1. COMMENCEMENT OF MEETING

At 5.10pm, following announcement that the quorum of 28 members had been met, Chairman, Mr Mohd Ma’mun HMF Suheimi, called the meeting to order.

Afternote: An attendance of 49 members was recorded by the end of the AGM.

2. PRESIDENT’S ADDRESS

In his address, Mr Suhaimi Salleh highlighted the following:

2.1 Bursary, Scholarship and Financial Aid

• Over the period of five decades, LBKM has achievedmuch. From a modest sum of $5,100 awarded in 1966, LBKM today is disbursing financial assistance to the tune of almost $2 million annually. To-date, over 26,000 students had been awarded the LBKM bursaries, Prestigious Scholarships (31 recipients), Merit Scholarships (19 recipients) and three Scholarships for Masters students at the Lee Kuan Yew School of Public Policy. Also, since 2014, 90 bursaries have been awarded to undergraduates studying part-time.

• The total number of recipients grew 80-fold and theamount of funds available for disbursement also grew 300-fold.

• When the Prestigious Scholarship programme wasstarted in 2010 - to encourage students to strive for a quality education at renowned universities of the world - there were doubts as to the viability of the programme.

• However,theprogrammeisnowproventobeasuccesswith students studying at universities such as Oxford, Cambridge, University College of London and the University of Chicago. Also, a Merit Scholarship for those who did not qualify for the Prestigous Scholarship, due to its stringent criteria, has been introduced.

• With the existence of the Prestigious and MeritScholarships, our youths are now able to study at top universities of the world and are doing professional courses, relevant to the community’s needs, such as mathematics, climatology, aerospace engineering, biosciences, law and medicine.

2.2 Financial Support

• This achievement would not have been possiblewithout the support of generous donors (Muslim and non-Muslim individuals), former beneficiaries and their families, businesses, corporations, foundations, trusts, organisations and mosques.

• The small sumof $2or $5 received, togetherwith thelarger amount contributed by those who can afford it, is an indication of the solid support by the community to LBKM.

2.3 Impact Assessment

• ToevaluatetheeffectivenessofLBKM’sjourneyofgiving,a research team is now in the process of evaluating how and to what extent LBKM’s bursaries and scholarships have affected the socio-economic lives of the recipients and their families.

2.4 Leadership Renewal

• Sincethe lastelectionofofficebearers, therearenowseven members aged 40 and below, which augurs well for the future leadership of LBKM.

• The communication platform between LBKM and student organisations from the local universities was broadened with the appointment of 8 Youth Ambassadors. The Singapore Muslim Students Overseas Group are also involved through their various programmes and activities.

• The older generation members who, through theirpassion, commitment and sacrifices made LBKM what it is today, has still a role to play in LBKM’s progress forward. For these veterans, the creation of a Council of Elders or an Emeritus Council, to honour their past contributions, will be considered at the next Council meeting.

• OnbehalfofLBKM,heextendedhisappreciationtotheundermentioned retiring members for their contributions:

i. Haji Mohamed Alam Din, Deputy President, 22 years service

ii. Haji Osman Bagarib, Council Member and former Hon. Treasurer, 18 years service

iii. Haji Abdul Samat Ali, Council Member, 8 years service.

iv. Haji Ismail Pantek, Council and Board of Trustees (Scholarship) member, 6 years service.

He also announced that the Executive Secretary, Haji Muhamad Hassim Ahmad, will retire on 31 December 2016. He has served LBKM with distinction over a period of 21 years.

3. MINUTES OF THE ANNUAL GENERAL MEETING

The minutes of the 34th Annual General Meeting held on 26 June 2015 was unanimously confirmed and adopted as proposed by Mr Abdul Samat Ali of The Singapore Writers’ Movement ’50 and seconded by Ustaz Mohd Jakfar Embek of Persatuan Pelajar-Pelajar Agama Dewasa.

There was no matter arising from the minutes.

4. ADOPTION OF THE ANNUAL REPORT FOR THE YEAR ENDING 31 DECEMBER 2015

Mr Supki Haji Sidek (Individual Member) proposed that the Annual Report of the Executive Council be adopted. The proposal was seconded by Mr Abdul Halim Abdul Kader (Taman Bacaan).

As there were no matters arising, the Annual Report was unanimously approved for adoption.

5. ADOPTION OF THE AUDITED ACCOUNTS FOR THE YEAR ENDING 31 DECEMBER 2015

5.1 Mr Abdul Halim Abdul Kader of Taman Bacaan Pemuda Pemudi Melayu Singapura complimented LBKM for the smooth transition of its leadership; from the late Syed Ali Redha Alsagoff to Haji Wan Hussin Zoohri and subsequently from Haji Wan Hussin to Haji Suhaimi Salleh. He was happy to note that LBKM had grown from strength to strength and is now able to award the Prestigious and Merit Scholarships.

5.2 Mr Abdul Halim enquired on the support and contribution LBKM receives from MUIS and Yayasan Mendaki respectively. Mr Suhaimi Salleh explained that LBKM has been managing the award of the MUIS-Warees Bursaries since 1996. Currently the bursaries are worth $300,000 annually. For the service MUIS gives LBKM an annual grant of $40,000.

5.3 As for Yayasan Mendaki, there is neither a financial support nor is there a formal working relationship.

5.4. Replying, Mr Abdul Halim suggests that the good relationship with MUIS be publicized and proposed that Yayasan Mendaki be approached, either to sponsor or to top-up the value of the Prestigious and Merit Scholarships.

5.5 Dr Muhammad Hussin Mutalib (Individual Member) fully supported Mr Abdul Halim’s proposal. He was of the view that Yayasan Mendaki can do more for the community by working closely with LBKM.

5.6 On the impending retirement of Mr Muhamad Hassim, Dr Hussin proposed that he be suitably rewarded for his able and efficient service to LBKM.

5.7 In response to Mr Mohammad Noor Abdul Rahman’s query (Individual Member) on the statement at paragraph 17 of the Financial Statements pertaining to the monthly rental income earned from the property at No 33 Bussorah Street, Mr Muhammad Harmizan (Hon. Treasurer)clarified that the montly rental had risen from $5,000 to $6,000.

5.8 With no further question raised, Mr Abdul Halim Abdul Kader (Taman Bacaan) proposed that the financial report and accounting for year 2015be adopted. This was seconded by Mr Hamzah Abdul Mutalib (Casa Raudha).

5.9 As there were no objections, the Audited Accounts for the year ended 31 December 2015 were duly adopted.

6.1 The particulars of nominees for the various appointments received at the closing of the nomination period on 10 June 2016 were circulated to members.

With unanimous decision, Messrs Reanda Adept PAC was duly appointed as LBKM’s External Auditor for the ensuing two years.

6.9 On behalf of LBKM, Chairman expressed his appreciation for the smooth conduct of the election process and thanked both the outgoing and incoming members.

7. ANY OTHER BUSINESS

7.1 Mr Osman Abdur Rahim Bagarib (Individual Member) enquired on the outcome of the 6th Strategic Planning Seminar on 17-18 October 2015 at Batam. In response, Tengku Sri Indra Ismail (Individual Member) informed he conducted a half-day intensive seminar on 27 February 2016 for bursary and scholarship recipients. The topic was on global employability. The event was well attended and 20 participants are currently under his mentorship.

7.2 Mr Supki Haji Sidek (Individual Member) spoke on the current trend of students going for studies overseas, even though they do not have the financial means to do so. There are many cases where parents were burdened financially because of their childrens’ egos. He felt that this kind of hardship was unnecessary, when facilities for good tertiary education are already available in Singapore. He felt that the community should be educated on this matter.

8. PRESIDENT’S CLOSING ADDRESS

8.1 Mr Suhaimi Salleh was glad that the AGM and election process went on very well and thanked members for their support and cooperation.

8.2 He thanked all for giving him the mandate to lead LBKM for the next two years.

8.3 He announced that the appointment of office bearers and the formation of sub-committees will take place at the first Executive Meeting on 16 July 2016.

8.4 He acknowledged that the journey forward was not easy or straightforward with existing and future challenges; such as, a slow leadership renewal, the changing and increasingly complex education landscape and increasing competition for the same donor pool.

8.5 The new Executive Council will:

• Review the method of awarding bursaries and scholarships, beyond the parameters of financial schemes.

• Promote lifelong learning amongst students and adult workers.

• Poolresources,bycollaboratingwithotherMMOs–suchas the scholarship scheme for engineering students at the Singapore University of Technology and Design, which we are offering jointly with the Association of Muslim Professionals.

• Expand the work force to handle a wider range ofprogrammes and initiatives.

• Introduce more public outreach programmes, forthe community and the corporate sector to know LBKM better.

8.6 To be able to meet the challenges, he needed a committed and diligent full-time work force and dedicated volunteers.

OBJECTIVES

1 To promote, engage in, enhance and/or encourage educational, cultural, social and economic activities and initiatives.

2 In furtherance of the above objectives, LBKM may, with approval from the relevant authorities where necessary, do all such things which are incidental, conducive, or related to the attainment of the objects, particularly as follows:

• To collect and receive donations, zakat, or gifts,especially on the Prophet’s birthday but also at all other times and occasions.

1 Funding Sources

LBKM is financially supported by donations and sponsorships from the public.

2 Reserves Policy

The Reserves Policy adopted by LBKM are as follows:

2.1 To maintain its reserves at a level which is at least 3 years of operating expenditure.

2.2 The Executive Council members regularly review the amount of reserves that are required to ensure that they are sufficient to fulfil LBKM’s continuing obligations on quarterly basis.

2.3 The reserves shall not be utilised except with the approval of the President and Honorary Treasurer or Assistant Honorary Treasurer, and only when the cashflow falls below 3 months of the monthly operating expenses.

3 Conflict of Interest

Upon appointment or election, Council and staff members are required to read the Conflict of Interest Policy, and to sign a Conflict of Interest Disclosure Declaration form, to confirm that the Policy has been understood, and that he or she will fully disclose to the Council when an actual or potential conflict of interest situation arises. The Declaration is signed annually.

At a meeting, where a conflict of interest arises, the member concerned will not vote on the matter or participate in discussions. He or she must offer to withdraw from the meeting, and the other Board members will decide if this is required. The basis in arriving at the final decision on the transaction or contract will be documented in the minutes of meeting.

4 Governance Evaluation - Annual Declaration

The twenty-one item questionnaires by the Commissioner of Charities were all answered affirmatively. The questions are on governance issues, constitution, financial matters, responsibilities of Council members and the general administration.

5 Standard Operating Procedure (SOP)

The SOP - containing the LBKM Constitution, financial procedures, responsibilities of volunteers and full-time staff, methods of getting contributions and sponsors, conflict of interest and publicity - was updated to include the latest procedures and policies.

REVIEW OF THE YEAR 2016

1 Staffing

The LBKM Secretariat is manned by five full-time staff comprising the Executive Secretary, a Senior Accounts Executive, two Executive Officers, and one Executive Assistant.

Mr Muhamad Hassim Bin Ahmad, the Executive Secretary of LBKM since 1 November 1995 retired on 31 Dec 2016.

2 Council Meeting

Since the Annual General Meeting on 26 June 2015, the Executive Council met 9 times (2015 – 3 times and 2016 – 6 times). Matters pertaining to the administration, finance, expenditure, budget, bursary/scholarship allocation and sub-committee reports were tabled, discussed and approved at the bi-monthly meetings.

3 Board of Trustees (Scholarship) Meeting

In 2016, the Board of Trustees (Scholarship) met twice. Matters pertaining to the award of bursaries are tabled, discussed and approved at the meetings.

4 Fund Raising Projects

The following fund raising events/projects were carried out during the year:

• Ramadhan Appeal – About 90,000 letters of appeal were sent to Muslim individuals during the month of Ramadhan. $1,208,189 was collected during the period.

• Friday Mosques’ Collection – The collection was carried out by Madrasah Wak Tanjong Al-Islamiah’s student volunteers across 69 mosques in Singapore. Net amount collected was $100,188.

• Maulid Appeal – $206, 477 was collected from about 10,000 letters of appeal sent during the month of Rabiulawal to Muslim professionals, organizations and other individuals.

• Contributions through GIRO and Giving.sg – These were the alternative avenues through which members of the public were able to give their donations. Donors were also encouraged to contribute via FAST (ibanking) which was more efficient.

5 Donations

The support from the community continues to be positive. There was a significant increase in the number of donors using their Zakat money to contribute. Individuals and institutions contributing $1,000 or more are listed at Annex A.

6 Bursary Sponsorship

There was a substantial increase in the number of sponsors for the year; from 204 sponsors in 2015 to 243 this year. The specified amount per sponsor was given at a minimum of $1,800. A list of all the sponsors are shown at Annex B.

7 Care and Share Matching Grant

Introduced in 2014, the scheme aims to bring the nation together to show care and concern to support critical services for the disadvantaged community.

9 Digitisation of LBKM Publications

LBKM had entered an agreement with the National Library Board in August 2015 to embark on a project to catalogue and digitise LBKM’s past, current and future documents. The cataloguing of the digital materials is still ongoing and is expected to be completed in 2017, by when the digitised materials will be readily available and accessible to members of the public.

LBKM celebrated our golden jubilee with a fund-raising dinner at Mandarin Orchard Hotel. Guest-of-Honour Prime Minister Lee Hsien Loong launched ‘A Journey of Giving: The LBKM Story’ commemorative book at the dinner. 800 people (donors, sponsors, former bursary and scholarship recipients, and representatives from various Malay-Muslim Organisations) attended the dinner. $260,000 was raised for LBKM’s bursary fund.

A Global Employability Seminar for LBKM recipients was organised by Mr Tengku Indra from SDG International. The seminar was designed to inspire graduates, undergraduates and students from institutes of higher learning to prepare themselves professionally, broaden their horizons, and develop closer networks with other young professionals and industry leaders to be globally marketable. Approximately 100 attendees benefited from the seminar.The seminar was held in conjunction with LBKM’s 2nd Part-time Bursary Award Ceremony held at AMP Auditorium. Guest-of-Honour Associate Professor Dr Muhammad Faishal Ibrahim presented $78,000 worth of bursaries to 65 students.

16 JULY 2016OFFICIAL LAUNCH OF THE ROHAYA ZAINAL ABIDIN TRUST FUND

LBKM became the Trustee for The Rohaya Zainal Abidin Trust Fund, which was created for the family of the late Mr Zulkefli Yusop who was killed in a hit-and-run accident in June 2016. The fund was set up to hold monies collected from a crowd-funding programme to meet the future educational needs of the children of Mr Zulkefli. The fund was created with an injection of $100,000 collected during the crowdfunding exercise

The 35th AGM was held at The Landmark, which saw the election of a new Executive Council, for the term 2016-2018. Mr Suhaimi Salleh was re-elected as President, for the 3rd consecutive term.

The Association of Muslim Professionals (AMP) and LBKM had jointly contributed $500,000 to the AMP-LBKM SUTD Scholarship, with the Government matching it dollar for dollar. $1 million will be used to fund two S$15,000 scholarships annually. Two recipients of the inaugural scholarship were first-year students Adam bin Ilyas and Adam Haziq bin Mohd Arshad.

Two Prestigious Scholarship worth $25,000, 10 Merit Scholarship worth $67,500 and 1 LKYSPP Scholarship worth $15,000 were given out to recipients.

Youth@LBKM hosted 2 Kopi Sessions for youth volunteers of LBKM. Discussions revolve around enhancing services for recipients and their parents and strengthening engagement between youths in our community.

13 SEpTEmBER 2016BOOK LAUNCH OF ‘SINgApORE mALAY/mUSLIm COmmUNITY 1819–2015, A BIBLIOgRApHY’ CUm DIpLOmA BURSARY AWARD CEREmONY

LBKM hosted the launch of ‘Singapore Malay/Muslim Community 1819–2015, A Bibliography’, edited by Associate Professor Hussin Mutalib. The book’s team included seven senior librarians from the National University of Singapore (NUS), ISEAS-Yusof Ishak Institute and the National Library. Madam Rahayu Mahzam, MP for Jurong GRC, was the Guest-of-Honour at the launch which was held at the Auditorium of the Malay Heritage Centre.

The Diploma Bursary Award ceremony was held after the book launch. 41 recipients received bursaries worth $29,700.

LBKM was chosen as one of the beneficiaries of the Keppel Club Charity Golf for the fourth consecutive year. We received a donation of $90,888.

Two doctoral students who were also LBKM Scholarship Award recipients conducted the Impact Assessment Research (IAR) Project. The IAR was carried out to assess the impact of our bursary and scholarship programmes on our beneficiaries and their families.

Research Findings:

Two broad trends to note: 1. A significant increase in the

number of recipients pursuing religious studies in recent years, notably in 2013 onwards.

2. A rising trend among university recipients for both religious and secular studies.

LBKM’s role:1. Catering to the financial needs

of needy students, in terms of general financial expenditure.

2. Ensuring that no one is deprived of furthering their education because of financial difficulty.

3. Encouraging the beneficiaries of LBKM to contribute to LBKM or other charities, and help others to realize their educational potential as well.

19 NOVEmBER 2016LBKm WORKpLAN SEmINAR

The LBKM Workplan Seminar was held at Furama Rivefront Hotel to approve and finalise the workplan of the various sub-committees for the term 2016–2018. The expansion of bursary and scholarship disbursements, financial assistance, revision of the investment policies and new fundraising initiatives were among the topics discussed.

3 DECEmBER 2016pROJECT mAJULAH! 2016

The casual networking event was organised by Youth@LBKM for tertiary students. The session enabled students to meet up-close and personal with some of Singapore’s success stories so that they too, would be inspired to strive for excellence and success.

Approximately 600 bursary recipients at the university level received their bursaries from the Guest-of-Honour Mr Ng Chee Meng, Minister for Education (Schools) and Second Minister for Transport at the Singapore Polytechnic Convention Centre. Prof Dr Mohamed Ariff bin Syed Mohamed (bursary sponsor) and Mr Desmond Chua (General Manager, Keppel Club) were also present at the ceremony.

14 Bursary Awards

2016 saw an increase in the number of bursaries awarded to overseas students and those in private universities in Singapore. Bursaries awarded to local public university students continue to decline as we continue to encourage these students to apply to their own institutions of higher learning (i.e. Ministry of Education) and/or the Community Development Councils (CDC) for bursaries; where their values are much higher. In total, 1588 students were given assistance amounting to $1,617,865. In the previous year, 1,512 students were awarded a total of $1.638 million worth of bursaries and study grants.

17 LBKM-Lee Kuan Yew School of Public Policy Scholarship

The LBKM-LKYSPP Scholarship was awarded to Nadia Yeo in 2016. She is pursuing a Masters in Public Policy at the Lee Kuan Yew School of Public Policy, NUS and will also graduate with a Masters of Laws.

18 AMP-LBKM-SUTD Scholarships

The inaugural scholarships worth $15,000 each were awarded to first year students Adam Bin Ilyas and Adam Haziq Bin Mohd Arshad.

19 Financial Scheme for ITE Students

The assistance and merit schemes introduced in 1992 for ITE students continued into its 24th year. Annually, $10,000 is allocated for needy Muslim students and $21,600 for students who achieved excellence in their first year examinations.The needy student bursaries were given a dollar for dollar backing by ITE. Students receiving the excellence award were given $200 to $400 cash per person plus a certificate.

REVIEW OF FINANCIAL STATEMENT AND EXPLANATION OF MAJOR FINANCIAL TRANSACTIONS

In the year 2016, there was an increase of $220,000 in income as compared to the previous year.

THE PURPOSE FOR WHICH THE CHARITY’S ASSETS ARE HELD

The property located at 33 Bussorah Street is currently tenanted out to an artisan bakery at $5,000 per month until April 2018. As of last year, the estimated value of the property was about $2.8 million.

FUTURE PLANS AND COMMITMENTS

LBKM has indeed achieved much in its journey of giving through the last five decades.

Some of the initiatives planned for the future include diversifying and widening the range of disbursements and financial assistance, to meet the ever growing needs of the community. LBKM will embark on initiatives to enhance relationship with donors and sponsors and engagement with recipients.

As LBKM maps out its plans for the next decade, it needs to remain attentive to existing challenges as well as new ones. Potential problems may arise in the form of ever-changing and increasingly complex education landscape, and increasing competition for the same pool of donors and sponsors. InsyaAllah, with the support of the community, the Council’s stewardship and guidance, and the staff’s dedication and trustworthiness, LBKM will overcome the challenges ahead.
