April 22, 2016 MEMORANDUM TO: Municipal Clerks and Chief Administrative Officers FROM: Maureen Adamson Deputy Minister SUBJECT: Update on Ontario’s Culture Strategy

I would like to provide an update on Ontario’s Culture Strategy. Last fall, the government launched Culture Talks to start a conversation with Ontarians about the value of culture in their lives and communities to help us develop the province’s first Culture Strategy. I’d like to thank those of you who helped us spread the word as well as those who participated in Culture Talks. We heard from thousands of participants and many municipalities who shared their ideas and thoughts on what culture means and the many ways they contribute to and take part in culture. We now invite you to participate in the next stage of consultations by providing feedback on the key parts of the draft Culture Strategy, and to share the draft strategy with your contacts who may be interested. The strategy sets out a new vision for culture and identifies three overarching goals to strengthen culture in communities, fuel the creative economy and promote cultural engagement and inclusion. These goals are supported by strategies and actions to guide Ontario’s support for culture so that it continues to grow and flourish in the years to come. The consultation period on the key parts of the draft strategy closes on Friday, May 13, 2016. We would also like to let you know that we have posted A Summary of What We Heard from Ontarians. This document is an overview of the first stage of consultations held from September 2015 to December 2015, in which we capture the key themes and ideas that emerged during the engagement process. Our next step will be to review the feedback we receive on the draft strategy. We will then finalize the strategy and release it in June.

Federal Infrastructure Minister Provides Funding Details

Federal Minister of Infrastructure, the Honourable Amarjeet Sohi, has written to his counterparts across the country including the Honourable Brad Duguid. The letters provide details on Phase 1 infrastructure funding programs announced in the federal Budget 2016.

The letter details federal commitments for:

Federal Public Transit Fund - $1.49 billion to be distributed on ridership basis.

Federal Clean Water and Wastewater Fund - $570 m to help rehabilitate and upgrade systems. Both funds can be applied toward new construction if the funding can be spent in the next two years. Funding is retroactive to April 1, 2016 and previous announcements have noted that the federal government will provide up to 50 per cent in eligible costs. Our understanding is the provinces will need to continue to contribute their 1/3 share.

Changes to the New Building Canada Fund (NBCF) are being taken to ensure that remaining unallocated funds are spent within the next two years. AMO understands a redefinition of the criteria surrounding highways and roads category to include those with lesser traffic volumes is being proposed, as are expanded project categories to include tourism, culture, recreation, passenger ferries and related infrastructure, and civic assets and municipal buildings. The P3 screen for larger projects is to be eliminated as well.

The next step is for the federal and provincial governments is to conclude a funding agreement that reflects the details enunciated today and how these funds can be accessed. AMO expects that the provincial government will engage the association as required under AMO’s MOU Agreement with the Province as it works to finalize an agreement with INFC Canada. Any significant developments will be communicated to members as soon as possible.

Government Introduces Bill 186 to Implement the Proposed ORPP

On April 14, 2016 the Government introduced the Ontario Retirement Pension Plan Act (Strengthening Retirement Security for Ontarians), 2016 (link here) which would provide for key design elements and other provisions of the ORPP related to:

plan participation, contributions, benefits and plan funding/sustainability (e.g. Ontario employees between 18 and 70 years of age, earnings thresholds, comparable pension plan criteria);

responsibilities of the ORPP Administration Corporation (e.g. collecting contributions, administering benefits, investment strategy);

review of Bill 186 five years after implementation and every ten years thereafter.

These provisions enable affected employers and employees in Ontario to prepare for ORPP phase-in, scheduled to begin January 1, 2018. The OMERS Plan, as a comparable plan, is exempted from the ORPP; however, the phase-in for part-time employees who are not members of comparable plans is scheduled to begin January 1, 2020, unless they are in the OMERS Plan. MEPCO is continuing to obtain information on municipal employer impacts of the phase-in for OMERS member municipalities with part-time workers who are not members of the OMERS Plan.

Ontario is continuing to work with the Federal Government and other provinces on options for enhancement of the Canada Pension Plan (CPP) to improve retirement security, as a preferred approach. If no agreement is reached on CPP enhancement later this year, Ontario will move forward with the ORPP as scheduled.

Issues discussed at the West Parry Sound Health Centre

Board of Directors meeting held April 11, 2016

1. The Board received a presentation from J. Hanna regarding the new requirements for accreditation which will

take place at WPSHC in October 2018.

2. An appreciation barbecue in acknowledgement of Volunteer Week is being held Friday, April 15. Board

members were urged to attend in recognition of their voluntarism.

3. The Annual General Meeting is scheduled on Thursday, June 16 at 7:00 pm in the LLTC Celebration Room.

4. On the recommendation of the Property/Finance Committee, the WPSHC Proposed Budget of $45,514,525 for

2016/17 Fiscal Year was approved.

5. On the recommendation of the Property/Finance Committee, financial reports and correspondence were received.

7. The CEO report contained information regarding Accreditation Canada’s new standards that assertively embed

Patient and Family Centred Care and engagement activities across the full spectrum or responsibilities – from the

bedside to the boardroom. It is believed that the new standards will help “improve decision making processes,

health outcomes, client experiences, financial management, and safety.

CORPORATION OF THE TOWNSHIP OF MCKELLAR

BY-LAW NO. 2016-18

Being a By-law to Confirm the Proceeding of Council of theTownship of McKellar

WHEREAS Section 5 of the Municipal Act, 2001, S.O. 2001, c.25 as amended, provides that thepowers of a municipality shall be exercised by its Council; and

WHEREAS, Section 9 of the Municipal Act, 2001, S.O. 2001, c.25 as amended, provides that amunicipality has the capacity, rights, powers and privileges of a natural person for the purposes ofexercising its authority under the Municipal Act or any other Act; and

WHEREAS Section 5(3) of the Municipal Act, 2001, S.O. 2001, c.25 as amended, provides that amunicipal power, including a municipality’s capacity rights, powers and privileges under Section 9of the Municipal Act, 2001, S.O. 2001, c 25 as amended, shall be exercised by by-law unless themunicipality is specifically authorized to do otherwise; and

WHEREAS it is deemed expedient that the proceedings of the Council of the Corporation of theTownship of McKellar at this Session be confirmed and adopted by By-law.

NOW THEREFORE the Council of the Corporation of the Township of McKellar hereby enacts asfollows:

1. THAT the actions of the Council of the Corporation of the Township of McKellar at itsmeetings held on April 25, 2016 and May 2, 2016 in respect to each resolution and each actionpassed and taken by Council at the meeting, is, except where the prior approval of the OntarioMunicipal Board is required, hereby adopted, ratified and confirmed as if the same wereexpressly embodied in this By-law.

2. THAT the Reeve, or in his/her absence the Acting Reeve, and the proper officials of theCorporation of the Township of McKellar are hereby authorized and directed to do all thingsnecessary to give effect to the said action of the Council of the Corporation of the Townshipof McKellar during the said meeting referred to in Section 1 of this By-law.

3. THAT the Reeve, or in his/her absence the Acting Reeve, and the proper officials of theCorporation of the Township of McKellar are hereby authorized and directed to execute alldocuments necessary to the action taken by this Council as described in Section 1 of this By-law and to affix the Corporate Seal of the Corporation of the Township of McKellar to alldocuments referred to in said Section 1.
