Last year was a year of great transition at the 21st

Century Partnership, along with many successes

both “inside the fence” of Robins AFB as well as

within our Regional Community. I started my job

as President/CEO in August, picking up the reigns

from my predecessors Maj Gen (ret) Bob McMahon

who served for two years, and Ms. Chrissy Miner

who very ably served for four months as the interim

President who now has returned to her duties as

COO. Building on the great work and foundation

those two individuals laid, and leaning on the

experience and leadership of the long-serving Board

Chairman, Brad Fink, we finished the year with

approved by-laws for our 501 (c) (6) operational non-

profit entity and, installed a slate of new executive

committee members. We are tremendously

grateful for the selfless service from Brad, as well

as departing board officers Tiffany Mazo and Todd

Giddens.

Inside the fence, a very positive transition continues

to evolve. Base and union leadership are making 13

successes not seen for decades at Robins. Make no mistake –

wading into unchartered waters

of a positive management/

labor relationship is no easy

feat, but the cooperation that

I have witnessed first-hand is

unprecedented and I believe

will be touted as a tremendous

success in the eyes of local and

national leadership.

The Air Logistics Complex also transitioned with the departure

of Brig. Gen. Cedric George and the arrival of Brig. Gen. Walter

Lindsley. As the complex commander, Brig. Gen. Lindsley has

the enormous task of ensuring aircraft production metrics stay

on target thereby ensuring that Robins is postured at its most

competitive levels for success in a future BRAC process. I

have seen the predictive metrics being used to illustrate when

aircraft production will be back on track and would solicit your

continued support of Base leadership and the workforce as they

aggressively work corrective measures to get back to where

they need to be. I have no doubt that under Walt’s leadership

we will continue to see the positive trends and production

numbers rise to positively “legendary” levels – as he puts it.

On the community front, the departure of our remarkable

Senator Saxby Chambliss gave the entire community pause

for concern. He was a powerful voice for Robins and middle

Georgia and will be deeply missed. The good news is we are

standing on the shoulders of giants with our current legislators

that have the best interest of Robins Air Force Base and middle

Georgia at heart.

In closing, I look forward to continuing to support the great work

being done throughout the Region and pledge the full support of

the Partnership in all of those efforts.

A Georgia nonprofit corporation, the 21st Century Partnership is the

only community enterprise dedicated solely to preserving the military

presence of Robins AFB, while helping middle Georgia communities

prepare to avert potential efforts to marginalize the missions of

the Base. The Partnership accomplishes these goals principally by

working closely with national, regional and local leadership along with

community organizations to positively influence those primary factors

that will likely be considered under a future Base Realignment and

Closure (BRAC) process. For more than 20 years, the Partnership has

been a key participant in all large-scale Department of Defense decision-

making impacting Robins Air Force Base.

STRUCTURE

The Partnership is comprised of three corporations. The 21st Century

Partnership Foundation, a 501(c)(3) and the financial arm of the

Partnership. The 21st Century Partnership of middle Georgia, Inc., a

501(c)(6), and the RAFB 21st Century Partnership, Inc. a 501(c)(4).

Community leaders Bob Hatcher and Rob Brooks chair the boards

respectively. The operations of all three entities are run by a four-

person staff. President and CEO Lieutenant General (ret.) Charles

Stenner, Jr. implements the vision, mission and strategies of the

Partnership. Chief Operating Officer Chrissy Miner manages day-to-day

operations and communications, while Judy Smith and Pat Bridges serve

as part-time executive assistants.

PROMOTE.We firmly believe that it is not a matter of “if” a Base Realignment and Closure or BRAC process is going

to occur, but rather a question of when. With the congressional landscape as it is, we believe a BRAC

will occur as early as 2017 and likely no later than 2019. In preparation, it is critical that we educate

the public on the value of Robins AFB and the risks and rewards associated with a BRAC process. In fall

of last year we launched our “Billions of Reasons” campaign to connect with community members and

educate them of the Base’s impact to the health of our overall regional economy.

ADDITIONAL AREAS OF FOCUS:

• Continuous web, billboard, television and social media presence

• Fostering S.T.E.M. activities in building Robins workforce for the future

• Analyzing BRAC data and establishing measures and metrics

governmental agencies.

Each and every Georgian has a role in the protection of our Base and community.

Although the lion’s share of our

work is performed in direct support

of Robins Air Force Base, we

also recognize the importance of

promoting growth in our economy

independent of the defense sector.

As such we work closely with our

partners in economic development

to find new opportunities for middle

Georgia.

The John S. and James L. Knight Foundation

is an American private, non-profit foundation

dedicated to supporting “transformational

ideas that promote quality journalism,

advance media innovation, engage

communities and foster the arts.”

In early 2014, The Knight Foundation issued

a $100,000 grant to enhance Partnership

communication initiatives “with an increased

use of social and traditional media outlets

to ensure Central Georgians are informed

about the impact of a Base Realignment and

Closure.”

With the generous resources provided by

the Knight Foundation, the Partnership was

able to support three main communication

initiatives during the grant period:

1) Build and maintain a vibrant, evolving

web presence to keep the community

informed of local, state, and national-

level issues with potential impacts

to Robins Air Force Base and middle

Georgia

2) Enhance our social media presence

and engagements through new media

platforms

3) Leverage traditional and new media

advertising platforms to inform

Central Georgians about the Base

Realignment and Closure process and

its potential impact to the surrounding

communities

During the grant period, the 21st Century

Partnership achieved:

• a 94% increase in web traffic

• a 343% increase in social media

interaction

• 1,100% growth in its mailing list

CAMPAIGN:

On August 1st, the Partnership

launched the “Billions of Reasons”

campaign with the goal of raising

awareness about our addition to the

Combined Federal Campaign annual

fundraising effort.

The campaign outcomes are as
