As a librarian assigned in the service area

there is a need for libraries to accommodate

persons with disabilities by providing accessibility

infrastructures like ramp comfort room and

elevator Shelves designed for PWDs are also

deemed necessary so that they can do research

even without the assistance of the library staff

The staff must undergo training on how to

communicate with them especially for clients who

have hearing and vision impairments As stressed

out by speaker Ms Nelia R De Jesus a librarian

should be sensitive to the needs of the PWDs

Another resources that should be available in the

library are research materials on disability

computers with online access to e-books audio

books or other equipment such as assistive

technology like the Braille and book talk that will

help them in their day to day activities Vernacular

translations are also important resources for the

PWDrsquos

As a teacher in Library and Information

Science teaching Public Librarianship the

seminar enhanced my knowledge and skills in

teaching particularly on the provision on the

Standards of Public Libraries There are revisions

made as of February 2014 follow up meetings are

conducted to finalize the first drafts which are

open for suggestions and comments

It is my hope that libraries can provide a corner or

a place for PWDs and provide service that

would help them in their quest for knowledge

Likewise it is also good that Library staff and

Library Science students should have training in

caring handling and empowering persons with

disabilities

As what the late South African President Nelson Mandela the famous Icon of modern history once said

ldquoIf you talk to a man in a language he understands that goes to his head If you talk to him in his language that goes to his heartrdquo

For most people spoken and the written language is the key to communicate but for some it can become a challenge keeping this in mind the USC library system organized an In-Service training of Basic Filipino Sign Language The aim is for the librarians in the system to learn the basics of Filipino Sign Language to bridge understanding among the Deaf community It was made possible through the USC libraryrsquos Knowledge for Development Center partnership with the Gualandi Volunteers Service Programme Inc (GVSP)

Mr John Paul Maunes Executive Director of the organization was kind enough to present the topic on ―Basic Sign Language for Day to Day Commu-nication He was assisted by the two Deaf Facilita-tors Ms Karen Dianon and Ms Ash Monib With them were aslo the two child observers of the Basic Sign Language The training session consists of two parts first was the presentation proper a background of the Deaf culture and community in the Philippine setting in relation to other cultures second was the

workshop wherein Mr Maunes together with the Deaf Facilitators gave the participants the basics on how to use hand symbols for everyday use

At the end of the session the participants gained a better understanding that although we use different languages it neither lessens the capacity nor the capability of the person or make him greater than the other Instead we are equal though using different medium of communication The bottomline is that the language that we speak amp write symbolizes the thoughts of human heart and manrsquos longing for greater understanding among the people in the community that we live in

Administrators and faculty members of the College of Engineering and Library Staff representatives attended a 3-day training on Certification and Accreditation System for Engineering Education (CASEE) Training held at the CAFA Theater Talamban Campus last May 19 ndash 21 2014 Engr Federico Monsada Philippine Technological Council (PTC) President Engr Mel Dennis Ferrer PTC Deputy Executive Director and Engr Romulo Agatep PTC Trustee for International Affairs and Registrar PTC APEC Engineers Registry were the resource persons The objectives of the said training were to introduce PTC CASEE Outcomes Based Education (OBE) and its importance to the overall continuous quality improvement of engineering education towards international recognition and competitiveness to prepare participants as lead roles in the preparation of engineering programs for accreditation under PTC CASEE as well as assume effective roles of program accreditation leader andor program evaluator under PTC CASEE Indeed the training set the mode for the university to be an outcome based education at least starting from the College of Engineering as the lead

Back in the early days a librarian could be anybody who can sit inside the library and dispense library materials at a given time to a clientele He could be a student or a teacher in his vacant time a school clerk or the school janitor the principal assigned to render pro-bono service to the school but gone are the days when this practice existed for these persons are already replaced by one who can do the job professionally on a par with other professionals

The librarianship profession has gone through trying times in the past The paper presented at the 69th IFLA General Conference in Berlin Germany discussed the status of Philippine librarianship as a profession it cited ―While other callings with lesser training have been certified librarians remain unqualified according to government standards Librarian-ship as a profession has not projected a good image and status it rightly deserves (Santos 2003) However as years go by there have been changes that manifest a sudden and apparent shift in paradigm On September 19 1990 a milestone in the history of Philippine librarianship took place when then President Corazon C Aquino signed into law Republic Act 6966 entitled ldquoAn Act Regulating the Practice of Librarianship and Prescribing the Qualifications of Librariansrdquo This is otherwise known as ldquoThe Philippine Librarianship Actrdquo which took effect on December 5 1990 This however was not the end of the advancement in the practice of librarianship rather it marked its evolution and ability to reinvent itself with the passage of time The need to repeal the law calls for it to respond to the call of the times Thus on February 19 2004

Republic Act 9246 was born known as ldquoThe Philippine Librarianship Act of 2003rdquo or ldquoAn Act Modernizing the Practice of Librarianship in the Philippinesrdquo repealing the previous RA 6966 Licensure Examination One of the fruits of the aforementioned law is the licensure examination Article III speaks about licensure examination and registration In order for a graduate of Library Science to be called a professional librarian the person has to undergo and pass the licensure examination The first licensure examination for librarians was held in Manila in December 1992 Such examination is given every year by the Board for Librarians (BFL) under the Professional Regulation Commission (PRC) a regulatory body for all professionals in the Philippines This means that when one passes the examination and has been issued a certificate of registration and a professional identification card he ―is entitled to the practice of the profession with all the privileges appurtenant thereto (sec 20)

However before one can attain such professional recognition he has to hurdle its content in the six (6) different subject areas namely selection and acquisition of multi-media sources of information cataloguing and classifica-tion indexing and abstracting reference bibliography and information services organiza-tion management and development and maintenance of multi-media based library or information service laws trends and practices affecting the profession and information technology It is not a task to pass such test of

professional theoretical competence that is why


practicing the profession but cannot show proof of passing the examination cannot continue in the service for it is an ―illegal practice of librarianship (sec 26)

Continuing Professional Education (CPE) Some professionals would seem to have stopped learning new things in the profession after graduating or passing the board examination and librarians are not spared This should not be the case for knowledge that is not updated stagnates One must not stop from acquiring new knowledge whether formally or informally The Code of Ethics states that ―librarians shall strive to improve enhance and upgrade the professional knowledge skills and competencies through formal and informal means (Art II sec 25) The ldquoPRC Standardized Guidelines and Procedures for the Implementation of the Continuing Professional Education for all Registered Profes-sionsrdquo enumerates several means to attain CPE such as seminars conventions doctoral or masteral degrees fellowships authorships post graduatein-service trainings resource speaker-ships peer reviewer being CPE providers or availing directly of CPE programs activities or sources (sec 13) These are just some of the choices a professional could take to fulfill this requirement

With this wide array of activities to engage in for onersquos professional growth professional librarians should not turn their back on continuing professional education that would benefit them in their career Although there are factors for setting aside CPE a reason or two would not suffice for the options are just at armrsquos reach Not only that most recently some local library organization like PAARL has been trying its best to help out librarians attain this by being potential Continuing Professional Development (CPD) providers As clearly defined by the commission ―Continuing Professional Education (CPE) refers to the inculcation assimilation and acquisition of knowledge skills proficiency and ethical and moral values after the initial registration of a professional that raise and enhance the professionalrsquos technical skills and competence (Art I sec 2) The professional librarian has to be reminded of this always

should exist or advance itself without the basis for

professional practice that is the Code of Ethics In

the course of time that librarianship has been

recognized as a profession it formulated its own

code On August 14 1992 the Code of Ethics for

Registered Librarians was promulgated and

became the basis for professional behavioral

practice With the passing of time however its old

code has been revised and a new one was

introduced on December 13 2006 namely Code of

Ethics for Philippine Librarians The code

specifically deals with several provisions namely

Article I Librarians with the State Society and

Public Article II Librarians with Librarianship

Profession Article III Librarians with the Suppliers

Publishers Dealers etc and Article IV Librarians

with the Clients andor other Users of their

Professional Services All speak of a holistic

person who is the librarian in the core context of

professional practice What is beneficial about

having a Code of Ethics is that aside from putting

emphasis on the librarianrsquos mission as a

professional it also ―specifies ideal practices and

relationships necessary to guide the practitioner in

maintaining standards of ethical behavior (Santos

2003) In order to maintain this every professional

is being reminded by the code about the

corresponding disciplinary action for those who

violated any provision of the code that is either

revocation of Certificate of Registration or

suspension to be imposed after thorough investiga-

tion Thus in the practice of librarianship it is

appropriate to remember how philosopher

Immanuel Kant defined ethics ―it is how one should

act

Field of Specialization Like other professionals

a librarian may also have different specializations

No longer is his task limited to dispensing books

over the counter Rather he has specialized

knowledge and training and is an authority in his

chosen specialization ready to impart his

knowledge in a professional way A professional

librarian can be an abstractor archivist

bibliographer college or university librarian

community outreach librarian corporate librarian

systems librarian documentor indexer information

specialistscientist law librarian library science

facultyeducator library technician media or AV

specialist medical librarian researcher and a lot

more

Therefore a librarian is no longer a general practi-tioner That is why for those still pursuing a library and information science career a field of specializa-tion is highly encouraged for dynamic libraries and information services Most recently in the IFLA 2013 in Singapore outgoing IFLA President Dr Ingrid Parent was described by many as a ―Library Crusader This may not be in the list of those specialized fields stated above but her efforts to be a visible and active promoter and champion of libraries may inspire other librarians to embark on different specializations A wide spectrum of endeavors awaits one who chooses to be in this field Thus career opportunities are bright and brilliant Membership in Professional Organization No Man Is an Island---this is an expression emphasizing a persons connections to his or her surroundings This expression holds true also in the case of librarians The Code of Ethics says that ―Librarians shall maintain membership participate and cooperate in the endeavors of library associations to enhance the effectiveness of the profession (Art II sec 28) This clearly says that one should have the reason to become a member of at least the umbrella organization ndash Philippine Librarians Association Inc (PLAI) In his paper Santos (2003) reiterated that PLAI has a long list of notable achievements such as holding of continuing library education through seminars conferences and congresses and the celebration of the National Book Week and the Library and Information Services Month every November Founded on October 23 1923 this serves as an affiliate of such international library organizations as International Federation of Library Associations and Institutions (IFLA) in 1929 and the Congress of Southeast Asian Librarians (CONSAL) in 1970 Although most of its activities are local in nature its connections with international umbrella organiza-tions of librarians can provide a lot of opportunities and it can even go further as replicating programs like that of its foreign counterpart Germanyrsquos Bibliothek and Information Deutschland (BID) which has advanced itself to supporting professional exchange of library experts study tours and participation in congresses abroad or foreign colleagues in Germany (Lison 2009) PLAI has maintained its noble purpose of gathering librarians from all over the country Broken down to its regional network organizations librarians have

no reason to say that they are deprived of member-ship to the umbrella organization Also being a member of an organization means acquaintances and linkages with fellow librarians and sharing professional experiences Librarianship today has gone far from what it was before It has become dynamic and broader in scope Remembering those days when this profession was almost nothing now it has become a profession to reckon with with its growth and dynamism The librarian should therefore go out of the closed shelves and extend his sight beyond the ldquowindow pane grillerdquo he was once limited to lest he be left out by the fast-paced life of librarianship today

The BPI Library Cebu is the latest linkage of the University of San Carlos Library System The library is co-managed by the University of San Carlos (USC) Library System under an industry-academe linkage agreement between the BPI Foundation Inc and USC The library is located on the third floor of BPI Cebu main branch at the corner of Magallanes and Burgos streets BPI Cebu is open to the public for free It is fully airconditioned and carpeted The collections include magazines related to business general reference materials books about business fiction and story books The childrenrsquos corner is available for storytelling activities Computers are also available with Internet connection as well as Online Public Access Catalog (OPAC) The Memorandum Of Agreement (MOA) signing was done on January 23 2014 together with the

launching of the book SALAPI The occasion was graced by significant people like BPI Chairman Jaime

Augusto Zobel de Ayala BPI President Cezar Consing BPI former President Aurelio Montinola III BPI

Foundation Executive Director Florendo Maranan and USC VP Finance Fr Generoso Rebayla Jr SVD The

library will open its services to the public either in March or April 2014 a librarian will be hired to carry its

spreading her passion for reading Our very own Mrs Ma Lorna A Eguia the American Corner librarian has spread her wings as she was one of the contributors of the book Akong Bugsay Workbook Her contribution was Akong Bugsay Storytelling Techniques Akong Bugsay is a bilingual (Cebuano and English) childrenrsquos book written by Amaya Aboitiz based on the Bugsay philosophy of her father Roberto Aboitiz

The book was published by Ramon Aboi-

tiz Foundation Inc This book will be used by twenty schools along Cebursquos coastal communi-ties as pilot areas Ramon Aboitiz Foundation and the Department of Education (DepEd)

Central Visayas signed an agreement last May 28 2014 to integrate Bugsay philosophy in the primary curriculum particularly to the third graders

For a number of times the University

availed again the Turnitin trial for two months last Summer Finding it useful the University started to officially subscribe the software last June 2014 and renewable for the coming years Turnitin is a software system that can be used to check originality of a studentrsquos work and to prevent plagiarism It helps students improve their academic writing skills by learning to cite other peoplersquos written material

Valentinersquos Day in USC Libraries

The University of San Carlos Libraries celebrated Valentinersquos Day with fun filled activities starting on February 1-14 2014 Here are some picks of the activities initiated by the librarians in their respective libraries Mini-Valentinersquos Exhibit at Joseph Baumgartner Learning Resource Center (JB-LRC) wherein

amazing facts about Valentinersquos Day and other fun trivias were creatively displayed Also there was LOVE IN THE NOTES activity wherein the students enjoyably wrote on a colorful

heart shape notes their own thoughts and feelings about the month of love Cupidrsquos Inspirational Message Box together with candies and chocolates was displayed at Serials

Library Counter The American Corner Cebu and SBE Librarian Ms Lorna Eguia had conducted a love talk session

which was participated by USC students and professionals from a certain accounting firm The said

activity aimed to provide fundamental elements and important insights of what true love really meant

and to break the common misconceptions of love especially among the youth nowadays

together with the Basic Education Department- South Campus headed by the principal Sr Remedios

movie showing for four days from November 19 ndash 22 2013 Viewers were asked to give childrenrsquos

clothes toys bottled water and canned goods Pupils and students generously responded with a

good number of toys canned goods used clothes and bottled water a distinguishing mark of a social

responsibility awareness quality Among the first recipient were the children of the 25 families in Brgy

Paypay Sitio Lawom Atabay Daan Bantayan last December 15 2013

―Examination copy books the librarian would like to

make an appeal to the faculty who are interested to

choose titles for library digitization priority These

books or journals were infested with bookworms and

were currently placed in the parking area of the

The librarian was pleased to announce that

Dr Ranie Villaver had taken the lead and was able to

select 12 books and 3 journals which were placed on

the priority shelf

So with these activities the librarian is

challenging all other faculty members who have the

heart and the passion to maintain an excellent

collection

librarian of the section and they made a total selection of 363 titles They were

Biodiversity Related information Sources At the University of San Carlos Library System A Showcase

The pictorial exhibit on the endemic species of Cebu at the Josef Baumgartner Learning Resource Center Talamban Campus was the first ever showcasing biodiversity related information sources dated 1883 up to 2010 of the University Library Systemrsquos Filipiniana Library It was a part of the program on the 23rd Philippine Biodiversity Symposium which theme was ―Forging Partner-ships for Understanding and Conserving Philippine Biodiversity held at the USC- CAFA theater last April 1-4 2014 This international symposium was in collaboration with the Wildlife Conservation Society of the Philippines (WCSP)and the Association of Systematic Biologists of the Philippines (ASBP) spearheaded by Dr Lawrence M Liao USCrsquos former biology faculty an affiliate for twelve years of University of San Carlos Press a Cebuano Studies Centerrsquos research assistant and at present faculty of Applied Biologi-cal Sciences in Hiroshima University

Two of its speakers were Dr Thomas M Brooks the head of the Science Unit of the Inter-national Union for the Conservation of Nature (IUCN) based in Switzerland and Dr Peter KL Ng Director of the Raffles Museum of Biodiversity Research and Professor of the Department of Bio-logical Sciences both at the National University of Singapore Fr Dionisio M Miranda SVD the current president of the University of San Carlos graced the activity He cut the ribbon to open the exhibit and said a brief speech on the significant involvement of architecture education engineering and the enforcement of laws in biodiversity

Dr Lawrence M Liao whom we consider instrumental to the success of the whole event spoke after Fr Miranda and said that ―he wanted to involve the University of San Carlos Library System because this is the opportune time that it makes an important statement through the exhibit He was trying to convey to the delegates coming from the different places of the Philippines and from abroad the USC community students researchers as well as the general public that the USC Library System particularly its Filipiniana Section possesses rich collection on biodiversity and that these were developed through the efforts of this significant person Fr Josef Baumgartner

SVD his mentor and that the Carolinians must be proud of this fact because only few Philippine libraries have actually owned these resources etc

I am enthralled to add a little input on Dr Liaorsquos statement about the library and of Fr Josef Baumgartner in his speech because as a Filipiniana Librarian I frequently read articles of the Caroliniana collections for indexing My knowledge about the history of the library and who gave that impactful achievement enabled me to follow and felt on what Dr Liao had wanted to relay in his message

The USC Library had been already developed during the time of Bro Ulrich Meyer SVD the First librarian of the University of San Carlos in 1935 The library was already in its impressive standing because besides that Bro Meyer had the knowledge in Library Science it became as a vivid symbol of collegersquos educational stand in the City of Cebu The Law Library is unbeatable and it possessed the biggest and most complete line in law books in any school outside of Manila When Bro Ulrich Meyer SVD died of heart attack in 1941Fr Lawrence Bunzel SVD assumed as Chief Librarian In his time the library collections increased The sets of textbooks and reference books constantly arrived from the United States The ―Philippiniana (this was thespelling used for Filipiniana during the time of Fr Bunzel) and subscriptions of magazines were the most com-plete in the Visayas(The Carolinian October 19461949)

In 1949 Fr Bunzel had been given

another commitment to the university as Vice ndash

Rector and the Dean of Education (Semper

Fidelis 1950) Fr Josef Baumgartner SVD who

was a former teacher in the University of

Peking arrived in USC and took over Fr

Bunzelas the chief librarian Thereafter the

improvement of the library continued

Fr Baum as he was fondly called was

responsible for the rich Filipiniana collections

which grew in quality and quantity that turned

into one of the best in the Philippines The

library collections became stronger The

volumes of books and magazines constantly

increased and were extraordinary even for a

Manila university It aimed to have the students

keep abreast on the latest books in the different

fields of knowledge that have appeared in the

market (University Bulletin Oct ndash Feb 1990)

With these facts I would like to

emanate the efforts of the pioneer lead

managers of the University of San Carlos

Library System Bro Ulrich Meyer SVD

Fr Lawrence Bunzel SVD and most of all

Fr Josef Baumgartner on his sheer dedication

for making the library as one of the best in the

Philippines We the librarians will value his

deeds and consider those as the most treasured

gift that until now the library system is

of books from Engr Jesus N Alcordo last March 22 2014 As

we all know the Alcordo Reading Center (ARC) is envisioned

by the university to provide engineering students and

practitioners with a wide range of references for lifelong

learning individualized reading and research updates and

trends The corner carries the subject Energy Management and

its related fields which are the research thrusts of the university

along with Food Water and Waste Management

April 1-4 2014 The SciTech Librarian coordinated with the Filipiniana Librarian in preparing the exhibit on

―WHAT IS THE BEST TRANSLATION OF THE BIBLE This is the question that people who teach biblical studies hear more than any other A bewildering abundance of alternatives is available to those who want to begin reading the Bible This long list will grow because the Bible will continue to nourish the faith and life of believers because scholars will learn more about the ancient languages in which the Bible was written and because the English language will continue to evolve New translations of the Bible are a practical necessity

This is not new In the fourth century AD the language spoken in the Roman Empire began to change Before that time Greek was the dominant language People of every ethnic background in the empire spoke Greek in addition to their native tongue The Romans encouraged this since they saw themselves as the heirs of Greek culture and civilization

Latin the language spoken by the Romans gradually began to replace Greek as the common language in the western part of the empire This had a significant impact on the Church since its Bible was in Greek The New Testament of course was written in Greek Christians used the Septuagint a Greek version of the Hebrew Bible as its version of the Old Testament (The word septuagint is derived from the Latin word for 70 and is based on a legend that the Greek translation was the work of 70 translators) Because fewer and fewer Christians in the West could read or understand Greek the Church faced a serious pastoral problem How could the Bible remain accessible to believers

If the Bible were to continue shaping Christian faith and life it had to be rendered in Latin Responding to this pastoral need Christian scholars produced several versions of the Bible in Latin Unfortunately none of these have survived to the present We know them only from citations of individual texts in early theological works

While these translations made the Bible accessible they were flawed on two counts First they were not the product of careful study of ancient manuscripts The necessity of copying ancient texts by hand introduced many errors into Greek texts of the Bible Also the first Latin Bibles translated the Greek text of the Old Testamentmdashnot the Hebrew text Second the Latin in these early translations was not the best It was far too colloquial These Latin translations were not authorized and none acquired that position that the Greek had Pope Damasus wanted a good serviceable and authorized Latin text of the Gospels for the liturgy In 382 he commissioned a young priest named Jerome to revise the Latin versions of the Gospels that were in circulation

Who was this Jerome chosen by the Pope for this task Jerome was the Popersquos private secretary but the commission that Damascus gave Jerome no political appointment Jerome was a good choice

As a librarian assigned in the service area

there is a need for libraries to accommodate

persons with disabilities by providing accessibility

infrastructures like ramp comfort room and

elevator Shelves designed for PWDs are also

deemed necessary so that they can do research

even without the assistance of the library staff

The staff must undergo training on how to

communicate with them especially for clients who

have hearing and vision impairments As stressed

out by speaker Ms Nelia R De Jesus a librarian

should be sensitive to the needs of the PWDs

Another resources that should be available in the

library are research materials on disability

computers with online access to e-books audio

books or other equipment such as assistive

technology like the Braille and book talk that will

help them in their day to day activities Vernacular

translations are also important resources for the

PWDrsquos

As a teacher in Library and Information

Science teaching Public Librarianship the

seminar enhanced my knowledge and skills in

teaching particularly on the provision on the

Standards of Public Libraries There are revisions

made as of February 2014 follow up meetings are

conducted to finalize the first drafts which are

open for suggestions and comments

It is my hope that libraries can provide a corner or

a place for PWDs and provide service that

would help them in their quest for knowledge

Likewise it is also good that Library staff and

Library Science students should have training in

caring handling and empowering persons with

disabilities
