POSITION TITLE. Finance and Asset Management Coordinator
DEPARTMENT Corporate Services

POSITION OBJECTIVES
• To provide specialist direction, support and assistance in the preparation, implementation and management of Asset Management and Financial Planning Programmes.
• Development of Long Term Asset Management Plans which adhere to National Framework for Local Government Asset Management developed and in place by 2010.
• Development of Long Term Financial Management Plans which adhere to National Framework for Local Government Finance Management developed and in place by 2010.
• Assist in the development of the Council’s new asset program.
KEY RESPONSIBILITY AREAS
Financial Planning
• Assist in the development and preparation of longer term financial plans and annual budgets.
• Develop annual, medium and long term maintenance and renewal plans relating to Council assets for consideration by management
Asset Management Planning
• Assist in the development and revision of asset management plans
• Develop in consultation with the Asset management Task Force an asset management plan format suitable for cross organisational use
• Work closely with managers to assist in the development of asset management plans for all council assets
Data Collection
• Develop and coordinate data collection and inventory of all Council assets, including undertaking checks on the accuracy of the data collected
• Develop, maintain and update Council’s asset management objectives and strategies on a progressive basis
• Maintain and update data on Council’s asset management system (existing systems or systems yet to be developed)

Investigation/ Policy Development
• Investigate and implement suitable asset management software for the organisation, in conjunction with Councils IT Department (includes ongoing management)
• Assist in the development and revision of policies and strategies
• Identify asset management problems and issues and recommend solutions
• Periodically review the Asset Management Policy and Strategies
• Ensure efficient and effective use of Councils funds by optimising asset life
Training
• Assist in identifying training needs and methods to promote and encourage good asset management practices
Consultation
• Meet regularly with the Asset Management Working Group to develop and review Asset Management Plans
• Provide effective communication between Council departments and employees to promote and raise awareness of asset management principles across the organisation
General Administration
• Coordinate periodic inspections of Council’s assets for risk management purposes
• Investigate, research and prepare reports as directed for consideration by senior officers or for presentation to the Council
WORK ENVIRONMENT/TECHNOLOGY
The officer will be required to use all equipment generally found in a financial office environment. This will include, use of Visual Display Unit, Keyboard, Printer, Photocopier, Facsimile Machine, Telephone, Electronic Scanner, Overhead Projector, EFTPOS machine receipting terminals, main frame computer, calculator and switchboard.
The officer may have access to and be expected to drive a Council vehicle.
The officer is required to exercise a standard of reasonable care in the performance of duties, to minimise exposure to risk and to minimise the occurrence of accidents to himself/herself and others. LIMITS OF AUTHORITY The position’s accountability and extent of authority will be as follows:
� Ensure that all asset management tasks are carried out and completed accurately to Council’s standards and time frames in accordance with other relevant statutory authority requirements
� Ensure that information, advice and standards provided to Council service units and the public are accurate and reflect Council’s set priorities, adopted practices and policies
� Operate at all times within the scope of responsibility given by the General Manager

ORGANISATIONAL RELATIONSHIPS
Responsible to: Manager Corporate Services
Supervises Asset Officer
Internal Liaisons Other Council employees.
External Liaisons
Other Tasmanian Councils, State Authorities
SELECTION CRITERIA
Selection will be based on the applicant’s ability to meet Position Objectives as well as the following: -
Qualifications and Experience
Essential • Equivalent qualification or relevant experience in financial planning and asset management
• High level computer skills using Microsoft suite of software
• Sound knowledge of Occupational Health & Safety and environmental regulations
• Current manual Drivers Licence Desirable • Accounting Qualification
• Experience in asset management software programs including GIS
• Previous experience in a similar field.
• Knowledge of local government operations.
• Progress toward post-secondary qualification in a relevant discipline.
Specialist Knowledge and Skills
� Highly developed financial management and financial planning skills
� Excellent understanding of lifecycle asset management principles and techniques
� Good understanding of legislation and regulations that impact on financial planning and asset management
� Demonstrated attention to detail and thoroughness in carrying out investigations and preparation of plans and recommendations
� Experience and knowledge of computers and computer software including Microsoft Word, Excel and Outlook
Interpersonal Skills
� Excellent communication, oral and written skills
� Ability to work alone and as part of a team
� Skills in gaining cooperation and assistance from colleagues in Council, other authorities, contractors and consultants
� A high level of self motivation with sound time management skills.

MU LTISKILLING
The Council may direct an employee to carry out such duties as are within the limits of the employee’s skill, competence and training, provided such duties do not promote a narrowing of the employee’s skill base.
