THE MIDDLE FLORIDA BAPTIST ASSOCIATION
RULES OF DECORUM
1. The Moderator shall preserve order in the Association, which
shall be opened and closed by prayer. He shall decide all questions
of order and propriety.
2. All members of the body shall respect the authority of the
Moderator, but any member shall have the right to appeal to the
body from his decision.
3. The Moderator shall have the same right of speaking as any other member of the bOdy provided he appoints some member to fill the chair; but he shall not vote except when there is a tie, when he may cast the deciding vote.
4. Not more than one member shall speak at a time. Any member desiring to speak shall rise from his seat and address the Moderator and when recognized by the chair may speak to the subject, hut not more than twice on the same subject without permission of the body.
5, No member Rhall leave the body while in session without
permission of the chair.
6. All motions in order must be dispose'd of by the body, un:es~
withdrawn by the one who made the motion.
7. When a question is taken up, after allowing time for deliberation, the Moderator shall take the vote of the body and then an
nounce the decision. If a division is called for the Moderator shall
take the vote by calling on the members to rise and stand until they
are counted. After the count is made on both sides the Moderator
shall announce the result.
8. The Clerk shall enroll the names of the messengers, and
keep a regular record of all the business of the Association. He sha;1 have the Minutes printed and distributed tq each church, according
to the amount of money sent up.
.9. The Tl'easurer shall receive and manage the funds of the
Association, taking receipts of all disbursements thereof, and pre
sent an annual report of all funds received and disbursed, for inser
tion in the Minutes of the Association.
10. This decorum may be altered or amended by two-thirds
v0te of the members present at any annual session of the Association.

Milestones are significant, because they show that we have lE,ft some point of beginning and traveling towards some goal-so, hom the point of beginning in 1888, when a small band of consecrated 'Nomen met yonder in Baltimore, to organize the women o~ the south into concerted Missionary endeavor-till the present day when thousands of women throughout the Southland are seeking to extend God's Kingdom to the uttermost parts of the world, has been long tedious miles, with many discouraging aspects, but with much to hearten those who have consecrated themselves to the grand and glorious task of witnessing for Christ around the world. How lIray we witness? Through united Prayer, which is so vital to a life of service.-By giving sacrificially to Missions.-It has been said that. "Missions wait on Stewardship, and Stew~rdship waits on you." No Christian is excused from obeying God's .r;reat command to "Go into all the world, and make d:sciples," but not all can go, therefore some must send. Paul said. "WOf' is me if I preach not the Gospel," EO 'we who stay nt home may well say, "Woe is me if I SEND not the Gospel."
Therefore let us make this new year memorable for our gifts of self, of service and of substance, counting no sacrifi('e too gTeat, as we remember Calvary where our Lord made the supreme sacrifice for mankind.

REPORT OF THE EXECUTIVE COMMITTEE OF THE
MIDDLE FLORIDA BAPTIST ASSOCIATION
FOR THE YEAR 1940
The first meeting of the Executive Committee for the Associational year of 1940 was held with the First Baptist Church of.
Madison, on November the first, 1939.
At this meeting several definite moves were passed for
the advancement of God's Kingdof!1 work in this Association, as
follows;
1. The Associational clerk was instructed to express to the Concord Baptist Church the joy felt by the Middle Florida Association iI] receiving them into our midst and to assure them of our hearty co-operation.
2. Rev. James A. Nichols was instructed to get in touch with the churches not represented at this Board meeting and urge their co-operation in securing the support of our Associational Educational Director.
3. A committee on Evangelism was appointed composed of Dr. J. L. White, Rev. James A. Nichols, E. B. Browning, Henry :Messer, O. A. Henderson, and Rev. C. A. Martin. This Committee was ordered to proceed at once to have two evangeliHtie confEorences-one at the Macedonia Baptist Church and one at the F;rst Baptist Church of Perry.
This committee was further instructed to proceed at once for a series of tent meetings, and given authority to make full plans for such meetings.
4. A committee composed of R. M. Hall, Rev. Paul McCulers, <lUd Rev. C. A. :Martin were appointed to get in touch with each church of the Association and urge that they adopt the Minister's retirement plan.
5. Dr. J. L. White was requested to contact by letter each church of the Association that did not contribute to our Denominational activities last year and urge that they make as large donation as possible to the cause.
6. Miss Freita Lamb, our Associational Educational Director, Was directed to spend at least an hour some time during each Study course that she conducts for a full discussion of our Baptist Activities and Program as a matter of information.
As a result of the activities put forth at this meeting, two very interesting and inspiring evangelistic conferences were held early in the Spring. They were held as planned at Macedonia R::'ptist Church and the First Ba,ptist Church of Perry. Each was well attended and great good has come to the Association as results of these two conferences. Every church pledged to hold one 01' more revival meetings during the year. So far as we have

been able to find out this was done with splendid results.
In addition to the regular revivals in the churches, a splendid . Tent Revival was held· in Madison for the benefit of all the
churches in the north half of the Association. Dr. and Mrs. W. L. Head of Atlanta, Ga., were secured to assist in these services. There were about sixty additions to the churches and great spiritual enlargement as results of this meeting.
At a later meeting of the Executive Committee at Macedonia Brrpt'st Church, ~uch stress was placed upon the financial side cf our work in the Association. A committee was appointed to contact each church and again urge them to do all they could in helping to reach our Associational Goal for Denominational Causes through the Cooperative Program.
Another Committee was appointed to work with the churches in behalf of financing our Associational Educational work.
The Annual meeting of the Board agaip met with the First Eaptist church of Madison.
Three Important Committees were appointed at this meeting.
1. O. A. Henderson, Carl Burnette, and Glen Buie were appointed to formulate plans for raising the deficiency in Miss Lamb's salary.
2. T. N.Jones, W. C. Prince, and Henry Messer were appointed to make plans to finance the work of an Associational I~ducational Director for the incoming year.
3. Hev. C. W. Persons, Rev. A. H. Townsend, and T. N. Jones we"e appointed as program Committee for the Annual Ass0ciational Meeting.
The Executive Comm:ttee corr-mended the work oJ our Associational Educational Director and recommend to the Association that this work 'be continued if possible.
We further recommend that the date of the meeting of the next Associat'on be set in compliance with the request of Dr. Brittian and the other State workers.
This year has been a very depressive one with our people financially but in spite of that fact our people have accomplished many great things for our Lord in the :Middle Florida Associatioll. New work has been organized and the organized work has gone forward. Many souls have been "won to Christ and our work for thl; New Year seems encouraging .
We urge that all our people stand by all our work, local, State, and world wide. The Lord's cause must not suffer because of neglect, or unconcern on our part.

REPORT ON CHILDREN'S HOME
We are commanded to be "Doers of the word and not hear
erf, only." Therefore {lur children's home is a cbannel through
which this command is carried out, A home for the homeless, food
for the starving.
Our children's home is not an institutio:r;, of charity; all it
asks is help for our children. And just as a mother has the right
to call upon her husband to help with the children in their family, so our home has the right to ask the Baptists of Florida for
help. Thi~ right is not exercised until the children under the
leadership of their wise supervisors have done their best in sup
porting themselves. They have a farm, a dairy, a print shop, and
elher thinfs which lessen expenses of taking care of these 159 children in the home. Every child is taught to work and produce
what he can for himself and the others in the home. It has been
estimated that one fourth of the cost of operating the home is produced by the children themselves. Therefore, we can readily
sec that what we give to the support of the horne is not like giving" to the support of shiftless or lazy persons; it is instead an op
portunity for investing our funds in children whose returns to
our churches and societies will be highly worth expenses.
Our home deserves our help for the missionary work it does.
The case workers travel thousands of miles every year visiting children "who have been placed in jobs to succeed with them, an(1
in other ways making a contribution as a missionary of Florida
Baptists to the dependent of the State.
Every christian work is worth while, n~t one phase of it should be minimized, our children's home is the place where the dEpendent children of our Baptist ranks are properly cared for in every way. The influence 'of our home is superb with its corps oi christbn workers, a home with Christ as its head and the Holy. Spirit as its guide.
1. We recommend that those churches who have been making monthly contributions, continue to do so, and those who have not, to begin immediately.
2. That we continue our annual gift of produce from the Middle Florida Baptist Association. '

REPORT ON RELIEF AND ANNUITY
Our Board has completed twenty-two years of service to· the
ministers, missionaries and lay employees of the convention. It
gratef~lly acknowledges God's guidance vouchsafed to it in the
management of the trust committed to it and prays for His con
tinued blessings upon its labors.
Greater progress was made by the Board during 1939 than
has been reported at the close of any preceding year. The in
come of the Board from earnings and dues was much greater than that of any preceding year, being $715,342.47. It is expected
that the total income for 1940 will approximate a million dollars. The dues from the Ministers Retirement Plan now operating in
sixteen states will probably pass the half million mark. The total enrollment of ministers is about 4,200, with approximately 6,000
dmrches co-operating. The total benefits already paid since 1918 considerably exceeds $4,000,000.
The tremendous task before the Board now comprehends every employed worker of every Baptist church affiliated with the S. B. C. and the S. B. C. itself. The number of these employed workers, including ministers, will probably exceed 50,000. We have yet to enroll in our Ministers Retirement Plan two additional n;iniHters for everyone we have enrolled; likewise we must enroll in the Age Security Plan thousand8 of employed workers of the churches other than the ministers. This plan includes the janitors, the educational directors, church visitors, young people's workers, secretaries, etc. Southern Baptists are responsible for the old age and disability security of everyone of these workers and the Social Security Act as at present administered recognizes this fact. Our churches are exempt from taxation on account ·of social security but they are not exempt from responsibility for their employees. Baptists hope to take care of their faithful workers by a program set up by Baptists, run by Baptists and paid for by Baptists.
Baptists believe in social security for the American people. They have advocated it for many years. Their several retirement plans are evidence of this fact. We desire that the government shall not amend the Social Security Act in any way that would result in an infringement upon their religious liberty. We have expressed the o,pinion that "tax exemption for religious bodies is in a very real sense the corner stone of religious liberty, and the power to tax is the power to reform, to change, to destroy even; and that religious" bodies, even under the most favorable circumstances, would be unwise if they should sacrifice this important principle for an economic advantage sucb as is proposed by the Social Security Act in the old age benefit system." '

DIRECTOR
The Committee recommend we em:ploy Miss Frieta Lamb for another year and -pay her a salary of $40.00 a month and $7.50 per month to pay -her room rent.
Also recommend that each church pledge itself for at least' $1.00 each regular l!l1eeting Sunday and that the larger churches pledge themselves for larger' amounts.
Also that a member of each church be asked to assume the responsibility of seeing these funds be sent to the treasurer promptly.
Further, that a special Treasurer for this fund be elected by this body.
Also, that each church pledge itself to take a special offering to help pay the $116.00 now due on last year's salary.

The One Hundred Thousand Club is a plan that has been adopted to pay our Southwide and State debts. 100,000 Baptists are asked to give $1.00 per month -over and above their regular contributions. Alfuough during the last seven years since the plan was inaugurated there have never -been at anyone time 100,000 subscribers to this plan it has reduced our debts, (Southwide) by. $1,171,988.84. Our State paid $67,349.89 of fuis amount. Southern Baptists have adopted as a goal the payment of aU'our Soufuwide debts by 1945 when the 100th anniversary of the organization of the Southern Convention will be observed.
. Sta.te, Home, and Foreign Missions are largely supported through the Cooperative progra'!l1., However our leaders have acted wisely in providing for special offerings to these causes at certain times during the year.
Most .of us are informed in some measure about our missionary, educational and benevolent work, but We must face the fact that we as an association are not supporting these worthy causes in proportion to our ability. According to the Florida Baptist V{itness the churches of our association gave from January through September of this year the following amounts: To the Cooperative Program $676.85; To the Hundred Thousand Club $125.45; To miscellaneous causes $928.26; Total $1730.56. This is just three-fourths of a year, but if we give during the last three months of the year in proportion we will contribute only Hpproximately $2307. We were asked to give $2000.00 through THE COOPERATIVE PROGRAM ALONE.
Your committee wishes to make some suggestions as to how our churches can finance the Cooperative Program and its related features. These suggested methods will work if some individual or group in each ch.urch will go to work and with the Lord's help put them into practice. The methods we suggest are:
1. Take an Every Member Can"ass once each year . 2. Take special offerings. 3. Use the Acre Plan. 4. D.1e the Hog Plan. 5. Use the Storehouse Plan. The last three plans can be used to a good advantage iI? ~

We bring to the thinking people of our dfmo:mjnation the importance of supporting such institutions and urgently recommend that our Baptist people rally to their support, thereby making the position of our young people more secure.
REPORT ON PERIODICALS Closely connected with the subject just treated, is that of
Periodicals, which in its broadest sense means the dissemination of information. Let every member of every church of our Middle Florida Baptist Association consider well the class of reading matter ,which comes into the home. The reading of Christian papers and m"3.gazines 'majoring upon religion cannot he too earnestly recommended. Of fir&t irrn.portance in this connection ;is the Bible itsdf and then comes our own Fl;'r;da Baptist "Witness" along with other religious publications.
.It has been said "As a man thinketh, -so is he", The source of no-ble thoughts, high aspirations and an elevated plane of living depends largely upon the literature upon which the soul feeds.

MINISTERIAL SUPPORT
The basis for adequate support of the Christian ministry is a proper concept of our stewardship. We must break down the conception of giving as a duty. It must be established as a high privilege, as an 'act of worship, as an enjoyable Christian experience. We must lead our people not to conceive of their duty in tCTms of church obligations, but.in .terms of the manifold blessings of God, so unstintingly poured out upon us. SCRIPTURAL STEWARDSHIP should be key words in our program of indoctrination during the days and months before us.
"A workman is worthy of his hire". The matter of adequately supporting the ministers of God's Word is very intimately related to the extension of His Kingdom.~ Deacons were appointed in the early church in. order that the Apostles IIl1jght be freed of the bUlill'.~sS deta'ls so that they might address their attention, unhindered and unburdened, to the proclamation of The Gos.pel. A pastor inadequately supported, pressed by inability to meet his obligations, and ·forced to give his major attention to his personal and family expenses, is not able to meet properly the demands of hi.~ high calling in centering his heart ·and mind on the preaching of God's Word.
We recommend that an educational campaign be conducted in every Church in this association on the matter of .~criptural stewardship.
BROTHERHOOD
Two great objectives face Southern Baptists: "A miWon men for Christ", and "A debtless denomination by 1945". The foundation for effectuating these worthy aims is enlistment of men, enlisting their attention, their interest, their service and their stewardship. The Brotherhood Movement represents the best mediunl for this enlistment.
Our experience up to the present moment· shows that this nlOvement is gripping the hearts of our men. The report of Lawson Cooke, General Secretary of the Baptist. Brotherhood of The Southern Baptist Convention, Commerce Title Building, Memphis, Tenn., shows that nearly 100,000 men are enlisted. The State Brotherhood movement is going forward most encouragingly. Brother Guy Jones, State President, is' doing splendid work. One of the many fine things he has done is the leadership hE' gave to The Lakeland Brotherhood Convention, where more than 1,000 men gathered to plan for enlargement and promotion. The State Brotherhood Secretary, Brother Harrison Griffin has been faithful and active in season and out of season.

REPORT SUNDAY SCHOOLS, BAPTIST TRAINING
UNION AND EV ANGELlSM
The Sunday School is the essential teaching agency of the Church. It fulfills that part of the Great Commission which commands us to teach as well as preach the Gospel.
Paul ~aid of Timothy: "From a child thou hast known the Eoly Scriptures which is able to make thee, wise unto Salvation through faith which is in Christ Jesus" 2nd. Timothy, 3 :15.
He also said in Romans 10 :17, "Faith cometh by hearing, and hearing by the Word of God."
We arc happy to report a Sunday School for each church il1 our As~ociation. We have 37 churches and we have 37 Sunday Schools. Six of the 37 Churches have had training schools and 05 teacher-training awards have been given. Eleven new Sunday Schools have been added to our Association. In the last
. five years we have had a 21% increase in the circulation of our Periodical.,.
According to the latest reports, we still have no Standard Sunday Schools in our association.
Miss Lamb, our associational Education Director, reports we have had 12 Vacational Bible Schools this year.

REPORT ON THE BAPTIST TRAINING UNION
Today, our youth n:ust be utilized by our churches or they .will be demoralized by the Devil. The purpose of the Training Lnion is to utilize the youth and train them for Christian service.
We have 22 training unions in the churches of this association and which leaves 15 of the churches without unions. We ,have the total of 46 'Unions in 22 of the churches. Six of the churcl1cs have received study course awards. There were 135 ;lwards is,sued to this association from January 1st to September 3!Jth, Hl40.
We announce the following important conferences:
1. Fifth Southwide Training Union Conference, Jan. 3, 1941 Memphi?, Tenn.
2. Training Union ASBociational Conference week-~iarch 3-8, 1 [)41. Let us pray and work and cooperate for more and better Tndning Unions tlS they will help to solve the problems of the Youth in c>ur work.
