將相關休憩活動延續至本基地內,使成為具有國際水岸特色的休閒空

間。場內可酌量增設簡易餐飲服務及適當的販售空間,位置可考量於河畔視覺良好處增

設。

3.資源中心

設置配水池、受電場、電信機房及垃圾處理集中場等相關附屬設施,面積合計為1,300平方公尺,占全基地總開發面積約1.32%。

(1)配水池-面積合計約800平方公尺,占全基地總開發面積約0.82%,建蔽率40%、容積率

180%。

(2)受電場-面積合計約150平方公尺,占全基地總開發面積約0.15%,建蔽率60%、容積率

180%。

(3)電信機房-面積合計約150平方公尺,占全基地總開發面積約0.15%,建蔽率60%、容積

率180%。

(4)垃圾集中場-面積合計約200平方公尺,占全基地總開發面積約0.2%,建蔽率60%、容

積率180%。

4.滯洪池

面積合計為3,200平方公尺,占全基地總開發面積約3.27%。

1. Parking Facilities

Parking facilities will have a total area of 5,200 square meters, and will occupy approximately 5.31% of the site's total developed area. Parking facilities will be provided for large buses and private cars and motorcycles. In order to enhance public transportation convenience, a mass transit shuttle service is planned.

2. Cable Car Station

The cable car will have an area of 4,900 square meters, and will occupy roughly 5.0% of the site's total developed area. The maximum building coverage ratio is 40%, and floor area ratio 180%. Recreation activities connected with local industrial development will be promoted within the site, creating recreational spaces with international waterfront features. The cable car station area may have simple dining services and shops as appropriate; the station may be located near the river in a spot with good visibility.

3. Resource Center

The resource center shall contain a water distribution pond, power substation, telecommunications equipment room, and waste collection facility. The center shall have an area of 1,300 square meters, and will occupy around 1.32% of the site's total developed area.

(1) Water distribution pond – The pond will have a total area of approximately 800 square

meters, and will occupy 0.82% of the site's total developed area. The maximum building coverage ratio is 40%, and the floor area ratio is 180%.

(2) Power substation - The substation will have an area of approximately 150 square

meters, and will occupy 0.15% of the site's total developed area. The maximum building coverage ratio is 60%, and the floor area ratio is 180%.

(3) Telecommunications equipment room - Will have an area of approximately 150 square

meters and occupy 0.15% of the site's total developed area. The maximum building coverage ratio is 60%, and the floor area ratio is 180%.

(4) Waste collection facility – Will have an area of approximately 200 square meters, and

will occupy 0.2% of the site's total developed area. The maximum building coverage ratio is 60%, and the floor area ratio is 180%.

4. Flood Detention Pond

The flood detention pond will have an area of 3,200 square meters, and will occupy approximately 3.27% of the site's total developed area.

3.3.3 Conservation Area

依「非都市土地開發作業審議規範」之規定,保育區面積不得小於扣除不可開發面積後之

剩餘基地面積之30%。本基地全區地勢平坦,無不可開發區域,因此本基地保育區面積為

29,400平方公尺,約占全區面積之30%。保育區位於基地之四周,藉以區隔本基地與外界

環境,並將搭配景觀植栽計畫,創造民眾與大自然相融合之休閒感受。

詳細之土地使用計畫如右表所示:

As prescribed in the "Regulations for Reviewing the Development of Non-urban Land," the size of conservation areas may not be less than 30% of the remaining site area after subtracting land that cannot be developed. Since this site is located on level land, and has no land that cannot be developed, the conservation areas will occupy 29,400 square meters, which is approximately 30% of the entire site area. Conservation areas will be located throughout the site, and will serve to isolate the site from the external environment. Attractive landscaping schemes will create a relaxed environment in which the public can get close to nature.

(1)地形與地勢

本計畫位處新北市三峽區與鶯歌區交界處之大漢溪沖積平原,北臨高程約120~160m之鶯歌時所在牛兆坑山勢,往南依序經過平均高程約41m之鶯歌新生地、平均高程約

30m之大漢溪河床,以及平均高程35~48m之大漢溪高攤地,越過國道3號高速公路

後,南接最高點高程約300m之山,其山勢由西向東漸降,鄰近三峽老街處之山腳高

程約50~55m。整體而言,為視野遼闊、展望良好之地形。

(2)地質與土壤

經參考中央地質調查所工程地質資料整合查詢系統及三鶯地區污水下水道BOT案相關

地質調查結果,大漢溪沖積平原段之地質狀況以緊密之卵礫石為主,地表下5~10m內

常有粉質黏土層分佈,其下一般為厚度超過10m之卵礫石層,標準貫入試驗N值常超

過100,下偶夾粉質砂層,為沖積平原段之重要承載層;卵礫石層下方則為岩盤,主

要由風化之泥質砂岩或頁岩所組成。

臺北斷層與成幅斷層通過九山北側山腳,其中,臺北斷層大致呈東北-西南走向,通

過鶯歌區南側、大漢溪右岸。另依中央地質調查所89年公佈之活動斷層分布圖顯示,

前述兩斷層均非屬活動斷層。

3.4.2 Site conditions (1) Landforms and topography

This project is located on the alluvial plain of the Dahan River along the boundary between Sansia and Yingge district in New Taipei City. To the north of the project site, Mt. Niuzhaokeng rises to an elevation of approximately 120-160 m. Heading south from Mt. Niuzhaokeng, one passes the Yingge Reclamation Area with an average elevation of 41 m, the bed of the Dahan River with an average elevation of 30 m, and terrace along the Dahan River with an average elevation of 35-48 m. After crossing National Freeway 3, one comes to a mountain ridge with a maximum elevation of roughly 300 m. This ridge gradually becomes lower from west to east. The foothills in the vicinity of the old streets of Sansia have an elevation of approximately 50-55 m. Generally speaking, these local landforms provide good views.

(2) Geology and soil

After consulting the Central Geological Survey's project geological data integrated query system and geological survey results from the Sanying area wastewater sewers BOT project, it was found that the geology of the alluvial plain of the Dahan River consists mostly of well-consolidated gravel, with interspersed layers of silty clay at a depth of 5-10 m. These layers are generally underlain by gravel with a thickness exceeding 10 m. The standard penetration test yields an N value exceeding 100 for this gravel. Layers of silty sand are occasionally found in the lower part of the gravel, which is the most important load-bearing stratum in the alluvial plain. The gravel rests on the bedrock, which mostly consists of weathered muddy sandstone or shale.

The Taipei fault and Chengfu fault pass through the foothills on the northern side of Jiushan. The Taipei fault generally runs in a northeast-southwest direction, and passes through the southern part of Yingge district and the right bank of the Dahan River. According to the Central Geological Survey's 2000 map of active faults, these two faults are not active faults.

(3) Hydrology and groundwater

The Dahan River and Yingge River, which run near the Yingge Reclamation Area, are both closely connected with this project. According to information from the Tenth River Management Office, Water Resources Agency, MOEA, the Dahan River was originally called the Dakekan River, and is one of the three major tributaries of the Danshuei River. It originates on Mt. Pintian, and joins the Danshuei at Jiangzicui. The main channel of the Dahan River has a length of 135 kilometers, and its basin is 1,163 square kilometers in area. Its average gradient is 1/37, and its main tributaries consist of the Yungfu River (also known as the Tujue River) and Sansia River. For its part, the Yingge River is also known as the Tuzikeng River, and is a tributary of the Dahan River. Its main channel has a length of approximately 10.3 kilometers from its source to the nameless bridge in front of Fuyuan Elementary School in Gueishan Township, Taoyuan County. The Yingge River basin has an area of approximately 21 square kilometers.

Furthermore, according to information in the surface drilling and test report for the Yingge Wastewater Sewer Design Supervision Project conducted by the Sansia branch of the National Construction & Planning Administration, MOI and New Taipei City Government, groundwater is located at a depth of approximately 3.7-5.2 m below the surface in the Sansia area and 2.3-13.2 m in the Yingge area. In view of the fact that cracks in bedrock or drainage holes in retaining walls around the old streets of Sansia are usually dry, it can be inferred that the groundwater is relatively deep in the Jiushan area.

(4) Air temperature and rainfall

The highest recorded temperature in the project area during the last ten years was 38.8°C, and the lowest temperature was 5.6°C. The highest temperatures mostly occur in July, and the lowest temperatures typically occur in January. The average temperature is 24.4°C.

Rainfall is very heavy in the project area, and mostly occurs in summer and early fall. An average of 162.2 days out of the year have rain, and average annual precipitation is 2,585.9 mm. There are an average of 1,387.3 hours of sunshine annually.

(3)水文及地下水

與本計畫關係較為密切之地表水體為鄰近鶯歌新生地之大漢溪與鶯歌溪。依經濟部水利屬第

十河川局資料,大漢溪原名大嵙崁溪,為淡水河系三大主要支流之一。發源於品田山,於江

子翠匯入淡水河,主流長135公里、流域面積1163平方公里,平均坡降1/37,主要支流有永福

溪(亦稱塗堀溪)及三峽河。此外,鶯歌溪又名兔子坑溪,為大漢溪集水區支流之一,主流

長度自出口至中央管轄管理終點桃園縣龜山鄉幅源國小前無名橋為止約10.3公里,鶯歌溪排水

集水面積約21平方公里。

另依內政部營建署三峽地區及新北市政府鶯歌地區污水下水道設計監造計畫地表探鑽及試

驗工作報告書資料顯示,三峽地區之地下水位約在地表下3.7~5.2m,鶯歌地區則為地表下

2.3~13.2m,九山地區地下水位依現勘情形,鄰近三峽老街側之檔土牆排水孔或岩盤裂縫,平

日尚無水流情形,可知地下水水位較深。

(4)氣溫與降雨

計畫區過去十年之氣溫紀錄,最高溫為38.8度、最低溫為5.6度,最高溫大多發生在7月、最低

溫大多發生在1月,平均氣溫為24.4度。

計畫區過去十年之降雨量紀錄,降雨量非常豐富,主要集中於夏季及初秋。年平均降雨日數

約為162.2日,年平均降雨量約為2585.9mm,年平均日照時數為1387.3小時。

3.4.3 交通分析

(1)交通現況

本基地位於臺3線、道110線及道114線等主要聯外道路路側,平均旅行速率多可維持

在20公里/小時以上,服務水準為C級以上,市區部分路段則較為壅塞,尖峰服務水準

多在D級以下。

(2)影響分析

道路交通影響分析係以公路總局所進行之路段交通量調查為依據,考量道路自然成長

量及三鶯新生地規劃完成後預估之遊客量進行交通量指派後加總,可得三鶯地區主要

聯外道路於開發後之道路服務水準。各主要聯外道路交通量略有成長,除道110線及

道114線外,其餘道路上可維持在D級以上服務水準。另由於道110線為國道3號三鶯交

流道之聯絡道,東西向可連接新店與桃園地區,又直接銜接三峽、鶯歌地區之重要道

路,需同時負擔地區性旅次及穿越性旅次等服務功能,且臨側無適當之替代道路,短

期內難以有效改善其尖峰壅塞情形。

3.4.3 Transportation analysis(1) Current state of transportation

The site is located near National Freeway 3, Road 110, and Road 114. Average vehicle speeds are usually over 20 kph, and road service standards are class C or above. Urban roads are often congested, however, and peak service standards are often below class D.

(2) Impact analysis

Road transportation impact analysis is based on road traffic surveys performed by the Directory General of Highways. Assumptions concerning the natural growth of roads and the forecast traffic volume in the Sanying Reclamation Area following completion of development can be used to infer the service standards of main access roads in the Sanying area following development, and can enable the determination of Sanying area visitor transportation selection parameter tables. Traffic volume is expected to grow slightly on the area's main access roads. Apart from Road 110 and Road 114, all of the roads can maintain a service standard above class D. Furthermore, because Road 110 provides access to the Sanying Interchange on Freeway 3, offers an east-west connection between the Sindian and Taoyuan areas, is an important road providing direct access to the Sansia and Yingge areas, must simultaneously handle local and through traffic, and has no appropriate alternative road, it will be difficult to improve peak congestion on this road in the near future.
