ThephysicallocationsofthetranspositionswillbefinalisedwiththetowerlocationsasthedetaileddesignoftheProject progresses, with two transpositions anticipated between each substation site. The additional impact related to these sites has been taken into account with both the conservative estimation of construction disturbance and landholder compensation packages.
02 SubstationsThe majority of substations that were detailed in the EIS for the Project remain in the same location with minor amendments proposed to either the physical land requirements or the high voltage equipment and support services. Revisions in land requirements and locations have occurred to the Hughenden, Mount Isa and Cannington Substations, while the Phosphate Hill Substation which, as described in Part B: Section 1.4 of the SEIS, will not be constructed at this time. One new substation site adjacent to the Woodstock Substation has also been added to the Project scope (Upper Haughton Substation) (refer to Part B: Section 2.2 of the SEIS).
A more detailed description of the changes to substations planned as part of the Project is provided in the following sections. The construction requirements of the substation sites and an overview of the required workforce are provided in Part B: Section 6.2 of the SEIS.
2.1 General and technical substation descriptionThe locations of the Woodstock, Dajarra Road and Cannington Substations have not changed since the release oftheEIS,thoughsomelandrequirementshavebeenmodified.Asummaryofthelandrequirementsofeachsupplementary substation site and amendments to the EIS location of the substation and the transmission line sections in the vicinity of the substation sites is illustrated in Figure 2.1 to 2.6 and the physical description of the substation sites are summarised below in Table 2.1.

Due to the progression of detailed design and the potential for additional connection applications from prospective networkusers,CopperStringhasamendedthespecificdesignparametersofeachofthesubstationstoaccountforfuture load growth, which accounts for the total land area required to be greater than the physical land area of the proposed substation infrastructure (refer to Table 2.1). The design requirements and layout of the substation infrastructure remains as generally described in the EIS, though some amendment has been made to the internal design of the major electrical equipment in order to facilitate potential connectionsfromnewusersinthefuture.SincethereleaseoftheEISithasbeenidentifiedthatthesubstationsmayrequire connection to local council services such as water, electricity and telephone connections though each site is beingdesignedtobeself-sufficientandtheseconnectionswouldbeaprecautionarymeasure.
All CopperString-owned and operated substation sites will have an allowance for a maintenance depot that would consistofadust-freebuildingwithaninternalcubiclethatincludesamenities,anofficeandahardstandfortheloadingand unloading of storage, that would include a vehicle washdown area. Additional areas are required for hazardous substance enclosures and fuel storage tanks or areas.
The designs of the substation sites have also been amended to incorporate a helicopter pad, with the exception of the Cannington Substation. Access to the Cannington Substation by air would be reliant on the Trepell Aerodrome, which.is in close proximity to the substation site
This design and operation of the required helicopter pads will comply with the relevant Civil Aviation Safety Authority’s Guidelines for the establishment and use of helicopter landing sites (CAAP 92-2) and the Queensland Government’s Helicopter Landing Site Guidelines (Department of Public Works, 2006). The helicopter pads would be utilised during the operation of the substations and allow CopperString personnel to quickly reach the substation site for infrequent maintenance or emergency situations.
AnassessmentofthefloodimmunityofeachofthesubstationsitesisprovidedinPartC:Section3andaFloodStudyReport is presented in Appendix 5,whichdetailsthepotentialoffloodingatsitesofcriticalinfrastructure.
The following sections of the SEIS provide an overview of the new or amended substations that have been incorporated into the Project’s scope since the release of the EIS.
2.2 Upper haughton SubstationThe Upper Haughton Substation is proposed to be located on a portion of freehold land to be subdivided from the landparcelidentifiedfortheproposedWoodstockSubstationsite(Lot3onGS603).ThisPowerlinksubstationwouldfacilitate CopperString accessing electricity from the Powerlink operated 275 kV Strathmore to Ross Transmission Line. The substation would supply electricity to the Woodstock Substation via a short 275 kV transmission line connection between the two adjacent sites (refer to Figure 2.2).

The Upper Haughton Substation is being proposed as part of the CopperString Project though the ownership of the substation assets and the operation of the substation will rest with Powerlink as it forms part of their electricity supply network. Approvals, including Ministerial designation of the Upper Haughton Substation as community infrastructure under the Sustainable Planning Act 2009 is being sought as part of the CopperString Project in order to facilitate the construction of the site in a timely manner, meeting the needs of the CopperString network users. The Upper Haughton Substation will also allow for future load growth within the Powerlink network.
TheUpperHaughtonSubstationisexpectedtobeconstructedabovetheQ500AnnualReturnIntervalfloodlevelplus300mmforfloodimmunityinaccordancewiththeState Planning Policy 1/03: Mitigating the Adverse Impacts of Flood, Bushfire and Landslide for major substation infrastructure. Powerlink will require a local electricity supply from the Ergon Energy network for substation auxiliary power. Powerlink may also require a local water supply pipe to back upthefireprotectionbulkwaterstoragetank.
A common access road is to be constructed for both the Upper Haughton and Woodstock substations. The road will be constructed to Powerlink substation standards, including the provision for transporting large transformers. The access road will provide permanent access to the substation sites and necessitate the construction of a number of waterway crossings, including crossing a SunWater water channel. The access road will be approximately 23 km in length, connecting to the Keith Venables Road with 10 km of the required access track being an already formed private road.
2.3 hughenden SubstationDiscussions held with DERM and the relevant landholder has resulted in the relocation of the Hughenden Substation, from Lot 4 on DG48 onto the State-controlled road reserve of the Hughenden Muttaburra Road (DTMR Category – 5701). This is a minor amendment to the substation location that has been amended in coordination with the landholder and DERM. The EIS and supplementary locations of the Hughenden Substation are highlighted in Figure 2.3.
Due to the relocation of this site and the requirement to limit potential impacts to the safety and amenity of the Hughenden Muttaburra Road, CopperString has amended the design of the substation site to accommodate a more rectangular area of 900 x 300 m (27 ha), with comparison to the EIS substation site that was 500 x 500 m (25 ha).
CopperString has applied to be a public utility provider under the Land Act 1994 and the Land Title Act 1994 (refer toPartC:Section1.4.3.3).Oncethestatushasbeenconfirmed,CopperStringproposestoapplyforapermanentroadclosureoftherequiredland.Itisnotedthattheroadreserveisclassifiedasaminorstockroute,thoughit is anticipated that CopperString will not impact on the continued use of the road reserve for travelling stock. CopperString has received support for the permanent road closure from the Flinders Shire Council, as the trustee of the stock route.
2.4 Mount isa SubstationThelocationoftheMountIsaSubstationhasbeenrevisedduetoconstraintsassociatedwiththelandidentifiedin the EIS, which limits the ability to expand the substation for future growth. In order to address these constraints CopperString has relocated the proposed substation within Lot 422 on SP128451, to a site approximately 1 km north of the proposed EIS substation site. Consultation has occurred with Mount Isa Mines Limited as the holder of the mining lease (ML 8058) that covers the previous EIS and current supplementary substation sites and they are supportive of the proposed supplementary location.
Thefinalsitingoftheinfrastructurewithinthislandparcelisdependentonfurtherdetaileddesignandgeotechnicalstudies, though CopperString will only impact on an area of approximately 500 x 500 m (25 ha). The site of the Mount Isa substation proposed in the SEIS is 62 ha, compared to the 6.25 ha in the EIS proposed site. This requirement foradditionalareahasbeenidentifiedontheunderstandingofthesubstationdesignandpotentialforfuturegrowthof the network. The substation disturbance area is now a similar size to the other substation sites proposed to be constructed as part of the Project. The EIS and supplementary locations of the Mount Isa Substation are illustrated in Figure 2.5.
2.5 cannington SubstationThe area proposed for the Cannington Substation has increased in size from approximately 0.3 ha to 0.6 ha. This increaseinlandisduetotherefinementofthesubstationdesignandtoaccommodatethenecessarysedimentbasininfrastructure. The location of the site within the Cannington Mine remains unchanged and consultation with BHP Billitonhasconfirmedthattheadditionalsiteareadoesnotconflictwiththecurrentorfutureusesofthesite.TheEISand supplementary boundaries of the Cannington Substation are illustrated in Figure 2.6.

2.6 Potential future substationsSection2.2.2oftheEISidentifiedtheprovisionoffuturesubstationsitesthatwouldallowCopperStringtofacilitateaccess to new network users. It was detailed that terminal towers would be incorporated into the Project’s design to allow future access in the vicinity of Julia Creek.
SincethereleaseoftheEISCopperStringhasfurtheridentifiedtheneedtoincorporateasubstationonthemainlinearound Pentland or Charters Towers to allow future connection from potential renewable energy projects in the region and to facilitate the potential connection of mining operations in the northern Galilee Basin.
Although preliminary analysis into potential locations of these sites have occurred and the site investigation will continue during the design stages of the Project, CopperString is not seeking to assess or approve these sites as part of the current Project. Any future substation site will be subject to a separate environmental assessment and approval process once greater information is known on the future connection requirements.
03 Transmission network communication and monitoringSubstation protection, control and communication systems need precise and high quality monitoring to ensure safety standards and security of electricity supply and transmission. Modern substation and transmission line protection, control and communication systems integrate control, protection and monitoring functions into the one coordinated network.
The NER require duplicate communications links to the network to ensure the dual redundancy of the transmission networks operation. The OPGW, located on the transmission towers, will form the primary communication infrastructure network connecting the supervisory system to the remote terminal units. The second communications network will be the Nextgen Networks Facility, which is currently being installed between Townsville and Mount Isa.
3.1 ceV hutsSection2.3.2.5oftheEISidentifiedthatCEVhutswillberequiredatsitesapproximately80-120kmapartalongthetransmission network in order to amplify the optical signal. These stations are used to extend the reach of optical communicationsbyovercominglossesassociatedwithattenuationoftheopticalfibre.Furtherinformationisnowavailable on the design and proposed locations of these sites.
The CEV huts will be located close to transmission towers and will be fenced with optional CCTV monitoring and intruder alarms. The CEV huts are unmanned, passively cooled equipment shelters, though they will be equipped with a single inverter type split air-conditioning unit. As the telecommunications equipment in the shelter will be capable of operating at up to 65oC, the air-conditioning units will only operate for staff comfort during infrequent maintenance visits.
The CEV huts will be a maximum of approximately 10 m long, 3.5 m wide and 3 m high, and mounted on concrete piers. Transmission and support equipment will be powered by main electricity where available or solar power. Solar power sites will have a solar array of around 3 kW to support a 300 watt equipment load or 4 solar array modules of 4 x 3 m (i.e. about 6 kW to support a load of around 530 watt). Valve regulated lead acid batteries will be used at all sites, will be contained within acid-resistant bunding and protected from the weather.
An indicative CEV hut layout is provided below in Figure 3.1.

The area around the CEV hut needs to be cleared of vegetation for a width of at least 20-25 m from the site to protect itfrompotentialbushfires.Anareaofapproximately15x16mwillbefencedfortheCEVhut,howevertoensurethatvegetationmanagementismaintainedanareaofapproximately60x65misrequiredtomaintainfiresecurity.Anindicative CEV hut design is shown in Figure 3.2.

TheCEVhutswillbeconstructedandfittedoutatthesupplier’spremisesandinstalledonpre-preparedconcretefootingsorraisedpiers,subjecttothefloodstudyassessmentofthesesites,withatransportablecrane.Siteworkswill comprise installation of an earth grid, conduits for power cables, a 2.2 m high cyclone mesh security fence, weed mats and a gravel surface. The earth grid will be constructed of driven copper rods, connected by copper or galvanised steel strap, trenched within the compound. The solar array frames will be mounted on strip footings, and be rated for local wind or cyclone conditions.
ThirteenCEVhutsarerequiredintotalfortheProject.FivewillbelocatedwithintheidentifiedCopperStringsubstation sites (Woodstock, Hughenden, Dajarra Road, Cannington and Mount Isa substations) and eight are stand alone. The property descriptions of the eight CEV huts (where not associated with a substation site), the tenure type and the approximate areas of land under investigation for the sites are provided in Table 3.1. These sites are shown in detail in Figure 3.3 to 3.10 and at a regional scale above in Figure 1.12.

04 Access tracksThe access tracks required for the Project’s construction and operational maintenance remain as generally described in the EIS for the Project. CopperString has a requirement to utilise access tracks to enter the transmission line easement and access tracks within the easement to access individual transmission tower locations. The inclusion of the access tracks in the Project’s scope causes impact to a further 26 land parcels, which were not detailed in the EIS. A listing of these additional land parcels is provided in Appendix 3.
The access tracks that CopperString will utilise to reach the easement from the State and local controlled road network are shown in Figure 1.12. The locations of the tracks required to access individual transmission tower locations are not able to be detailed until the tower spotting is complete as part of the Project’s detailed design.
In the EIS CopperString made a commitment to utilise existing tracks and avoid impact to the environment and the potential to establish land degradation by the creation of new tracks. This commitment has been realised with 88 percent of the access tracks (excluding principal and secondary roads) proposed to be used by CopperString being already formed. The distribution of formed and unformed access tracks is further detailed in Figure 1.12.
