Land Reforms in India

• 1 System of IntermediariesJagirdari, Ryotwari, Mahalwari etc.

• 2 Abolition of the Intermediaries: • 3 Establishment of Land Ceiling • 4 Distribution of acquired land


Result of Inadequate Land Reforms

• At present 22% of Indian Population is living below the poverty line.

• Displacement of rural population • Emergence of Land Mafia and encroachment of land • Some Positive impact: farmers became millionaires


Case of Naxalism

• Since 1967, India is facing the problem of Naxalism

• Reason for the birth• Where they are getting their support• Their unwillingness to participate in the

democratic process• Tribal Areas are rich source of minerals and

forest produce


Land Reforms in the state of Kashmir

• Jammu & Kashmir land reforms are termed as the most successful land reforms

• Kashmir is a cropping paradise• Present day problem is due to

overdependence on agriculture and due to social unrest, tourism and industrial development contribution is very low.


Land Reforms in the state of Punjab

• More emphasis on tenancy reforms• Punjab land is known for its fertility and

richness.


Land Reforms in the North East States

• Existence of Tribal groups with difference in – Culture– Language– Customs – Ethnic origin.

The Right to Fair Compensation and Transparency in Land Acquisition,

Rehabilitation and Resettlement Act 2013


Features of the New Act

• Consent from the majority of affected families• Compensation formula is based on market

rate• Collector supreme authority is revised and his

role is now of implementer of the new Act


• Authorities to provide 25 basic infrastructure amenities in the area where families are to be shifted

• Act complies with other acts and strengthen the rural institutions


Future Direction of Land Reforms

• Act is new, its implementation, problems it face and how it solve them is yet to be seen.

• Too much is expected from the Act• It answers the future requirement but don’t

have anything to say for the past events.
