Dr. Hung took the view that government support for local artist is weak.

Dr. Hung thought that different parities were working loosely and separately rather than together. There was little collaboration.

x One of the difficulties HKADC currently faces with policy execution arises from funding constraints.

Dr. Hung suggested that there would be a need for an authority to take the lead to define the scope and direct policy execution.

x ��ǡ��Ǥ��ǯ��lacks a strategic plan

ADC needs to sketch out a central policy which will explain, among other things, why there is a need for such a policy.

In other words, if our government believes that culture is a valuable tool and a soft power that Hong Kong will benefit from, or there is a need to promote culture, then well laid out strategies must be defined in order to achieve such goal.

x Towards the end of the interview, Dr. Hung reiterated and emphasized the need for a cultural authority/bureau and a central figure. There was a need for centralization and consolidation.
