Due to the limited and preliminary information available, we have based the preliminary high level order of cost budget estimates on the information provided and our understanding of the required scope of work. No fully detailed design architectural, structural or civil detailed information was available for this exercise.
Mechanical, electrical & communications, lighting, lifts, fire services and hydraulic services budgets have been incorporated as advised by Steensen Varming and Warren Smith & Partners respectively. An allowance for security has been incorporated by RLB. We draw your attention to the item details, notes and exclusions. Please advise should you require any amendments.
As instructed, client transition costs and digitisation, non-exhibition back of house removals and Museum MAAS staff operating costs are excluded.
We recommend that this preliminary budget estimate is proven up as the design develops and more information is available.
Consultant fees, council fees, preliminaries, builder's margin, contingency and escalation to completion in 2023 is included. GST is excluded

BASIS OF Budget Estimates Update Options 1-3
Due to the limited and preliminary information available, we have prepared this high level order of cost budget estimate based on the information provided and our understanding of the required scope of work.
The estimates have been derived using a combination of measure quantites and applied rates, and composite rates applied to functional areas to arrive at a total project cost.
As instructed, we have based our estimates on the following documentation: Architectural:
Fender Kastalides Mirams - Options 1-3, and Schedule of Functional Areas dated 20.09.2017 attached to Johnstaff emails dated 20.09.2017 and 26.09.2017.
Finishes have been incorporated as previously advised during our involvement
and FKM advice during 2016.
Structural:
Taylor Thomson & Whiting - Preliminary Information as emails dated
25.09.2017 and 26.09.2017. This works with the existing levels and provides an
undercroft to maintain flood contours.
Engineering services budget estimates have been incorporated as follows:
Steensen Varming - email dated 06.10.2017.(Electical, Mechanical & Lifts)
Warren Smith & Partners - email dated 06.10.2017.(Fire & Hydraulics)
Museum Staff budget estimates have been incorporated as follows:
CIPMO Staff - $18,263,671 as Johnstaff email dated 23.10.2017
MAAS Staff - $1,086,481 as Johnstaff email dated 23.10.2017
In order to arrive at an all up project cost, where information has not been available due to the early stages of the project design, it has been essential for us to make numerous assumptions based on our experience in relation to, building fabric, structure, finishes, engineering services, fitout and infrastructure.
The benchmark target for the project is for a best practice international museum quality building with a sustainable design.
As instructed, digitisation, logistics & relocations have been excluded. We understand these are to be advised by other consultants and treated as operating costs.
We recommend that this preliminary high level order of cost budget estimate is proven up as the design develops and more information is available.
We have assumed that the project will be tendered on a fixed lump sum competitive basis to a mix between three and five tier 1 and tier 2 contractors. As Johnstaff email dated 23.06.2017 we understand that the programme timing for a museum opening is now during 2023.
ITEMS SPECIFICALLY EXCLUDED
In compiling this Preliminary Budget Estimate, no allowance has been made for the following cost items. Allowances for these items should be added as appropriate to establish the total project cost. If required, we can provide assistance to assess these allowances.

Steensen Varrning rates for recent projects
Based on architectural package and area schedule received 29.09.17 from RLB
