Adds Compiled Law Section 340.581a (Section 581a of Act'269 of thePublic Acts of 1955 The Michigan School Code) foallow a schoolboard to enter into a contract to p-roige material, personnel andequipment to establish and operate a low cost, hutritionally soundmeal program for persons 60 years of age or older and their spouses.:.

Requires that receipts and-expenditures-be maintained sep arate from

the school general fund and food service accounts to insure recoveryof total program cost through a nomini charge to particikants,through'fderal, state, local or private grants or reimbursement, ora combinatiothepeof.

Rublic Act 20. State Aid Allocations to Intermediate School Districts'Effective February 26, 1976 ,

(Enrolled'House Bill 5340)

Amends Compiled Law Section 388.1181 (Section 81of Act No. 258 ofthe Public Acts of 1972 the Gilbert E. Bursley School DistrictEqualization Act) to provide for a gross alloction to intermediate'

school districts of $10.1 million.

Funds individual intermediate districts by multiplying the numberof pupils in-constituent district membership by $8.87, reduced by

.18 mill of the state equalized valuation of the property in the.

intermediate district. Reductions for districts having fixed allo-cations of less than 18 mill as a limitapion, would be in the amountof the fixed alio,cation. levied on the equalized valuation of the pro-

perty in the intermediate district. 0

Provides, further, that no district will receive less than a2% in-creasejn 175-76 (over 1974-75., nor more than a $1.50 Lrfcrease perpupil in any year over the total state aid received 4n the previousyear. Amends Compiled Law Section 432.103 (Sect ion 3 of Act No. 382 of the

Public Acts of 1972 the Traxler-McCauley-Law-Bowman Bingo Act) to add

private, nonprofit colleges, approved by the State Board of Education,

to the list,pf educational organizations qualified to obtain bingo

licenses.

Use Tax Exemption - Parent Cooperative PreschoolsEffective.March 5, 1976

Amends Compiled Law Section 205.94 (Section 4 of Act No. 94 of thePublic Acts or 1937- The Use Tax Act) by exempting property end

services sold to a parent cooperative preschool from the Use Tax'Act. Requires that a school, to qualify for exemption, provide aneducational and developmental program for children younger thancompulsory School age, and programs for the parents which includeactive pattiCipation with the children; direcfed,by qualified pre-school.peronnel.

Requifes that a parent cooperative preschool be licensed by.theDepartment of Social Services under Public Act 116 of1973.

Funds were included in the 1976-7, Act to overthe guarantee for operating loss suffered by local school districts;however, the guarantee for debt service was deleted. Local schooldistricts, therefore, will have to increase their debt service Millagein order-to raise property tax revenue to meet principal and intereston outstanding bonds. (It was estimated that full state reimbursementwould have required an additional appropriation of $16,500,000.)

Essentially; the categorical appropriations ?or 1976-77 will continueto be funded at the 1975-76 12 -month level. Transportation was in-

- creased by. $7,700,000 to a'total of $70 -,500,000. The- intermediateschool district formula was modified to provide an increase of $600,000to. a'total of $10,700,000. a private occupational school; 2 'representatives from community

Redefines 4:quorum" to mean a majority of the members of the Authority.

poses of selling alcohol ic beverages at a conference center operated bythe governinTboard at regularly scheduled conference center activitiesonly. Prohibits the sale ofalcoholic beverages to unscheduled patronsor at unscheduled events occurring' in the conference centers.

Definesa conference center. to mean a building or portion of a building,other than a stddent residence'hall or student center, which has meet-

ing rooms, banquet areas, soci al halls; overnight accommodations,...and

related facilities for special activities .scheduled by the .institiution.
