In reference to the DOP&T OM quoted above it has been advised toadministrative Ministries and departments to put up the proposal forframing/amendment of RRs on the website of the respectiveMinistries/Departments for 30 days for inviting comments of the stakeholders.Ministry of Defence has also advised to post the draft SRO in the website of OFBand comply with the directives of DOP&T. Accordingly, draft SRO revision proposalfor the post of TGT, Head' Master (Primary), Teacher (primary) & LaboratoryAssistant in Ordnance Factories Organization have been enclosed herewith tofurnish your views on the proposed provisions of RRs after thorough examination ofall the points in the light of functional requirement of the respective Factory/ Unit.
2. It is requested to forward your comments/remarks at the earliest on or before 10-L2-2Ot6 so that the same may be considered/examined by the competent authority and, ifrequired, revised proposal may be referred to DOP&T. S.RO.-- - In exercise of the powers conferred by the proviso to article 309 of the Constitution, and insupersession of the Indian Ordnance Factories Organisation ( Group 'B' and 'C' posts of School Establishment)
Recruitment Amendment Rules, 2006 in so far as they relate to certain Group 'B' and 'C' Posts specified in theSchedule, except as respects things done or omitted to be done before such supersession, the President hereby makes
the following rules regulating the method of recruifinent for Group 'B' and oC' Posts in the School Establishment ofOrdnance Factories Organisation in Minisuy of Defence, namely :-
1. Short titte and commencement. -(l) These Rules may be called the Indian Ordnance Factories Organisation (Group 'B' and oC' Posts of
School Establishment) Recruitment Rules, 20 I 6.
(2) They shall come into force onthe date of their publication in the Offrcial Gazelle.
2. Application. - These rules shall appty to the posJs specified in column (1) of the Schedule annexed to these
rules.
3. Number of posts, classification and Pay Band and Grade Pay/Scale of Pay .- The number of the saidposts, their classification and the Pay Band and Grade PaylScales of Pay attached thereto, shall be as specified incolumns (2) to (a) of the said Schedule.
4. Method of appointmenf age-limit and other qualifications etc. .- The method of recruitment, age-limit,qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the above said
Schedule.
5. Disqualification. - No person, -(a) who has entered into or contracted a marriage with a person having a spouse living; or(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appoinfrnent to any of the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exemptany person from the operation of these rules.
6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect of anyclass or category ofpersons or posts.
7. Saving. - Nothing in these rules shall affect reservations, relaxation of ageJimit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and
other special categories of persons, in accordance with the orders issued by the Central Government from time to timein this regard.

In relation to prescribed qualifications under Col.(7) of this schedule the question whether a
qualification is equivalent to the prescribed qualification for any posts shall be decided by the Ordnance
Factory Board.For thi purpose of these rules, the Ordnance Factory Board may authorise any Member of the Board or
Additional Director General Ordnance Factory to exercise any or all of its power on its behalf and itshall be deemed to have been exercised by the said Board.
ln these rules the term o'General Manager of the Factory" and its variation shall include Senior General
Manager, General Manager, Senior DDGOF, DDGOF, Principal Director of National Academy ofDefenie Production and Heads of other establishment declared by Ordnance Factory Board to be
equivalent to General Manager of Ordnance Factories.
Where any age limit laid down in Col.(6) of this Schedule, the crucial date of determining age limitshall be the closing date for the receipt of applications from Candidates in India (and not the closing
date prescribed foi those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland,
Tripuia, Sikkim, Ladakh Division of J&K State, Lahual & Spiti district and Pangi Sub Division ofChamba district of Himachal Pradesh and Andaman & Nicobar Islands or Lakshadweep). In the case ofrecruitment made through the Employment Exchange the crucial date for determining the age limitshall be the last date upto which the Employment Exchanges are asked to submit the names.
Where any conditions of a minimum service is laid down in Col.(l1) of this Schedule and a junior
employeeis consiCered for selection by virtue of his satisffing the said minimum service condition, all
persons senior to him who have completed probation period shall also become eligible for consideration-for
selection not-withstanding that they may not satisff the minimum service condition.
For administrative convenience, the Ordndnce Factory Board categories the schools as falling under
certain geographical regions. The incumbents in Group 'B' or oC' posts in this schedule are normally
liable foi re.ui.. in any school in the same region in the Ordnance Factories Organisation. But this willbe without prejudice to the right of the management that in the public interest to transfer to equivalent
posts in any other schools/region in the Ordnance Factories Organisation.
Within the total number of posts in the same Pay Band & Grade Pay/scale of pay, addition to and
reduction of posts under different designation and names on any Pay Band & Grade Pay/scale of pay
may be made by Ordnance Factory Board from time to time on the basis of changes in workload and
functional requirement.Experience bifore acquiring essential educational qualification will not be considered.
ThL experience required foi different categories ofteachers, should be the experience in teaching in the
class for which they are to be recruited i.e., Primary, HS & HSS level.
For the purpose of computing minimum qualifying service for promotion, the service rendered on a
regular basis by an offrcer prior to l.T.20}6lthe date from which the revised pay structure based on the
6ft" CPC recommendationi has been extended, shall be deemed to be service rendered in the
corresponding grade paylpay scale extended based on the recommendations of the Commission.
