INTRODUCTION1. Thereis now agreementwithin the watersupplyandsanitationsectorglobally,andin particular,in India,

thatno meaningfulprogrammecanbeeffectively implementedandsustainedwithoutcommunitypartici-pationandwithoutupgradationin humanresources.In India,manyagencies— local/bilateral/multilateral— are thereforefocussingon decentralisedwaterandsanitationprogrammes,in which thecommunitiesthemselvesplayamajorrolein decision-makingandwaterresourcemanagement.In otherwords,theprojectstaffandbeneficiarieswork aspartnersinplanning,implementationandmanagementof waterresourcesandenvironmentalsanitation.Involving beneficiariesateachof thesestagesrequirestheprovisionof informa-lion, trainingandeducationtofacilitatetwo-waycommunication.However,theexperiencein Indiaduringthis pastdecadehasbroughtto the fore certainmajorproblems:

• The lackof educationallcommumcationmaterials— audio/visual/written;

• Informationon the availabilityanduseof suchmaterials;

• The availabilityof thesematerialsat all levels, from seniormanagementto grassrootslevel; and

• The lack of networking amongorgamsationsthroughoutIndia involved in using and producingcommunicationmatenals.

2. Theseproblemshaveresultedin muchduplication in theproductionof materialsto supportcommunity-basedinitiativesin thewatersupplyandsanitationsector.This alsohighlights thelackof contactbetweendifferentagenciesandtheabsenceof afew clearlyidentifiedandpublicisedcentresthatcollect, catalogueanddisseminatematerials.Communicationmaterialsarelargelycontext-specificandtheimmensediversityin languageandcultureacrossIndia furtherintensifiesthe complexityof theproblem.

3. Experiencehasshownthat, thougheachcaseis different,andrequiresspecialinputs,it is of greathelp totrainersto haveaccessto textual/pictonalmatenalspreparedfor a differentgeographicalregionbut on asimilarsubject.They maynotbeableto exactlyduplicatethatmaterialto meettheirownparticularneeds,butit wouldgivethemsufficientconcreteexamplesandtheconfidencetoproceedwithadaptingthatmaterialandthenpossiblydevelopingtheir ownmaterials

To initiate andfacilitate thiseffort, the VoluntaryHealthAssociationof India(VHAI), with fundingfromDanidaandsupportfromtheIJNDP/WorldBankWaterandSanitationProgram,launchedon theprojecttoestablishacommunicationmaterialsdatabankfor community-basedwatersupplyandsanitationinitiativesfor the ruralpoor.

5. The project aimed at the establishmentof a communicationmaterialsdata bank with the followingobjectives:

• Tocollecteducational/communicationmaterials,includingaudio/visual/writtenmaterial,from insti-tutes/organisationsfNGOswhich areinvolvedin the development,productionanddisseminationofmaterialrelatedto ruralcommunity-basedwaterandsanitationactivities.

• To catalogueandindex the collectedmaterialsusing differentcriteria — levels of applicability,language,geographicalarea,subject,etc.

• To disseminatethe informationcollected.

As thefirst step,it wasdecidedto collectsamplesof materialsalreadyavailablefromthreedistinctregionsof India— Rajasthan,Tamil NaduandDelhi, reviewthem in termsof origin, development,production,disseminationanduse;anddevelopa simplecataloguingandindexingsystemto retrievematerialsfordifferentpurposes.

7. It is hopedthatoncethissystemhasbeendevelopedon asmallscale,basedon thematerialcollecteddunngthisone-yearproject,whichisdemonstrablyeasyto use,itwill generateinterestandenthusiasmamongusersandproducersof communicationmaterialsin all otherstatesthroughoutIndia, to sharethematerialstheyhaveproducedwith the VHAI databanksothat othersmaybenefitfrom it
