1. SCOPE AND PURPOSE

This procedure defines the activities required to carry out long term preservation of all Electrical equipment,Instruments and piping listed with in this procedure relating to the WHP HSBH-23 to maintain the integrity fora period of 2 – 3 years.

2. DEFINITIONS AND ACRONYMNS

5.1 EQUIPMENT

The equipment will be ascertained and tested in compliance with MCC, SAES and DE specifications. AllPainting work and inspections shall be completed before mothballing of any equipment as per relevantcompany painting standard.

5.1.1 Slops TankSpare nozzles should be blinded with 3 mm slip blinds and Garlock gaskets or approved equivalent. Open 1”drain valve closest to Slop tank on Slop suction line (to allow any condensation to drain out), then dry tank

with compressed air. The tank shall be cover ed with waterproof reinforced plastic tarpaulin, secure with SStie wire or SS banding

5.1.2 Hoist / Winches / JIB Crane / Davit

Cortec VpCI Corr Lube grease or Equivalent to coat cable and exposed rotating elements and cover withwaterproof reinforced plastic tarpaulin, secure with SS tie wire or SS banding.

5.1.3 Slop PumpPump must be completely drained. Then dry, prior to pouring SAE 40 oil, to which 10% by volume CortecVpCI-329 or Equivalent has been added into the pump while the pump is rotating. After this, pump should beblinded off with 3mm slip blinds and gaskets (Garlock or approved equivalent, if no Pipes are installed on theNozzles). If fitted, remove pulleys or couplings from the shaft end. Spread polythene paper  all over the skidand the skid and boxed with plywood (10mm thk.).

Maintenance Frequency:

Rotate the shaft several times every 6 weeks.

5.1.4 MEG Injection PumpOn the pump skid, a light coat of VpCI-329 (2-3 mils) or Equivalent shall be applied. Place VpCI-105/111 or Equivalent emitters inside the enclosure where appropriate and cover with waterproofreinforced plastic tarpaulin over the panel board secured with SS wire or SS banding and boxedwith plywood (10mm thk.).

1. Electrical Components

1.1 Protection of the Electrical Components All parts of the electrical equipment which can be damaged by environmental influences must bepacked airtight in plastic foil. Desiccant must be placed inside the plastic cover as well as in the

terminal boxes and the control cabinet to control the humidity.

2.1 Pulsation DampersUnits must be stored in such a way as to prevent mechanical damage to the shell and branchconnections. If the unit is to be put into storage for a period of more than 6 months, it is advisable torelease its gas pre-charge. Store it away from extremes of temperature.

2.2 Remove the access of oil poured in the drive unit diaphragm in the pumps as part of thepreservation done in the past just before the loadout. 

2.3 Protection of Non-Rustproof Parts All parts of non-rustproof materials must be spray-coated using VpCI-368 (2-3 mils) or Equivalent. All openings not closed in operating condition already must be closed airtight.

3. Complete Unit

3.1 Protection against Environmental InfluencesThe complete unit must be protected from environmental influences, especially sunlight, drip andspray water by covering it by a light tight plastic material.

5.1.5 MEG Storage DrumThe drum shall be covered with waterproof reinforced plastic tarpaulin and secured with SS wire or SSbanding. Existing internal preservation with Nitrogen shall be checked every 6 weeks to verify the relevantpressure is kept inside the acceptable values.

5.1.6 Nitrogen Bottle SkidSkid to be completely dried, later to be wrapped in waterproof reinforced plastic tarpaulin and secure with SS

tie wire or SS banding and boxed with plywood (10mm thk.). 

5.1.7 KO DrumOpen drain valve closest to the drum suction line (to allow any condensation to drain out), then dry tank withcompressed air. Spare Nozzles should be blinded with 3 mm slip blinds and Garlock gaskets or approvedequivalent. The drum shall be covered with waterproof reinforced plastic tarpaulin and secured with SS wireor SS banding.

5.1.8 KO PumpThe skid shall be wrapped in waterproof reinforced plastic tarpaulin and secure with SS tie wire or SS

banding and boxed with plywood (10mm thk.). 

5.1.9 TUTUTUTU to be completely cleaned and dried, later to be wrapped in waterproof reinforced plastic tarpaulin andsecure with SS tie wire or SS banding. Spare Nozzles should be blinded with 3 mm slip blinds and Garlockgaskets or approved equivalent (if applicable). Mount plastic protectors at all inlets/ outlets.Ensure that the system internal components are bleed off for no trapped pressure.

5.1.10HIPS Skid Skid must be completely drained from any water. All valves (Gate, Ball, MOVs etc.) shall be put in closedposition. The valves shall be coated with 2-3 mils VpCI 368 or Equivalent. The complete unit is to be packedin air tight plastic foil and then boxed with plywood (10mm thk.) Desiccant is added to the packing to absorbresidual moisture. 

VALVES AND ACTUATORS: Valves should be left in close position with springs in relaxed state(actuator’s hydraulic cylinder unpressurized with oil inside circuits).

Maintenance Frequency: 

Whole Equipment: External surfaces of the equipment should to be checked every 6 weeks (if present,plywood surfaces are to be checked to verify any possible deterioration or moisture accumulation due to

marine environment). Control Panel: Humidity inhibitors shall be used in the JB and in the cabinet as well, checking theirconditions on a regular basis (every 6 weeks at minimum) and, eventually, increasing the frequency of theirreplacement.

5.2 PIPING AND VALVES

The piping system shall be checked out and tested in compliance with the applicable MCC, SAES and DESpecifications System. In addition, the following are required for preservation.

a. With the exception of ship-loose spools, all piping shall be dried out after hydro-testing and laidup as per Lay-Up Procedure. The Piping which are laid-up with nitrogen must have a periodicinspection for leakages, twice a month.

b. All valves (Gate, Ball, MOVs etc.) shall be put in half open position, except for the line which hasbeen nitrogen laid-up. On valves with exposed valve stem, the stem shall be put in half openposition and coated with 2-3 mils VpCI 368 or Equivalent

c. The MOV, ZVs, Control Valves shall be wrapped in waterproof reinforced plastic tarpaulin andmainly to protect the electrical and instrumentation items mounted on top of the valve from

damage. VpCI-111 or Equivalent emitters either side of the valve shall be placed under thetarpaulin prior to closure.

d. Only critical RTJ flanges and pipe plugs shall be coated with 2-3 mils VpCI-368 or Equivalent andsealed with Denso Tape.

e. All internally bare carbon steel pipe spools that are shipped loose shall be sprayed internally withVpCI-337 or Equivalent, then blinded with plastic pipe caps and sealed with Denso tape after theVpCI / VmCI or Equivalent lay-up activity.

f. All SS & Inconel Pipe and Tubing to be refreshed in terms of Cleaning, Pickling and Passivation (external surface), later Wrapped with Clear plastic Such that no dust come in direct contact withthe Pipe.

5.3 ELECTRICAL

The following electrical equipment and devices/components are considered for preservation.

5.3.1 Transformers and ICCP RectifiersExternal moveable parts, hinges, operating handles, hardware etc shall have applied a light coat (2-3 mils)

VpCI-368 or Equivalent. Clean and dry bushings, debris around transforms semi-annually, check oillevel and fill semi-annually, repair leaks and replace silica gel (desiccant) semi-annually. Place VpCI-105/111 or Equivalent emitters inside the enclosure where appropriate and cover with waterproof reinforcedplastic tarpaulin over the panel board secured with SS wire or SS banding. Doors shall be properly secured,locked and tightened.

5.3.2 Circuit Breakers, Charging Regulators, OVL and MOV Panel Boards

External moveable parts, hinges, operating handles, hardware etc shall have applied a light coat (2-3 mils)VpCI-368 or Equivalent. Place VpCI-105/111 or Equivalent emitters inside the enclosure where appropriateand cover with waterproof reinforced plastic tarpaulin over the panel board secured with SS wire or SSbanding. Ensure all breakers shall be in OFF position prior to mothballing.Doors shall be properly secured, locked and tightened upon completion of all pre-commissioning activities.

5.3.1 Lighting Fixtures. All lighting fixtures shall be properly secured upon completion of illumination level testing. All fixtures shallhave applied a light coat (2-3 mils) VpCI-368 or Equivalent and cover with waterproof reinforced plastictarpaulin over the lighting assembly fixtures and secured with SS wire or SS banding.

5.3.2 Lighting Contactors and Switches. All lighting contactors and switches shall be sprayed with VpCI-238 or Equivalent. Place VpCI-105 or

Equivalent emitters inside the enclosure where appropriate and cover with waterproof reinforced plastictarpaulin over the panel board secured with SS wire or SS banding.

5.3.3 Pump MotorsMEG Injection Pumps, KO Pumps and Slop Pumps’ Motors along with terminal boxes to be covered withwater repellant canvas tarpaulin secured with SS tie wire or SS banding provided with desiccant bags whereapplicable. Motor Shaft has to be periodically rotated: every 6 weeks.

5.3.4 Variable Frequency Drive (VFD)External moveable parts, hinges, operating handles, hardware etc shall have applied a light coat (2-3 mils)VpCI-368 or Equivalent. Place VpCI-105/111 or Equivalent emitters inside the panel where appropriate andcover with waterproof reinforced plastic tarpaulin over the panel board secured with SS wire or SS banding.

5.3.5 Switch Racks All Switch Racks shall have applied a light coat (2-3 mils) VpCI-368 or Equivalent. Place VpCI-105/111 or

Equivalent emitters inside the switch racks where necessary. Remove debris around outdoor switch rackevery three months and replace silica gel inside cubicles every six months. Cover with waterproofreinforced plastic tarpaulin over the Switch Racks and secure with SS wire or SS banding. Ensure allbreakers shall be in OFF position prior to mothballing.Switch rack shall be properly secure, locked andtighten.

5.3.6 Battery Charger and BatteriesPanel Battery Box doors shall be properly secure, locked and tightened upon completion of all pre-commissioning activities. VpCI-105/111 or Equivalent emitters and appropriate quantity of desiccantbags shall be placed in the battery panel then covered with water proof reinforced plastic tarpaulin secured

with SS tie wire or SS banding. Drain electrolyte and store battery. 

5.3.7 Battery BoxesBattery Box doors shall be properly secure, locked and tightened upon completion of all pre-commissioningactivities. Battery Boxes shall be cleaned and sprayed with VpCI-238 or Equivalent then covered with waterproof reinforced plastic tarpaulin secured with SS tie wire or SS banding.

5.3.8 Navigational Aid Lighting

Nav-Aid external movable parts shall be lightly coated with a light coat (2-3 mils) VpCI-368 or Equivalent.VpCI-105/111 or Equivalent emitters shall be placed in junction boxes and isolator switch enclosure. Batteryterminals shall be cleaned and a light coat with petroleum jelly will be applied on them. Batteries should beremoved from the equipment and stored separately in an indoor environment. The control panel shall becovered with waterproof reinforced plastic tarpaulin and secure with SS wire or SS banding and boxed withplywood (10mm thick)

5.3.9 Junction Boxes, Conduit System, Cable Trays

Remove dirt from box fasteners, apply Denso or equivalent on box fasteners and check semi-annually ifDenso is to be reapplied. Electrical cable terminals shall be cleaned and sprayed with VpCI-238 or Equivalentthen covered with water proof reinforced plastic tarpaulin secured with SS tie wire or SS banding.

5.3.10Splice Case

Door shall be properly secured, locked and tightened upon completion of all pre commissioning activities. Allboxes shall be provided with protective covering and desiccant bags shall be placed inside for protectionagainst moisture.

5.3.11General Electrical Equipment Preservation (As per TSI 51-156, para 8.1.7)  De-energize equipment prior to mothballing

  Clean equipment internally with air-hose

  Clean and dry terminal housings, boxes and control cabinets.

  Clean, dry and tighten all power and control connections.

  Apply light coat of petroleum jelly on exposed terminals.

  Replace any damaged or missing parts and hardware.

  Repair or replace leaking cabinet door seals and junction box gaskets.

  Check doors and covers for tight fit.

  Tighten all loose hardware.

  Place silica gel in boxes, enclosures, housings and panels.

  Tighten and re-anchor loose conduits.

  Repaint corroded or damaged areas on equipment exterior

  Repaint corroded conduit and junction boxes near the mothballed equipment.

5.4 INSTRUMENTATION

The equipment shall be tested in compliance with the MCC/PAT, SAES and DE specifications and scope ofwork. In addition, the following are required for preservation.

a) Bulkhead plate fittings are to be plugged.

b) Boat landing ESD Hand stations are supplied as a part of the ESD package to be shippedloose by the contractor for offshore installation. Tubing fitting on incomplete tubing runs is tobe plugged.

c) Emergency Shutdown Panel - where possible, tubing lines shall remain charged withhydraulic oil following testing. VpCI 105/111 or Equivalent emitters shall be installed in thepanel electrical boxes. Bolts shall be coated with thread lubricant. Door hinges and handlesshall be coated with silicone grease. The panel shall then be boxed on all sides and on topabove the tubing tray using 10mm thick plywood. Boxed corners shall be glued with foamrope gasket around pipe openings. Boxes shall be free standing

d) The MOV, ZVs, Control Valves shall be wrapped in waterproof reinforced plastic tarpaulinand mainly to protect the electrical and instrumentation items mounted on top of the valvefrom damage. VpCI-111 or Equivalent emitters either side of the valve shall be placed underthe tarpaulin prior to closure

e) Level Switches and Gauges on the slops tank shall have a light coat (2-3 mils) VpCI-368 orEquivalent applied and then wrapped with water proof reinforced plastic tarpaulin, securedwith SS tie wire or SS banding.

f) For instrument JBs/Marshalling boxes – Refer to the electrical section above

g) For all other instruments, VpCI 105/111 or Equivalent emitters shall be placed inside the

instruments then covered with water proof reinforced plastic tarpaulin secured with SS tiewire or SS banding.

5.4.1 Electrical & Instrumentation Hook up InstrumentsFor the field instruments that are not installed in the onshore Fabrication Yard, the wiring shall be coiled.Ends of the wiring shall be sealed with heat shrink caps, wrapped in waterproof canvas tarpaulin material andwired with stainless steel tie wire to the conduit steel supports.

5.4.2 Marshalling CabinetExternal moveable parts, hinges, operating handles, hardware etc shall have applied a light coat (2-3 mils)VpCI-368 or Equivalent. Place VpCI-105/111 or Equivalent emitters inside the enclosure where appropriateand cover with waterproof reinforced plastic tarpaulin over the panel board secured with SS wire or SSbanding. Doors shall be properly secured, locked and tightened upon completion of all pre-commissioning

activities.

5.4.3 Fire Detection CabinetExternal moveable parts, hinges, operating handles, hardware etc shall have applied a light coat (2-3 mils)VpCI-368 or Equivalent. Place VpCI-105/111 or Equivalent emitters inside the enclosure where appropriateand cover with waterproof reinforced plastic tarpaulin over the panel board secured with SS wire or SSbanding. Doors shall be properly secured, locked and tightened.

5.4.4 Communication PanelExternal moveable parts, hinges, operating handles, hardware etc shall have applied a light coat (2-3 mils)VpCI-368 or Equivalent. Place VpCI-105/111 or Equivalent emitters inside the enclosure where appropriateand cover with waterproof reinforced plastic tarpaulin over the panel board secured with SS wire or SSbanding. Doors shall be properly secured, locked and tightened.

5.4.5 CCTV Panel/CamerasExternal moveable parts, hinges, operating handles, hardware etc shall have applied a light coat (2-3 mils)VpCI-368 or Equivalent. Place VpCI-105/111 or Equivalent emitters inside the enclosure where appropriateand cover the panel board and cameras with waterproof reinforced plastic tarpaulin and secured with SS wireor SS banding. Doors shall be properly secured, locked and tightened.

5.4.6 Flare Ignit ion Panel

External moveable parts, hinges, operating handles, hardware etc shall have applied a light coat (2-3 mils)VpCI-368 or Equivalent. Place VpCI-105/111 or Equivalent emitters inside the enclosure where appropriateand cover with waterproof reinforced plastic tarpaulin over the panel board secured with SS wire or SSbanding. Doors shall be properly secured, locked and tightened. Flare systems should be isolated from theflare tip and flare tips should be covered to prevent the accumulation of rainwater.

5.4.7 HIPS CabinetExternal moveable parts, hinges, operating handles, hardware etc shall have applied a light coat (2-3 mils)VpCI-368 or Equivalent. Place VpCI-105/111 or Equivalent emitters inside the enclosure where appropriateand cover with waterproof reinforced plastic tarpaulin over the panel board secured with SS wire or SSbanding. Doors shall be properly secured, locked and tightened.

Maintenance Frequency: 

Humidity inhibitors shall be used in the JB and in the cabinet as well, checking their conditions on a regularbasis (every 6 weeks at minimum) and, eventually, increasing the frequency of their replacement.

6. CLEAN-UP

Upon completion of all initial long term preservation  activities, the deck areas shall be cleared from anysurplus materials, scaffolding, rubbish and any other similar items and left in a clean and tidy condition.

 A general cleaning, “housekeeping” type, will be executed every 12 weeks until the WHP loud-out and priorto sail-away. Any opening found after box up of Equipment’s or Instruments shall be properly fixed.

Prior to load out Preservation applied must be removed, except for the items where it is specifically requestedto be kept and left until installation personnel in offshore will take care of. Accompanying this removal, a finalclean-up will be executed.
